net gain of 23 they needed to take control. over in the senate so far it is 45-51 in favor of republicans who have gained 2 seats. abc's stephanie ramos has more from capitol hill. >> reporter: kendis and marci, president trump and control of congress was front and center during these midterm elections and people got out to vote. the total projected turnout is topping 100 million people. votes are in and are still being counted in one of the most highly anticipated midterm elections in history. >> remember this feeling. know the power to win. >> reporter: democrats winning control of the house with at least 25 seats. republicans maintaining control of the senate with wins in several states including texas, missouri and north dakota. in texas, senator ted cruz holding on to his seat edging out democrat beto o'rourke. >> i want to thank this amazing campaign of people, not a dime

from a single pac, all people, all the time in every single part of texas. >> reporter: preliminary exit poll results asking people nationwide their motivating factor to vote. 38% said opposition to president trump. 26% citing their support for the president with the remaining third saying he wasn't a factor. overnight the president posting on twitter claiming tremendous success even as his party loses control of the house. for weeks democrats campaigned on the promise of providing a stronger check on the trump administration. >> anybody that was anticipating a blue wave tonight is not going to get it. maybe you get a ripple. >> reporter: republicans winning high-profile governors' races in ohio and florida. the democrats' national rising star andrew gillum seeking to be florida's first black governor conceded defeat to his gop rival ron desantis. >> we recognize that we didn't win it tonight. we didn't win this transaction.

>> reporter: the race for georgia governor still too close to call. a divided country now has a divided outcome. president trump has been rejected in house voting across the country, but vindicated in the senate. now both parties can turn toward the presidential election in 2020. marci, kendis. >> stephanie, thank you. we are watching one other breaking headline this hour. republican governor scott walker has lost in wisconsin. that is a big win for democrats. >> many of those votes coming from madison, wisconsin, which had an impressive 92% voter turnout yesterday. incredible. back in washington, top white house aides are calling on democrats to work with president trump and the counselor to the president, kellyanne conway, is giving the president credit for the victories. >> there's no question that his presence on the campaign trail made the difference, in fact, he went 5 for 5 in st his stops from sunday and monday alone. the house looks like it will go democratic but not by the large margins that have happened in the past. he would very much like to

continue forging ahead on behalf of this country. >> conway says she does not think democrats will want to spend time investigating or trying to impeach the president. well, the democrats will now control the house while republicans cemented control of the senate. so who won the election? >> that's the big question. abc's dan harris spoke with our political team. >> joining us now for some more insight and analysis, our powerhouse team of experts at abc news including former new jersey governor chris christie, donna brazile, former chair of the dnc and matthew dowd, our political analyst. again, the headline of the night, the balance of power in washington shifting. you can see it right there. the democrats retaking the house of representatives, meanwhile the republicans increasing their majority in the u.s. senate so let's start here with you, former governor chris christie. what is your friend donald j. trump thinking tonight? >> what he always think, i won. he's going to say i added seats in the united states senate. i went into red states that i

had won and got republican senators there, vanquished some people who opposed my agenda and, oh, the house, that was paul ryan's fault is i think what we'll hear from the president at some point. i think the president is going to look at that and the landscape of the governors where he did better than expected and say this was a good night for me and he'll move on. but i also think the one change i think he will make is from an issues perspective you're going to see a guy who will look for an opportunity to make an unexpected deal with house democrats that gives him credibility moving into 2020. >> donna brazile, you're former chair of the democratic national committee. would donald trump be right in telling himself a story that he won? if you look at this historically didn't he do better than most presidents do in their first midterm? >> no, because he didn't -- with a good economy, donald trump lost seats in the house of representatives. democrats knew going into tonight we had an opportunity to pick up some of the seats where the republicans had retired or

