"the new york times" quotes sources saying bulger was beaten unrecognizable by other inmates thought to be affiliated with the mob. bulger was 89 years old. authorities have made arrests in connection with a

are undocumented, but the president now says he plans to change that with the stroke of a pen. here's abc's jonathan karl. >> reporter: before the midterm elections, president trump is determined to make immigration a central issue, vowing to single-handedly end the constitution's guarantee of citizenship to anyone born in the united states. >> you can definitely do it with an act of congress, but now they're saying i can do it just with an executive order. it's in the process. it will happen. >> reporter: but the top republican in congress said the president simply does not have that power. >> well, you obviously cannot do that. you cannot end birthright citizenship with an executive order. we didn't like it when obama tried changing immigration laws via executive action. i think in this case the 14th amendment's pretty clear. >> reporter: as the election approaches, the president focused on that caravan of migrants fleeing poverty and violence in central america and traveling by foot to the u.s.-mexico border. >> i wish i could just tell them and i say it, caravan, turn around. you're not coming in.

you're not coming in. i'm sorry. >> reporter: now the president is sending more than 5,000 active duty troops to the border, he says to stop the caravan, something an anchor on the president's favorite cable news channel called a political stunt. >> tomorrow is one week before the midterm election, which is what all of this is about. there is no invasion. no one's coming to get you. there is n restrained in what they can do. they can't arrest migrants or take part in law enforcement. instead, they can support border patrol by helping transport agents and by doing things like building tents. >> back in 1995, the justice department issued an opinion that still stands today that said forcefully that the only way to change birthright citizenship is, quote, by amending the constitution. jonathan karl, abc news, the white house. the first troops headed for the southern border are now in san antonio, texas. 1,000 regular army soldiers and

their equipment arrived on transports like these. they're part of the 5,200 the pentagon is sending to help control the border ahead of that migrant caravan. ft. sam houston will serve as their staging area. two more people killed in the synagogue shooting will be laid to rest today. mourners packed the synagogue for cecil and david rosenthal and dr. jerry rabinowitz while a private funeral was held for daniel stein. his family declining to meet with president trump. the president was greeted by angry protesters, many of them accusing him of fomenting the hate that motivated the shooter. he made the trip despite a request from the mayor of pittsburgh and others to wait until after all 11 victims were buried. federal prosecutors are calling the mail bomb campaign aimed at prominent democrats a case of domestic terrorism. cesar sayoc is accused of targeting at least 15 critics of president trump with improvised explosive devices and additional

charges are expected. the ieds were all intercepted but prosecutors say several of them contained shards of glass intended to maximize harm. they're asking a florida judge to transfer sayoc from miami to new york. special counsel robert mueller's office is asking the fbi to investigate what appears to be an attempt to discredit mueller himself. the possible smear campaign centers on claims from several women who say they were offered money in exchange for fabricating sexual misconduct claims against mueller. one of those women says she was approached by someone representing right-wing conspiracy peddler jack berkman. multiple women who claim they were contacted say they never either met mueller or never saw him act inappropriately. the fiance of murdered "washington post" columnist jamal khashoggi speaking out for the first time. she's calling and hoping that justice is served for khashoggi's death and in her first american tv interview, she tells abc news about their final days together. here is abc's ian pannell.

>> reporter: "washington post" writer jamal khashoggi was living in exile when he met a young woman from turkey and fell in love. this video shows the happy couple going to get paperwork for their wedding. this was september 28, four days before he was killed, and he was afraid. so he didn't want to go into the saudi consulate that day? yes, she says. he was worried he could be captured and sent back to saudi arabia. but instead, he was greeted warmly that day. so when he went back four days later, his guard was lowered. she waited outside, but the man she was to marry the following day never reappeared. >> at what point did you know he had been killed? i wanted to believe he was alive until the end, she says. it wasn't until the saudis confessed they killed him that i acknowledged the horrible tragedy of what had happened.

