to deal with. >> we are putting more time into holding those responsible accountable and finding solutions. >> san francisco police say car break-ins are down 14% so far from last year, comparing numbers from january through september. let's put it in perspective. >> this year the department logged more than 19,000 break-ins, more than 72 a day, an average of one every 20 minutes. that's the improvement. last year there was a break-in every 17 minutes. >> the problem has been so bad people have resorted to putting handwritten signs in car windows like these, reading, nothing to take vabl in this car and please do not break into the car, it has been broken into six times. >> and pleading with the crooks. still, break-ins are happening. last week "abc 7 news" noticed a broken-into car at the fisherman's wharf parking lot. the couple didn't want to speak on camera at the time. >> but they got in touch with

melanie woodrow late last week desperate for help. melanie. >> we met this couple last wednesday after police announced the drop in car break-ins. they were so distraught they didn't want to speak on camera, but the following day they got in touch with me frustrated with the lack of response from the san francisco police department. i reached out to the deputy chief we interviewed about car break-ins, and as you are about to see the response quickly changed. thieves shattered the windows and stole everything from inside this rental car. >> computers, little tablets and jewelry, medication. >> passport. >> passports. >> she and her boyfriend, tom chewy, were visiting san francisco from australia. they parked their rental car here at the 350 beach street garage in fisherman's wharf for less than an hour. the break-in happened last wednesday. "abc 7 news" was with san francisco police at a meeting that same day for positive news.

car break-ins are down 14% year-to-date. after the meeting, deputy chief michael rednick told "abc 7 news" if you car is broken in in san francisco police will come to your location to take a report. >> if people call, officers will respond to take reports. if they don't, they should be calling multiple times. >> reporter: we met them right after that interview with sfpd last wednesday. they said they called the police non-emergency line. >> because of the passports being stolen, we need to go to a police station. >> reporter: the couple called central station the following day. >> they said that they didn't have the manpower at the time to investigate. >> reporter: so i e-mailed deputy chief redman. he thanked me for bringing it to his attention and the situation quickly changed. >> within three hours -- >> we had our stuff back. some of our stuff back. we got back the passports, we got back medication, clothes. >> reporter: officers even drove their recovered belongings to

their hotel in monterey. >> i don't think it would have happened without your assistance. >> reporter: a positive ending, but one that everyone involved agrees shouldn't take a call or e-mail from a reporter. >> i feel for the people of san francisco that have to deal with this every day. >> reporter: deputy redman writing in an e-mail to me, quote, this should not happen. the couple did not get all of their belongings back like electronics and jewelry. due to the ongoing investigation, police have not said where or how they found the couple's passports and luggage. they're headed back to australia tomorrow and they tell me they still think san francisco is a beautiful city. in the newsroom, melanie woodrow, "abc 7 news." >> we're glad of that, that we didn't sour them on the city itself. melanie, great work here, kind of kickstarting the police department to get it done. but you reported something similar last year as well, right? >> reporter: that's right, dan, we did. in april of 2017 we met a different young woman named julia wilkinson. she was here to spread her father's ashes from charlotte,

north carolina. she called police to explain that her father's ashes had been stolen from her rental car. it was also parked at a fisherman's wharf parking garage. dispatchers told her she had to fill out an online report. after we got involved and made a call to command staff, police did respond and within days they recovered her father's ashes. she then decided to take those ashes home to north carolina. >> melanie, reporter/crime fighter these days. nice job, melanie woodrow reporting. the question is what should you do if your car is broken in to and the answer depends on where it happened. >> that's correct, abc 7 anchor kristen sze is here with a sampling of how they respond to car burglaries. >> we heard back from berkley, fremont and san francisco. their procedures are pretty similar with a few differences. here are the commonalities. for reporting a car burglary, all say call 911 if a break-this is in progress or just happened

because the vandal could still be nearby. now, for reporting a burglary after some time has passed, all say report online, by phone or at the police station. san francisco requests you call 311. as for the police response, all say they will send an officer if the scene is fresh, but here is where the departments differ. once the case is cold -- that's one hour for berkley, and when it is no longer in progress for san francisco, they will send an officer only if they're not busy with other priority calls. fremont say it they will almost always still send an officer unless the victim does not want that or there's a severe staffing shortage. a quick glance at the number of car burglaries in those cities in first half of 2018 through june, berkley has 263 cases, san francisco has 12,442 cases -- not a typo -- and fremont has 902 cases. dan and ama. >> kristen, thanks. now, we certainly welcome your thoughts on this topic. use the #better dbayarea on

facebook, twitter or other social media sites to join the conversation. happening now, a mountain lion in mount pleasanton. police say the animal is hunkered down. the alameda county sheriff's department has brought out their drone to help search for it. landscape ofs spotted the mountain lion around 4:00. california fish and game officers are also on scene. they say there's no threat to the community. flags at san francisco city hall and across the country are flying at half staff today. the president ordered the flags ordered as a mark of respect for the victims of saturday's mass shooting at the tree of life synagogue in pittsburgh, pennsylvania. they will fly at half staff until wednesday. today the man accused of that shooting appeared in court. robert bourwers, who was shot b police, arrived in a wheelchair. >> we will have the opportunity to present evidence, demonstrating that robert bowers murdered 11 people who were

