gavin newsom, our new governor. democrats take back control of the house. the gas tax is here to stay. >> so many headlines from election night. we are covering it all for you this morning >> you didn't even have to stay up late. it is wednesday, november 7:00, 5:00 a.m. >> you are never more than 7 minutes away from the accuweather forecast. and meteorologist mike nicco is kicking things off for us. >> we have issues. high fire danger at 10:00 this evening and going through 7:00 friday. winds gusting 60 miles per hour. easily starting fires that could spread rapidly. 3 the to rest of us low to mid-70s.

jacket weather is back. 53 to 63. good morning to alexis. all right. good morning, mike. a nice start on the roads here today. we did have one issue, or briefly had all lanes blocked, northbound 680 north of highway 4 towards martinez bridge. that is blocking the far right lane. solo vehicle caught fire. that's the counter commute direction. not causing any significant delays in the area. southbound 680, walnut creek, looking good. that's north ofighway 24. no significant issues. not seeing many brake lights either. not traffic update in just about 10 minutes. the balance of power is shifting in congress after the election. >> republicans are keeping control of the senate but democrats have gained control of the house. all seats in the house of representatives were up for election this year. here are the latest results. democrats are projected to gain 28 seats, bringing their total

to 223 seats in the house. the gop dropped down to 201 seats. the results are still a tossup in a few hotly contested district. you can find the information on abc7news.com. president trump called leader nancy pelosi to extend his congratulations on winning a house majority. >> now the question is, will pelosi be elected as the house speaker. abc 7 news reporter amy hollyfield is live in the newsroom with more. she is ready to take on the role as speaker. she laid out the provision last night in the democrat-controlled house. she called today a new day in america. yes, president trump called -- >> we're obviously having some issues with amy hollyfield's mike. we will get back to her as soon as we can. >> we will check in with her shortly. we will turn to the u.s. senate. i think we have that graphic ready for you. the republicans have retained control of the u.s. senate. democrats actually lost two

seats. they are down to 43. the gop has 51 seats. a handful of the senate seats, though, still to be determined. we're still waiting on those results. senator dianne feinstein has won her race against state senator kevin de leon. 66% to 34% with 91% of precincts reporting. we have called that for senator feinstein. de leon congratulations stpaoeupb stein last night. he lost despite the endorsement of the state democratic party, which was a clear message party leaders wanted a more combative approach to handling the trump administration. gavin newsom set to be the next governor. he beat were john cox with more than half of the votes. here's a look at the latest numbers this morning. you can see 59% for the lieutenant governor to become the next governor with john cox at 41%. that's 91% precincts reporting. he gave his victory speech at 10:00 after john cox called to

concede. javier about sayre row will continue serving as attorney general. he beat out steven bailey. the ap is calling this 61% to 39% with basera winning quite overwhelmingly there. >> now some of the more talked about propositions. in san francisco, voters approved prop c, the tax on big businesses that would fund homeless programs. and you can see here that -- pardon me, it is 60% to 40% with 99% of the precincts reporting. the tax is expected to collect $300 million a year. there is a bit of a catch. it could face a challenge. we will explain a little bit more about that in our next half hour. >> across the state, voters overwhelmingly voting no for capping limitings for dialysis clinics statewide. proposition 8 not passing, 62% to 38%.

prop 8 supporters said capping profits would have improved patient care. more voters agreed with the opponents who said it would force dialysis clinics to close and affect patients in the long term. one of the big propositions is 6, the push to repeal the gas tax. that has failed. >> the ap also calling this race, again, it has failed, proposition 6 with 55% of voters saying no. matt keller has more on this proposition. hi, matt. >> reporter: good morning, jessica and reggie. yeah, the gas prices may go up and down but the gas taxes are going to stay the same. that's because prop 6 went down last night. it appr it wld h eliminated senate bill 1. that means 12 cents per gallon and registration fees of $50 per vehicle are going to stay in place. the taxes and fees estimated at

down 2%, 3% of our range. one of the many reasons we have a high fire danger. your voice, your vote continues. >> let's take a look at more statewide propositions, beginning with proposition 3. it is for water supply and quality watershed and other water projects. this morning that is too close to call. >> "the associated press" calling prop 11 saying it is passing 61% to 39% with 92% of precincts reporting. private sector emergency ambulance employees to remain on call during work breaks. >> problem 12 passed easily. 60% to 40%. establishing new standards for specified farm animals and bans the

measures. >> in san francisco, proposition d has passed with 66% of the vote. it imposes a gross receipts tax on cannabis businesses if they reach a certain size. in oakland, measure v passed overwhelmingly. although this lowers tax rates for marijuana businesses. the city has a top rate of 35%. that is currently one of the highest in the state. >> voters in contra costa deciding on a 4% tax and $7 per square foot of growing space for marijuana businesses located in unincorporated areas. it passed with 72% of the vote. in the north bay, three seats for city council. >> rachel hundley earned the most votes despite attempts to derail her campaign with racy photos. she won 22% of the votes. madeline agrimonti won 15% 15% % the votes.