did not run, but what we saw tonight was that democrats were able to even reach into some red state territory and pick up seats in the house and win back some key gubernatorial races including in the state of michigan and kansas, which was a big surprise for democrats. >> matt, governor christie talked about the possibility of donald trump reaching across the aisle and cutting some sort of deal. do you see that happening? >> well, i think it would be really smart. i mean, i think at this point in time, every president that's been successful after a loss like this has figured out a way to make a deal with the other side. bill clinton did it after he was badly beaten in the '94 election. barack obama attempted to do it. many of the presidents who have been successful in their presidency have done that. the question is does he have the capacity to do that over a longer period of time than 24 or 48 hours, and i think that's incumbent on him. the other thing is, both sides, both the democratic party and republican party, have things to celebrate and things to lament in this. i think they both do. democrats suffered more losses

than they expected to suffer. they expected to pick up more governorships and i think the republicans had a good economy at their back and had an unpopular president and lost the house which could put them in dire danger of investigation, so they can both celebrate but they also ought to identify their own wounds that came from tonight. >> governor christie, a wild card hanging over this is robert mueller. this investigation continues. does the president have reason to be concerned? >> well, i think, you know, i've said this all along. as long as there's a special counsel who has the ability to subpoena things, you should be concerned. >> well now you have democrats who can subpoena things as well. >> well, that's a different story because that's in a political nature. this guy is a prosecutor who can send people to jail. you know, the house democrats are not going to be able to do that. so as long as there's a special counsel out there who can serve subpoenas and bring criminal charges, you need to be concerned and wary of that. until that shop closes down, the president has to be very careful about what he says and does vis-a-vis the special counsel.

the house is a different political problem. a prosecutor problem is much bigger. >> with a wider majority in the senate, does he have more leeway to be tough on the special counsel? >> no. >> could he fire him? >> no, because republicans in the senate will not put up with firing bob mueller. they just won't. that will be a red line. he knows he can't cross that. if he thought he could he would have done it a long time ago. he has a great sense of self-preservation, knows how far he goes before he gets in real trouble with the people he needs like republicans in the senate. what the republicans' increase majority in the senate will do for him is allow him to people both to the bench and as replacements for cabinet members who leave that he really wants because he's going to have a little leeway in the senate, maybe 54, 55 votes to get people confirmed. >> we have seconds left. let me ask for a one-word question. any optimism things will get better, less toxicity in washington going forward.

boxes in north carolina. areas of knoxville, tennessee, briefly lost power, so voters used flashlights to cast their ballots. that determination to be heard at the polls also felt among young americans. one exit poll showing 16% of voters say this was their first time voting. in tennessee, the so-called swift lift, taylor swift's endorsement of the democrat phil bredesen in the senate race credited with fueling a 700% uptick in the youth vote. in washington, d.c., this recent college grad took the midnight bus home to north carolina to vote because she didn't get her absentee ballot in time and emily miller asking her mom to pick her up at the bus station at 5:00 a.m. so she could cast her ballot and get back to d.c. for work. >> finally. it's been a long journey. >> reporter: young and old doing their civic duty. margaret norwood is 104 years young. she was alive when women didn't have the right to vote and wouldn't miss this opportunity. of course, that lift from taylor

happened here in pennsylvania making a big difference for democrats. several of those seats switching as was expected and democrats picking up new seats in the house helping the democrats get control of the house now. one of the interesting story lines here in pennsylvania, four women will now be going to d.c. as congresswomen. prior to the night not a single woman was in d.c. in congress from the state of pennsylvania. that is all changing. the former governor and mayor of philadelphia, ed rendell, dubbing these four women the fab four. these fab four women making a pact with each other they will now be in d.c. together as freshmen congresswomen going through that experience together as well. i'm in swarthmore, pennsylvania, eva pilgrim, abc news. and colorado has made history in this election. >> the democrat, jared polis

>> well, i think first president trump can probably forget about having to worry about a primary challenger. i think he got enough of a referendum from republicans that it's going to be almost impossible to choke him off on the republican side. maybe he has an independent challenger but that's different and in terms of the democrats there are a couple of potential stars that didn't break through, beto o'rourke as you were talking about earlier, is one of them. the folks that won tonight are the next generation, and the question is who do the democrats put forward? >> the country will get to know new democratic governors around the country in kansas, illinois, michigan, new mexico, and we don't really know yet how those governors are going to play against this president. will they bring lawsuits? will they try to expand medicaid and will they try to govern in a way where they set themselves up as potential 2020 candidates? >> maryalice parks and rick klein. nancy pelosi overnight in her speech said they are going to go after the president's income tax. so -- >> we shall see. we'll see about that and

