good morning, bay area. let's get up and get going. >> this is "abc7 mornings." >> and good morning, and thank you so much for joining us on this sunday november 4th. i'm kate larson and we will start this hour with a look at the weather with meteorologist lisa a ar jen, and lisa, it is feeling a a little bit cool outside right now? >> yes, kate. we have had wind shifts and the live doppler 7 is going to show you the clouds coming from the north and the west and the wind shifting has allowed foor cooldown. it is really more of the radiational cooling at night with the lack of wind. so anywhere from 12 degreeing cooler in livermore and 9 degrees cooler in santa rosa. and the clouds are settlig into the mt. tam and the lower

elevations and with the the numbers in the lower 60s and 50s, and you can see the shot of santa cruz with the high clouds. it is 68 in vacaville, and from the exploritorium camera, you can see that it is partly sunny and up er 70s inland and upperer 60s at the bay, and the shoreline and this is going to begin the cooling trend for the week ahead. i will explain with the ak wa accuweather forecast coming up. >> thank you, lisa. we are in the final 48 hour s before the midterm elections. president trump is going to be working rite down to the wire. he had two rallies saturday and two the more today and three tomorrow. meanwhile, former president barack obama is going to be rally norg democrats in chicago today. abc news white house correspondent tara palmieri has more. >> reporter: this morning the final 48 hours before the crucial midterm elections and the powerhouse candidates from both sides crisscrossing the country. president trump in the final leg of a 44-city campaign blitz. >> if this election is based on

county, five more centers opened up and so if you want to cast ur ballot before tuesday, you can do that. if you have not registered to vote yet, you can do that at nearly 40 vote centers set up in each city across the county, and this is the conditional voter process. so some 90 million californians are registered to vote, and that is the largest number in california history and nearly 4 in 5 eligible californians are registered to vote. right now in california and across the country, the voters are energized for tuesday's lek shun which is going to determine which party controls congress, and joining us in studio is melinda jackson who is the chair of the political science department. and based on the registration nu numbers what could that mean for the registration outcomes here in california? >> the question is who turns out on election day, and just because we have a record number

of people registered, we need to see who turns out at the polls, a and particularly for first-time voters and new registrants, you know, takeing that extra step to do the homework and turn out on tuesday or mail in the ballot, and it will make the difference, so it is going to determine, i think here in the state, and it could say whether the democrats get a super majority in the state legislature again as well as some of those key congressional races in southern california that could tip the balance for the democrats to winning back congress. >> one with of the things that we were talking about and you were telling me is that the independent party registration has surpassed republican party registration? california. so what does that mean for the party in california, the republican party? >> yeah, well, it is a challenge for the republicans, because they are now in third place. democrats and independents outnumber republicans in registration, and so, they really have to, i think think about rebranding and how the

attract new voters into the republican party in california, if they are going to survive. >> so, obviously, who turns out will make a big impact on house and measures go. proposition 6 is a big one to repeal a 12 cent gas tax and all of the money goeses the road repairs and public transit. we have seen ominous ads and governor brown has one from the proponents of prop 6, but wasn't the measure supposed to rally the republican base? >> yeah, this particular prop was intended to fire up republicans, and you know, get them to turn out. the republican candidate in the governor's races is, you know, double-digits behind, and is so that is not necessarily going to attract a lot of republican voters. we have with two democrats in the senate race. so this is and attempt to give the republicans a reason to turn out. taxes are never popular and they thought that repealing a tax would be energizing for

republicans, and some independents. it is not looking that way. the polling is show ing thing t is likely to fail and there has been a big pushback against prop 6 from democrats, including governor brown. >> so there are also a number of statewide measures that deal with the housing, and propositions 1, 2, 5 and 10, and clearly housing whether it has to do with the homeless neness the affordability for the bay area residents and everyone in california, it is a huge concern for voters a and that why we are seeing it so much on the ballot. but what do you think of the registration and the turnout, ad how do you think that is going to the impact the proposition, and the future of housing in california? >> well, this is going to be interesting thing, because the tu turnout in the midterm the elections tends to be older electorate, and more like ly to be homeowners bush if we see a big increase in the younger voters and different demographics, we might see the

