so, this is downtown oakland right now. it's about 2:30 in the morning. >> a construction housing project goes up in flames in the east bay and people tell us they ul fire afar away daly city. >> it broke out around 2:00 this morning. let's show you where the scene is. it's happening at west grand and filbert and embers have caused he evacuations in the area. let's get to our reporter live on the scene, amy hollyfield. >> reporter: good morning. you can see spots are still on fire and it's very smokey. firefighters are putting water on this building but the situation is much better now. look at the fire they faced when it was really going. they called five alarms for this fire so oakland sent about 90 firefighters. they say is it took about 80 minutes to knock it down to

where they're just dealing with hot spots and smaller fires. that's what they're doing now. when they got here, though, it was really going. they got the call about 2:00 this morning to come to filbert and west grand in west oakland. they say some transformers were also blowing so pg&e turned power off to 2,000 people in this area. they were also worried about those who lived nearby. >> 20 to 25 plus people were evacuated off market street in that area as a precaution because we had a substantial number of embers blowing in the eastward direction. >> reporter: no injuries have been reported. this building was empty. no other buildings burned. this was a building of townhomes under construction. according to the construction's website, they were planning to sell them all for about $600,000 each. they were one and two-bedroom units. they say they were going to be

what they're doing. take a look at this. they tweeted this out overnight. what you're seeing right there, that purple and the yellow circle is the heat signature from the fire. so, they're picking that up. that's how the intense that fire was from time to time during the morning hours. pretty neat what technology can do. here's a look at oakland. still 8-mile-per-hour moving due east. once you get past there, the winds go calm everywhere else. that smoke will sit and fester. haven't heard of any reports of any poor air quality but we'll keep an eye on that also. waking up this morning in the, say, upper 40s to mid-50s by 7:00. 58 to 62. narrow range with high clouds and sunshine. we'll start to separate at 4:00. 68 at the coast. 65 around the bay. dress for 69 inland. back to 60 with high clouds being a mainstay. take a look at the morning

at a san francisco high rise. an investigation under way to see what sparked that fire. >> matt keller outside the gated community. >> reporter: good morning. we're standing on washington near davis street. you can see there's a lot of debris underneath the high rise. they have police tape up keeping people from walking on the sidewalk here. so much can go wrong with these types of fires but this morning we're talking about what went right. >> high rise fires are a potential nightmare and this thing went exactly as it should. nobody hurt. >> reporter: the fire broke out in the south of the gateway complex in san francisco's financial district, right off the embarcad through 16. lower floors were evacuated. the danger went beyond the building. debris scattered below and firefighters had to get out of the way. within 45 minutes the fire was

under control. >> it was just really scary because we totally thought it was out. and then, you know, it kind of reflared up and all the glass burst out the windows. >> reporter: we caught up with supervisor and he told us residents have been let back in 3 through 8 and 21 and above. other floors are being worked on because firefighters had to punch through walls that had asbestos in them. firefighters are still looking into you the cause. matt keller, abc7 news. >> thank you, matt. in the south bay, san jose police released the mug shot of a suspect involved in a fireworks explosion. 25-year-old john meltzer was one of two men who was taken to the hospital. they had burns and cuts. the second suspect remains in the hospital. me meltzer faces charges of possession of a destructive device. pg&e says it will inspect

powers lines in areas of risk of wildfires. a post in "nextdoor" says they'll fly between 9:00 a.m. and 3:00 p.m. they are cleared to fly as low as 300 feet. more developments about the uber executive who was disciplined and then promoted. he's now resigned. "the wall street journal" first broke the story last month. uber leadership had decided to give him a formal warning, cut his annual bonus and put him through sensitivity training. uber did not give any more details about the training. the city attorney for cupertino is reportedly planning to sue the city. according to "mercury news," he says hisbjtishe dopnt got admin.

weekend. here's the peninsula, 54 degrees. 61 at noon. mid-60s this afternoon dropping down to 57 with high clouds tapering. east bay valley starting off at 51. 62 at noon. upper 60s for most of the afternoon hours. as the clouds taper, you'll drop down to 58. pretty much the same thing along the east bay shore. look at all the high clouds mixing in. mid-60s this afternoon. under the stars we drop down to 57 degrees. we'll take a look at the warming trend in the accuweather seven-day forecast. we'll take a look at the traffic trend with sue. >> we'll take a look at the traffic maps and green is good. we have the usual slowdowns on 580 westbound and better news for you in the oakland area. roadwork has been picked up. southbound 880. they have that cleared now so traffic is flowing nicely. up towards novato, northbound 101, a car over the embankment. they have to shut down the right

