fbi. that agency confirming that this device found in burling ton has been linked to the other devices found earlier in the week. that truly brings the number to 14. now let me tell you what happened earlier. the suspected device was taken from the postal service on rollens road in a caravan. led by law enforcement agencies. from above you can see the traveling a few miles to the police gun range. behind sfo. once it got to the destination. two explosive technicians which was inside a white box. or container. the fbi has confirmed that in neutralized. however you want to put it. the package was x-rayed by using a screen and the machine. this is done to make sure it's

safe to handle and see what it is made of. in other words the parts. they want to see the inside. this has been done with the other devices found earlier this week. and again the devices this device found today is the same kind that was sent to the other people. like the clintons. president obama and cnn, that has been confirmed. from here it will be sent away to be analyzed by the fbi. this is what former bomb technician don han son told me what happens next. >> it will be packaged up and either hand delivered or mailed back to the fbi laboratory in virginia. for analysis. >> so this is the moment the device was taken away. you see the three vehicls. notice that it was placed inside a closed pickup truck. and not a bomb squad vehicle. this tells us it was neutralized

poles. work has been going on all utility lines the gas, electric are under ground. quite an achievement. and yet they're receiving criticism. people are asking why couldn't you that for us? >> reporter: it seems like yesterday. it began last april. today they finished the main work of rewiring and repiping. no small task. >> we tread 17 miles. we laid 22 miles of electric line and ten miles of new gas main. >> one more project in a region. trees. hence this work along transmission lines. the utility is doing its best but still hasn't pleased everybody. >> it's fti all usn thetr to what was put up in 1965. >> not far, is another neighborhood. lark field estates.

would have to be involved and sign off on it. that's why they say it takes time and say they have done it this way. all right. thank you. this happens to be california flood preparedness week. even though it's been a dry year. flooding can be a concern. joining me, supervisor. we're in a prolonged stretch of dry weather. is it tough to sell people on flood preparedness when it's 75 and sunny? >> t's easy to this i you don't need to think about. but you need to be prepared for an emergency. this is the seventh year california has had the preparedness week. it's time to get your plan together. your emergency kit. your evacuation routes. how to communicate with your family. and think about flood insurance. >> one concern is just in general in california is ageing infrastructure. and how that becomes a real problem. if we have a flooding situation.

>> yeah, it used to be that flood control infrastructure was paid by the federal government. in contra costa we have a billion dollars worth of assets. 80% of that was paid by the federal government. 10% local and 10% state. in order to replace it it cost $2.4 billion. we don't have the money. we have infrastructure that is over 50 years old and we have to deal with that. on top of everything else. >> we saw the report. we have had too many yais in california areas in california impacted by wild fire. people may not realize the problems that come from the fires then become worse when we get heavy rain in the winter time. >> it's terrible. it takes about two to five years for a regrowth to come. years you are at risk of mud slide, when you deal with mud slides they move fast and far.

so those that have traditionally not had to worry about that living up in the mountains. it is a concern. we have to be prepared. >> what advice do you have for people in terms of getting information in realtime? hopefully we're only a few weeks away from the start of the rain season. and get significant rain. we don't want to be in prolonged drought. you have some great assets on your web site. and other means. yoshould che inith ythe reon what floonreat tools. go onto the web site. look at the flood control. we have different ways to watch the creeks and see the levels are. we look at the rain gauges. that's a great resource to figure out. the other thing is clear out the leaves. don't clog up the storm drain. make sure you're doing your part. to not contribute to the

forecast animation over night. showing the approach of low clouds and fog. pushing over the bay. and inland. tomorrow morning 7:00 or so. there will be lingering fog over the bay. inland areas will see fog. and of course locked in along the coastline. it will burn back and push out again tomorrow night. so we'll get that cooling effect on sunday and monday. over night this night. look for low temperatures in the mid-50s. it will be mild except north bay valleys. lows drop into the mid to upper 40s. tomorrow highs ranging from mid-60s at the coast to low and mid-70s around the bay. and upper 70s to just about 80 in the warmest locations. i'm told by colleagues of mine that tomorrow night is a big might for pre-halloween parties and other things. we'll see clouds around tomorrow night. clouds around midnight. and chilling temperaturing into the early morning hours.

here's the 7-day forecast. a cool down continuing through sunday and monday. temperatures rebound on tuesday. and it's really going to warm up wednesday. thursday and friday. going into early november. we'll see high temperatures inland in the mid-80s. upper 70s around the bay and 60s on the coast. it will be warm for trick or treating. next wednesday. but this is some crazy >> it will feel more halloween like tomorrow. not quite as warm. >> a big surprise for the cancer survivor who didn't let his disease get in the way of his job as a firefighter. why he's soon off on a trip of a lifetime. >> gallons of fake blood. hundreds of and a scary good time.

a man suspected of sending more than a dozen pipe bombs democratic figures is under arrest in florida. 56 year-old cesar sayoc taken into kus this morning. he faces fiv appearance is the bay area. authorities intercepted packages intended for senator harris and activist tom steyer. the package was found in a post office in burling game. >> jeff sessions reaction to the arrest. he condemned the pipe bomb

showing off what is this a zombie librarian? >> he's a character in the maze. you can see his nice dangling eyeball. and a foam piece that goes up. it speeds up the make up. we make it work. with his beard. it makes him creepier. >> this is quite an endeavor. we have 36 different make up artists and 300 pieces for all the actors to wear. tell me about how this is applied? they have to wear it all day long. it's a process. >> yes, it is. so we take the unpainted foam latex. and paint it ahead of time. and attach it to their face. with a medical grade adhesive for the kin and paint and blend out the edges as best we can. and wear it all night long. >> very scarily authentic and real looking.
