good morning, bay area. get going. >> this is "abc 7 mornings." >> thanks for joining us on a saturday, december 8th. let's start with the first look at the accuweather weather forecast. here is lisa argen. >> hi, chris. fog out by the delta, the valleys, but elsewhere it's clear. the golden gate bridge check it out, looks pretty nice for a saturday morning with 43 in mountain view and 44 in san jose. from emeryville, you can see a little haze in the distance. mid 30s, 38 in napa. down to the beach, in the mid 60s today. still 40s and 50s by noon time. by 4:00, that sun already beginning to bring a little bit of coolness as it begins to set.

know, full of crazy drunks. >> reporter: these barricades will go up on grant street to keep>> repo i decks. cirs bars e titanic sink but you know we hope to ride it out long enough. >> reporter: yeah, she plans to bring in extra bartenders and security for the event. sfpd will have extra officers on duty to keep all of the santas safe, especially those who have overdone wit the holiday cheer. santa con is a worldwide phenomenon. it's supposed to capture the holiday spirit while santa sips some spirits, participants are urged to donate toys. in some cities there's an official list of bars that are taking part. new york city may be the biggest santa con event. cohol on board. 8:03 is the time.

abc 7 news has obtained police body cam footage of a domestic reuben foster.ing former 49er it happened a month before the team released him. matt keller explains what prompted the response from police. >> police department. >> reporter: police were called around 11:00 at night on october 12th of this year. >> i'm a neighbor, i hear some noise of someone being banged into the wall or something. >> reporter: officers were met at the door by then 49ers linebacker reuben foster. his girlfriend at the time, elissa ennis came to the door crying. police say she initially stated she was not okay. >> so the argument was about her going through your phone? >> reporter: police attempted to interview them simply. >> let's go over there. >> reporter: that's what happened. foster was detained in the back of the patrol car. nothing physical happened, they

said. police took photos of both of them to show what they say was a lack of injuries. foster was released from custody and ennis was given a domestic violence card. >> you don't think this is going to continue? . >> reporter:o charg wein tampa, gotten physical with her three times including during the october incident. the das office said they're exploring legal options. the 49ers say they didn't know about the october incident until after foster's arrest in tampa. >> in the informational type of report, it does not necessitate notification of anybody. >> reporter: foster has signed with the washington redskins but has yet to be cleared to play. the nfl has contacted the santa clara police department for more information on the october incident. in santa clara, matt keller, abc 7 news. new this morning, teachers at oakland high school are planning a work stoppage for

today marks one month since the start of the deadliest and most destructive wildfire in california history. the butte fire burned more than 240 square miles. nearly three out of the four buildings destroyed we are homes. it destroyed many cities. pg&e is facing another lawsuit. it accuses them of negligence, started to burn. the fire spread rapidly and we have pieced together a time line. take a

road. and this whole canyon is burning. >> the butte county sheriff's office says six people are still unaccounted for. dogs are said to be man's best friend. just take a look at this picture. a family returned home following the campfire to find their dog madison waiting for them and watching the property. the owners could not find the dog as they evacuated last month but as you can see the dog survived and waited weeks for them to return. now, in the wake of the campfire the city of san francisco's developing new plans on how to respond when bad air quality hits the bay area. mayor london breed says the city has long prepared for earthquakes and that now it's time to address climate change. the mayor says the new plan

should reach vulnerable populations and include advice on the distribution and use of masks. now your forecast with lisa argen. >> good morning. saturday morning, live doppler 7, a big storm in the plains and flooding rains in texas. check out the back side of it, over lubbock, texas. an icy mix from memphis to north carolina. north carolina has been declared a state of emergency as up to four feet of snow falls in the mountains there and heavy rain across the south. pretty quiet back at home. this is san rafael. 38 in morgan hill. and changing the shot for you, but a nice blue sky in san francisco. 36, santa rosa. 41 in concord. lake tahoe is about 9 this morning in the tahoe valley airport. 44 and sunny today. so we're cool with a little bit of fog and haze.

