a major ruling is sparking a deadline change under the affordable care act. millions fear they may lose coverage. >> abc 7 news at 6:00 starts now. first, we begin with that high surf warning threatening danger waves, some agencies say could be six stories high. good evening, and thanks for joining us. abc 7 news reporter cornell bernard is in san francisco with details on that warning. >> reporter: >> kind of exciting. mother nature is awesome. >> reporter: vanessa is watching and waiting for big waves. from the pacific waves were crashing near the pacifica pier, the surf drawing a crowd of curious tourists from orrville. >> this is cool, awesome. big already. >> reporter: some neighbors are getting sandbags ready for waves that may break over the pacific

sea wall but these waves not even lose to the monster waves are coming to spots like ocean beach in the next 24 hours. >> if anyone is stepping foot on the sand, the waves could creep up on their chest and take them into the pafs ocean. >> believe it or not, that rough surf could cover most of ocean beach, from where i'm standing, all the way to the sea wall. the waves could top 40 feet. san francisco fire and safety officials warning people to stay off ocean beach. the warning now posted at this firehouse on geary. the national weather service tweeting this dire message. stay well back from the ocean. or risk certain death. joy andrews is heeding the warning. >> that is like a tsunami, i mean it really could be. we better keep ourselves off the beach. >> reporter: the big wave warning goes double for daredevil surfers. >> it is a very small number of people who can surf waves like that here at ocean beach. >> that surfer told cornell he

will not be coming back tomorrow because he doesn't want to risk. it can you blame him? >> not at all. let's check in with our meteorologist with more behind the waves. >> the waves are on the rise tonight. an active ocean current is arriving lo arriving -- along the coastline. wave heights from 10 to 12 feet high from san francisco to monterey bay. the wider picture shows much hider waves are out in the pacific, topping over 35 feet high. the reason why, there is a strong storm system in the gulf large waves our way. so the high surf warning goes into effect tomorrow, 20 to 40-foot waves. we could see isolated waves higher than that. dangerous surf and rip currents a huge issue on our coastline. the beaches will not be popular tomorrow, thanks to move moving in to finish out the weekend. we will detail the storm in a few minutes. >> drew, thanks. an oakland nurse deported to mexico last year is back in the

bay area. maria mendoza sanchez's flight arrived this afternoon and she is in customs. she and her husband were deported under the trump administration's immigration crackdown. the undocumented couple had good jobs. no criminal records. and three children born in the u.s. highland hospital where mendosa sanchez worked submitted the h 1 v visa petition earlier this year which she won a lottery drawing for. we are expected to hear from her soon and we will bring it to you on abc 7 news at 11:00. to developing news now, out of the white house. interior secretary ryan zinke is stepping down. zinke, who you see here, touring butte county with governor brown last month, is stepping down at the end of the year. he faces federal investigations into his travel, political activity, and possible conflicts of interest. zinke played a crucial role in president trump's efforts to roll back environmental regulations while promoting energy sources like coal and

oil. speaker nancy pelosi released a statement, saying, secretary zinke has been a shameless handmaden for the special interests. his staggering ethical abuses have delivered serious and lasting blow to america's public lands, environment, clean air and clean water. when democrats take the gavel in january, we will clean up corruption to make washington work for the people. california has extended the deadline to sign up for obama care from tonight until december 21. the move comes on the heels of a big decision by a federal judge in texas who ruled the affordable care act is unconstitutional. the immediate impact of that decision is unclear right now. the judge ruled the individual mandate and remaining provisions of the act are unconstitutional. house democrats vow to fight the challenge, saying it is a politically motivated move by the republican party to kill obama care. >> we are going to make sure that right is protected. and this is not going to change the affordable care act coverage.

it will continue. and it will, the case will wind its way through the courts. >> president trump said the decision was a great ruling for the country. he's been a big critic of obama care. but has so far failed to repeal the act. new developments now, out of butte county, all evacuation orders have been lifted for the town of paradise. so campfire victims can go back to their homes. the butte county sheriff's office says people were allowed back starting at 9:00 this morning. nonresidents will be allowed in tomorrow starting at 9:00. the campfire was the deadliest and most destructive wildfire on record in state history. 85 people died. more than 14,000 homes were destroyed. because of what happened in paradise, moraga held an evacuation drill this morning. take a look. this map shows the two city, side by side, and you can see the similarities with only a few roads to get in and out. hundreds of residents took part in the drill at the country club. you can see there, the drivers being directed to evacuate and

head toward highway 24. saint andrews drive which is normally a two-lane road, was turned into an evacuation route. moraga is the first east bay city to do this kind of drill. a significant milestone was reached in the deadly car fire in shasta county today just about five months after the fire started, the 1600 structures destroyed have finally been cleaned up. now that cleanup is finished, people will finally be able to rebuild their homes. in the east bay, the chp is investigating a possible case of road rage after someone shot at a car on interstate 680 last night in pleasanton. >> it may have started with some sort of conflict in fremont. and ended with the victim stopping in livermore. officers say multiple gunshots were fired. friends of the victim tell abc 7 news the shooting was random and the victim is in his early 20s but is expected to survive. the driver was not hurt. friends say they were traveling home to stockton from the san jose area after work.

