news. >> that breaking news is a new wildfire that just broke out in southern california. we've seen people throwing belongings into their cars as embers rained down on them and flames approached their homes. powerful winds are pushing the flames in rialto in san bernardino county. a helicopter reporter with our sister station in los angeles saw back yards burning. > hot, dry winds triggered the massive woolsey fire to flare up this evening. flames have charred more than 150 square miles across ventura and los angeles counties. it's 40% contained. some evacuated residents have thank you for joining us. i'm ama daetz. >> i'm dan ashley.

the death toll is climbing amid the grim search for victims of the camp fire. >> six more victims were found in paradise today bringing the death toll to 48. more than 88 huck steuers have been destroyed. >> tomorrow governor. >> brian: and interior secretary ryan zinke will survey the damage firsthand. a lawsuit was filed against pg&e on behalf of the catch fire victims alleging pg&e failed to maintain equipment resulting in this deadly fire. >> here's a look where the fire is still burning. it's grown to 130,000 acres and 35% contained. cal fire says record levels of fuel dryness are feeding the flames. >> live team coverage for you tonight. we'll begin with wayne freedman. >> he's live in chico where victims got a chance to hear from first respond others. wayne? >> reporter: well, for someone who lives in this region, who lost a loved one or lost property and who wants answers, they didn't get answers tonight

news. police and forensic experts are examining burned out vehicles for any signs of human remains in the town of paradise. neighbors realized some of their family and friends had almost no chance to escape when flames overwhelmed places like con kowal. >> a lot of my friends died in their cars and homes because they couldn't get out. >> the wind was about 50-mile-an-hour and the flames were straight across. it was like a monster coming down off the hill that came to destroy. >> again, governor brown plans to survey the devastation in butte county tomorrow and meet with fire victims there. >> snow ma county families will have to wait till tomorrow morning to find out if utilize will reopen. sonoma state university and uc davis will hold classes tomorrow. meteorologist sandhya patel joins us with how air quality is looking. > we're seeing subtle changes in air quality.

now. >> reporter: shawn documented his family as the camp fire climbed towards their homes in meg gallal last thursday. >> i got a quarter tank of diesel. >> reporter: the town lost power it the morning of the fire. shawn didn't think he had enough fuel to drive out of town and evacuated to a nearby rite aid. >> i knew that was a safe zone. >> reporter: shawn, his girlfriend and dogs went to bed in his camper till the fire broke them up. >> it's 1:00 a.m. there's emmers bombing cowan. >> every emmer coming over right aide was starting spot fires across the street and mobile homes, i mean, every single ember was fire. >> reporter: shawn says firefighters showed up and broke into the rite aid so the about 30 people could shelter inside while they made sure the drugstore didn't catch fire. >> many of the people inside rite aid lived across the street and seeing their houses burn in

abc7 news is committed to building a better bay area. we're spending more time looking at issues that affect our quality of life and trying to find solutions. we all know traffic congestion is a huge problem sow building more highways help? >> that is a question the bay area has been asking more than a century. alexis smith has a closer look at the bay area roadways that could have been. >> reporter: as long as cars have been on our streets, california highway planners have seen the need for a networ of roads to move cars faster and more efficiently around the bay area. >> this is a plan that you know, really started to germinate in the 1950s. and then flower in the 1960s. and began withering in the 170 metropolitanoveres

long-term highway plans he been possible. scenic highway 1 was once planned to be a major freeway. swathes of concrete could have been laided from san rafael to point reyes. a freeway would have aleve congestion in the south way and another linked brentwood to liver more. >> around the east bay in particular a lot of plans were not built. >> reporter: one would have started at 680 and fremon. to connect at 238 and 580 in hayward. the plan was on the books nearly half a century but in 2004, the idea officially died. >> if it were ever to be built, highway 238 would be the eighth bay area bridge and it would have connected with 380 right here near sfo and continued along this route all the way to pacifica. under highway 280, you can still see is the two overpasses that

could carry cars all the way to rockway beach. the construction is unlikely to resume anytime soon. there have been a number of proposals to build another connection between the east bay and san francisco. some over the bay, others under it. >> one of the most outlandish proposals was what was designated to be state route 61. >> that crossing would have starred near golden gate fields in berkeley and traveled pair and ended near hunter's point where it could have connected to a network of urban freeways that crisscross san francisco. benjamin grant is with the bay planning and research association. he says it wasn't till the freeways started going up and that people realized the magnitude of all these plans. >> the embark dare role freeway woke people up when people realize what had it looked like.

>> reporter: when the earthquake struck in 1989, the bay area's feelings about highways changed even more. >> a different philosophy fill prevailed which is cities are meant for people. >> the m tampa bay c will start planning for 2015 next year. the focus has solicited. there will be changes but don't look for the dramatic plans when it comes to roadways. many proposals involve improving public transportation. >> how can we work on can a better bay area. let's turn our attention back to the forecast for the fire lines and here in the bay area air quality. >> i have encouraging news to report. air quality is going to improve. we'll get rain in the bay area. let's start out with the smoke. nasa satellite imagery showing

smoke from the camp fire in the violet purple there. you notice some of the drifting into the bay area today. obviously, still dealing with poor air quality. brighter colors were an indication i have that smoke. high pressure over ahead. we have down sloping winds. northerly wind, northeasterly wind. that's beak keeping the smoke coming into our area. the high pressure singering air beneathing it traps the smoke at the surface you. really need the wind to switch direction and blow out that smoke. that is coming, as well. i do want to give you encouraging news. visibility has started to improve. not as low as it was earlier this afternoon and evening. four-mile visibility in liver more and oakland. five miles in san jose. high clouds passing through our region. temperatures anywhere from the 30s to 50s. the clouds overhead ip sue late us a little bit except for the valleys. a beautiful view of san francisco all decked out