headquarters on election night. he conceded the race to republican ron desantis, his challenger. desantis, essentially a president trump pick, he's been all in on trump and the trump agenda, voters basically said when they were voting in this election, they were voting to either support or reject president trump's policies. well, it turns out by a razor thin margin they sided with the president. they sided with the republican ron desantis, and i can tell you here at andrew gillum headquarters, the crowd was surprised. hundreds of people were waiting for him to come out. perhaps give a victory speech. at the point when he came out on the stage, abc news was not projecting a winner because the race was too close to call but andrew gillum came out and said that he conceded the race, called desantis and congratulated him on a hard fought victory. >> i still believe that there is more of us who believe in what is common and decent and right,

and i believe in the long run good always wins out over evil. >> reporter: talking about the senate now, that race again still too close to call, however, republican rick scott, the current governor here in the state of florida already declared victory. the republican party here in florida already declared victory. senator bill nelson, who is hoping for a fourth term, has not technically conceded the race, however, his spokesperson came out and said that they were disappointed in the results. he said that the senator would speak publicly and thank his supporters on wednesday. so, it remains to be seen how this will all play out, but for governor rick scott, this is a third razor thin victory in the state of florida. kendis and marci, back to you. >> our thanks to whit johnson there in florida. and the incumbent democrats have been defeated in several hotly contested senate races, but they picked up a key senate seat in the west. jacky rosen defeated republican dean heller in a hard fought battle in nevada. >> in tennessee republican

marsha blackburn beat former democratic governor phil bredesen to keep the seat in gop hands. she'll become tennessee's first female senator. and texas senator ted cruz managed to hang on to his seat with a narrow victory fending off a fierce challenge from democrat congressman beto o'rourke. abc's paula faris has more from el paso. >> reporter: hi, kendis and marci. well, congressman beto o'rourke gave senator cruz a run for his money. this was a close race. he was trying to become the first democrat elected to that seat since 1988, but it didn't happen. you know, at the end of the day their personality and their policies just couldn't be any more different. ted cruz, his platform was jobs, security and freedom and beto o'rourke's platform was health care, unity, it was dreamers and just this morning he talked about the borders not being a threat. there's going to be a lot of talk about whether or not his platform was too progressive. in fact, when i sat down with

indiana to be true, that this is one of the reddest states in the midwest, and it has been said indiana is as red as the red barns that dot the corn line countryside, and this election here appears to make that true once again. you know, in the thank you speech, the victory speech from braun, it was a big thank you to president trump who visited here four times campaigning on his behalf in indiana including on election eve where he showed up in ft. wayne on his behalf. but in the contrast, donnelly had a very short and somber speech. you know, one interesting exit poll here showed that more than half of hoosiers felt that donnelly's decision to vote against supreme court justice brett kavanaugh was important in their vote and asked the senator if he felt that would be favorable to him or unfavorable. he said he didn't know but in the end he felt that it was a decision that just had to be made and in the end hoosiers deciding to vote him out of the

senate. i'm linsey davis in indianapolis for abc news. >> and the senate race in arizona has been up in the air overnight. democrat kyrsten sinema and republican martha mcsally are neck and neck. >> they're battling to replace the republican jeff flake, who chose not to seek re-election. whoever wins will be the first female senator from arizona. and the senate race in missouri has gone republican. josh hawley defeated two-term democratic incumbent claire mccaskill. >> hawley touted his support for president trump during the campaign. abc's deborah roberts has more. >> reporter: democrat claire mccaskill's loss here says as much about the president as it does about the state of missouri. >> i want you to keep that fire burning because there is justice around the corner. >> reporter: the two-term senator lightly positioned herself as somebody willing to work with the president even distancing herself from her democratic party in some ways.

but in the end it was not enough to overcome a republican challenger who had the backing of the president. in fact, president trump was just here visiting just a couple of days ago throwing his support. the president is wildly popular in this area. he carried missouri by nearly 20 points, so it was a very difficult uphill battle. she knew that this would be tough and she said so today while she went to cast her ballot, that it might be a nail-biter but no one expected her to lose by such a large margin. the two-term senator denied a third term. coming up, the governors' races including that key race in georgia that is still undecided this morning. also our powerhouse political team joins us to analyze the results and later the big ballot decisions nationwide including a mixed victory for marijuana.