>> reporter: nearby, more than 1,000 protesters carrying signs, saying words matter, stop encouraging hate and you are not welcome in pittsburgh until you fully denounce white nationalism. the mayor of pittsburgh had asked the president not to come until the funerals were over citing security concerns. >> i do believe that it would be best to put the attention on the families this week, and if he were to visit, choose a different time to be able to do it. our focus is the city. >> reporter: the white house is divided. top congressional leaders in both parties were invited to accompany the president. leader mitch mcconnell, speaker paul ryan among those who declined, citing scheduling issues. the family of one victim, daniel stein, also making it clear they have no interest in meeting with president trump. they were angered by his words when he said armed guards at the synagogue could have prevented the shooting. >> if you take a look, if they had protection inside, the results would have been far better.

>> reporter: stein's nephew telling us the president is blaming jewish people for what happened to them. >> i was standing just a few feet away from president trump when the neighbors were shouting those words, saying words matter. i clearly heard those neighbors. i imagine president trump also heard them. when he left, he told reporters that this scene here is very sad. he said hopefully we will learn a lot of what happened. cecilia vega, abc news, pittsburgh. >> so many people there, it probably was hard to miss the protests. cecilia, thank you. the president, in the meantime, is trying to rev up another hardline immigration issue just days before the midterm elections, claiming he'll be able to end birthright citizenship with an executive order. the constitutions,nts ths' immigraontas, and legal scholars say it would take a constitutional amendment to change that, not an executive order, but the president claims his lawyers have assured him it could be done unilaterally. >> you can definitely do it with an act of congress, but now

they're saying i can do it with just an executive order. it's in the process. it will happen. >> house speaker paul ryan disagreed, saying you obviously cannot do that. he said when it comes to birthright citizenship, the 14th amendment is pretty clear. the office of special counsel robert mueller has asked the fbi to investigate what appears to be an attempt to discredit mueller himself. the possible smear campaign centers on several women's claims that they were offered money in exchange for fabricating sexual misconduct claims against mueller. one of those women says she was approached by someone representing a known right-wing conspiracy peddler named jack berkman. multiple women who claimed they were contacted say they never met mueller or never saw him act inappropriately. a lawyer who once defended james "whitey" bulger is blaming the federal bureau of prisons for bulger's death. bulger was found dead inside a federal prison in west virginia. he had just been moved to that prison. during a life of crime, bulger

was linked to at least 11 murders. he spent 16 years on the run before being captured seven years ago in santa monica, california along with his longtime girlfriend. bulger was convicted on several counts and sentenced to spend the rest of his life behind bars. one victim's family is speaking out. >> very pleased he's dead. our family can get on with our lives now. there is no reason to open up old wounds. we can finally move on and start the closure. >> we have no feelings for bulger. we want his name to go away. now that he's dead, his name goes away and he goes away with it. >> law enforcement officials are investigating his death as a homicide. it's the third killing at that maximum security prison in west virginia this year alone. the prison workers' union says violence there is increasing because of inadequate staffing.

crews believe they may be closing in on the fuselage of the jet that crashed. the american-made jet was brand-new, just put into service by lion air two months ago, yet the airline says it was having problems the day before the crash. abc's bob woodruff has more. >> reporter: investigators trying to unlock the mystery of the doomed jetliner. disturbing accounts are emerging of technical problems the day before its final flight. one passenger telling a reporter the engine was making a strange noise, another claimed the plane dropped several times like a roller coaster. flight records show a 925-foot plummet in 27 seconds. lion air says there were reports of problems on the brand-new 737 but claims they were resolved. indonesia has a checkered safety record. >> it was not only until a couple of years ago that aviation officials allowed indonesian airplanes to fly into the united states. >> reporter: authorities have not publically ruled out terrorism but are focusing more on a catastrophic malfunction or pilot error.

>> reporter: one teacher appears to be jumping enthusiastically as another helps the children put on hulk fists. nicole reported the incident back in 2016 and both teachers were quickly fired. one teacher told investigators she let the kids fight as a stress release after the daycare's heater broke. >> no one's being held accountable, and if i'm not a voice for my children, who will be? >> reporter: those two teachers never faced criminal charges. the department of health and senior services tells us they did conduct an investigation and they required the facility perform additional training. linsey davis, abc news, new york. >> they asked one of the teachers about the fight club and the teacher said, there is no fight club. the rules -- the rules of "fight club." there is no fight club. so this happened nearly two years ago, but obviously we're finding out about it now. >> no, it'horrific to watch in a way. >> it is fascinating stuff.

