miasylum setback this morning. a federal judge in san francisco has ruled the trump has ruled the trump administration violated federal law when it issued an order barring migrants crossing the border from seeking asylum. this is the second time a judge has ruled against the order. the trump administration has argued caravans of migrants approaching the border made it necessary. mayor london breed said her letter asking to commute her brother's prison sentence is not just about helping family. she talked about the letter that she wrote in october asking the governor to commute her brother's 44-year prison sentence on robbery and manslaughter charges. she said she personally knows the pains of inequities in our criminal justice system. >> here i am as mayor. regardless of whether or not he is our brother, i have to shine the light on these kinds of things.

the finance committee will discuss the possibility of toll increases today. here is a look at what could be coming. drivers with a fast track pass pay $7 to pass the golden gate bridge right now. that could go up to $8.75 in five years. those who pay by invoice pay $8 now. it could go up to $9.80. this would be a gradual increase the next five years. tolls on the other bridges are going up a dollar january 1st. this bridge is separate from those. now it is time to talk about giving this bridge its own increase. if this happens, the increase will start in july. then it will it year after year for five years. reporting live at the golden gate bridge, amy hollyfield, abc 7 news. >> thank you, amy. the usda is set to announce a proposal putting tighter restrictions on food stamp eligibility. essentially changes state waivers for existing work requirements associated with able-bodied adults without dependents who receive food

it happened near sonoma raceway yesterday. chp said he led officers on a high-speed chase and crashed his car and ran into a marsh. it closed part of highway 37 for it closed part of highway 37 for about an hour. authorities say the suspect is a wanted felon, although they didn't tell us what he was wanted for. the man was taken into custody after he was pulled from the mud. for now we no longer face a tax on our text messages. it will happen when the legislature reconvenes next month. they scrapped the proposed texting tax earlier this week. texting is information service which can't be taxed. lawmakers fear they will renew the tax push.