>> the victories the democrats won were in a diverse number of districts. a lot of those suburbs that we were tracking from the beginning where democrats have been pouring money into some of those suburban districts in new jersey, pennsylvania, new york, but they also had a big night in iowa and kansas and some unusual places for them so, again, i think rick is right. kind of a mixed bag. >> but the surprises that i thought that stood out for me, oklahoma. >> right. >> a congressional seat got turned around. >> we were tracking 100 races, this huge map and we thought we had it all covered and one race we did not have on our map, oklahoma. oklahoma 5th democrats were able to switch that one. like we said there hadn't been any democrats in the kansas delegation and yet democrats picked up two there. they picked up two in iowa so kind of a heartland story for democrats which is really interesting. wa, surprised that they were also able to take the kansas governor house.

>> i think if you look at races outside kansas city, outside oklahoma and dallas and houston, all of america's major cities seem to have a republican stronghold that flipped back to the blue. >> that kansas city, kansas, area really came up big. what about the makeup of the candidates? what's the story line there? >> such a big night for women. >> absolutely. a historic night for women any way you shake it. for the first time ever there will be more than 100 women in the u.s. congress, in the house specifically. unbelievable. possible with all the house races still to be projected it could be closer to 130 and just a lot of firsts. a lot of historic firsts. two muslim women that will be going to congress, two native american women. those are firsts in the nation's history. so we're going to have a lot of people waking up feeling like they have a real new sense of representation going to washington. >> the first ever 20 something women elected to congress as well. historically young, diverse, the military background. i also think there's probably a superstar in there. we just don't know who he or she

from a single pac, all people, all the time in every single part of texas. >> reporter: preliminary exit poll results asking people nationwide their motivating factor to vote. 38% said opposition to president trump. 26% citing their support for the president with the remaining third saying he wasn't a factor. overnight the president posting on twitter claiming tremendous success even as his party loses control of the house. for weeks democrats campaigned on the promise of providing a stronger check on the trump administration. >> anybody that was anticipating a blue wave tonight is not going to get it. maybe you get a ripple. >> reporter: republicans winning high-profile governors' races in ohio and florida. the democrats' national rising star andrew gillum seeking to be florida's first black governor conceded defeat to his gop rival ron desantis. >> we recognize that we didn't win it tonight. we didn't win this transaction.

had won and got republican senators there, vanquished some people who opposed my agenda and, oh, the house, that was paul ryan's fault is i think what we'll hear from the president at some point. i think the president is going to look at that and the landscape of the governors where he did better than expected and say this was a good night for me and he'll move on. but i also think the one change i think he will make is from an issues perspective you're going to see a guy who will look for an opportunity to make an unexpected deal with house democrats that gives him credibility moving into 2020. >> donna brazile, you're former chair of the democratic national committee. would donald trump be right in telling himself a story that he won? if you look at this historically didn't he do better than most presidents do in their first midterm? >> no, because he didn't -- with a good economy, donald trump lost seats in the house of representatives. democrats knew going into tonight we had an opportunity to pick up some of the seats where the republicans had retired or

did not run, but what we saw tonight was that democrats were able to even reach into some red state territory and pick up seats in the house and win back some key gubernatorial races including in the state of michigan and kansas, which was a big surprise for democrats. >> matt, governor christie talked about the possibility of donald trump reaching across the aisle and cutting some sort of deal. do you see that happening? >> well, i think it would be really smart. i mean, i think at this point in time, every president that's been successful after a loss like this has figured out a way to make a deal with the other side. bill clinton did it after he was badly beaten in the '94 election. barack obama attempted to do it. many of the presidents who have been successful in their presidency have done that. the question is does he have the capacity to do that over a longer period of time than 24 or 48 hours, and i think that's incumbent on him. the other thing is, both sides, both the democratic party and republican party, have things to celebrate and things to lament in this. i think they both do. democrats suffered more losses

