>> thanks for joining us. housing, roads, and california's next governor. >> just some of the major moves that voters are deciding, which will start to be revealed to us all in about 27 hours from now. >> we have team coverage for you. lyanne melendez is in san francisco where they are staffing up the polls. >> but we begin with david louie and why there will be extra eyes in san mateo county particularly. david? >> reporter: santa may teyo county has mandatory vote by mail ballots. the u.s. justice department is going to be here tomorrow. they're not saying whether they've identified any particular issues, but officials say they have a good idea what they might focus on. the election workers are already immersed in the opening of mail-in ballots and verifying the signaturing. when tabulation begins, monitors will be on hand to ensure compliance with the voting rights act.

an attorney said they're looking for compliance that ballots and information materials must be available in chinese and spainish, in addition to english. >> all information produced on voter outreach materials is also produced in those languages. they're going to be looking to ensure that we do exactly that. >> reporter: this is the first time the county will be visited by federal monitors. there's no suspicion of any irregularities. access will be granted. the county has early voting centers and places for people to drop off ballots. but on election day, there are no polling places. it's a 100% vote by mail process. the one potential for fraud is someone casting more than one ballot. in that case, only the first counts, and signatures go through a verification process. >> all of the signatures on the registration card are verified with all the ballots sent in by mail and looked at by human eyes

and even computers to make sure that they're accurate. >> reporter: county officials say they're helped by three citizen committees to make sure they're in compliance with federal law. they also have a special program in this county to allow people with visual impairment to ballots. david louie, "abc7 news." >> thank you, david. you may not know that a quarter of the poll workers in san francisco are high school students. the department of elections has hired 600 of them. lyanne melendez is live with that story. >> reporter: quickly, a pause here. they are wrapping things up here in front of city hall, but you can still vote you who are interested. with regard to this program,

which involves high school students, it has been around for a very long time. it's just getting now a lot more attention because of the midterm elections. they work for one day, and it is one day they will remember forever. the midterm elections will be a lasting memory for 18-year-olds rebecca cavanaugh. it will be the first time she votes and she will spend the day at a poll worker at city hall. >> i'm working for my city and i get to be part of that process that i always hear about and see it from a different perspective. >> reporter: the department of elections hired 600 high school students, 500 of them are from the san francisco unified school district. they begin their day at 6:00 in the morning and stay until 9:00 p.m. >> they're there serving voters, having voters sign in, issuing ballots, collecting the ballots voters have voted for, offering assistance. >> reporter: he was introduced to the program when he was 16.

he enjoyed it so much that he decided to eventually work for the department of elections. >> they learned the elections process. it's great for the resume and good for the college application. >> reporter: mason tam, a 17-year-old student, said it was his economic teacher who encouraged him to be a poll maker. >> i know that this is something that will affect us in the future. so that's why we're interested in it, and working the polls tomorrow. >> reporter: students get a stipend of $140, $10 extra if they are they also get these cool shades. kind of cool. i asked nathan what he was going to do with all that money. of course, he said it will help him pay for his college application. as we all know as parents, those can be very costly.

live in san francisco, leeann melendez, "abc7 news." >> thank you very much. the two men who want to be california's next governor are making a final push to get your vote. "abc7 news" was in berkeley where john cox brought his bus tour today. he met employees at the platinum auto collision and paint shop. cox talked with him about the issues of commuting and housing very much on the worker's minds today. cox's opponent, gavin newsom, tackled the same issues in san francisco. a recent poll by the institute of government studies shows newsom with an 18-point lead. officials are doing everything they can to keep voters tomorrowing move. we told you about early voting is getting under way. and there's also a drive through

