good morning and thanks for joining us on this sunday, december 16th. i'm kate larson. we've got some weather coming in, so meteorologist lisa argen is here to tell us all about it. lisa, it sounds like there might be a few showers out there right now. >> yeah, that's right. we do have rain even around parts of san francisco right now as we're getting the leading edge of some showers. the cold front still several hours away, but as we go in closer to around cloverdale, healdsburg, highway 101 you're looking at wet weather. bodega bay is wet as well as san francisco and across 580 and 80 looking at some mist and drizzle and some very light rain down

towards perhaps daly city. so the visibility is at three miles in the east bay. this is a 2 on our storm impact scale. by this afternoon and evening bringing in some moderate to heavy rain at times with gusty winds up to 40 to 50 miles an hour, rough and dangerous surf with a surf warning. so we're in the 40s inland with the fog, 50s elsewhere. the winds in the upper elevations 30 to 35 miles an hour from mt. diablo, mt. tam and mount st. helena. here are the current wave heights, 7 to 10 feet. we're talking waves through 40 feet, possibly 50 feet, and the cold front with the vigorous winds coming in in the afternoon. kate. >> thanks, lisa. officials right now are trying to get the word out about those big waves. one agency is even warning that if you get too close, you could be risking your life. abc 7 news reporter cornell bernard found out many people are still trying to take a peek.

>> kind of exciting. mother nature is awesome. >> reporter: vanessa is watching and waiting for big waves from the pacific. waves were crashing near the pacifica pier. the surf drawing a crowd of curious tourists from oroville. >> this is cool, this is awesome. i mean they're big already. >> reporter: some neighbors are getting sandbags ready for waves which may break over the pacifica sea wall, but these waves are not even close to the monster waves officials say are coming to spots like ocean beach in the next 24 hours. >> if anyone is even stepping foot on the sand, these waves could creep up onto their chest, take them into the pacific ocean. >> reporter: believe it or not, that rough surf could cover most of ocean beach from where i'm standing all the way to the sea wall. the waves could top 40 feet. san francisco fire and safety officials warning people to stay off ocean beach. the warning now posted at this

firehouse. the national weather service tweeting this dire message, stay well back from the ocean or risk certain death. joy andrews is heeding the warning. >> that's like a tsunami. i mean it really could be. we better keep ourselves off the beach. >> reporter: the big wave warning goes double for daredevil surfers. >> there's a very small number of people who can surf waves like that here at ocean beach. >> reporter: in san francisco, cornell bernard, abc 7 news. along with emergency officials, even local stores were trying to get the word out about the high surf. walgreens had a warning on their marquee at the store near columbus avenue and jones street in san francisco. with the highsurf, the mavericks surf competition is a no-go for the next couple of days but the world famous surfing competition may happen later this week. organizers say monday is definitely off the table, it would simply be too dangerous then. no competition will be held on

tuesday either. mavericks could be called for either wednesday or thursday, but we won't know for a few days. remember, you can always monitor the weather wherever you live with the abc 7 news app. it is free to download in the app store. you can also enable push alerts so we can notify you when there's any changes to the high surf warning. new overnight, one person is dead and another has been arrested after a crash in the south bay. the two-car accident happened just before 11:00 last night on highway 101 in san jose. firefighters say the person who died was thrown from one of the cars. three other people were taken to the hospital with significant injuries. the crash closed all northbound lanes for nearly two hours. now to a holiday gift an east bay family wasn't sure they would receive for another decade. an oakland nurse who made national headlines after she was deported to mexico last year is back home with her family. abc 7 news was at sfo for t sfot

emotional reunion. >> reporter: when you think about a holiday welcome home, a couple of pictures at the airport will usually mark the moment just fine, but maria mendoza sanchez gets a full press conference. >> there were many days i was ready to give up. >> reporter: sanchez and her husband were deported to mexico last year leaving their children behind in oakland. at the time the courts neither u.s.ez or her husband had ae the couple had been in the country more than two cades. was workings a and payesinaxl t the rails 15 m despite the efforts of members of congress and colleagu. >> i graduated and they weren't there. >> all my life my mom supported me and took care of me. i was going to make damn sure that i took care of her kids while she wasn't here. >> reporter: an employment-based