rent renters being more represented and so on things like prop 10 to allow the rent control to be imposed on the local level and a big turnout from some of the newer demographics, we might actually see a something like prop 10 passing. whereas prop 5 would really benefit older voters who are benefiting from the low tax rates under prop 13 to keep those if they move to a new home. so turn out is going to make a difference in terms of whose interests are represented with some of the housing issues. >> which is why of course people need, and this is hard, because there are so many measures to vote on locally and statewide and local level and the people can do the research and the homework and know how to make informed decisions tuesday. >> absolutely. we ask a lot of voters here in california, you know, where we are practicing direct democracy and voting on laws. so it takes a little bit of effort, but there are so many good resources now, it is easier than ever to find good nonpart

endorsed by classroom teachers and the california democratic party. because tony will stand up to the donald trump-betsy devos agenda and has always protected our local public schools. join me in voting for tony thurmond. let's put our kids first. this morning a horrifying story out of florida. a teenaged boy accused of killing his mother and making it look like she was the victim of the crime. authorities say that the violence may have all started in a fight over grades. abc reporter has the details. >> reporter: a teenaged son allegedly confessing to murdering his mother and covering it up. >> it is difficult to see how cold and callous and calculating he was, was probably the most shocking thing. >> reporter: the florida police

said it started thursday night over a fight of grades. >> his mother started to question him about the marks and including a "d" that he received in a subject. a loud and boisterous and contentious argument ensued. >> reporter: the husband was out of town and the boy waiting for midnight to strangle her in her sleep. then authorities say that he enlisted two other friends to load up his mother's body and bury it beneath a fire pit at a church. >> this is something out of a movie. >> reporter: and they say that the suspect attended school as normal the next day, and texting his stepfather as if nothing was wrong and then calling 911 saying that the home was burglarized and mother was missing. >> it was not adding up. >> reporter: but the search for clues leading right back to the teen. abc news, new york.

andp happening now, an amber alert for two children, 11-year-old pricilla penaloza and her brother alexander penaloza on the right. they say their mother diana moreira on the left, took the children on a supervised visit friday. she does not have custody. she is believed to be driving a gray mini cooper and has california license plate 6 uwl 251. and police say she could be headed to colorado springs with the children, and if you see the car or them, you are asked to call 911. in the east bay one man is dead following a police-involved shooting in danville. it started as a call to police for a suspicious person. katy utis has more. >> reporter: scattered markers here of the danville police car are the scene can of the shooting of a danville officer-involved shooting. >> a young man lost his life today. >> reporter: the officers tried to contact man.

>> unfortunately the driver drove his vehicle straight toward one of our officer, and fearing for his life, our officer fired a weapon toward the vehicle. >> reporter: the man struck the into the another vehicle after being struck by the gun fire and pronounced dead at the hospital. this is where it started in the neighborhood behind me cottage place, and the residents didn't want to go on camera, but around 10:00, the man entered the neighborhood and they asked him if he needed anything and he said no. he took off and then an hour later, he came back, and appeared disoriented and acting odd and he had something under the arm, so they called 911. >> there is a person in of laurel and cottage lane. >> reporter: police say they tried to contact him shortly after 11:00 in the morning. >> this is just a very quiet little street, and nothing ever happens here. >> reporter: investigators have

not identified the officer who fired for the man who was shot and killed. the chief would not answer the questions after giving a a statement this afternoon. the incident is being investigated by the sheriff's office, the d.a. and danville police. in danville, abc 7 news. caltrans says that the overpass in oakland is safe after a driver crashed into it. it caused this big mess early yesterd yesterday, and it shut down northbound traffic for hours. abc 7 news are reporter explains how it could have been worse. >> reporter: how long have you been on the freeway? >> two hours. >> reporter: drivers northbound on 880 in oakland got stuck. they were suffering the consequences of this unbelievable mess. the chp says the driver of a ford expedition was going about 100 miles per hour when she crashed. >> the driver was a 28-year-old female from hayward and lost control of the expedition, and went up on the rail, and hit some supporting beams.

