good morning. thanks for joining us on this sunday, december 16th. i'm kate larson. we do have some showers starting in just a few hours, so meteorologist lisa argen is here to explain what we can expect with this storm. good morning, lisa. >> good morning, kate. this is a moderate storm headed our way. you can see live doppler 7 most of this headed to northern california but we go in closer you can notice a few showers in the north bay but most of the activity well to the north and several hours away. visibility about 2 to 3 miles from fairfield to concord and this is a 2 on our storm impact scale. there's anywhere from a half inch to an inch of rain for most

areas, 30 to 40-mile-an-hour winds with rough and dangerous surf. mid-50s for most of you except 44 for livermore. look at the winds, up to 36 miles per hour upper elevations. mt. diablo, a gust to 37 miles per hour. wave heights 8 to 12 feet close to the coast but look out to sea, 20 to 35 feet right now. it's this storm that is sending the large swell our way. so high surf warning in effect today through tomorrow. we're looking at anywhere from 20 to 40-foot waves with isolated 50-foot waves. very dangerous surf out there and the possibility of rip currents, so stay off the beaches. we're looking at the rain helded our way. we'll time it out for you in a few minutes. kate. officials are trying to get the word out about the big surf. one agency is even warning you could risk your life just guy getting too close. as cornell bernard found out, many people are still trying to take a peek. >> kind of exciting.

mother nature is awesome. >> reporter: vanessa is watching and waiting for big waves from the pacific. waves were crashing near the pacifica pier, the surf drawing a crowd of curious tourists. >> this is cool. this is awesome. they're big already. >> reporter: some neighbors are getting sandbags ready for waves which may break over the pacifica sea wall, but these waves are not even close to the monster waves officials say are coming to spots like ocean beach in the next 24 hours. >> if anyone is even stepping foot on the sand, these waves could creep up onto their chest, take them into the pacific ocean. >> reporter: believe it or not, that rough surf could cover moist of ocean beach from where i'm standing all the way to the sea wall. the waves could top 40 feet. officials are warning people to stay off ocean beach.

the warning posted at this firehouse. the national weather service tweeting this dire message, stay well back from the ocean or risk certain death. joy andrews is heeding the warning. >> that's like a tsunami. i mean it really could be. we better keep ourselves off the beach. >> the big warning goes double for daredevil surfers. >> there's a very small number of people who can surf waves like that here at ocean beef. along with emergency officials, even local stores were trying to get the word out about the high surf. walgreens had a warning on their marquee at the store near columbus avenue and jones street in san francisco. and with all the high surf, the maverick surf competition is a definite no-go the next couple of days, but the world famous surfing competition may happen later this week. organizers say monday is definitely off, it would be just too dangerous there. we are told no competition will be held tuesday either, but

mavericks could be called for either wednesday or thursday, if it does happen in the coming days. you can always monitor wherever you live with the abc 7 news app. it is free to download in the app store. you can also enable push alerts so you can get notifications to the changes in the high surf warning. new overnight, one person is dead and another has been arrested after a crash in the south bay. the two-car accident happened just before 11:00 last night on highway 101 in san jose. the person who died was thrown from one of the cars. three other people were taken to the hospital with significant injuries. the crash closed all northbound lanes for nearly two hours. now to a holiday gift in the east bay. a family wasn't sure they would receive it for at least another decade. an oakland nurse who made national headlines after she was deported to mexico last year is back home with her family. we were at sfo for the emotional

reunion. >> reporter: when you think about a holiday welcome home, a couple of pictures at the airport will usually mark the moment just fine, but maria mendoza sanchez gets a full press conference. >> there were many days i was ready to give up. >> reporter: sanchez and her husband were deported to mexico last year, leaving her children in oakland. the courts held that neither had a legal basis to stay in the u.s. the couple had been in the country for more than two decades. sanchez got a bachelor's degree, was working as an oncology nurse and paying taxes. her american dream was thrown off the rails despite the efforts of members of congress and colleagues. >> i graduated and they weren't there. >> all my life my mom supported me and took care of me. i was going to make damn sure that i was going to take care of

her kids while she wasn't here. >> reporter: alameda health systems sponsored her visa. it was selected in a lottery. her husband wasn't eligible. >> i was trying to go to canada. i said like i haven't done anything. there has to be a way. there has to be a waiver, there has to be something for somebody like me. >> reporter: her story has become a face case for immigration issues. >> despite trump's inhumane acce separation of this family, maria didn't give up. >> reporter: and she'll be spending the holidays with her family. all evacuation orders were lifted for the town of paradise yesterday. the butte county sheriff's office says all returning residents must have identification are proof of residency. nonresidents will be allowed in today starting at 9:00 a.m. the camp fire was the deadliest and most destructive wildfire on