visa was sanchez' ticket home. alameda health systems sponsored it. her visa was vekselected in a lottery. her husband wasn't eligible. >> i was trying to go to canada. i said i haven't done anything, there has to be a way for somebody like me. >> reporter: her story has become a face case for national immigration issues. >> despite trump's unfair, inhumane, cruel separation of this beautiful family, maria didn't give up. >> reporter: and will be spending the holidays with her children. the last of the camp fire victims are returning to their properties. all evacuation orders were lifted for the town of paradise yesterday. the butte county sheriff's office says all returning residents must have identification or proof of residency. nonresidents will be allowed in today starting at 9:00 a.m. the camp fire was the deadliest and most destructive wildfire on record in state history.

85 people died and more than 14,000 homes were destroyed. in the east bay, the chp is investigating a possible case of road rage after someone shot at a car on interstate 680 on friday night in pleasanton. it may have started with some sort of altercation in fremont and then ended with the victim stopping in livermore. officers say multiple gunshots were fired. friends of the victim tell abc 7 news the shooting was random and the victim is in his early 20s, but is fortunately expected to survive. the driver wasn't hurt. friends say they were traveling home to stockton from the san jose area after work. the chp has a limited description right now of the suspect and the vehicle. san francisco police teamed up with a community group to take hundreds of guns off the streets. abc 7 news was in soma yesterday morning as the sfpd sponsored a gun buyback event. 244 guns were collected,

including 7 assault rifles, 45 shot guns, 51 rifles and the rest were revolvers and semiautomatic pistols. it is the latest gun buyback event for the department in their effort to make the streets safer. >> homicides in san francisco have went down and the chief shared with me that he believes and i believe that a lot of it has to do with these gun buybacks that are happening. >> those who brought in weapons received $100 for a handgun and $200 for an assault weapon. a judge's ruling in texas has created a lot of confusion about the future of the affordable care act. covered california extended the deadline to enroll for january 1st coverage. katie has more on what it could mean for you. >> reporter: the affordable care act, known as obamacare, was president obama's signature piece of legislation. late friday night a federal judge in texas ruled the health

care law unconstitutional following changes related to the recent tax bill. >> it was a big ruling, it was a great ruling for our country. we'll be able to get great health care. we'll sit down with the democrats if the supreme court upholds. >> reporter: what health care would look like without the aca is up for debate. >> it's reading between the lines. sure, coverage for pre-existing conditions will be available, but at what cost? right now under the affordable care act you cannot discriminate against anyone for a pre-existing condition. >> reporter: as politicians battle it out over the aca, california's health care marketplace, covered california, is extending its enrollment deadline. >> to eliminate any potential confusion from the texas court ruling, we're going to be giving consumers more time to enroll for january 1st coverage. >> reporter: saturday at midnight was the deadline to enrolloroverage to start on january 1st. now you have until friday, december 21st, to enroll for first of the year coverage. the judge's ruling on the aca

>> the old growth trees also helped sailors who could see the tops peeking out from the fog which helped them navigate the bay. hundreds of generous bay area residents gave a small token of appreciation to brighten the holidays of military families. yesterday abc 7 news was in redwood city where hundreds of toys were donated to the nfl alumni association's annual toy drive. they will be distributed next week to deserving military families who may not have a loved one around to help make the holidays extra special. russ isaacso is the administrator for the association's northern california chapter. >> at the marine corps memorial in san francisco, we ran into some of the gold star families who told us this is a tough thing. they have a hard time putting christmas together with their loved one gone or injured or deployed. >> isaacson says the tough part will be to distribute the toys to the deserving families, but

he says he will have the help of the many marine corps volunteers to help make it all possible. a nonprofit in marin county is making sure foster children have everything from socks to a warm blanket this holiday season. the good news is you can still help out. they launched a program to provide foster children filled with packs with essential items like toys, toothpaste, books and school supplies. it's called project heat. >> there's a gift card in each one in case they need to get themselves something and there's a blanket in every one to give them some comfort. and the teddy bears even go in teenage bags, which i'm sure they don't appreciate, but it's our gesture to say, here, you can have something to snuggle. >> i don't think you're ever too old for a teddy bear. volunteers say kids often arrive in the foster care system with very little. if you would like to donate, here is a list of the needed supplies.

