we were seeing this as a heavy and congested area. we have seen flooding. again traffic has been spotty all afternoon. we have seen several accidents. the delays are many times due to the accidents and people driving perhaps a little slower. that's a good thing. and i cannot believe i'm saying this, but please people, wear your seat belt. >> last year during this time frame, half of the fatal collisions in the san francisco bay area were found people that were killed were half were not wearing seat belts. and it's so simple. it's something that will increase your safety so much. >> you are seeing we're back some traffic is kind of stop and go. it's moving on 680. we just passed walnut creek. and just beaware that chp will be out here throughout the

>> reporter: 21 year-old stanford graduate and princeton law student was last seen alive february 13, 1973. working at the law library. her car was initially found empty near a quarry west of stanford. her body was then discovered days later underneath a tree with panty hose stuffed in her mouth. the crime lab submitted original dna evidence collected to a virginia based company for analysis. resulting in a report which included family members who dna was already in a public data base. detectives were able to connect the dots linking him to the murder. >> it's still our job as investigators to confirm whomever is identified as a potential lead. and fortunately at the sheriff office, we're at the cunning enl of utilizing the technology available. >> he was accused of raping an

under age girl in 195. prior to that an 18 year-old he had been convicted of raping and killing a 16 year-old girl in germany where his father was in the army. he was tried as a juvenile and served a short sentence. he was arrested yesterday at his home was 28 when she was killed. >> we were preserving evidence 45 years ago in the case, there was never thought that this could be technology in the future. that could bring her killer to justice. >> it's amazing what we're able to do with dna now. >> the sheriff office telling us they're looking at whether the suspect could be responsible for other cases. >> thank you very much. those neighbors in hayward say he's lived in the current home for two years. with almost no problems. a surprise to them. we have that part of the coverage. >> i'm so in shock.

they have been very quiet neighbors. >> reporter: residents of hayward had no idea. a man at the center of the 45 year-old cold case murder. was living among them. that is until yesterday. when 74 year-old was arrested at this home. on an otherwise quiet residential street. >> we never see them come or go. nothing. we had no idea what was going on. my husband is off. he was like something is going on. there's cops everywhere. it was scary. this is a really quiet neighborhood. we never have anything like this. >> it's quite a surprise. >> kevin is lived here for decades. he just learned about the arrest. one based on a recently developed dna match. >> the dna with the golden state killer and backtracking that way. is amazing. i totally think that's wonderful. >> some of the neighbors told us their encounters were

>> seeing him once it wasn't pleasant. >> he lives two doors down. >> i was getting a car towed. and the tow truck was blocking the street. and he wasn't too happy. he made it a point to get out and cuss out the driver. and let him know how he felt. >> we could a hear a dog barking but nobody answered the door at the home. in hayward. executive accused of killing his boss made a brief court appearance today. the arraignment of 28 year-old cook kim was delayed until next week. prosecutors say kim used a taser and strangled his boss. 52 year-old bart. a week ago. court documents allege kim may have been embezzling money from the company. the details are still unfolding. >> we believe that what happened is much more complicated.

tomorrow is a big turkey trot race in san jose is actually on. >> but smoky skies scared away a lot of people. and a last minute push is under way to meet an ambitious fund raising goal. >> live at the river park where runners congregate for the post race festival every year. >> the goal is to raise $1 million. at the turkey trot. proceeds go to five very worthy non-profit organizations. there has been hesitancy to sign up because of the weather. the smoke is starting to clear out and the race is on. >> reporter: more than 20,000 runners and walkers are picking up bibs and t-shirts. that is 5,000 shy of what it should be. worry over the air and possible cancellation appears to have caused some people it hold off. it's not an issue now and the leadership group foundation which started this event 14