option. ballots can be dropped off in martinez on golden rain road. they will be open the same hours as the polls, 7:00 a.m. until 8:00 p.m. >> so if you are going to the polls in person tomorrow, what is the weather going to be like as you cast your ballot? >> i think winning is what we have with sandhya patel with your voting forecast. >> that's right. we have a winning forecast in terms of voting. so if you're heading to the polls, here's what you can expect. the weather is going to cooperate. polls open at 7:00 a.m. noontime, looking at 60s, 70s, sunshine, and 8:00, it's getting comfortable already tomorrow morning. noontime, 60s, 70s. so if you have a lunch break and you're going to go out and vote, the weather looks great. 4:00 p.m., 60s and 70s. if you get off of work and then head to the polls, don't worry, it will be quite comfortable. but you might need to take that

the suspect is devance lavar reed, 37 years, a transient from marin city. the surviving victims, britney mccann, 30-year-old from marin city. and anthony dominguez, 32. he worked at the facility. they are the two victims in icu at marin general hospital. the deceased person is not identified yet. let's get to the details of what happened. it happened in the darkness of early morning at the helen vine recovery center, a nonprofit institution for substance abuse and mental issues. a revered place for people who need it. >> it's the first stop in the county for people who say they need help. >> reporter: the sheriff's department says the suspect, devance lamar reed, entered the building and shot three people at 1:30 this morning. deputies confirm the dead victim is a male.

>> the i believe initial report that they were staff members, our investigations division, we're trying to confirm that they were staff members. i haven't heard yet they were staff members. >> reporter: nor do we know other specifics. did the shootings take place in one room? did the suspect stalk his victims? >> what kind of weapon was it? >> i don't know about the weapon. like i said, our detectives are investigating the case, and i don't have that information right now. >> reporter: caitlin stewart has been in one worker inside. she said of her friend -- >> she's saying she's very traumatized. >> reporter: inside and outside. >> this is just a tragedy. this is a tragedy. >> reporter: as to the arrest, deputies tell us devance lamar reed fled the scene and was arrested in sonoma county in an unrelated incident. still no word on the weapons, and they're trying to figure out the relationships of all the

a san francisco city attorney is fining two land lords for operating an illegal air b and b chain. >> they manage properties all

over the city, including pacific heights and knob hill. >> melanie woodrow is live from san francisco with the storey tonight. melanie? >> reporter: this is one of those properties behind me. the san francisco city attorney's office say that they first caught on to the scam back in 2014. the property owners were basically evicting tenants, and then renting out those units as short term rentals. air b and bs. this time the fine they'll be paying is much steeper. these are staging photos provided to "abc7 news" from the san francisco city attorney's office. food, garbage, even damp towels, all carefully placed making it look to investigators as though someone was living here all the time. but this these images, advertising the same units as short-term rentals, the food and garbage are gone, the damp towels dry. >> vast amounts of deception,

and conduct to hide what the defendants were doing here. >> reporter: san francisco city attorney dennis herrera says his office caught them illegally renting out the units in 2014. they paid $276,000 in fines, but did it again, violating a court injunction. >> unfortunately, they violated the terms of that injunction before the ink was dry on the paper. >> reporter: herrera says they booked more than $900,000 in short term rentals and pocketed $700,000 of illicit profits. >> it's all about the money, and that's what it appears is happening here. >> reporter: the units in question were never registered with the office of short term rentals. as part of the new sentlement, they're now paying $2.25 million in penalties and investigation costs. >> we have to make sure that we have an adequate amount of housing stock available for our

tenants. >> reporter: they are barred fom short-term rentaling they own or manage until may 2025. the money from the settlement will fund the investigation costs. some will go to the planning department and some fund future consumer protection work. melanie woodrow, "abc7 news." in the north bay, another sign the housing market is slowing down. sales of condos and townhouses are down 23% this year. the year-to-year median sales price has dropped for the first time in more than six years. in september, a condo cost just over $366,000, a big drop from its peak of $430,000 in july. amazon is trying to sweeten the pot for people who choose to do their holiday shopping from home. >> 7 on your side's michael finney is here with that. more people are doing that. >> yeah, it is less about pricing and more about free shipping this year.