logan harvey with 16%. she responded to a anonymous e-mail. the sender threatened to expose her if she didn't drop out of the race. hundley called an attempt to shut shame her and said she would not be bullied. >> republican senator ted cruz defended his seat in a narrow victory against democratic congressman beto o'rourke. >> he gave a fiery speech. he cursed while thanking his supporters. >> i'm so [ bleep ] proud of you guys. >> he was hoping to become the first democratic senator-elected in texas since 1988. during his speech in el paso, o'rourke said he congratulated senator cruz and plans to work with him to help the people. >> a county clerk in kentucky who made national headlines lost

her election. davis was jailed in 2015 when she refused to sign same-sex marriage licenses. she made a decision just days after the u.s. supreme court ruled the u.s. constitution guarantees same-sex couples the right to marry. davis claims she was acting under god's authority. now turning to other news and more specifically weather, pg&e warning customers in nine california counties that it may preemptively cut off power because of extreme fire danger that starts don't. >> the affected counties including lake, napa, sonoma counties. pg&e started send texts, e-mails and phone calls to affected residents warning them of a shutoff. it could be turned off don't through tomorrow. gusty winds and critically dry sreplg taeugz is causing that extreme fire danger. >> mike is here. when exactly does that start? >> it starts at 10:00

francisco throughout the bay. upper 70s to near 80 inland. mid to upper 60s along the coast. tonight's temperature, 39 in santa rosa. some of our deeper valleys where we were sheltered from the winds above that in the north bay will be in the 50s and '60s with those breezes. elsewhere, you can see a lot of mid to upper 40s fairfield, antioch, san mateo, san francisco around the low 50s. my accuweather 7-day forecast. high fire danger tomorrow. almost as warm as today. it tapers friday. temperatures about 2 to 4 degrees. we hold steady through sunday. veterans day, we spike a little bit warmer and a little bit cooler tuesday. not much of a roller coaster. not much of a change alexis. how about for you? >> same story over here in the traffic center. we're looking okay. hoping to keep it that way. a live look at golden gate bridge. .o issues southbound fromin nohbound, the counter commute direction, we did have road work leaving fran san francisco,

getting onto the bridge. trying to confirm if we have any lanes blocked. we have yellow on the approach to the bridge there. you're backed up to 45 miles per hour once you get closer to the toll plaza. we're looking pretty good in that regard. if it's not fully picked up at this point, it will be shortly. we are heavy, but not quite as heavy on westbound 205. 12 miles per hour. 11 miles per hour on 580. the last time we checked both 6 miles per hour. we will take any improvement we can get getting out of tracy. alexis, thanks. nancy pelosi is pain pillsed to take on the role of speaker. pelosi laid out her vision for the chamber, calling it a new day in america. in fact, president trump called pelosi last night to congratulatico congratulate her on taking back control of the house. she called for bipartisanship. >> today is more than about democrats and republicans. it's about restoring the constitution's checks and

balances to the trump administration. [ applause ]. >> pelosi is expected to become the speaker with supporters saying the party should use the advantage of her experience. but there is a chance she could face a challenge from tim ryan of ohio. the crowd, though, last night khapbtding speaker as she took the stage. >> it felt like there was an extremely high turnout for the midterms, that he wants because there was. keep in mind this is the tech capital of the world. still collecting ballots in a pretty old school way. the registrar is expecting a turnout of 60% to 70%. other news in the east bay, a man accused of stabbing his neighbor is in jail this morning. >> union city police say chad parker approached his neighbor on part ridge road monday morning in the carport. he claimed the mail was mixed up and wanted to check. his neighbor said no because she was going to work.

parker entered her car and stabbed her. he walked away and then came back and did it again. abc 7 news spoke with neighbors who heard the commotion and saw police cars outside. >> that's when we saw the blood on the, you know, street. there was like a shoe and papers scattered around. >> the victim is in the hospital. parker faces several charges, including attempted murder. police say they believe the incident stemmed from an attempted robbery. in the north bay, the marin county sheriff's office has identified the man killed in monday's shooting at a detox center as 52-year-old nathan lamont hill of vallejo. hill was killed at the helen vine detox center. a man and woman were shot in the incident. they are still in the hospitalized with life-threatening injuries. the suspect is under arrest. investigators say he was dating the woman who was shot. coming up next, the 7 things you need to know before you start your day.

governor. newsom took the stage in los angeles last night saying the hard work actually begins today, wednesday. as for last night, he was really celebrating. he called his wife jennifer a wonder woman. he thanked his campaign. he didn't use president trump's name touting the california dream and the importance of inclusiveness. >> we don't demean. we don't discriminate. and we don't demoralize. we don't separate families. and we don't lock kids in cages. [ applause ]. meanwhile, his opponent wished newsom success but said that would not come unless he deals with special interests in sacramento. now to the u.s. senate. this was a democrat versus a democrat contest. as you can see, senator dianne feinstein against kevin deleon. 65% to 35%. the ap called that last night. she will now serve a fifth term.

