my question is why are they planning this early? >> tonight transit officials get a jump start on planning a subway expansion in san francisco. >> transportation is just one of the issues we're focussed on as part of our efforts to built a better bay area. >> a deadline to open this month has been missed and they're tens of thousands of dollars overbudget. abc 7 news reporter kate larsson is live in chinatown with the story. kate? >> reporter: we're at washington and stockton. i'm standing where the central chinatown subway station should be. it was supposed to be done this month but take a look. it is clearly far from complete. there was a meeting with the community talk about extending the unfinished subway.

bay bridge snarled the evening commute. it started with a jackknifed big rig just before noon. this shut down lanes until about 3:00 perform. we captured the trickle down effect as gridlock took over the bridge and san francisco. it took our reporter 47 minutes to get a half mile. adding to the mess, the roads were wet from the rain. it was really miserable for some of the people today. >> at least we weren't in the midst of a massive sthorm. -- storm. >> more rain coming? >> we're still seeing spotty light returns. it's not everywhere. the storm is moving south so southern california, causing problems there. very spotty and light around the