backpacks, diaper bags, teddy bears, pajamas and gift cards. you will find the complete list plus a link on how you can help on our website, abc7news.com. od sday rning to you. >> we're starting with live doppler 7. we can see the cold front already pushing through northern california and bringing some rain around redding and red bluff. also further south into our area we're looking at light showers from the north bay, even over w ross, sea branch, very light rain over at st. helena, vacaville, it's foggy there. just a little patch of mist drizzle down arounndd a san francisco. we're keeping an eye on wave heights. 8 to 12 feet right off the coast, but you notice the darker shades getting closer to those very, very heavy an dangerous waves. 20 to 35 feet. even perhaps isolated sets of 50 feet, so the energy from the ocean moving from west to east we've seen in about two years.

it is 57 in hayward, 51 in vallejo, santa rosa at 55. the wind gusts 35 to 40 miles an hour, mt. diablo, mt. tam. so it looks pretty calm here in san francisco, several hours away from the very heavy rain. maybe about 2:,003:00 here. scattered showers this morning. wind increasing for everyone and then sunny and warmer for much so we have a 2 on our storm impact scale. a half inch to over an inch of rain. 30 to 40-mile-an-hour winds and rough surf. as we look at our timeline, you'll notice that the showers throughout the first part of the day are up in the north bay for the most part. then by 2:00, the front begins its descent south and east across the bay. so by 4:00, 4:30 we've got thepushing acrosshere, gusty bay right on through about 8:00 in the santa clara region, so we won't get as much in the south bay but it will be later and you'll also have the winds

accompanying the front. as we look at the totals, over an inch maybe 1.13 up in santa rosa, but 0.6 in oakland, a half inch in fremont and ben lomond about half an ih of rain. the winds just getting stronger as the front gets closer. 2:00 we've got winds 20 30 miles an hour, and they continue as the front marches to the south and the east. behind it things will quiet down, just a few leftover showers into your sunday night and monday. here we are, 5:00 monday morning, just some wet pavement for you. but we do have the advisory starting out as rain. it is 36 degrees right now in southlake, a high today of 50. but the west slopes, lake tahoe from northern sierra to yosemite looking at a f snow. the west slope here has the winter storm warning from this afternoon through monday. so the warm sector heading in. by the time we get the colder air behind it, much of the

tonight. 20 to 40 foot waves and even isolated 50-foot waves. the rain heads in this afternoon sweeping through the bay area. i've got the timing coming up. in washington, d.c., interior secretary ryan zinke is stepping down. you see him touring butte county with governor brown last month. he is stepping down at the end of the year. he faces federal investigations into his travel, political activity and possible conflicts of interest. he played a crucial role in president trump's efforts to roll back environmental regulations while promoting energy sources like coal and oil. in a series of tweets, zinke said he loved working for the president but cannot justify spending thousands of dollars defending himself from false allegations. he also attached a statement saying it's better for the president and the interior to focus on accomplishments rather than fictitious allegations. president trump tweeted that the new interior secretary will be announced this wws exclusive interview with former

trump attorney michael cohen, the president's current personal attorney, rudy giuliani, comes to this week. you can watch the full interview with george stephanopolous at 8:00 right here on abc 7. abc 7 news is committed to building a better bay area, which means we dig deeper into big issues like housing, transportation and transit, including car pools. the chp has been cracking down on those not-so-sneaky car pool cheaters. in 2016 the metropolitan transportation commission found during peak commute hours in the morning, 24% of drivers are in the car pool lane illegally. in the afternoon and evening, 19% are driving solo in the car pool lane. one of the biggest problem areas is the express lanes on interstate 680 in the east bay. construction is under way to extend them by 11 miles. leslie brinkley got the opportunity to ride along with an officer for a closer look at the crackdown on car pool cheaters.

