ready to go to help at 849 the voter's office, they say the number of people turning in ballots has not matched up. >> with our highest registration in history, it would be great if we could get our highest turnout, but at this moment, we're about 60% to 70%, we believe. >> reporter: if you haven't registered to vote, can you still sign up for conditional registration, have a ballot printed and vote before tomorrow's deadline at 8:00. early voting sites in santa clara county -- i'm sorry, you can only do that here at the registrar of voter's office. that's the only place you can do that today. bottom line, there is no excuse for you not to vote. reporting live in san jose, matt keller, abc7 news. meanwhile, the big national story is the balance of power in congress. and weather the democrats can take back the house of

representatives. right now republicans have 235 seats. democrats have 193 seats. there are seven vacant seats. all 435 seats are on the ballot today. either party needs 218 seats to control the house. with the latest projections, here's how things look right now. 168 seats are projected as solidly or likely republican. 194 seats projected as solidly or likely democrat. and that means democrats need to get 23 of the 73 seats in play to get control of the house. >> as jessica just mentioned, all 435 seats in the house of representatives are at stake today. so are 35 of the 100 seats in the senate. voters in 36 states, including right here in california, will be elected governors today. here are your candidates for governor. democrat gavin newsom and republican john cox.

newsom has the lead going into the election today. that lead has been shrinking over the last several months. we have more on both candidates who spent time in the bay area on the eve of the midterm election. >> reporter: lieutenant governor gavin newsom taking the stage alongside his wife, senator camilla harris and governor jerry brown. >> what makes california great is at our best, we don't tolerate that diversity. we celebrate that diversity. >> reporter: in his run for governor, newsom's final election stop was at the chapel in san francisco's mission district. the city where newsom was born and served as mayor for six years. he spent much of the evening talking about immigration and discussing the caravan of central americans which has become a divisive campaign issue across the country. >> to absorb a few thousand refugees in a nation of hundreds of millions of people, just consider what this state has done in the last 15 years. this is a state that's brought in 112,000 refugees.

>> reporter: newsom's opponent, republican gubernatorial candidate john cox, was in berkeley and sacramento monday, encouraging supporters to go to the polls. he also spoke about immigration and said he agrees with president trump, that the border needs to be protected. >> i won't hesitate to say something if the president does something i don't think is right. i happen to agree that we got to make sure we know who's coming into the country. >> reporter: but cox also said he does not want to, quote, disturb people already working in california. >> i want to have a guest worker program. but i want to get rid of criminals out of this state that would threaten us. so, i -- i'll take a backseat to no one in making sure this state has to be made secure. >> reporter: now, governor brown made a joke about newsom running for president in eight years and the crowd exploded into cheers, as did newsom's wife. now, cox actually criticized newsom today for having presidential ambitions, saying he, john cox, wants to fix california.

hacked her facebook account and sent her friends a weird link. the next day facebook sent her an e-mail saying her password had been reset and someone withdrew $1600 from her savings account. she says she doesn't share much information with facebook and no bank account -- or bank information, i should say, has been tied to her facebook account. >> my facebook just has rachel rivera and my birth date. it doesn't say the school, it doesn't say anything background about me. >> an fbi special agent says he's not sure exactly how it happened, but he says the hacker may have discovered rivera's password. he suggestswo regularly to prev hacking. i don't think election day cake is a thing, but in case it is, there's a possible salmonella contamination here. conagra recalled four kinds of

duncan best if used by date march of 2019. they say the cake mix may be related to five cases of salmonella. whole grain cereals containing an ingredient related to cancer does not have to include a warning. the lawsuit argued under proposition 65, businesses must warn the public if products contain possible carcinogens. many whole grain cereals contain a chemical which federal and state agencies agree may cause cancer. a state appellate court said warning labels were not necessary because it may make healthy foods seem unhealthy. santa clara county and stanford university are looking to make it easier for sexual assault victims to get help. right now sexual assault

forensic exams are only performed at valley medical clinic in san jose. by early next year, victims in the northern part of the county won't need to make that trek. the county is working with stanford university to open a new clinic for its students and sexual abuse victims. it will serve cities like palo alto, mountain view and more. >> more and more survivors are reaching out. they're not just saying, me too. they're saying, i need your help. i think there's a real opportunity to be curious about, can we expand the number of locations. >> the university has identified a space at the existing stanford hospital and clinics. now it falls on the county to make sure the right staff is in place. waymo says a test driver in an autonomous vehicle caused a crash that injured a motorcyclist. the ceo explains what happened on a blog post yesterday. he says the autonomous vehicle car lt to on el camino re.

shooting an antioch police officer in the head is now in custody. >> this is a five-hour standoff. it came to an end overnight. here's the amazing part. the police officer was not near deerfield drive and fawn hill way. it started around 8:00 last night when officers responded to about a dispute between neighbors. the antioch police chief says one of the neighbors showed a gun and then shot the officer, then barricaded himself in the home. some people who live in that area had to evacuate while others sheltered in place. >> then all of a sudden i'm out on my patio with my cats and i hear this, come out with your hands up, like two or three times i heard that. >> it's very quiet here, so it's a big surprise for us. >> so, again, the officer is okay. treated and released last night. the suspect is now in custody at the contra costa county detention facility. officials lifted the shelter in place for residents just about -- let's see, an hour and a half ago, about 4:00 a.m.

hollyfield, abc7 news. some extra eyes will be on the election in san mateo county. election observers from the department of justice's civil rights division will be supervising there. san mateo county is one of five counties in the state that has no polling places for today's election. instead, voters are required to mail ballots or drop them off at an election office. the monitor's focus is making sure those ballots are handled properly and election material is available in english, chinese and spanish. the polls open at 7:00 this morning and close at 8:00 tonight. if you have a vote by mail ballot, you can drop it off at any polling place by 8:00 p.m. you can still mail it as long as it's postmarked by today and received by friday. most mail-in ballots need extra postage. don't forget to sign the back of the envelope. some counties in the bay area pay for your postage. several companies are making it easy for you to get to the polls. ford go bike will let you check out a bike for free today.

one woman recovering had dated reed and the other works at the detox center. two lappndlords will pay $25 million in fines. they turned 14 units across the city into what amounted for hotel rooms for almost a year. in 2015 the couple was ordered to stop using their properties as short-term rentals on airbnb and the city attorney's office says they continued to do it, despite the injunction. they are now barred from offering any short-term rentals in any of their buildings for at ast s nts en't even old enough to vote will be working the polls on this election day. >> the department of elections hired 600 students as part of a program that's been around for years. those students who must be at least 16 years old will do things like help voters sign in and issue and collect ballots. >> we know this is something