exercising their religious beliefs, and that he shot or injured six others including four of whom were police officers responding to the shooting. >> bowers is in jail tonight. prosecutors say he is a flight risk and danger to the community. he's been charged with 29 federal counts and could face the death penalty. investigators say bowers had a comments online.ng anti-semitic- people in the bay area have been gathering to show their support for the pittsburgh victims. tonight the community is invited to honor the victims and survivors of the synagogue shooting at two events in san francisco. one is at cmabad of sf/soma on natoma and sixth street. another at sha' ar zahazahazaha dolores street. both begin at 7:30 tonight. heightened security at a jewish festival in the wake of the attack. >> david louie is live in san jose with the steps the

keep the event safe. david. >> reporter: dan and ama, the silicon valley jewish film festival is using one of the 14 screens at this multiplex. the theater has its own security, but the festival has added its own armed security guard in order to give all of its patrons this evening and in the future two weeks some sense of security. organizers of the silicon valley jewish film festival say they understand if some families and children are staying away, but they have hired armed security to give the public confidence they will be safe. at shows over the weekend many patrons told festival leaders they wanted to send a message. >> we only came to show our support, and, of course, there are likely people who did not show up. i don't know that, but we definitely have people who came to say that they wanted to show support. >> reporter: the festival has been running for two weeks with two more weeks to go. in its 27-year history there's never been any issues. the festival's security will involve off-duty or retired

officers who supplement the theater's security staff. he showed up sunday to volunteer to be an extra set of eyes and ears to monitor safety. he is outreach drengtirector ofe evergreen islamic center in san jose. >> if you need more eyes, we are there to say we are from another faith but it doesn't matter. we are all in this together, whatever we can do we will do. >> faith leaders from christian churches extended support. there's been talk of building alliances among these groups on an ongoing basis. this is the executive festival director. >> every community is offering help to help us out, safety, security, just to show love, and it is really extraordinary. >> reporter: this film festival is very popular. about 8,000 people attend annually. the hope is that the security added tonight will keep the crowds coming and also serve as

more teenagers are vaping in marin county and officials sabaning the sale of flavored tobacco products may be the only way to stop it. wayne freedman is live in mill valley with that story. wayne. >> reporter: outside a bit of an institution in marin county, there are always two sides to a story. the county says it is about health and keeping people from dying of cancer and such illnesses. the people in here say it is about free choice. it is the rare shop where no one apologizes for the smoke. at telford's pipe and cigar in mill valley, customers would not feel comfortable without it. >> i think it is almost required in marin to have a place like this. >> reporter: but for how much longer? >> my livelihood for 45 years is definitely in jeopardy. >> reporter: brian telford, the owner. tomorrow he says the marin county board of supervisors could ruin him and the board of health says for all of the right reasons. >> we are at risk of creating a new generation of people who

have a lifelong addiction to nicotine. >> reporter: health director dr. matt willis notes almost a third of marin county high school juniors now vape. tomorrow he will ask the board of supervisors to ban vaping products and flavored tobaccos in unincorporated areas. that would include telford's which does not sell vaping products but flavored tobacco, snuff and chewing tobaccos and cigars, all would fall under the county measure. >> they need to define what flavored tobacco really is. >> we know one of the most important causes of young people to take up cigarette smoking and other tobacco smoking is the flavorings that are added to the products. it is an enticement. >> but it is a legal product. it is not illegal. >> tobacco is the leading cause of preventable death in the united states. >> reporter: and now marin county is the latest battleground. vaping is new. this establishment, a tradition, and it is all about principle as they see it. >> people have a right to

it is dicey out there. >> it is. let's check in with spencer christian for the latest. >> it is quite dry. as you pointed out, the wind is increasing right now. you know we're in a bit of a warm spell so here is the red flag warning for high fire danger in effect through the early morning hours of wednesday for most of the hills and mountains in the bay area, except down in the santa cruz mountains. of course, this could expand to other areas as time goes on. right now we are looking at the possibility of wind gusting 55 miles per hour in some of the higher elevations. we will see very low relative humidity over this period of time, 10% to 20%, and fires of course can start and easily spread under those conditions. right now you see the wind is increasing. we have gusts up to 20 miles per hour at mount tam right now. 18 to 15 miles per hour at some of the other higher elevations around the bay area and they're likely to continue increasing overnight. clear skies right now as you see looking westward from emeryville. it is 63 in san francisco. 66 in oakland. 66 in mountain view. 66 in san jose. here is a view at mount tam

against democrats. >> and the president is not responsible for these acts. again, the very first action that the president did was condemn these heinous acts. >> reporter: the judge ordered sayoc to be held without bail, but a detention hearing is scheduled for friday here in miami. sayoc is expected to be transferred and prosecuted in the southern district of new york where many of those packages were first discovered. kenneth moton, abc news, miami. officials in indonesia fear there are no survivors from last night's crash of a passenger jet near jakarta. the lion air boeing 737 disappeared from radar 13 minutes after takeoff. 181 passengers and eight crew members were on board. search teams have started to recover bodies of the victims from the crash site. the jet was practically brand-new, delivered by boeing to lion air in august. a man was rushed to the hots in critical condition after getting caught between a b.a.r.t train and the platform at balboa park station in san francisco.