in the express lane without a toll tag. >> reporter: the driver didn't want to talk on or off camera. after all, he got two citations. >> he got his license plates in june. >> in june, yeah. >> and still hasn't put them on the vehicle? >> correct. >> so might be cheating on other days? >> yeah. oh, yeah. >> reporter: this truck was driving solo in the express lane with no transponder. >> exit the freeway. do not stop here, exit the freeway. >> reporter: he got off with a warning to tell his employer he needed one. >> so what are the weirdest excuses you hear when you pull people over? >> it varies. i've had people have like dolls or dummies sitting in the passenger seat. i've had individuals say that i'm pregnant, does that count as two. >> has anyone tried to claim their dog is a second passenger? >> yeah. >> really? >> yeah. that's a sensitive subject to certain people so i'm like, no, you can't do that. >> reporter: chp is cracking down on cheaters. the golden gate division there were over 18,000 citations written in 2017.

this year it's already over 31,000 hov violations. >> there's a paper plate too. >> reporter: a retired couple appear to not have a transponder. >> can i just see your license? >> reporter: but they did. >> mine was on the floor and i guess it didn't register. >> reporter: the chp effort to stop cheating will accelerate into the new year. >> merry christmas, you guys. have a good day. >> reporter: i'm leslie brinkley, abc 7 news. peninsula-elected officials joined the samaritan house to brighten the spirits of tens of thousands of people for the holidays. yesterday 20,000 gifts were distributed to clients of the samaritan house. the nonprofit has been serving loin come -- low income families in san mateo since 1974. the giveaway has been in the works for months, all to lift spirits ahead of the holidays. >> you know the people that are here, the children, the families, these are hard-working families that live in san mateo county.

they're struggling very hard to be here, serving all of us every day in our economy, and they need a little brightness in their lives. congresswoman jackie speier and the state senator joined in on yesterday's festivities. some of the post offices in the bay area are open today. 14 post offices in the east bay will be open along with two post offices in san francisco, 1 in san mateo and one in sunnyvale. we do have a full list of those post offices on our website, abc7news.com. they'll also be open next sunday, december 23rd. that seems like it's cutting it a little close. nearly 3 billion pieces of mail are expected to be processed and delivered this week. happening today, a san francisco nonprofit will give away hundreds of trees to families who wouldn't otherwise be able to afford one this christmas. the guardsman organization is teaming up with mayor london breed, the san francisco police department and the housing authority for the tree giveaway

and you realize you are the the hostess with the mostest. you know when you're at ross yes! yeah! that's yes for less. entertain in style all season long. it feels even better when you find it for less-at ross. yes for less. new this morning, a new study finds the sierra nevada snowpack is on its way to a huge decline. according to the lawrence berkeley national laboratory, at the current rate which the climate is warming, the snowpack will drop 79% in the next 60 to 80 years. the study finds more of the precipitation falling in the sierra is rain and not snow. warmer temperatures melt the snow earlier in the winter than in years past and this will also increase flood and wildfire risks because rain won't be held in the mountains as snow.

it's a moderate system that will bring heavier rain by the afternoon with the front. we're looking at anywhere from a half inch to over an inch, and those southerly winds are already gusting to over 35 miles an hour above about 2,000 feet. from our roof camera, doesn't this look nice with a little bit of sunshine there and the clouds around. you can see the winds are pretty light. as we look at live doppler 7, the storm is pushing into northern california. we are looking at this continuing to push to the south throughout the morning hours and the afternoon hours is when we will see it. but the showers already in middletown and cloverdale. a break around geyserville and healdsburg and further south you see scattered showers. you see just a little snow up here. lake tahoe looking at 2 to 4 inches lake level, so most of the snow falling above it and most of the precip before it changes over to snow. so it's going to be in that warm sector that we get a lot of the
