lights on early at 5:11. everyone having to wait unless you're using the carpool lanes. happening today, a big test to see if google's controversial plans to expand in san jose will become reality. >> the city council expected to vote on a property sale that could end up redefining the city's core. that new google campus would be developed on a 50-acre site that's near diridon station and s.a.p. center. amanda live for us. >> reporter: good morning. mayor says google is far from designing the project and submitting a planning application to the city. so today's land use vote is the first step in a very long process. the city of san jose is expected to approve the sale of government and city-owned properties to the tech giant. it's unclear what exactly is expected after today's vote. along with an estimated 25,000 new jobs, the city estimates the

new development will bring in $10 million in city revenue a year. many say they fear the new development will also bring skyrocketing housing rates. >> i moved here from michigan. michigan is a lot cheaper than here, affordable. here is nothing and i'm a nurse. i should be able to afford, right, but still i can't afford it. >> reporter: that's your biggest concern? >> yeah, yes. even the apartments are expensive. >> reporter: the mayor says he's proposing 25% of all housing built in the area be affordable, rent-restricted housing. the only thing up for decision is today's land use vote. that city council meeting begins at 1:30. abc7 news. happening today, an autopsy for long-time bay area talk show host ray talafaro who was found dead in kentucky.

his wife reported him missing. two teenagers found his body in a wooded area and police say his body showed no obvious injuries. an alameda county judge will come out of retirement to proceed side over ghost ship warehouse trial. it comes two years after the deadly fire at the warehouse. almena and harris are charged with 36 counsel of involuntary manslaughter. retired judge vernon nakahara will preside over the trial. the trial is set to begin in april. new developments in the deadliest wildfire in california history. the death toll in the camp fire actually dropped. it went from 88 to 85 people. butte county officlseved y got an update from the coroner's office. 11 people are still reported missing. california wildfires are among the topics being u.n. cli.

president trump has said the u.s. will withdrawal from the paris climate change agreement. arnold schwarzenegger spoke yesterday saying despite the president's decision, there is still widespread agreement for the paris agreement at local and state level. conservative groups filed a lawsuit against uc berkeley claiming cal was quashing conservative viewpoints. violent protests erupted last year during a milo speech. the lawyer representing the conservative groups sued recognizes the challenge for universities. political events can lead to chaos, but sheetmingtudents who off-campus groups that cause havoc, and they have chosen the

this is a look at our temperature around san francisco from the sunset at 49 to 54 in ocean beach. temperatures are in the up he were 4-- upper 40s to low 50s. here's a look at the dry embarcadero from the roof camera. we've got rain in our neighborhoods and snow during the afternoon in those other neighborhoods. let's take a look at east bay. dry through 10:00. by noon rain rolls in. we hang out with mid-50s through 8:00. through the peninsula we're dry through 10:00 and then rain hanging out in the low 50s. east bay valleys we'll be dry

from out of the country moved to california last year. we saw an overall population gain of 200,000 people in 2017, according to a new census report. what about those leaving? about 661,000 residents moved out of the state. a large number went to texas, arizona and washington. why? i bet you can guess. jobs, more affordable housing and lower state income taxes. here's a problem that doesn't seem to get any better. police in the south bay are warning residents about more than a dozen car thefts. there were 15 thefts on friday in mountain view and los altos. suspects were able to access garage openers and steal items from inside homes. police say always lock your cars, take keys and garage door openers out of your car and personal mrobelongings. park in well-lit areas. saturda is the last day this year to enjoy california's

morgan hill. 60 in santa cruz. warmer there. 52 in fairfield and antioch. 46 in lake port. tonight, midded to upper 40s. san francisco, the warm spot at 50. so, from 7:00 to 9:00, a random light shower possible. the air is so dry. it's 20%, the relative humidity level is at 65. even by noon, random light showers. you can see the green. the yellow over the ocean until 4:00. then starts rotating ashore. that's why everybody will get wet during the evening commute and even some heavier showers and thunderstorms during the overnight hours and into tomorrow's morning commute. and then once the commute ends, you can see it starts to taper right around 9:00. my biggest concern, hydroplaning, some standing water on the roads, especially tomorrow during the morning commute. winds will gust up to 35 miles an hour. the storm as it tapers tomorrow becomes a one, light. we reach the 60s, thursday, friday and saturday. then another light storm comes in sunday night into monday.

be careful out there. here's alexis. >> good morning, mike. now we have a sigalert for this crash i've been talking about for the last 20 minutes or so in the east bay. hayward southbound 880 between sounds like industrial and tennyson. three vehicles involved, one was a u.p.s. big rig and two sedans. sounds like no injuries, which is good news. the slow lane along with the on-ramp are blocked. you can see you are jammed solid from state route 238 averaging around 11 miles an hour. pretty heavy approaching that scene. pretty heavy here as well, at we don't have any incidents. this is walnut creek southbound 680, filling in north of the split near north main. we're starting to fill in and slow down. we'll take a look at drive times coming up around 6:30. there's a school of fish and there's also a shark right here. it's a little hard to see. boy, it's a little scary. happened near sydney, australia. the shark is focused on that school of fish. the paddleboarder right in the middle, if you look closely you can see it's very close to him. the guy controlling the drone says he believes this is a gray nurse shark. so, there's that. now to something a little less terrifying but also very thrilling. a kayaker gets a very up close and personal experience with a hump back whale off the coast of norway and she even takes selfies with these whales. it's unbelievable. the woman says the whales were playing around after a good meal. frankly, i think this would still terrify me. >> i'm more terrified of the whale. one false slap of their -- what is that called? their wing? that's not it.

