for a man living alone in a second floor apartment. 15 residents from five apartments are not being allowed back in until repairs can be done and utilities turned back on. the red cross is helping them with money for food and shelter through the weekend. on the peninsula, police in palo alto are looking for a man who attacked a woman from behind and punched her repeatedly in the face when she started screaming. te attack happened about 6:00 p.m. yesterday near churchill avenue south of stanford stadium. police say some neighbors heard the woman's screams and came outside and that scared the man away. train service into the daly city b.a.r.t station was shut down temporarily as police responded to reports of gunshots in the parking lot. that was around 3:30 this afternoon. a resident who lives nearby told "abc 7 news" he heard three gunshots and it appears the bus had its window pierced by a bullet. you sigh it there.

b.a.r.t says no one was struck by the gunfire and service is restored. >> in the east bay oakland police are looking for a gunman that tried to rob someone outside of the mcarthur b.a.r.t station. the gunman pistol whipped the victim during the robbery. at one point the gun went out. the station was a high-profile murder case this year when 18-year-old nia wilson was stabbed on the platform in july. oakland police say they're reviewing surveillance to try to identify the suspect but some far no one has been arrested. an east bay solar company closed doors this week after its headquarters was raided by the fbi. federal agents searched the home belonging to the company's owners who also ownoc baseball team. abc news reporter cornell barnard went looking for answers. >> reporter: a lot of fbi and u.s. marshals going in. >> reporter: neighbors in martina say this gated community had a lot of visitors this week. the fbi confirm agents raided a home belonging to paulette and jeff carpoff.

>> they said it was not something that we had to worry about. >> reporter: the fbi would not disclose why the home was searched. the fbi confirms that dc solar which is own by them was raided this week. the headquarters has been shut down since tuesday. >> reporter: he saw agents seizing items. >> they basically came out and started taking cars, taking files, searching the whole place upside down, you know. >> reporter: computers? >> computers, files, yeah, they had all of that stuff. >> reporter: in a statement the carpoff family statement said they were surprised and disappointed with the actions taken by the government earlier this week which appear to relate to an ongoing tax dispute. they are grateful for the support of their friends and family and have trust in the system to resolve this matter. they also known the martinez clippers baseball team and dc solar is big in nascar, sponsoring several drivers for chip ganossi racing.

each red dot represents an apartment or home for rent in san francisco. they crunched the numbers for 2017 and 2018, and here is what they found for the san francisco metro area, which includes the north bay, east bay and the peninsula. so they found renters spent $17 billion collectively this year. about 780,000 households rented and the median rent is $3,500 per month and those numbers are up from 2017. the same trend is seen in the san jose metro area, which includes santa clara and san bow nieto counties. economists say you can blame our crazy real estate. >> we did see a decline in the homeownership rate in the bay area, so, you know, it is a little more difficult for people to buy their homes. obviously prices have gotten very high. when it is difficult to buy, people rent a little longer. >> reporter: now, the national trend is different. renters are paying a little more but fewer households are renting. analysts say a growing economy has allowed people to save and become first-time homeowners,

but not so much here as we mentioned. so what about next year? well, the fed raised interest rates again this week, making borrowing more expensive, and that could mean -- yep, more renters and higher rents. dan and ama. >> all right, kristen. thank you. how does this sound to your ears? the oakland raiders of san francisco? or is it confusing? this afternoon the giants confirmed the raiders have expressed initial interest in playing at at&t park in 2019. the raiders aren't commenting. at this point the silver and black don't have a place to play next year. last week they pulled their lease offer to play at the coliseum when the city of oakland sued the team over its eyural season in 1960 in san francisco. abc 7 is your home for the raiders final game at the coliseum this season and potentially ever. oakland is playing the denver broncos on christmas eve.

game coverage starting at 5:00 p.m. happening now, the california highway patrol is ramping up enforcement to crack down on drunk drivers. had is a live look in san jose and the traffic on highway 101, taillights heading south. a maximum enforcement period started at 6:00 tonight and will run through christmas evening. 16 people died in collisions during that time frame last year. the office of traffic safety says alcohol-related crashes are a big problem during the holidays. >> there are a lot of christmas holiday parties, office parties where alcohol may be involved. so there is a tendency for that to go up. but, again, they will have saturation patrols, officers will be out there. it is not worth it. you know, plan ahead. plan to have a designated sober driver. >> according to aaa, today is the busiest travel day for san francisco. all right. let's give you a live look at san francisco international airport, speaking of busy travel. there are lines, there are delays and there's something else that you can't avoid but maybe you don't want to.

it is official. the dow just had its worst week in a decade since the 2008 financial crisis. today alone the dow lost more than 400 points, or about 2%. it has had only one day that wasn't in the read this week, losing almost 7% since monday. now, since the start of the year, the dow is down more than 89 9%. the nasdaq dropped almost 200 points, closing in its first bear market since the recession. the s&p went down by 50. local companies were all dragged down. alphabet, google's parent company, lost more than 3%, so did apple. facebook did even worse, losing more than 6%. december is usually a good time of year for stocks, so what's going on? investors fear a recession is coming and are finding more and more reasons to worry. the u.s. has been locked in a

trade dispute with china for nine months. economies in europe and china are slowing, and rising interest rates in the u.s. could slow our economy as well. a bay area startup has been given the green light by california regulators to give driverless rides to passengers. the california public utilities commission has approved the self-driving startup zooks based in san francisco. more than 60 companies have gotten permits to test automated vehicles in california, but this will be the first company in the state to actually transport people in those vehicles. you can't catch a driverless ride just yet though. zoox is required to complete a testing period with a safety driver behind the wheel. uber has resumed testing self-driving tools in san francisco and other cities with a human driver in control at all times. the company made the announcement yesterday. they halted the self-driving program nine months ago after a car struck and killed a

there's increasing scrutiny over bird scooters which operate

in oakland, san jose and really dozens of other cities. >> a former employee says he was fired for speaking up about some issues. reporter rob hayes from our sister station in los angeles has the story. >> reporter: electric scooters. they're cheap, they're fast and popping up all over southern california, but now claims that scooters belonging to the bird company are put into service in unsafe condition. >> i don't want to see people get hurt. there's too many companies out there doing this the right way. bird is choosing not to do it the right way. >> reporter: matt fisher spent nearly a year working for bird, first as a charger and then as a mechanic tasked with repairing the scooters. he said bird officials told him to ignore problems like stripped or missing screws or loose handle bars. >> you can die. they can come into two pieces and next thing you know you are sliding across the pavement at 15 miles per hour. a car can run you over. this is one of the things they say is not damage it. this is a broken fender/brake. >> reporter: he showed us this internal message issued by a bird official. it says problems with brakes

should be listed as damaged, but missing or damaged screws, loose necks or handle bars should not be a reason to take a bird scooter off the road. bird corporate gave us a written statement, telling us safety is the company's number one priority and saying riders should let them know when they spot scooter problems. quote, we strongly recommend reporting any damaged scooters or incidents that bird scooters are involved in as we have a support team dedicated to safety that is available around the clock to address questions and reports we receive. but fisher says bird doesn't want to hear from people like him. >> they fired me because i spoke up about the repairs and said it was dangerous, it was going to harm people, and i continued to mark them as damaged. >> reporter: and when fisher posted the problems with bird scooters online, he says bird threatened to sue him for violating a non-disclosure agreement, sending him a cease and desist letter. meantime, bird related injuries continue to mount.