>> reporter: three of the 80-foot beams were girders, and a driver was very close to being crushed. >> she has been arrested for driving under the suspicion of alcohol. >> reporter: this is part of the new overpass conconstruction. >> it is not >> reporter: traffic was detoured at 23rd avenue, but check it out, the backup was miles and becoming the stuff that nightmares are made of. >> i have to go to san francisco, and i have to be there in about 10:30. >> reporter: are you going to make it? >> i can't. >> almost two hours now. >> reporter: really? >> yes, i made a quick walmart stop, and i would have taken the streets if i knew this. i would have been home.

it is crazy, bro. >> reporter: caltrans says that the 23rd bridge over 880 is inspected and to open to traffic on november 9th. caltrans says this is the only day of the week when overnight happen in the overpass and that may have prevented a lot of workers from being injured. abc 7 news. and now the accuweather forecast with lisa argen. >> we have certainly a lot of high clouds and low clouds and doppler 7 is showing you the fog, and the cloud footprint, because it is a mix of high and low clouds and rain to the north. and then a northwesterly flow allow norg tr clouds this morning and we have a wind shift with cooler temperatures for the afternoon and a cool start even though you can see the 60s for napa and elevations trending warm. i just checked in the upper 70s and 2,000 to 3,000 feet, and the humidity is 10%.

so we are look like a typical morning on tap, it is going to take a while for the relative humidity to the allow those, that the atmosphere to recover in the higher elevation. so we need to watch out for the fire danger. with our cameras, you can see it is hazy and 61 in oakland and 62 in mountainview and morgan hill, and also, from sfo, 10 degrees of cooling for you on the way. on the peninsula, plenty of low 80s yesterday. system of y some of you liked it, and some of you felt it was too warm, but the numbers will be coming down and still above average. low 60s in concord and livermore and the delta is mild at 68, overall, 2 to 11 degrees cool ther morning compared to yesterday. yesterday is when we had the wind event that the winds were picking up out of the east and north and right now, we are looking ofrom the golden gate bridge and the high clouds out

there, but it is going to be a sunny day for the most part with the high clouds and not as warm. the temperatures are near average by wednesday. and thursday, no rain for the next seven days as we look at the highs in the south bay, and we will come up through the low 70s at 11:00, and mid-7 2:00 and 3:00, and remember that the sun sets at 5:07, so we will be looking at the temperatures cooling off quickly, and elsewhere in the southay about 80 in gilroy, and santa cruz is 10 degrees cooler and 67 there today. and the cooldown here, 73 in palo alto, and the coast, mid-60s for, you and more cooling from san francisco where you were in the mid- to upper 70s yesterday. and 76 in petaluma, and then you are going to slide over the east bay, and spending the day in berkeley and oakland a nice day for you and the terms in up thor 70s. you should see 70 for the average high in livermore for

>> this is "abc7 mornings." >> and welcome back. we are going to start this half hour with a look at the weather with meteorologist lisa argen, and lisa, no rain in the forecast can, and it is still warm, and little windy out ing >> yes, because the numbers are still into the 70s and the relative humidity is below 10%, and right here from the exploritorium camera where you will see the haze and the cloud clouds, and the winds are light at 60 in san jose, but from san jose to 80, and more clouds for you making for a nice start for your day. did you enjoy the 6:38 sunrise? 55 in santa rosa and 68 in vacaville, and 68 in livermore. and going through, you will see the low 70s, and by 2:00, it is upper 70s. so a arm wear than average day for you but not as warm as yesterday. the numbers are 3 to 10 degrees cooler for you, and we are all in the 60s and by the evening

hours, we have 60s and upper 60s at the shoreline. back to you. >> thank you. and two more days for the midterm elections, and president trump is wosrking with more rallies. an abc poll says that the approval rating is 40%, and that is the lowest of any president before a mid-term election since harry truman in 1946. and democrats are leading republicans by eight points for likely voters, but however, that lead is dropped significantly since august when the democrats were ahead by 14 points, but on the senate side, the gop is working with the strong hand. abc news national affairs correspondent tom janos is highlighting the key races to watch. >> on election night, we will be tracking 500 races across the country. let's start in the house.