record in state history. 85 people died and more than 14,000 homes were destroyed. in the east bay, the chp is investigating a possible case of road rage after someone shot at a car on interstate 680 last night in pleasanton. it may have started as some sort of altercation in fremont and ended in livermore. multiple gunshots were fired. friends of the victim tell abc 7 news the shooting was random and the victim is in his early 20s but is expected to survive. the driver was not hurt. friends say they were traveling home to stockton from the san jose area after work. the chp has a limited description of the suspect and the car. fran police teamed up with a community group to take hundreds of guns off the street yesterday. abc 7 was

following changes related to the recent tax bill. >> it was a big ruling. it's a great ruling for our country. we'll be able to get great health care. >> reporter: what health care would look like without the aca is up for debate. >> it's reading between the lines. sure, coverage for pre-existing conditions will be available, but at what cost? right now under the affordable care act you cannot discriminate against anyone for a pre-existing condition. >> reporter: as politicians battle it out over the aca, california's health care marketplace, covered california, i extending its enrollment deadline. >> to eliminate any potential confusion from the texas court ruling, we're going to be giving consumers more time to enroll for january 1st coverage. >> reporter: saturday at midnight was the deadline to enroll for coverage to start at january 1st. now you have until friday, december 21st, to enroll for first of the year coverage. the judge's ruling on the aca will be fought in the courts,

an east bay exhibit shows off one of california's greatest national treasures, the redwoods. abc 7 was there yesterday for

the opening. the old growth footprint exhibit will be a permanent fixture honoring the legacy of the east bay's redwoods. the park district and save the redwoods league put together the exhibit. they want to remind visitors what the area looked like before aggressive logging destroyed it in the 1850s and '60s. >> the original old growth trees are gone but we have some of the original stumps getting buried. so we've exposed one of those stumps to show how huge these trees were. >> the old growth trees also helped sailors who could see the tops peeking out from the fog which helped them navigate the bay. hundreds of generous bay area residents gave a small token of appreciation to brighten the holidays of military families. yesterday abc 7 news was in redwood city where hundreds of toys were donated to the nfl alumni association's annual toy drive. they will be distributed next week to deserving military

families who may not have a loved one around to help make the holidays extra special. >> at the marine corps memorial in san francisco, we ran into some of the gold star families who told us this is a tough thing. they have a hard time putting christmas together with their loved one gone or injured or deployed. >> isaacson says the tough part will be to distribute the toys collected to all of those deserving families, but he says he'll have the help of many marine corps volunteers to make it all happen. a nonprofit in marin county is making sure foster children have everything from socks to a warm blanket this holiday season, as you can still help. they launched a program to provide foster children filled with packs with essential items like toys, toothpaste, books and school supplies. it's called project heat. >> there's a gift card in each one in case they need to get themselves something and there's

drizzle. further south into marin county, the coast, point reyes, some showers, the rest of the bay area is dry. as we widen the perspective, the front is still offshore but it is making inroads into northern california. redding and red plainin raining. visibility not too great out by concord and santa rosa, 3 to 6 miles. 2 miles by the delta. we're looking at huge wave heights off the coast, 8 to 12 feet and this is all sending its way across the bay as it moves from west to east. so a very vigorous system with moderate to heavy rain tonight. 56 san francisco, 46 in san ramon with 53 in san jose. so it is milder, 6 to 7 degrees milder this morning. you're certainly noticing that stepping out. and the wind gusts, 20 to 30 miles an hour. already upper elevation winds are quite gusty. here's what to expect, scattered showers this morning, rain and

wind increasing later today. sunny and warmer the rest of the week. here it is, a 2 on our storm impact scale. throughout the afternoon and evening, an inch to over an inch in the north bay, looking at 30 to 40-mile-an-hour winds. we've talked about and highlighted that rough and %-p hours, you notice we have the showers. here it is 4:00, 4:30 there's a line of very heavy rain from the north bay bisecting the bay area and this pushes southward until 8:30, 9:00 tonight. that's when you'll see the heavier rain, throughout the evening hours. behind it we're looking at drier conditions with the winds kicking up. the winds accompanying the front with the gusty winds and frontal passage so that's when we'll see the most activity. so amounts, three-quarters of an inch to over an inch and a half in the north bay, so a pretty good system. don't expect any real problems. most of this will be beneficial rain because we haven't seen any in quite a while.

