live where you live, this is abc 7 news. >> and we have developing news in the east bay. a man was shot during a possible case of road rage. good evening and thank you for joining us. i'm ama daetz. >> i'm larry beil. the chp is investigating after somebody fired into the side of a consider on interstate pleasanton. >> abc 7 news reporter katie utehs spoke with the victim's friends and chp about what happened. katie? >> ama and larry, chp is asking any witnesses to come forward who may have seen the shooting or what led up to it. at this point they don't have a description of the shooter or the vehicle involved. victims of the friends i spoke with, friends of the victim, rather, tell me that this was random. chp says it might have been road rage. it all ended here at our location at el charo road on the border of pleasanton and livermore. that's where the victim's car

finally pulled off eastbound 580. you can see in our video, a bullet hole in the passenger side door of the gray sedan. chp officers on scene say multiple shots were fire booed the vehicle. fortunately, the passenger who was shot, a man in his early 20s according to friends is expected to survive. he was conscious when he was taken from the scene to the hospital. chp says this all started as some sort of altercation on northbound interstate 680 at mission plvd in fremont. they first got calls around 6:45 this evening. the possible road rage incident continued on the freeway with the shots being fired somewhere near bernal road in pleasanton. for a time chp did rolling shutdowns of northbound 680 to search for bullet casings and evidence. it snarled traffic during the evening commute. the driver of the victim's vehicle was unharmed. he stayed on scene with chp. now the victim's friends, who arrived on scene told me that the two men were traveling home to stockton.

believe it. the california public utilities commission accusing pg&e of falsifying safety documents for natural gas pipelines for years following its criminal conviction for the san bruno pipeline explosion in 2010, which killed eight people. >> i mean, that's after san bruno, you think by then things would have changed. falsifying documents? i mean. >> the cpuc has opened a case against pg&e. its investigation revealed the company failed to mark natural gas lines because of low staffing and pressured supervisors to falsify safety records between 2012 and 2017. the cpuc president saying utility falsification of records is a serious violation of law and diminishes our trust in the utilities' reports on their progress. >> this shows that they did not learn their lesson. >> peninsula state senator jerry hill blasted the utility for putting the public at risk. >> i question the board of directors of pg&e.

soaking the bay area and making the evening commute a little messier. spencer christian joins us with live doppler 7. hi, spencer. >> okay, ama, you're right. it's pretty calm out there. a little few scattered sprinkles moving through the north bay. this is the view at the golden gate. our air quality is in decline. tomorrow will be a winter spare the air day with poor air quality expected in the north bay. no wood burning. what's left of our current storm through tomorrow ranks 1 on the storm impact scale. we'll see scattered spotty showers, mainly north bay, under .2 of an inch in most locations. taking us into the morning hours, you see little pockets of isolated showers moving through the north bay tomorrow. then comes the more significant storm that will be on sunday. a storm ranking 2 on the impact scale. a storm of moderate intensity. it will bring heavy rain at times, strong gusty wind and rough dangerous surf. a closer look at the sunday storm in a few minutes. ama and larry? >> all right, spencer, we'll see glow a few.

spencer was just mentioning stay out of the water and away from san francisco beaches this weekend, especially ocean beach through monday night. that is the urgent warning from san francisco's emergency management team after the national weather service issued a high surf warning with projected waves of 40 to 50 feet. now smaller waves also expected at china beach and into the bay near crissy field. >> visually, you may think that it's okay, but the water and the force of the water specifically the tow is going to be so strong that it could actually suck a person into the bay and you can become a victim. >> lieutenant baxter added that waves could be too severe for even the rescue crews to get into the water to try to save you. take a look at this. yikes. this is lake tahoe. strong winds. >> that's a lake? >> yeah. whipped up 4-foot waves. the coast guard said people were out on their boards, taking advantage of the high surf. they do advise, though, surfers and boaters, do not go out on the water.