you can see a little bit of say sea breeze. a couple degrees warmer tomorrow and a couple degrees warmer by thursday. we're seeing 60s, 70s and 80s and that will continue in my accuweather less than seven minutes away. back to breaking news in the east bay. sky7 just arrived to the scene of that construction site fire on west grand and filbert in oakland. this broke out around 2:00 and embers forced 25 evacuations in the area. a transformer blew, cuttingings power to 2,000 people there. crews are still trying to put out hot spots. no word on a cause yet but

cnstruction site arson has been an issue in oakland in the past. amy hollyfield reports a security guard and cameras were at that site this morning. she'll have more in a live report coming up at 5:30. new details about the nfl national anthem kneeling protest. "the wall street journal" reports twitter accounts linked to the internet nc nt more than 12,000 tweets about the issue. the agency is a russian and kremlin-backed company accused of attempts to encourage discord in the u.s. twitter shut down the accounts after they found the connection to the group and former 49er quterback colin kaepernick was the first to kneel during the anthem two years ago. in "gma's" first look we're learning more about the bachelor party in abc has more. >> reporter: in this morning's

"gma" first look, this new video was taken just before the trip of a lifetime took a tragic turn. 14 american tourists celebrating a bachelor party, all greeared for whitewater rafting trip. moments later, the group from miami boarded three rafts and within minutes all capsized. one survivor tells abc news, all of us struggled to stay above water, swallowing lots of it on the way down as our bodies ricocheted against the rocks in the water while struggling to survive. foursts and one costa rican guide swept away. they posted this on instagram with caption, what was supposed to be the celebration for the best day of our life turned into a nightmare. my heart aches for the four beautiful souls taken from us. we'll have a look on "gma" first look. in the east bay, a law enforcement agency is taking a

cautious approach to its use of body cameras. this comes after one of the same make and model used by the new york police department caught fire. a company called axon makes the cameras. the oakland police department has hundreds of them. it will continue to use them until the department learns more about why the staten island one exploded. >> the chief has made it very clear to me personally and messaged the entire department that if there's a concern or something that's an issue in oakland, she'll remove them all from service. >> a spokesperson tells abc7 news the nypd will use a third-party forensic consultant to determine the cause of the camera explosion. e-cigarette company jule is under fire about whether the company is intentionally marketing to teenagers. the device looks like usb sticks. now a fourth of juul followers are under 18. that study in the journal of

adolescent health. the fda seized thousands of documents at juul's headquarters last month as part of the investigation. juul says it's working with social media platforms to mitigate the problem. electric scooters are suing lime and bird. scooter riders and pedestrians say they were hurt because of the company's gross negligence. some judge seniors include broken wrists, arms, torn ligaments and damaged teeth. a spokesperson for lime said safety is a priority and the mission is to reduce the number of cars on streets. bird says e-scooters are no more dangerous than riding a bike. the company notes cars remain the greatest threat to commuters, killing more than 40,000 people in the u.s. each year. new at 5:00 -- need a bite to eat while on the go in san francisco?

we should be so willee spots to cloudy spots. here's a look at the low clouds this morning. watch those evaporate as we head towards the lunch hour. the high clouds will start to come in from the northwest. a dry cold front will roll through the sky and that will reinforce the cooler weather. you can see there's a little break during the evening hours before more high clouds and a few low clouds come in tonight. everybody in the south bay, even down to santa cruz in the upper 60s with san 69 degrees. 65 to 68, not too bad, on the peninsula, this afternoon. downtown, south san francisco and sausalito around 63 to 66 degrees. 67 to 70 through most of the north bay. then low to mid-70s cloverdale north shore, mid to upper 60s. in the valleys 71 to about 74.

>> that fire broke out at around 2:00 this morning. people across the bay area tell us they could see the flames. i saw it on my drive in from highway 24 this morning. i know we're hearing some as far away as daly city could see that. amy hollyfield is live near the scene at west grand and filbert. hi, amy. >> reporter: good morning. they've allowed us to get closer to it the building. let me step out. way so you can get a good look it is still standing. firefighters had still putting water on it. you don't see flames at this moment but they think there are pockets of fire they want to get water on and stay on top of this. they're still very active as they fight this fire. but wait until you see what it looked like before. i mean, it was really going. it was a huge fire. it was a five-alarm fire. they got the call around 2:00 this morni west grand and filbert. it was on fire was a building of

townhomes under construction. so, no one was here. it was an empty building. i just talked to o officials who are on this project. they are so frustrated and so upset, estimating this is probably going to cost 50 to 75 people their jobs who had been working on this building since last august. back to the fire fight. fire officials had to worry about transformers that were blowing. so they had power issues. also worried about embers flying and very concerned about people who live in the area. >> pg&e came and secured power to roughly 2,000 people in the area as a safety precaution. we had transformers that were blowing because of the fire. that posed a significant concern of safety of our personnel and anyone in the area, like observers, witnesses, et cetera, et cetera. >> reporter: no one was hurt. no injuries on this fire. no other buildings burned.