the chp has a limited description of the suspect and the vehicle. in the south bay, at least one person is dead, following multiple shootings in san jose overnight. officers responded just before 10:00 p.m. to what came in as a call for help, with a fire near the expressway and alma avenue. when they arrived they found a man who was shot and he died a short time later. the victim's name has not been released. >> no arrests have been made. a second shooting happened in south san jose, just before 1:30 in the morning. officers found the victim on monterey road near blossom hill road. they say the man had been shot at least once. but is expected to survive. police say no arrests have been made. and they don't have a motive. it is not clear if the shootings are connected. san francisco police teamed up with a community group to take hundreds of guns off the streets today. abc 7 news was south of market this morning, as the sfpd and the group united players staffed a gun buyback event. 244 guns were collected scluing

exhibit is showing off one of california's greatest natural treasures, the redwoods. >> this is cool. abc 7 news was at the roberts regional recreation area for the opening. the old growth footprint exhibit will be a permanent fixture honoring the legacy of the east bay's redwoods. the park district and save the redwood league put together this exhibit. they want to remind visitors what the area looked like before aggressive logging destroyed it in the 1850s and '60s. >> so the original old growth trees are gone. but we have some of the original stumps getting buried. so we've exposed one of those

stumps to show how huge these trees were. >> the old growth trees also helped sailors who could see the tops peeking out from the fog, helping them navigate the bay. hundreds of generous bay area residents gave a small token of their appreciation to brighten the holidays of military families. abc 7 news was in redwood city where hundreds of toys were donated to the nfl alumni association annual toy drive. those items will be distributed next week to deserving military families who may not have a loved one around to help make the holidays extra special. >> at the marine corps memorial in san francisco, we ran into some of the gold star families who told us this is a tough thing. that, you know, they have a hard time putting christmas together with their loved one gone or injured or deployed. >> isaacson says the tough part now will be to distribute the toys collected to deserving families but he says they will have the help of many marine corps volunteers to make it all possible.

okay, it is round two of santa con, hitting the streets of oakland today. abc 7s news was at jack london square for the city's first-ever santa con. the red-suited mr. and mrs. clause got things started at the holiday tree and then started the traditional bar crawl. one santa we spoke with said everybody should be santa at least once. >> being santa changes people's lives. they walk up and they see you as santa and they're just, they're happy as can be. and i love making people happy. >> he is a very realistic san tachlt now, as always, the santas were encouraged to donate a toy or make some other holiday contributions. >> if you were in yofavorite establishment and you looked up and saw a bunch of santas around, it wasn't you, it really happened. >> it is very common. how many hours hundreds waited to get a taste of shake shack on opening day. >> and the forecast is next. >> the bowl season upon us. college campuses are now quiet

well, hopefully you've already had dinner. >> but even if you have or haven't, this is going to make you hungry. a taste of the big apple has come to the bay area. take a look at how long the line was for today's highly-anticipated grand opening of the first bay area shake shack location at the stanford shopping center in palo alto. >> crowds waited for hours to get a taste of the iconic new york city burger joint. palo alto's location will be the first of several planned for the bay area. on the menu is a locally inspired burger called the golden state double, which has two all natural beef patties on a tarteen bakery sweet potato bun. and in accu-weather tonight, it is a dry evening ahead, but tomorrow, rain moves in. a soaker at times. along with strong winds as well. live doppler 7 giving you the active sweep across the region. we are dry overhead tonight but the rain will arrive tomorrow. temperature-wise, ahead of our storm, more mainly in the 50s, if not at 60 degrees.

like mountain view right now, 59 in hayward, the same in san jose, napa the chilly spot right now in the north bay at 49 degrees. overnight tonight, there could bean isolated light sprinkle confined to the north bay. otherwise, it is a cloudy night on the way. and the cloud cover kind of acts like a blanket this time of the year. so temperatures not all that chilly for mid december. dropping into the upper 40s, if not mid 50s, over the next 12 hours. but rain arrives here on sunday. and now the storm impact scale, this is a moderate level two system to round out the weekend. and i do think the heaviest rain will occur over the second half of your day. probably between 2:00 in the afternoon, and 9:00 in the evening on sunday. so about a half of an inch to an inch of rain is expected in most areas. winds will pick up out of the south. anywhere from 30 to 40 mile-an-hour gusts. and that dangerous surf will exist along the coastline tomorrow. so future weather, we will time out this storm system. later on tonight, more back on air for abc news at 11:00, could

see a sprinkle in the north bay, otherwise a dry night overnight. tomorrow morning, light showers push onshore first in the north bay. not until the cold front gets its act together in the afternoon, so sunday, around lunchtime, the downpours start to develop in the north bay. those are the pops of yellow and orange you see on the screen. by 3:00 in the afternoon, we start to see the line of heavier showers sink south. by sunset, 5:00, 6:00, in the evening, probably the heart of the region dealing with those downpours, from vallejo, over to oakland, san francisco, moving along the peninsula as well. and approaching the south bay by about 6:00 in the evening. 8:00, the showers are really confined to the southern half of our viewing area. and then the storm system is going to exit to our east, as we head into monday. but still, where we see the downpours set up, we will see a good soaking a good estimate for a lot of us, about a half of an inch to an inch of rain by sunday night. could see a little bit high are of a rainfall total in the north

bay where the showers linger a little bit longer but also tracking some strong gusty winds. by 1:00, sunday afternoon, those winds will be racing out of the south, gusting anywhere from 30 to 40 miles an hour. so highs on your sunday, we will have the showers for the second half of the day. highs only in the upper 50s, if not to low 60s, to end the weekend. and also tracking some snow. winter storm warning goes into effect tomorrow. above 5,000 feet. anywhere from five to nine inches of fresh powder. the accu-weather seven-day forecast, it is rain, it is wind, and it's waves on our sunday. and then that rain is out of here on monday. that creates a dry pattern into midweek and upcoming next weekend on saturday. finals are over. but the next test for the sanford cardinal, number three, bay lore. all quiet on campus now except for mape ams pavilion. the bears last visit here came in 2007. alana smith led the team with 21 points, eight boards and five
