the south bay. a car plowed into a tree on great oaks boulevard and via del oro. they say the department of public works actually discovered the crash a after respond is to go a report of a tree down. they were the ones that called firefighters for help. it took crews about 15 minutes to remove the victim from the car. he was taken to a local trauma center to get checked out. more breaking news in the south bay. this time in campbell. a very bad crash on hamilton avenue. still gathering details about what happened here. we know one person was taken away in an ambulance. boy, does that look awful. it shows the top of the car sheered off. there is a car seat on the ground, empty bottles of alcohol near that scene. we have reached out to investigators. we will bring you more information as soon as we get it. okay. building a better bay area by finding carpool cheat elercheat.

>> beware the cops are be cracking down. abc 7 news reporter amanda del castillo is live in the east bay. amanda. >> reporter: good morning, reggie, jessica. we are in the carpool lanes along southbound 880. just least tpre mofremont, head san jose. chp officers issued 31,000 hov violation citations. that's up from 18,000 in 2017. abc 7 news chris torres has seen it all. dolls and dummies. pregnant women saying their unborn child should count as a second person. numbers show 24% of drivers are in the carpool lane illegally during the morning commute. in the afternoon and evening, 19%.

taken into custody, the girl started having seizure. she would a 105-degree temperature when she was taken to the hospital where she died. she did not eat or drinkwater for several days. somber new details about the people who died in the camp fire. data shows many victims were over 70 years old and died near their homes. so far butte county officials have identified 53 of the 86 victims. 60% of them were in their 70s, 80s, or 90s. 80% were either found inside or just outside of their homes. it's unclear why they stayed at home. many people didn't get an official evacuation warning. some people may not have been physically able to leave. others may have chosen to stay. your pg&e bill could go up. they are asking state regulators for a 12% rate hike in the year 2020. if approved, the average bill

would go up $10.50 a month. they want to raise a billion dollars in new revenue with half of that going toward wildfire prevention. but the company says none of the money would go toward claims filed by the victims of the camp fire or last year in the north bay. and in the north bay, state utility regulators will meet in santa rosa to eliminate the need for emergency power shutoffs. it will be how the disabled and people requiring life-support devices are affected. the california public utilities commission voted to strengthen new rules for planned outages tied to high risk fire yesterday. >> abc 7 news is committed to building a better bay area. that means we dig deep into issues like housing. and big is certainly appropriate when describing a proposed residential tour in emeryville. if approved, it will be 54 stories on christy avenue. it would be the tallest building in the east bay. and the 14th tallest in the state. abc 7 news reporter ansar hassan

mild out there. even with the cloud cover. upper 50s to low 60s. you can see the green. yeah, that's a sign of the rain coming in. temperatures in the mid-40s to m mid-50s tonight. this is the appetizer. it will moisten the dry layer below 10,000 feet and make it accessible, the ground that is, for the next round to reach. this i don't think will reach the ground. this by noon, yes. especially with the yellows. that is moderate rain moving into the north bay. by 4:00, the models have started to push the storm system a little bit deeper into the bay area than it did yesterday. look how it tries to get into the south bay and east bay. and it will a little bit. but it won't be quite as heavy as everywhere else. by 11:00, it is starting to fade away. overnight it starts to push into the north bay. that's where it stays tomorrow. it will taper a little bit during the afternoon and evening hours. here's a look at your rainfall. heading out this evening, the south bay in livermore, outlet mall is there.

president. >> reporter: yes, reggie, he is done covering up for the president. he said he is done lying. he said he will not be the villain. a an exclusive interview with george stephanopoulos, he said he is angry at himself that he knew what he was doing was wrong and that he did it out of loyalty to the president. cohen was sentenced to three years in prison for financial crimes in connection with paying two women in keep quiet about past affairs with president trump. cohen says he was directed to do it to help president trump with his campaign. >> he is saying very clearly that he never directed you to do anything wrong. is that true? >> i don't think there's anybody that believes that. first of all, nothing at the trump organization was ever done unless it was done through mr. trump. he directed me as i said in my execution and my plea, he directed me to make the payments. he directed me to become involve in these matters.

>> reporter: the president said if anything illegal koerd occur was cohen's responsibility. the president has not tweeted about this morning's interview. cohen said he is willing to answer questions about the president to investigators. when asked about the russia investigation, if he thinks he is telling the truth, he said no. amy, thank you. michael cohen has a lot more to say. you can hear it all on gma at 7:00. new this morning, san francisco firefighters tackling a massive fire at a three-story apartment building. in this video you can see that flames are shooting several feet out of the top story window. this is from someone on twitter. the fire started just before 11:00 on baker, near hayes street. one apartment burned. six others damaged. and 20 people have been displaced. firefighters are investigating what caused that fire. also new, the search is on

to find out who made fake bomb threats to many businesses around the country and also in canada. in fact, abc 7 news was one of the dozens of bay area companies that received threats e-mail. 20 businesses got similar e-mails. each had the same threat. an oddly written e-mail which began, my man has carried a bomb into the building where your business is conducted. the sender demands a $20,000 ransom in bitcoin to guarantee everyone's safety. former fbi agent rick smith says although the threats don't seem credible, they have to be investigated. >> it kind of likes like an overreaction. it really isn't. what is law enforcement supposed to do but react and handle these things. >> the fbi says those responsible face federal felony charges and up to five years in prison if they're caught. san francisco police are

trying to figure out how a man ended up on top of a muni train. it happened just after 8:00 last night. we have a video of it. you can see the man's head popping up on top of the light rail train. the fire department was called in to rescue him. >> we had some challenges because we had to make sure the power was shut off and maintain safety for the rescuers. >> firefighters say the man has minor injuries. he was taken to a trauma center to be checked out. police actually had to close the station for almost an hour while the man was being rescued. this is the second bizarre incident involving muni in less than a week. we told you about this guy caught hitching a ride on the back of the train sunday morning. this photo taken at church and dubose avenue. sit unclear if the train entered the item with the man still riding outside of it. officials think they figured out what caused cracks in two beams in the salesforce transit center and they have a fix. they were first discovered in september forcing the transit center to be closed ever since. holes cut into the beams with a

welding torch were likely to welding torch were likely to blame. >> i feel i'm underrepresented now and i feel we have more things to talk about. >> regardless, to fix the problem, engineers will sandwich the damaged parts of the beams between two steel plates and bolt them together. a final report on the root cause of the cracks is expected sometime next month. that's also when we should get a better timeline of when the transit center will finally reopen p. happening today, lime will try to get e scooters back on san francisco streets. a hearing at sfmta is scheduled for this afternoon. lime applied for and was denied a permit to operate in the city under a one-year pilot program, so the company applied for an appeal. spin and uber's jump have also filed appeals.

the glass broke but the metal security gate remained intact. the would be robbers took off empty handed. you may remember there was a smash and grab robbery at the same exact store two years ago. it serves them right. the new cpmc hospital will open in march. but we have an exclusive look inside now. it looks ready for move in, but lots still needs to happen. staff is being trained on new tools, including this lift to get patients it of beds. they will have 274 patient beds. 13 operating rooms. that is similar to the two it is replacing, but there is one big difference. >> we have all private rooms for the patients. in addition, we encourage our family members to stay. and we have a family member from each of the rooms which allows loved ones to stay with them overnight. >> as you can see, the family lounge area has pretty great views of the city.