again, they did have to evacuate about 20 people in the area just in case and turn the power off for about 2,000 customers. also, just out of precaution, i did talk to some people who were evacuated. they didn't want to talk on camera. they're pretty shaken. they told me they thought they saw one house that got embers on it but we haven't heard that from fire officials. you're looking at a drone brought in by the alameda county sheriff's office. they flew this over the fire scene. we're working on getting that footage so we can get an aerial view of this fire. stay with us as we continue to work this story and try to get more developments for you. investigators on the scene trying to figure out what started this fire. there have already been five fires in oakland at the scene of residential construction sites. now we have another one. officials say this building did have security guards and security cameras. lve in oakland, amy hollyfield, abc7 news. >> such a sad trend. thank you. let's give you an idea of

what the site looked like before the fire this morning. this is from google earth. it was captured in april of this year. you can see it was a three-story building under construction and that is wood framing, which, no doubt, helped to fuel those flames. as amy mentioned, residential construction fires have become a trend in oakland. so, this is footage of a previous incident. one of six major fires since 2012. just a few months ago, a coalition of builders put up $300,000 to help catch anyone responsible for burning down the projects. so far no word on what caused this fire overnight. >> abc7 news will stay on top of this breaking news all morning. we sent out a push alert when the fire first started overnight and you can get news on the go by downloading the abc7 news app. there's been a lot going on this morning. it's 5:33. we're following breaking news of another fire. this time in san francisco. first, you're never more than seven minutes away from the

accuweather forecast. let's get to meteorologist mike nicco. >> the unfortunate news is oakland has some of the fastest winds. good news, it's only 8 miles an hour. they were blowing southeast. now they're blowing east. that could be pushing more of the smoke into the hills and piedmont. temperature of 56 and humidity at 81%. everybody else is quiet as far as winds until fairfield. that's another sea breeze today. not much in the way of marine layer. a broken deck of clouds this morning so mostly cloudy, 58 to 53. we're hovering around 60 at noon. low to upper 60s around 4:00. definitely going to feel like fall today. here's sue. >> a live look at your commute leaving san rafael. taillights on 101 and civic center, finding your way to the golden gate bridge where you have four lanes in the southbound commute direction and two lanes in the northbound noncommute direction. everybody's moving at the limit.

no fog over the waldo this morning. about a 45-minute drive from tracy and over the altamont pass into dublin and pleasanton. breaking news out of san francisco. a house fire in the inner sunset has killed a person and left another with serious injuries. this started just after 3:30 this will morning on funston avenue. the fire department tweeted one woman died and a man has been taken to the fire center in serious condition. the cause under investigation. this morning an investigation is under way to find out what sparked yet another fire. this was a massive one at a rise in san francisco's financial district. residents of 30 units are displaced. take a look at this video from yesterday evening. flames gutted five floors in the south tower of the gateway complex at washington and davis. the lower floors were evacuated.

thankfully, no one was hurt. university of california employees plan to go on strike today. >> the american federation of state, county and municipal employees. the union says it's in response to the institution outsourcing jobs. the university of california tells us, the union wants an 8% wage increase. the office of the president says uc cannot justify to taxpayers or the rest of the university workforce this excessive wage increase. now union leaders are throwing a tantrum, putting their agenda above the needs of patients, the students and the public. the strike is expected to last three days. san francisco's longest serving fire chief announced she's stepping down. >> very excited. ar 29-year joanne hayes-white bn francisco's first female fire chief in 2004 after 14 years with the department.

in giving a reason for her retirement, she simply said, it's time. >> relationships between labor and management can be a little prickly, a little challenging. i've definitely had my share of that. but really glad to have sort of weathered that storm and moved forward and really proud of all the accomplishments we've made. >> hayes-white dealt with a number of controversies as chief, including longer ambulance response times. supporters say she was an innovative leader. her last day on the job will be may 5th. the midterm election exactly two weeks away. new data shows more of you are voting early. more than 500,000 californians have already 100,000 more than what we saw in 2018.lirn's proposition 10 is getting a push. the measure would allow cities to expand rent control. rent control activists say it would give local communities greater power over which types