this is the current makeup of the house, and when you are looking at the board and looking at the country, you will see a lot of red and these are republican-held districts, the party in power. of all of the races, we have isolated more than 100. we believe these are the competitive races on election night in the house. you can see so many of these are red, red, and you can see the clusters in the northeast, new york, pennsylvania, but even in the red states like kentucky, kansas and texas, nearly a dozen races in california, and remember, these are the competitive races, and these are the suburbs and the excerpts that we believe that the battle is going to be for the house. we have taken all of the districts and aligned them for the fall closings, and this is a race like we with have never seen before. all of the republican districts on defense, the key number in the house is 23. this is how many seats the dems have to flip in the house to the become the party in power. a couple of early races that we will be watching and names that you may hear early in the night, amy mcgrath in kentucky, and you think that is a red state, but she is a former fighter pilot,

and the democrats are excited about her as she is take on andy barr, the incumbent, but this is the key number, the president won this district big, but the democrats believe in her, and they believe they will turn out for her. and barbara comstock out of virginia, and this is a district that hillary clinton won, and democrats are confident about this one. and to florida, and this is a battle tested district where hillary clinton has won big. carlos has distanced himself from immigration and tax the issues, and we will see what happens in florida. as we move to the senate a much different story here, and lot more blue. the democrat cans are defending much more seats. as we go to the map, 14 races that we are watching closely here, and these are the key races that we want to see what is going on as we hit the key races button. and for the democrats, these are the seats that the democrats are holding, but the republicans, and the president did well in 2016, and talk about states like missouri and states like montana

and north dakota and two key races there and indiana, but the republicans are also on the fence in a couple of seats here n. texas,ing about that the race with bay teto o'rourke we will see where it goes tuesday. and now, in half hoon bmoon some farmers are hoping a proposition will pass involving growing marijuana on pumpkin farms. >> reporter: half moon bay, the pumpkin capital of the world. each autumn, the coastal town attracts thousands of people. but this proposition could smash the pumpkin industry for good. >> this is not real, and not propaganda, but it is real. >> reporter: they own the iconic farmer john's pumpkin farm. >> we don't want to leave it. that is our home.

we have nowhere to go. >> reporter: they like many farmer ares are struggling to survive. the pumpkins and the vegetables they grow can no longer sustain them. measure gg would allow the starter marijuana plants to be grown in existing greenhouses in zoned areas under heavy regulation. >> we want a crop to keep us sustainable in the near future. >> reporter: the miller sthas a cannabis company has offered to pay them $1 million a year to grow starter plants and have greenhouses about a mile from their farm, and they would also rebuild their old greenhouses. but opponents like reverend lisa warner believes that it would make pot more accessible to people in the community, and what is more, the hispanic community leaders she says are also opposed, because it puts farm workers at risk. >> it puts them on the radar of the federal government when they are participating in an industry that is illegal federally.

happening now tens of thousands of runners taking part in the new york city marathon. the women's winner was the second female ever to win four new york city marathons. the winner of the men's race is from ethiopia and the first new york city win for him. congratulations to them both. security is tightened this year with the heavy weapons team from the counter terrorism bureau and the plain clothes officers along, and over 50,000 people are running, and that is something that i am amazed. sort of a bucket list item to do. and the annual tri valley

wind to keep the temperatures above average today and not as warm as yesterday. but today, due to the radiational cooling, we have cooled off significantly and anywhere from 5 to 15 degrees cool ther morning. it is a struggle to make it into the 80s and we won't make it into the 80s and the winds are onshore, and we are looking for the sea breeze today and this is another reason that we will see the cooler afternoon. 65 in morganhill, and 62 in mountainview, and the lack of the wind here allowing the temperatures to come up a rather moderately throughout san francisco, but once that sea breeze kicks in, you know the drill. it is going to feel cooler out there. 61 in concord and novato, and 58 in santa rosa. and the beach, numbers in the 60s as well, and 70s today, i should say in santa cruz, and sunny and not as warm, but the temperatures are nearing the average in the middle to the late part of the week, and no rain for the next seven day we looked at santa rosa and north bay, but what about the east bay?