>> reporter: together with the first lady, his jewish son-in-law jared kushner and daughter ivanka, they visited the site of saturday's massacre. rabbi jeffrey myers, who just hours earlier was presiding over funerals, was there to greet them. just a half block away, this scene. neighbors shouting at the president. >> it's not about you! let the families grieve! this is our neighborhood! you are not welcome here! >> reporter: as nearby, more than 1,000 protesters marched. carrying signs saying words matter, stop encouraging hate and you are not welcome in pittsburgh until you fully denounce white nationalism. >> he is a purveyor of hate speech and he is not welcome in my synagogue and in my city. >> reporter: the city choosing instead to focus on each other as the first of many funerals begin. dr. jerry rabinowitz killed after witnesses say he escaped only to run back in to save others.

and a line of mourners wrapping around the block for cecil and david rosenthal, the brothers who never missed a service. also there to pay their respects, coaches and players from the brothers' beloved steelers. a city showing their strength and vowing to never let hate win. while they were at the synagogue, the president and his family visited this makeshift memorial. they placed small stones and flowers next to every single star of david. kendis and lynda? >> maggie, thank you. president trump continues his campaign blitz today with the critical midterm elections just six days away. he's holding a make america great rally near fort myers, florida. he'll be crisscrossing the country, hitting as many as three cities in one day. federal prosecutors are calling the mail bomb campaign aimed at prominent democrats a case of domestic terrorism.

cesar sayoc is accused of targeting at least 15 critics of president trump with improvised explosive devices. additional charges are now expected. the ieds were all intercepted, but prosecutors say they all contained shards of glass intending maximum harm. convicted boston gangster james "whitey" bulger was reportedly beaten unrecognizable shortly after arriving at a facility in west virginia. he was found dead yesterday. he was 89. inmates thought to be affiliated with the mob are believed responsible for bulger's death. gio benitez has more. >> reporter: famous for a life of crime including a role in at least 11 murders. those 16 years on the run with his girlfriend until their capture in 2011. and another twist, the crime boss' life coming to a violent end. whitey bulger found dead in his

west virginia prison cell. he had just been transferred there in the latest 24 hours. >> you're going to be responding to the maximum security. they advise cpr in progress. >> reporter: law enforcement officials now telling abc news bulger was killed. it was in south boston where a young james bulger earned that infamous nickname "whitey" because of his light hair. he spent time in alcatraz, returning to boston where he would rule the streets. in 1994, a corrupt fbi agent tipped bulger off, telling him he was about to be indicted. he disappeared. authorities searching for him for more than a decade releasing this surveillance video and a recording of his voice, ultimately tracking him down through his girlfriend, katherine greg. >> have you seen this woman? >> reporter: the couple found living in this santa monica apartment. >> the arrests mark the end of a long and exhaustive hunt for one of america's most wanted men. >> reporter: some of the families of bulger victims who relived the tragedies during bulger trial -- >> he's a mass murderer and a

destroyer of families. >> reporter: -- struggling to process that the man responsible for so much pain is finally gone. >> i knew this day was going to come and i knew this was going to happen. it's like surreal. >> reporter: bulger's attorney, j.w. carney, tells us this in a statement, he was sentenced to a life in prison, but as a result of decisions by the federal bureau of prisons, that sentence has been changed to the death penalty. right now the u.s. attorney here in massachusetts says his thoughts are with the victims and the families. gio benitez, abc news, boston. >> no love loss at all for whitey bulger. federal investigators in the meantime in rochester, indiana trying to unravel the tragic deaths of a 9-year-old girl and her 6-year-old twin brothers. alivia stahl, xavier ingle and mason ingle were struck by a pickup truck while crossing the street to their school bus. police say the school bus arm was down. the children's uncle says the father is just devastated.

>> he didn't just lose one kid, he lost all his kids. how do you tell your little brother it's going to get better? you can't. >> a fourth child is in the hospital after also being critically injured. the pickup truck driver faces reckless homicide and other charges. she is being held on $15,000 bond. indonesian investigators believe they may have found where the main part of a doomed jetliner is lying under the ocean. the lion air flight crashed monday, just minutes after taking off from jakarta on a one-hour flight. it's believed all 189 aboard died. the boeing 737 max 8 was a new version of the workhorse aircraft and it had been in service by lion air just two months ago. however, the budget airline says the jet had technical problems just the day before the accident.