so by this morning later on we still have these very gusty winds, 20 to 30 miles an hour here. then watch what happens. this is pretty neat. you can really depict the cold front and the line of gusty winds here. by 2:00, 3:00, 4:00 in the afternoon the heavy rain and the gusty winds shifting southward. so this is where you're still going to have the heavy rain, the dinner hour, and then we get that wind shift and drier conditions in the north bay. so it's going to be kind of a rough afternoon and evening. if you have errands to do, a good idea to get out and about and do them early. we'll look for the snow to accumulate in the mountains. this is a winter weather advisory. up to 15 inches. then a winter storm warning from this afternoon through monday. amounts about 9 inches, perhaps a foot of snow for some of the higher locations. kirkwood with that higher base perhaps getting a little bit more. 62 in fremont, 59 san francisco, 58 san rafael. the accuweather seven-day

it is 5:30 on this sunday morning and we are going to start this half hour with weather. lisa argen is tracking a storm that's on the way. >> that's right. we're looking at mist, drizzle and rain in the north bay. here's a live look at doppler 7. you can see the rain mainly north of the golden gate but it is raining up in parts of northern california and it will shift to the south. cloverdale and healdsburg light rain and the rain extends southward into marin county and point reyes. it is damp going across the golden gate bridge. 580, the richmond-san rafael bridge. 3-mile visibility over in concord. this is a 2 on our storm impact scale. mainly this afternoon is when the heavy rain comes in, about 2:00, a half inch to 1 inch.

30 to 40-mile-an-hour wind gusts and rough and dangerous surf. it's 48 in concord and we're looking at gusty winds, over 35 miles an hour in the upper elevations. so already those winds are blowing and we're looking at the current wave heights anywhere from 8 to 10 feet. by, this is nothing. we're looking at waves possibly over 40 feet. in fact isolated 50-foot waves with dangerous surf and rip currents. so lots of cloud cover. here comes the rain, we're timing it out in just a few minutes. kate. in washington, d.c., interior secretary ryan zinke is stepping down. you see him touring butte county with governor brown last month. he is stepping down at the end of the year. he faces federal investigations into his travel, political activity and possible conflicts of interest. he played a crucial role in president trump's efforts to roll back environmental regulations while promoting energy sources like coal and oil. in a series of tweets, zinke said he loved working for the

president but cannot justify spending thousands of dollars defending himself from false allegations. he also attached a statement saying it's better for the president and the interior to focus on accomplishments rather than fictitious allegations. president trump tweeted that the new interior secretary will be announced this week. following the abc news exclusive interview with former trump attorney michael cohen, the president's current personal attorney, rudy giuliani, comes to this week. you can watch the full interview with george stephanopolous at 8:00 right here on abc 7. abc 7 news is committed to building aetter bayeaeig deeper big issues like housing, transportation and transit, including car pools. the chp has been cracking down on those not-so-sneaky car pool cheaters. in 2016 the metropolitan transportation commission found during peak commute hours in the morning, 24% of drivers are in

the car pool lane illegally. in the afternoon and evening, 19% are driving solo in the car pool lane. one of the biggest problem areas is the express lanes on interstate 680 in the east bay. construction is under way to extend them by 11 miles. leslie brinkley got the opportunity to ride along with an officer for a closer look at the crackdown on car pool cheaters. >> right now there's a car, that green one right there, appears to be solo. >> reporter: this is highway 680, the morning commute. >> are there a lot of car pool cheats out there? >> oh, yeah, they're everywhere. >> reporter: he looks for people who zip out of the car pool lane when they see a chp patrol. >> you obviously weren't supposed to be there because you moved out when you saw me. that's when i'll allow them to pass me. i will get behind them, make a stop. >> what's the main excuse people give when they're stopped for cheating? >> they tell me that they were

only in the lane for a second or somebody cut them off. >> and those don't hold water with you? >> no, no. >> they get a citation? >> oh, yeah. >> reporter: along these express lanes through danville, chp says the tell-tale sign of a cheater is no transponder and often paper plates to avoid paying expensive tolls. >> this is a citation for being in the express lane without a toll tag. >> reporter: the driver didn't want to talk on or off camera. after all, he got two citations. >> he got his license plates in june. >> yeah. >> and still hasn't put them on the vehicle? >> correct. >> so might be cheating on other days? >> yeah. oh, yeah. >> reporter: this truck was driving solo in the express lane with no transponder. >> exit the freeway. >> reporter: he got off with a warning to tell his employer he needed one. >> so what are the weirdest excuses you hear when you pull people over? >> it varies. i've had people have like dolls or dummies sitting in the passenger seat.