beginning at 7:00 a.m. right after abc 7 mornings. you can watch the service on abc 7 and we'll stream it on our website, abc7news.com and on the abc 7 app. in contra costa county police are investigating a car crash that left a 3-year-old girl dead. this happened last night in antioch. police say a driver hit the girl in the parking lot of the sears on somersville road. she was taken to the hospital and that is where she died. officers say drugs and alcohol do not appear to be involved. the driver is cooperating with the investigation. happening today, a new move by some san francisco residents to fix the sinking millennium tower. >> amy hollyfield is live at the tower to explain what's happening and the staggering cost. >> reporter: it's expensive, jessica. this fix is a pricey one. they say it's going to cost about $100 million. they think it will ease people's concerns about this building.

"the san francisco chronicle" is reporting the homeowners association at the millennium tower will be submitting an application today for the fix. the plan is to drill more than 50 new piles down into the bedrock. the millennium tower is sinking and leaning. the hope is this plan will eliminate any concerns this building isn't safe. we talked to people who walk by this building every day. they don't seem too concerned about it. >> honestly, i don't really think about it. i mean, it's kind of old news to me. and that's pretty much it. >> reporter: you're not worried about it? >> no, because it's been standing for a while. no. i really don't. >> reporter: the building is located at fremont and mission. it opened in 2009 and made up of pricey condos. the tower is now leaning. it's leaning 14 inches to the west of where it originally stood. why it happened and who is to

blame will likely be sorted out in court. a plan for a fix has now been created and the fix is expected to take a year and a half to put it all into place. reporting live in san francisco, amy hollyfield, abc7 news. the north bay where san rafael police are searching for a man seen running from the scene of a deadly shooting. officers found the victim inside a car at pickle weed park on canal street last night. witnesses told police they saw someone running from the vehicle. police ordered neighbors to remain indoors while they searched for him. the shooting happened outside a community center. investigators are trying to see if it was related to an event that was happening inside the building. in is the first homicide in san rafael since 2011. in the east bay, oakland is set to evict a woman's homeless camp tomorrow. a judge says he cannot prevent the city from removing the women and their families. the camp known as the village is on eades avenue in east oakland. homeless women formed the camp

on vacant city land. the judge says his ruling is not a reflection on whether the city should remove them. instead, it is based on whether the constitution can legally prevent it. the last striking marriott hotel workers will be back on the job starting tomorrow. union members celebrated the deal last night after approving the tentative agreement which ends san francisco's largest hotel strike in decades. the union still hasn't revealed exactly what the details of that new contract are. workers went on strike against marriott in eight cities in october and san francisco workers were the last to reach a deal. uber drivers are protesting after they say the ride-sharing in s fnc yesterday. their pay. that's where uber drivers blasted their horns outside the company's headquarters. they say uber reduced their per

mile rate a few days ago. >> we used to get paid 99 cents a mile, but now it's down to 68 cents a mile. so, that's 32% cut. so, one morning you wake up, your earnings is slashed 30%. we're not happy. >> uber says it's not a rate cut. the company is decreasing the per mile rate but increasing the per minute rate. uber says drivers can expect trip earnings to remain the same. the company, in fact, released a statement saying, quote, we are consistently working to make earnings more consistent and dependable for drivers. you never more than seven minutes away from my accuweather forecast. let's start in the st. temperatures in the mid to upper 40s. this is pretty consistent across all of our neighborhoods. definitely milder than yesterday. remember verona pardon me was 32 degrees, freezing. in the north bay we're anywhere from 11 to 13 degrees warmer while the rest are 1 to 6 degrees warmer. san mateo bridge as we look towards the west. this is all for the afternoon

and evening hours. roads, mass transit and ferry all going to be damp and breezy. here's a look at what goes on in the north bay. we'll go 12-hour span. you can see 49 degrees at 8:00. pretty dry through 2:00. steadier rain from 4:00 to 8:00. temperatures drop from 55 down to 49 degrees. how about san francisco? we're pretty dry from 8:00 to 10:00. at lunch showers start to roll in and they continue through 8:00 with temperatures around 52 to 54 degrees. the south bay looks dry but cloudy up until about 2:00. as we head into the 4:00 hour, just in time for the evening commute. that's when the rain starts to roll in through about 8:00. the evening commute will be tor. how about where the hot spots are with alexis. >> we'll take a look at walnut creek. a disabledle vehicle on 680

southbound around treat boulevard. i think we're seeing some vehicles try to get around that. no flashing lights to help us out on that location. taking you over to the traffic maps and zooming in on what was really our main issue for the last 30 minutes or so, we had three-vehicle collision southbound 880 just before you get to industrial. then a disabled vehicle in the same area. those have both cleared. check that out. you're down to about 11 miles an hour in the san lorenzo area. once you get to hayward, closer to that crash scene, you're up to 24 miles an hour. westbound 80 highway 4 to the maze, 35 minutes. southbound 101, san francisco to sfo, that's in the green at 10 minutes. some people may find the next video disturbing. the state trooper who got hit is recovering. a florida state krooper was talking to someone who was ivolved in a crash when a car spun out and hit him. we're highlighting how this happened. the audi dramatically slows
