taking a live look outside. this afternoon. just off the water of san francisco. this is our cam as we consider ways to build a better bay area. a new series we launched to talk about issue facing residents, crime traffic and housing. tonight we're talking about all three. and possible solutions. good afternoon. thank you for joining us. >> we'll start with crime. today the san francisco police department shared the results of a pilot program. at mission station. to reduce property crime like car break ins. the program will be rolled out to ten district stations in november. >> over all car break ins are down. nbc7 discovered they're still happening, as we speak. >> after arriving here at the fisherman's parking garage. our photographer noticed a car that had been broken into.

the problem is far from solved but san francisco police say car break ins are doin. advice for victims. something you should do immediately after your car is broken into. and it might be different than you have heard before. >> reporter: outside the beach street parking lot, smashed glass. a sign of another car break in. san francisco police say car break ins are down 14%. year to date. good news unless you're the latest victim. >> if your car is broken into. crime went up 100% for you personally. >> reporter: his office prosecutors more than 80% of car break ins. >> the sentencing they're getting on the average is five and a half months. which is fairly significant for a property crime. >> reporter: he says less than 2% of the people responsible for the car break ins are arrested. >> there's not a criticism. these crimes are hard to resolve. they're hard to make arrests.

>> reporter: to make an arrest police immediate to investigate. deputy chief of the field operation says car break in victims should call police to take a report. >> if people call. officers will respond. if they don't they should be calling multiple times. >> in april of 2017. that's exactly what she did. visiting from north carolina. someone broke into her rental at this park k garage and stole her fathers ashes. >> they told me they couldn't even come out to assist us. i had to file a report online. i said what am i supposed to do with missing items. there's not a selection for human remains to be stolen. >> police met her at the garage. they got back her fathers ashes. >> other people desperate not to be the next victim are writing notes. pleading criminals to spare

them. >> we're not done. >> you heard the advice. just now from the deputy chief. if your car is broken into you should car police. they will come out and take a report. as for the couple that we just met within the last hour. they're visiting from australia. and they did that. they called police to meet them here to take a report. they told us the dispatcher told them because their passports were stolen they had to go by a nearby station to make a report and that was something they plan to do. >> all right. thank you. having your passport stolen is a nightmare on vacation. >> you don't need official confirmation to know traffic is bad. we have rankings on the worst commutes. a map of the top ten. they are everywhere except in the north bay.

top five may not surprise you. the most congested is the afternoon commute on 101. to interstate 80. over the bay bridge towards treasure island. i 80 westbound. this commute takes second place. third is highway 101. the the afternoon commute from fair oaks avenue to oakland road and 13th street is awful. northbound 680 is the terrible drive during the evening rush hour. and fifth is eastbound highway 4 in the evening. in contra costa county. to port chicago highway. >> on sky 7 the roads look clear. trust us later on it won't be pleasant. affordable housing. an issue generating complaints but few solutions. an effort is under way in the south bay to solve the crisis at the grass roots level and the ballot box. >> live in san jose with how

people are working together to build a better bay area. >> we hear about the complaints all the time. high rent and high housing prices. imagine 2,000 people getting together this week to sit town and try to come up with solutions. there are programs for low cost loans in order to get people into homes. there tr people who are at the breaking point. >> reporter: she took a break in week from work on a mural she's completing. to join housing advocates and others to brainstorm. for solutions to address affordable housing. she hasn't always earned enough to pay the rent as an artist. >> we should be providing affordable housing for artists. >> these are the startling facts. >> in san jose you have to earn $52 an hour to afford the average price rent. if you want to buy a house you

have to have a salary of $250,000. >> in the second year of a three year effort to get people to identify solutions by gathering at round tables. >> people can go into their community and talk to neighbors. and city counsel. to try to do more organic approach to at least getting people talking about this. >> year by year it's tougher for people to come up with down payments. it takes nearly 22 years of saving to come up with a 20% down on a median price san jose house. 20 years ago it took ten years of saving. voters also will be asked to approve solutions. two propositions and a local measure v. raising billions of dollars for affordable housing. and for individuals with mental health issues. >> the housing says the measures could make a big difference in housing prices and affordability.

california. as the forest service has begun rounding up 1,000 mustangs in a region they describe as over populated. >> you have over grazed land and degraded eco-system. areas being destroyed. wildlife species. >> now a lawsuit to stop the federal government from selling the least desirable horses for slaughter if no one adopts them. >> it's an out rage. >> a so called poster person. who has 240 of the animals. most in a sanctuary and others like her first mustang. wild mustangs are national treasures she says. >> they're really sure footed. great minded. they connect with people. >> and protected she without promising to save the older horses, these protestors want change.

