soon. you will need your umbrella as you head out the door. >> this is what you will see. roads pretty wet for your commute. a sheen on the roads from the north to the south bay. good morning to you as we come up on 6:00 a.m. this thursday, november 29th. we have seen a lot of problems on the roadways, especially in the south bay. right now we have a special report coming up. >> announcer: this is an abc news special report. now reporting, george stephanopoul stephanopoulos. good morning. major breaking news in the russia investigation. michael cohen, long time fixer, has reached a new plea deal with special counsel robert muller. he is appearing in manhattan at any moment after dozens of hours of testimony to muller's team of testimony to muller's team centered on the key issues.
6:01 am
this potentially more damaging to the president. cohen now the most pivotal public witness in the muller investigation. he reported directly to president trump for more than 10 years, was a fixture at trump tower in new york, and pursuing a trump tower in moscow during the presidential campaign. dan abrams, cohen once promised to take a bullet for president trump. he said is putting family and country first. now he pose a double-barreled threat to the president. >> as you pointed out a moment ago, this is the more significant threat. up to this point we have been talking about michael cohen and implicating the president in campaign finance violations. basically, helping to cover up the payments to stormy daniels and karen mcdougal. and the timing of it and how it relates to the election itself. all of that important, significant, possible campaign finance violations. but here you are talking about the heart of the robert muller investigation, talking about
6:02 am
russia. talking about the president, potentially the president's knowledge about what he knew, when he knew it connected to russia, totally different game here. >> and this is voluntary cooperation by michael cohen. expected to get a letter detailing his full measure of cooperation and the value of the cooperation. it could be very significant to cohen. >> absolutely. when you point out the voluntary nature of this. facing 46 to 63 months behind bars in connection with that case. but, you know, it wasn't a true deem. it was a guilty plea. and that's what made it so powerful. and so i think that that further becomes an issue here as well because it is clear now that he is cooperating with muller's team. >> not only is cooperating but
6:03 am
we are learning he will tomorrow to cooperate. we know muller has been leading a meticulous investigation. >> that's right, george. sources familiar about a possible guilty plea, are focusing on closed door hearings before intelligence committees investigating allegations of russian collusion. sources seiko hen spent about 70 hours with the muller team with questions focusing on contacts with russia during the campaign, trump's business ties to russia, obstruction of justice, and talk of possible pardons. the significance here is the muller probe has a witness from the inner circle providing details, specifically relating to issues of russian connections. george, because cohen's statements were made before congress, it raises questions about what other associates of the trump campaign told committees. matters may only intensify. they are fluid, dicey.
6:04 am
but this appears imimminent. >> we don't know what the president knows if anything until right now. we know the last 24 hours he has been spot on. >> he has had attacks on muller, more than 11 minutes monday. he said that is a joseph mccarthy witch-hunt that has shattered so many lives. this is huge news. sit impossible to overstated relationship between michael cohen and donald trump. he was among his most loyal and swroelous defenders for years. the president has pointed him out to be a liar. he said michael cohen will do anything to get out of trouble. i would imagine when we hear a response it will be along these lines again. >> the news just coming in. michael cohen in federal court in manhattan today expected to plead guilty to false statements to congress after 70 hours of cooperation with special counsel robert muller who is valuing that cooperation. we will cover this all day long.
6:05 am
back to good morning america and the rest of the united states. >> announcer: this has been a special report from abc news. of course good morning america starts in about an hour on abc 7. right now we have almost a full hour of news locally. thanks for joining us on this thursday, november 29th. the special report from abc about a big break in the russia investigation for the government as they are having michael cohen cooperate with their investigation. someone from the inner circle. expected to plead guilty today in court. >> expected to plead guilty as the day goes on. we will have any updates throughout the newscast as well. right now we want to get to lisa argen who has been tracking the storm for >> we are looking at a 2 on the storm impact scale.
