much fog, you can't see it. i do want to show you this. look at all of the change happening here on treasure island as you drive around. this is all you see. detour signs, road closure signs. that's because there is so much construction here. they're building new homes. and authorities want to charge a toll to all of the people who will be moving here. the board that will decide this will meet today and possibly vote. the cost of the toll will vary depending on the time of day. $3.50 during peak hours. it will be free, though, after 7:00 at night. but the hope is to discourage driving during pk hours and avoid congestion on this island. and the money will help pay for new ervice and more bus sfey lines. so, some public transportation options. now, those who are against the toll fear itl price outil low-income residents and gentrify the island. those who have lived2011ndhose

is using her small business idea for a good cause. her dog socks are now being used to help pets in injured in the recent wildfires. lorraine lives in san jose. she's designing socks for dogs called power paws. following last month's devastating wildfires in california, lorraine wanted to help especially since her family lost homes in paradise. so far she's donated more than 900 socks to pets and caregivers caring for animals. >> they are to help heal the wound and also for warmth. i think when their pet is doing better, they're doing better. >> they're so cute. >> i think i just found a christmas present for woodstock. the demand has been so great, lorraine is raising funds to ship more out to pets injured in the camp fire in butte county.

safety efforts, the utility company says it will inspect 5500 miles of transmission lines. the official cause of the camp fire is still under investigation. we've learned a worker was killed during the construction of a building on a small bay area island. the marin county sheriff's department says it appears a rock wall fell and crushed the person working on this building. the structure appears to be made of stone. it happened on east marin island located in san rafael bay. it's part of the marin island national wildlife refuge. we should know the steel fr salesforce transit center. engineers were hired to find out what cause the cracks in two support beams. this thursday the engineers will update the center's governing board on an estimation and plans to repair the beam. the center closed abruptly when crews noticed cracks in september. no date for reopening the center has been set. in the east bay, oakland teachers plan to protest again today for a new contract.

students from oakland high school joined teachers yesterday as they marched to city hall. they wanted to meet with mayor libby schaaf but she wasn't available. today the organization is hosting several events. the district is offering a 5% raise over five years but the teachers want a 12% raise. the starting salary for an oakland teacher is $46,000. mayor breed wants to tackle the number of vacant story fronts across the city by easing the rules small businesses have to follow. she wants to speed up the permit process so new tenants can move into empty spaces quicker. another idea is to allow some stores to expand without needing a second permit. the mayor wants to make it easier for pop-up stores to open. small business owners applaud the mayor's plan to ease regulations. one of them tells abc7 news she was fined $300 for setting up an city plans to alloce ate