>> that would be the last resort. >> it could happen. but we won't know that until we cross that bridge. >> keep wild horses wild! >> reporter: the federal government wouldn't sell the horses for at least a year. this is likely to get louder before it gets better. i team reporter has been looking into the wild horse situation since 1989. >> with the flick of a finger another wild horse is on the way to the meatpacker. thousands each year end up in slaughter horses. for human consumption. in france. where horse meat is popular. >> last year the white house responded to an investigation about a policy change allowing wild horses to be sold to slaughter. the trump administration said it had no plan to move forward with that. advocates are not assured of that. you can watch more of the past reporting on our web site.

mid-80s. some mid to upper 80s in the inland east bay on saturday. we'll see a mid to upper 70s around the bay. and on sunday we'll see temperatures dropping quite sharply. especially inland and near the bay shoreline. only upper 60s to about 70 on sunday. and inland areas where on saturday we might seat mid to upper 80s. sunday mid to upper 70s. here's a look at the precipitation for the weekend. check this out. wet weather will move in. seattle 1.3 inches expected. portland nearly 1.6 inches of rain. further south it's closer to zero chance of rain. that includes of course the bay area and northern california. here's the 7-day forecast. follow the warming trend through friday and saturday. peeking on saturday and turning breezy and much cooler sunday. cooler continues on monday and temperatures settle into a steady pattern on tuesday and wednesday.

unand down the aisles of dozens of stores to compare the prices. >> the first question whole foods nickname. whole paycheck. is that true. >> people thought we're have a high quality chain. that offers low prices. in terms of amazon has low prices for things. and whole foods for sure they get a lot of attention every time they announce some change occur. they lower price of avocado and everyone goes crazy. prices have come down for produce. they have come down relative to other stores in the area. 15 to 20%. whole foods still represents one of the most expensive chains out there. it's quality remains high. it gets good ratings from customers. it still has high prices. lower than they used to be by higher than most chains. one of the problems we have in the bay area is there isn't a

regional chain or chain in general any kind of combination of high quality low prices. we survey our subscribers and consumers here. and ask them to rate stores for quality of produce. and meat and over all service. and the stores that rate really highly and whole foods is one. for quality, tend to have high prices. other metro areas around the country the stores we find there's usually a regional chain or player that can manage to do both. high quality and low prices. here that doesn't exist. if you want to save money, there's lots of options. there's win co. walmart and target. there's about a dozen options here in the area. of stores that offer really low prices. but all those stores they don't rate very well for quality of produce. >> really. >> people swear by these stores.

>> they do for price. >> costco is an exception. they get high ratings for the quality of meat. people like that. but over all, that's where they exception. you have to really buy in bulk. in terms of the typical grocery store in the area there isn't one stand out. that offers high quality and low price. that just doesn't really exist here. >> the legacy stores. are they holding up? >> they're struggling mightily. they have competition from all sides. trader joes and warehouse clubs. walmart and target. and of course amazon. it really wants to be in the grocery business. for some reason. so the legacy stores are really having trouble competing. one thing they have done is tried to remodel. and make them nicer shopping experiences. i think it will be interesting to see if it works. the stores haven't been able to

roam run in a baseball game. i did beetle juice. the famous waiting room scene. i have a home mad couch that i made from pieces of plywood and foam. >> a nice break from the every day watching other kids run down the block. kick a ball. play with their friends. you can tell he wishes he could do those things. it feels like this was our purpose. to bring anthony into people's lives and homes. and to brighten their day and put a smile on their face. >> what's your favorite candy? >> m and ms. >> a little scary. i'm scared right now.