remember wrorks ucan che remember, you can check the weather conditions op your app. a federal judge has ruled the affordable care act, or obamacare is unconstitutional, specifically, he ruled that the individual health care mandate is unconstitutional. under obamacare, those without health insurance had the pay a penalty. president trump signed a tax bill ending those fines, but that won't take effect until next year. this new ruling threatens to end protections for people with preexisting conditions. governor jerry brown released a statement saying this texas judge has no right to deprive millions of californians of their health care by invalidating the affordable care act. california will vigorously fight this wanton and cruel action. president trump has selected an acting chief of staff to replace john kelly. budget director mick mulvaney will step into the role when kelly leaves at the end of the year. the president tweeting mulvaney

more than 1400 apartment buildings in oakland are going to need seismic upgrades. the chronicle reports the city passed an ordinance today requiring soft story buildings to make the changes within the next six years. soft story buildings typically have parking or maybe businesses on the ground floor, and that can leave them vulnerable to collapse during an earthquake. the ordinance also places limits as to how much of the retrofit costs can be passed on to tenants. >>. >> the latest report crunching dmv data shows wait times are fnally dropping. following a frenzy of complaints over the summer, the agency launched a plan to slash the long lines. the last week of july, the average wait time without an appointment was 130 minutes. that's average. according to a november report

everybody jumped in and the proceeds will go to the camp fire. it is the weekend. how much rain are we going to get? >> and do you want to go to the mall to avoid the rain? >> spend all day sunday at the mall. here is a look at live doppler7 at the moment. we have light spotty showers moving through the north bay, but you can see from the exploratorium camera, along the embarcadero and over the skyline of san francisco, things are quiet and calm. 57 degrees here in the city. 55 across the bay in oakland. mountain view, 56. 49 in morgan hill. 55 in half moon bay. here is the view from the east bay hills camera, looking westward along the bridge. temperatures in the low to mid-50s. rosa, napa, san rafael, vacaville, concord and livermore. one more view of the golden gate where traffic is flowing freely and the pavement does not look wet. we may see a few more scattered showers tomorrow, mainly in the north bay. a stronger storm on sunday that will continue overnight sunday into early monday. and woo el have a dryer pattern developing for the middle of

next week. what's left of the current storm ranks only one on the impact. tomorrow we may see a few spotty showers, mainly north bay once again. under .2 in most locations. starting at midnight, notice as we see these little areas of green moving onshore. it's mainly, again, a north bay event overnight tonight and through the day tomorrow. so most of the remainder of the area will be dry tomorrow. but that won't last long. overnight lows, generally upper 40s to low 50s into the morning hours. and then tomorrow's highs in the afternoon will be mainly in the low 60s, except a little cooler in the north bay, where highs will reach only to the upper 50s in some spots. now let's talk about the weekend's main event storm wise. this is the storm coming in on unday. it ranks 2 on the storm impact scale. a storm of moderate intensity. expected to produce between 3/4 of an inch and 1.5 inches of rain for most of the bay area with wind gusts 30 to 40 miles per hour. perhaps stronger at times. and we'll see rough and dangerous surf. here is that forecast animation. starting a midnight tomorrow night, going into sunday

morning, we'll see surges of rain, sometimes moderate to heavy. mainly in the north bay until midday. then we'll see the rain reaching to other parts of the bay area southward and eastward into the afternoon and evening hours. it's going to be quite a wet and windy day on sunday for virtually all of the by area. and the rainfall totals we project once again, you can see the rain share from about 3/4 to well over an inch. maybe up to 2 inches calistoga and at santa rosa. and on we go to our high surf warn, which will be in effect from 9:00 a.m. sunday to 9:00 p.m. monday. wave heights will be elevated. a strong large west-northwest swell. we'll see breaker waves between 25 and 40 feet high. and there is a possibility of dangerous rip currents and sneaker waves. here is the accuweather seven-day forecast. once we get through sunday shopping at the mall, umbrella shopping mainly, we'll have a drying out on monday. and then for the remainder of next week, tuesday through friday, look for a brighter skies and dryer conditions. and no storms in sight after