i've had individuals say that i'm pregnant, does that count as two. >> has anyone tried to claim their dog is a second passenger? >> yeah. >> really? >> yeah. that's a sensitive subject to certain people so i'm like, no, you can't do that. >> reporter: chp is cracking down on cheaters. the golden gate division there were over 18,000 citations written in 2017. this year it's already over 31,000 hov violations. >> there's a paper plate too. >> reporter: a retired couple appear to not have a transponder. >> can i just see your license? >> reporter: the chp effort to stop cheating will accelerate into the new year. i'm leslie brinkley, abc 7 news. peninsula-elected officials joined the samaritan house to brighten the spirits of tens of thousands of people for the

holidays. yesterday 20,000 gifts were distributed to clients of the samaritan house. the nonprofit has been serving low income families since 1974. the giveaway has been in the works for months, all to lift spirits ahead of the holidays. >> you know the people that are here, the children, the families, these are hard-working families that live in san mateo families. serving all of us every day in our economy, and they need a little bright innocence their lives. >> pansy congresswoman jackie speier and state held participated. guess where santa con was this weekend? oakland. te red-suited mr. and mrs. clauses got things started at the holiday tree and started their traditional bar crawl. everyone should be a santa at least once. >> being santa changes people's

a new study finds the sierra nevada snowpack is on its way to a huge decline. according to the lawrence berkeley national laboratory, at the current rate which the climate is warming, the snowpack will drop 79% in the next 60 to 80 years. the study finds more of the precipitation falling in the sierra is rain and not sno and a this will increase flood and wildfire risks because rain won't be held in the mountains as snow. we have to keep that in mind when we see years like this where we feel like we are getting a lot of snow. >> that's true. >> it's not the same as it used to be. >> no.

has the details in this morning's sports. >> the stanford women's volleyball team has been so dominant this season, the cardinal lost two sets in a match only three times all season. the first was in a 3-2 loss to byu, the second in a 3-2 win over colorado. the third, last night in the national championship game against nebraska, the defending national champs. the first time since 2009 the championship went to a fifth set. the cardinal fell behind 2-0. but a career best 32 digs and the cardinal give it to national player of the year, katherine plumber, with her 19 kills. senior jenna gray caught nebraska off guard with a quick flip. triple match point now for the cardinal. and megan mcclure from the back row brings home an ncaa record eighth title for the cardinal. it's the second title in the last three seasons for stanford. congratulations to them. we'll stay on the farm.

rain maker, a storm, if you want to call it, on the way, and looking at the camera now you can see it pretty much really shaking. the reason why, we have a 2 on our storm impact scale. it's a moderate system headed our way later on this afternoon, picking up anywhere from a half inch to over an inch of rain and accompanying the front will be some very gusty winds and dangerous surf. in fact officials advising you not even to get near the beaches. as we look live outside from our roof camera, you can see the winds blowing a bit here in san francisco. it's mild, though, 56 degrees. live doppler 7 picking up on the rain. hidden valley, middleton, cloverdale, also lake port and upper lake it has been a damp morning. further south you're getting mist, drizzle and light showers from guerneville to dillon beach. finally a little line of showers around san rafael, down through tiburon, san francisco a little

bit of wet pavement and perhaps out towards 880. but this is just preliminary because the front is still pushing through extreme northern california and we're going to get into some breezy winds as well. this is a vic russ system and it will be bringing some soaking rain to everyone for a period of time, a couple of hours throughout the evening hours. we're looking at three-mile visibility for concord. 56 in oakland as well as mountain view, 53 in napa and 46 in san ramon. the winds, we talked about them, 32-mile-an-hour gusts mt. diablo. look at mt. tam up to 27 miles an hour. up to the north, mount st. helena, wind gusts of 35 miles an hour. san francisco looks pretty calm right now but scattered showers this morning, rain, wind increasing later today and sunny and warmer throughout the rest of the week. here's the way it's going to play out today. through the 10:00, 11:00 hour the activity is in the north bay. by 4:00 in the afternoon it's

pushing across the heart of the bay. 6:00, 7:00 into the south bay through the 8:00 hour. so the dinner hour, the late afternoon hour, you're going to see the very heavy rain and the gusty winds accompanying it, but also preceding it as well. and the amounts are totaling heaviest in the north bay. perhaps an inch and a half and around three-quarters of an inch around concord. it will be a good little soaking. as we look at the wind profile, 8:30 this morning the winds continue to gust. right on through the afternoon, 2:00 the front is in the north bay. we've got winds at about 30 miles an hour and there it is, you can see it march across the bay. very gusty, very rainy in the south bay and east bay and behind it things begin to calm down. so we are looking at the snow. in fact starting out as rain in the mountains. up to about a foot before all is said and done. it will change over but this is above 5,000 feet for the west