than they expected to suffer. they expected to pick up more governorships and i think the republicans had a good economy at their back and had an unpopular president and lost the house which could put them in dire danger of investigation, so they can both celebrate but they also ought to identify their own wounds that came from tonight. >> governor christie, a wild card hanging over this is robert mueller. this investigation continues. does the president have reason to be concerned? >> well, i think, you know, i've said this all along. as long as there's a special counsel who has the ability to subpoena things, you should be concerned. >> well now you have democrats who can subpoena things as well. >> well, that's a different story because that's in a political nature. this guy is a prosecutor who can send people to jail. you know, the house democrats are not going to be able to do that. so as long as there's a special counsel out there who can serve subpoenas and bring criminal charges, you need to be concerned and wary of that. until that shop closes down, the president has to be very careful about what he says and does vis-a-vis the special counsel.

the house is a different political problem. a prosecutor problem is much bigger. >> with a wider majority in the senate, does he have more leeway to be tough on the special counsel? >> no. >> could he fire him? >> no, because republicans in the senate will not put up with firing bob mueller. they just won't. that will be a red line. he knows he can't cross that. if he thought he could he would have done it a long time ago. he has a great sense of self-preservation, knows how far he goes before he gets in real trouble with the people he needs like republicans in the senate. what the republicans' increase majority in the senate will do for him is allow him to people both to the bench and as replacements for cabinet members who leave that he really wants because he's going to have a little leeway in the senate, maybe 54, 55 votes to get people confirmed. >> we have seconds left. let me ask for a one-word question. any optimism things will get better, less toxicity in washington going forward.

boxes in north carolina. areas of knoxville, tennessee, briefly lost power, so voters used flashlights to cast their ballots. that determination to be heard at the polls also felt among young americans. one exit poll showing 16% of voters say this was their first time voting. in tennessee, the so-called swift lift, taylor swift's endorsement of the democrat phil bredesen in the senate race credited with fueling a 700% uptick in the youth vote. in washington, d.c., this recent college grad took the midnight bus home to north carolina to vote because she didn't get her absentee ballot in time and emily miller asking her mom to pick her up at the bus station at 5:00 a.m. so she could cast her ballot and get back to d.c. for work. >> finally. it's been a long journey. >> reporter: young and old doing their civic duty. margaret norwood is 104 years young. she was alive when women didn't have the right to vote and wouldn't miss this opportunity. of course, that lift from taylor

come january, you can kind of forget about legislating. what do those investigations look like and what does this mean for the next presidential campaign? >> the democrats are going to try to pass some bills in the house because they know that going forward, they have to be able to show what they stand for and what democratic government could look like. so i imagine they will try to pass something on health care, maybe on gun control, some of these issues where they feel like things are turning in their direction. >> let's talk about nancy pelosi for a second here because a lot of these people who got voted in ran on the fact that they wouldn't vote for nancy as speaker and last time she ran for speaker, there were 60 plus votes against her. will she be the speaker? >> probably. it's hard to bet against nancy pelosi who has quite a stronghold on the democratic party, but you're exactly right. democrats did very well in areas where they ran outsider candidates who ran on being new to politics and asking for a new generation in the democratic party. >> people are already talking about 2020. so what does all of this mean for the next election?

>> well, i think first president trump can probably forget about having to worry about a primary challenger. i think he got enough of a referendum from republicans that it's going to be almost impossible to choke him off on the republican side. maybe he has an independent challenger but that's different and in terms of the democrats there are a couple of potential stars that didn't break through, beto o'rourke as you were talking about earlier, is one of them. the folks that won tonight are the next generation, and the question is who do the democrats put forward? >> the country will get to know new democratic governors around the country in kansas, illinois, michigan, new mexico, and we don't really know yet how those governors are going to play against this president. will they bring lawsuits? will they try to expand medicaid and will they try to govern in a way where they set themselves up as potential 2020 candidates? >> maryalice parks and rick klein. nancy pelosi overnight in her speech said they are going to go after the president's income tax. so -- >> we shall see. we'll see about that and