a chance of rain late tomorrow through the overnight hours into monday. that will allow for a wet monday morning commute. so snowfall looking pretty good across the state. 104% of normal. central sierra around yosemite 109%. we picked up several inches of archin the past couple of days and that translated into a lot of snow in the south. 125% of average. so sunny today, more clouds tomorrow. you heard about kirkwood all open. we're bringing in rain into the bay area tomorrow. a one on the storm impact scale. light amounts, anywhere from a couple hundredths to a tenth to half an inch in the north bay. this is the way it will play out. dry tomorrow. see some clouds around. but the front doesn't move through until the overnight hours. some yellows off shore into marin county perhaps. but as it pushes into the bay area, 7:00 or 8:00 hour, it sort of falls apart so you're not going to expect a lot of rain

police department is raising some eyebrows. the east bay times reports that the department paid $34,000. police asse forfeiture that allows the police to arrest people suspected of wrongdoing. the law enforcement in most cases is to wait until the defendants are convicted before using the money. they say it helps with crime prevention by building relationships with the community. 8:24. you can get into the holiday spirit today in sausalito. anchor jessica castro has the details. >> reporter: this weekend celebrate the holidays along the waterfront in true bay area style. >> you can get chairs and blankets and it's kind of like the fourth of july of winter. >> reporter: the lighted boat parade in sausalito is celebrating the 31st year. you can see every type ofir f s

4:50. we're tracking rain for late sunday. how much rain to expect for your monday morning commute i'll have the answers coming up. chris? thank you. federal prosecutors in new york rm personal attorney michael cohen should get substantial prison time. prosecutors going so far as to say that cohen made illegal payments to two women who claimed they had affairs with donald trump and that he did so mp himself. abc news senior national correspondent terry moran has the latest. >> what do you think is going to happen today? prosecutors are alleging that the former long time personal attorney and fixer michael cohen violated campaign finance laws acting in coordination with and at the direction of trump himself. the man who once said he would take a bullet for his long time boss -- >> obviously, very loyal and very dedicated to mr. trump. >> reporter: he flipped earlier this year. pleading guilty to crimes including tax evasion and making

illegal campaign contributions. he even admitted to facilitating hush payments to stormy daniels and karen mcdougal to cover up their alleged affai donald trump. cohen's decision to cooperate drew harsh criticism from the president who has denied the affairs or knowing of the payments until after they were made. >> did you know about the $30,000 payment to daniels? >> no. >> reporter: but the u.s. attorney for new york's southern district denounced cohen's extensive, deliberate and serious conduct saying he sought to influence the election from the shadows, motivated by personal greed and ambition. cohen lobbied the court for little to no jail time, but the prosecutions said he deserves a substantial prison term. cohen previously sat down for more than 70 hours of interviews with special counsel robert mueller and for that assistance in the russia investigation,

court filing saying he and cohen struck a deal with cohen pleading on a separate charge about the president's business dealings with russia during the campaign. but mueller said that cohen has assisted the special counsel providing useful information concerning russia related matters core to the action. all of this is coming as the special counsel is taking action against another former trump aide. one-time chairman paul manafort. >> paul manafort has done an amazing job. >> reporter: prosecutors writing in a heavily redacted memo manafort had previously agreed to cooperate fully, truthfully and completely and forthrightly but prosecutors said he lied at least five times to federal investigators. the special counsel is looking to terminate that deal and he could seek to try manafort on

charges of tax evasion and fraud. we learned that president trump is nominating mark millie as the next top military adviser. the president writes -- i'm pleased to announce my nomination of four star mark millie as the chairman of the joint chiefs of staff replacing general joe dunford who is retiring. i'm thankful to both of the incredible men for their service to thecountry. a statewide campaign aimed at preventing drunk driving during the holidays is under way. the highway patrol and the office of traffic safety is encouraging you to make plans before you head out for the evening. they say drinking isn't the only problem, but drug use. drug related deaths are up. >> most people aren't making the choices in a vacuum where it's just them.

there 44 years in the richmond district, raised their families there. all of a sudden, the building is being sold and they are looking at being evicted. >> reporter: that's nothing new. what is different is the somewhat recent approach taken by nonprofits like the council of community housing organization. the co-director peter cohen promotes the permanent low income housing and he thinks it lies in small site acquisitions. for example, take this building. the grand orient hotel in the south park district was recently purchased by another nonprofit with the sole purpose of making it 100% affordable. >> through acquisition, we can take our existing housing and our neighborhoods and stabilize them and keep the people in their homes. >> reporter: today in all, there are 40 buildings that have been a steady influx of money to buy and restore them. butitad reid anreseen amountey
