we're told by officials western washington averages only one tornado a year. while it's not unheard of, it's not entirely uncommon. we don't have an official report yet on the exact ranking of this storm, but the damage that was done would suggest that it would rank about f-3 on the enhanced fujita scale, which means it produced winds between 136 and 165 miles an hour. that's very strange. what makes it more unusual is the time of year. typically i the tornado season is spring and summer. this is happening late in the fall, almost winter. that's unusual. >> can you describe the conditions either on the ground or in the air that could create this type of tornado. >> well, here's a radar image showing the tornadic thunderstorm that produced this. generally when a very veer thunderstorm occurs, you can get one that's severe enough to produce a tornado.

today one in five kids suffers from some type of mental illness. >> that's why today marc benioff and his wife announced a $15 million gift to address the shortage in care. we look at what parents can also do. >> reporter: the hospital will receive a $15 million gift. with the money, the number of sipsychiatrists will triple. it will allow for more visits. drchl brian king of ucff says the number of providers has not kept up with the demand for mental health care. >> we're at a place where at least 20% of children adolescents will experience a mental itness in a given year. >> reporter: anxiety, isolation, depression, and stress are some of the contributing factors.

a tornado damaged homes and uprooted trees in washington state this afternoon. take a look at this destruction. it happened at port orchard west of seattle. the national weather service will survey the area tomorrow to determine how strong the tornado was. here in the bay area, a high surf advisory has been extended until 3:00 a.m. the national weather service says there are breakers of 15 to 25 feet. a $300 million settlement has been reached between the county and the family of andy lopez who was killed by a schiff's deputy in 2015. we'll have more on the news at 5:00. a mother of a boy on life support has been granted a sri to see him. president trump's travel ban had originally prevented her from traveling to the country because she's from yemen.

outside the federal court, kenneth moulton, abc news, washington. the city is mourning the deaths of two officers killed by a train. the bodies of the two officers were removed from the scene. they were hit by a train as they chased a suspect along the tracks. >> these brave young men were identifying a there it to their community and put the safety of others above their own. the officers killed were relatively new to the force. the 37-year-old joined 18 months ago. he was married with a baby at home and 31 conrad gary on the job for 21s 2 jobs was also married with three young children. an orange county toddler is okay thanks to a quick-thinking retired police officer. the video haw hear shows the boy playing in the middle of the road, no parent in sight.