last night she said there is a lot of work to do in washington. >> we need to do an immigration bill, a health care bill to provide a public option and to enable people to buy into medicare at age 55. and i believe to allow medicare to negotiate the price of drugs. de leon lost despite the endorsement which was a clear message that party leaders wanted a more combative approach to handling the trump administration. new overnight democrats pick up a key seat in the senate. it appears jacky rosen will defeat dean heller in nevada. the close race is the only race where a republican senator was defending a seat that voted for hillary clinton in 2016. also new this morning, president trump is responding to the midterm elections. >> despite republicans losing

the house, the president is calling the results a big victory. here's what he tweeted. received so many congratulations from so many on our big victory last night, including from foreign nations that were waiting me out, and hoping on trade deals. now we can all get back to work and get things done. >> the president referring to the republican gains in the senate. >> let's get more on this soon to be divided congress. stephanie ramos live in washington. stephanie. >> reporter: reggie and jessica, president trump and control of congress were front and center during the midterm elections. in the end, democrats taking control of the house of representatives, while republicans, they held onto the senate. as you mentioned this morning, president trump responding, wanting full credit and going after the media once again. votes are in and are still being counted in one of the most highly anticipated midterm elections in history. >> remember this feeling. know the power to win. >> reporter: democrats winning control of the house with at least 25 seats. republicans maintaining control

of the senate with wins in several states, including texas, missouri, and north dakota. in texas, senator ted cruz holding onto his seat, edging out democrat beto o'rourke. >> i want to thank this amazing campaign of people. not a dime from a single pac. all people, all the time, in every single part of texas. >> reporter: preliminary exit poll results asking people nationwide their motivating factor to vote. 38%, opposition to trump. 26% citing their support for the president. the remaining third saying he wasn't a factor. overnight the president posting claiming tremendous success even as his party loses control of the house. for weeks democrats campaigned on a stronger check on the trump administration. >> anybody anticipating a blue wave tonight is not going to get it. maybe you get a ripple. >> reporter: republicans winning

high profile governor races in ohio and florida. the democratic national rising star, andrew gillum, seeking to be florida's first black governor conceded defeat to his gop rival ron desantis. >> we recognize that, you know, we didn't win it tonight. we didn't win this transaction. >> reporter: the race for georgia governor still too close to call. president trump is expected to make remarks about the election results later on today at the white house. on capitol hill, stephanie ramos, abc 7 news. thank you, stephanie. we do know the results for many of the hotly contested state propositions. >> let's take a look. the money will fund road, highway, transit improvement projects across the state. rent control laws will remain the same with more saying no to proposition 10. in san francisco, proposition c

passed. that means there will be a tax for big businesses to fund homeless programs. >> but is it really over? we're going to talk about that now. prop c pits billionaires against each other. >> mark benioff backing the measure. he is happy despite having to pay millions of dollars. let's check in with amy hollyfield joining us in studio. >> hi, good morning. this was known as the our city, our home initiative. it really split city leaders. this measures means the homeless will have a home. it will charge big corporations that bring in more than $50 million a . 5% tax. that money will go entirely towards homeless programs. this is expected to double what the city spends on homeless services. salesforce ceo mark benioff a huge supporter of this measure.

twitter ceo jack dorsey was against it, along with scott weaner and london breed. prop c did not win two-thirds of the vote. there is some talk there will now be legal challenges. while those play out in court, the thinking is that the money will be collected from the businesses but it will be saved, not spent, until the issue is finally resolved. reggie, jessica. >> so the drama is not over. okay. amy, thank you. bay area cities are watching the results of another business tax measure. this is in mountain view. it is measure p. it would allow the city to tax businesses (8 and 149% per employee. it was aimed at google. it would cost google, the city's largest employer, more than $3 million a year. let's take a look at the results. measure p was overwhelmingly passed.

we saw the women's march right after he came into office. we are seeing issues around gender issues and the desire to have more women serving in public office. >> as we talked about that, there were some republican women elected obviously into congress. a lot of those newly elected, the first time running were on the democratic side. and there has been a shift now in the democrats holding onto the house of representatives. how is that going to play out as we look into the future. especially as president trump wakes up with a very different washington, d.c. this morning. >> yeah. it will be a different political dynamic the next couple of years. the republicans no longer have control of the white house and congress. the democrats are going to push back. they are going to pursue some investigations i'm sure of president trump and the

and we'll see how that develops the next few years. >> you mentioned gavin newsom, former mayor of san francisco. let's talk about more locally. we had proposition c, very controversial. it has passed. do you have thoughts on that and how people people turned up to vote. >> record voter turnout for a midterm election. that does speak to the enthusiasm, especially here in california. housing issues, homelessness, huge issue on voters's minds. the passage of prop c, despite the political battle, really speaks to the -- how strongly voters feel that something needs to be done. >> i believe prop 1 still too close to call. prop 1 and prop 2 also dealing with homelessness here in california. it really has been a focus this year, right? >> absolutely. we are seeing it on our streets every day.
