our lives are farmers. we don't have a retirement program. what we've done in the past has not worked as well as it used to. >> going from pumpkins to pot. the big change one farmer wants to make to stay afloat some of the say they'll do whatever they can to stop him. good afternoon. thank you for joining us. happy halloween. >> we're not talking about a big pot farm but some traditional pumpkin farmers are looking for a change and a chance to grow their business by turning on cannabis. >> vick in half moon bay? >> reporter: this is the most hotly contested ballot measure in this local election here. the half moon bay review's top story above the fold deals with not one but five marijuana-related ballot

measures, measure gg being the most controversial. >> half moon bay, the pumpkin capital of the bay. it attracts hundreds of thousands of people to this small coastal town. the defeat of ballot measure gg, some farmers here say, could smash the pumpkin industry for good. >> this is real. it's not propaganda. sadly it's real. >> reporter: they own the iconic pumpkin farm. >> we don't want to leave it. that's our home. >> reporter: they like many farmers are struggling to survive. pumpkins and the vegetables they grow can no longer sustain them. measure gg would allow starter marijuana plants to be grown in existing greenhouses in zoned areas under heavy regulation. >> we want a crop that would keep the sustainability in the near future. >> reporter: they say a cannabis company has offered to pay them nearly $1 million a year in rental fees on grow starter

plants and greenhouses on another piece of the property before the a mile from their pumpkin farm. the company would also rebuild their old greenhouses. but the measure has been controversial. opponents believe would it make pot more accessible in the community. what's more, hispanic community leaders also opposed because it puts farm workers at risk. >> it puts them on the radar of the federal government when they're participating in an industry that is illegal federally. >> reporter: well, there have been heated exchanges, as you can imagine, at city council meetings here at half moon bay on, this issue organization this ballot measure. oddly enough we had a tough time finding campaign signs related to gg. one resident explained that's probably because most people here have already made up their

there to help people from becoming homeless. >> reporter: like many cities in the bay area, oakland does have a growing homeless problem. there is a new program designed to keep people in their homes. though it is only about a week and a half old, for many residents, it has already accomplished its mission. >> here's this money all of a sudden. >> reporter: deborah ross said she and her 16-year-old grandson were days away from being out on the street. being evicted from the apartment they've lived in for three years because she owed her land lord nearly $800. tat is, until she reached out to a new program called keep oakland housed. >> they approved it. a couple days ago. and they sent a check to the land lord. >> reporter: how much money? >> they were talking about $785. >> reporter: that's what you needed? >> that's what i needed. >> reporter: she represents one of 60 households that have been helped so far by a program

launched ten days ago. it includes catholic charities, kaiser permanente, the san francisco foundation and the city of oakland. >> oaklanders, so many are just one paycheck away from losing their housing. we have been receiving about 75 calls a day. it has been wonderful to not say no. >> reporter: with the housing crisis behind her, she is free to go back to focusing on her growing business. that is making custom hats. ross had been homeless once before, about five years ago. thanks to that check to her land lord from keep oakland housed, she can look toward the future with something she hasn't had in a while. optimism. >> it came like something in the sky that came down, a miracle from heaven. to me. where did this come from? i said is this true? you really can get help? >> reporter: now, deborah ross told us she is confident she can

of them are six pages long. the push is to get voters to turn out to support candidates and issues. but the ballot in many places is a long one. the vote by mail ballot is three pages, double-sided. not all voters have the patience, interest or stamina to make it to the bottom of the ballot. >> yeah. there will be various levels of fatigue people will go through. people who care will finish it. >> reporter: as important as it is, it is not likely the driving force behind people showing up to the ballots. >> we believe it is compelling enough to keep people voting down their ballot. >> reporter: some voters may be motivated because it strikes home. an estimated 52,000 students in the california state university student including san jose straight living in their cars or couch surfing. san jose state had an active voter registration drive this fall. >> we've been really, really really, really really insist tent and very consistent in

the ghost shipment warehouse could be demolished soon. this as we learn about who the owners claim for the deadly fire. these the signs posted. 36 people died in the warehouse fire in december 2016. the 30-day notice signs were posted at the end of september so it appears the demolition could happen any day the tenants both face charges. the victims' families have filed

suits against them. according to new court documents, the owners blame their electrician. they say he died about being licensed contractor. investigators haven't been able to determine exact cause of the fire but say it may have been an electrical problem. >> we've just learned of the identities of the drivers killed in the crash. it involved two cars, a tour bus, it happened on northbound 880. the drivers in the cars died. it is not clear if the tour bus driver will face any charges. and people are living without water at a mobile home park at eden garden estate. >> seniors are finding creative ways to flush toilets and take showers. >> reporter: byob is short for bring your own bucket at eden

garden estates. >> are you filling up your toilets? >> residents are taking water from their pools to their homes to fill their toilets. they've been without water since sunday because of a water main break. >> one day, two days, fine. but it's wednesday. >> she's going to a nearby park or home depot to use the bath room and is frustratd by a lack of action and communication by management and the owner. she said it took too long to provide food and water for residents. she wants them to provide a place for her to shower. >> i haven't been able to go to work. i contacted my boss and i felt terrible. it's just getting to me. >> reporter: we got an up close look at the problem. the mainline has a huge hole. to make it more complicated, the gas line sits right on top. the owner spoke to me over the phone and said he's doing all he can to get it fixed.

the hope is that it will be completed by tomorrow or friday. the mobile home park provided beats and drinks yesterday. and it's doing the same again today. a few port-a-potties were ordered for the residents. the owner says he's trying to make it right and says she will be a reduction many rent in december. some signs the red hot bay area real estate market may be cooling off a bit. >> the new report shows the bay area had its slowest september in 11 years. last year it recorded 5970 homes sold. that's down nearly 19%. sales dropped just over 22% from august to september. while there is always a showdown from summer to fall, there decline has nearly doubled the

30-year average. the home sold for 8 it is still up a a year ago. >> the home prices have been going up almost 100% in the last five years and it is unsustainable. so a small drop in prices is expected. bay area realtor donald says with silicon valley driving job growth and newcomers, there is still a demand. what does this mean for you? >> when you look at the market. if you see some corrections and you want to buy into it. it is a great opportunity for buyers. >> he says if you're selling, consider renovating because moments don't need additional money are definitely moving faster. spencer christian, man of the hour, with the halloween

here are the stories making headlines at 4:30. the new $1.1 billion spillway at the oroville dam will be ready for the rain. crews have begun rebuilding after the record storms last year. other work is needed before the spillway can be used. a 40-year-old man has been detained for stabbing a 19-year-old female student inside the cabrillo studio. we'll have the details at 5:00.

president trump told reporters today he's willing to spend up to 15,000 military personnel to the u.s./mexico border. he previously said he would send around 5,000. the suspect in the pittsburgh synagogue master has been indicted on 44 counts including hate crimes. also more funerals were held. >> reporter: this was the scene outside the tree of life synagogue in pittsburgh as president trump and first lady melania trump visited the side where 11 people were murdered as they worshipped. the synagogue's rabbi welcoming them. the mourners remembering those who were killed in the saturday morning massacre. all while more than 1,000 protesters demanded the president denounce white nationalism. >> he is not welcome in my synagogue, and in my city. >> reporter: demonstrators carrying signs that read, words matter.
