forecastalls for numbers in the 50s. partly cloudy. a cool afternoon. we'll get sunshine and also looking at rain for christmas eve. we'll track it for you in a few minutes zwloo now to developing news. the government is in a portion shutdown despite last ditch efforts from both sides. this is a live look at the u.s. capital building where lawmakers walked out at 9:00 last night without a deal. the blame is passed around as federal workers are left hanging in the balance. abc news reporter maggie reule has the latest. >> chris, in shutdown is happening just as we start a busy holiday weekend of travel and overnight a union representing tsa agents slamming the shutdown. right now both sides in washington keep passing the blame. >> despite a last minute scramble by congress, the clock strikes midnight and still no deal. >> the senate stands adjourned until noon tomorrow. >> the government shutdown. leaving hundreds of thousands of

workers in limbo days before christmas. now everyone passing the blame. the president who recently said this. >> i will take the mantel i will be the shut it down. i'm not blaming. >> you is making an abrupt about face. >> we need the democrats to give us their votes. call it a democrat shutdown. call it whatever you want. >> the two sides were unable to find a common ground. but the president standing firm demanding $5 billion to build his border wall. >> we're totally prepared for a very long shutdown. and this is our only chance we'll ever have. >> but democrats are not budging either. >> you're not getting the wall today. next week, or on january 3rd when democrats take control of the house. >> it was just three days ago that the president seemed ready to let go of the wall. but then came a revolt from the right. >> it looks like a lot of people's worst fears maybe be realized. >> it's becoming clearer and

clearer all we get is words, words, words zwloo the president was listening and changed course. >> i mean we have two top radio show hosts who basically influenced the president. and we're in a shutdown mode. i mean, that's tyranny isn't it. >> the house and senate will be back later today and they want to get in shutdown over with as soon as possible. many senator huss to fly back from holiday vacations to vote. and the president said he plans to stay in d.c. instead of going to mar-a-lago until this shutdown is over. in new york maggie reule abc 7 news. maggie, thank you. for now wildfire victims will not have to worry about the shutdown affecting the recovery effort. the federal emergency management agency says its employees will keep on working. fema has been bids helping those in beauty county and fire victims in southern california. other service that is will stay open include airports and post office. flights and mail won't be

interrupted. however, all national parks will close completely. that includes alcatraz island, golden gate national recreation air muir woods. and for a complete list of what will be open or closed in the bay area because of the government shutdown head to our website. abc7news.com. 5:'04 is the time. new developments about pg&e. california regulators are looking at splitting up or taking over the utility. the puc says serious safety problems prompted the discussion. looking at replacing the board of directors. breaking up the company in smaller divisions or making it a public agency. coming after the utilities 'role in gas explosions and wildfires. including the camp fire that killed 86 and destroyed the town of pair a dies. there are several lawsuit claiming they didn't maintain equipment. all highways have been

reopened after a propane tanker overturned in san jose. this video shows crews working to get it upright. this was 7 hours after the crash happened. this is on the northbound interstate 280 ramp in highway 17. the 18-wheeler was carrying 8,600 pounds of propane. the driver was taken to the hospital. his injuries are not known. it's unchlorwhat caused the tanker to crash. happening today, the public is invited to a memorial for a san francisco police officer who died in the line of duty 12 years ago. officer brian tafr o was shot on this date in ouf. an escapee from a correctional work camp shot and killed the officer in the sunset district. another officer killed the gunman. the officer was 28 years old. the memorial starts tonight at 5:00 at the police station. the raiders are looking for a temporary home before the big move to las vegas.

could that be at&t park in the nfl team is reportedly in talks with the giants but comes with caveats. if the deal is made three big teams would be within a mile of one another. anser hassan has more. >> could the san francisco giants ball park be home to the raid zbleers the raiders should stay in oakland. >> some giants fans may mot pliek the idea. >> i'm surprised the giants have courted the raiders it looks like they are initiating the conversation. >> damian bruce is a host on 95.7 the game. at&t park would welcome the exposure during the nfl season. the giants released a statement reading in part, the giants want to do what's best for bay area fans and would be open to the concept. but bruce says it doesn't make sense for the raiders to leave one baseball stadium to play in another. >> there is no way you can convince me playing at at&t park

good morning to you. and here in san francisco, the visibility not impacted by the fog. we'll look for fog in the morning, filtered sun in the afternoon. chance of showers tomorrow night into christmas eve. you last minute shoppers may likely get some wet roadways and gifts of snow in the sierra nevada. we are looking at a 1 on the impact scale. a cold system. breezy. this sets up a very cold christmas morning after the front moves through. 9:00 monday morning, and we'll look for the front to move on through by the afternoon. we have the light rain. but it's the evening hours that it pushes threw. and we're showery in the south bay, east bay. and then by late christmas eve more showers pushing into the sierra nevada and translating into snow there. but christmas morning we're cool, dry, and it will be kind of blustery out there. rainfall amounts from a third of an inch in oakland and hayward, santa rosa, not a significant system but certainly will bring some gusty winds and cold

temperatures. waking up christmas morning, gusty on the coast. the normal winds taking over throughout the afternoon. numbers will be hard pressed to make it out of the 50s with those breezy north winds up to 20 miles an hour. in and around the bay. we have a winter storm wind chill in effect from monday morning into tuesday afternoon. this is above 5,000 feet. 6 to 12 inches possible. looking at slippery roadways right in time for the christmas holiday. if you are thinking of going up today we are looking at cloudy conditions in the 40s. some gusty winds for sunday into monday. this is sunday and then monday we are looking at the snow, rain and snow on christmas day. and then looking at temperatures dropping for a good snow pack for christmas and the day after. 59 today with the dense fog in the morning. afternoon sun we'll call it partly cloudy for you in fremont. 60s san jose. looking at mid-and upper 50s towards lake port and richmond. a cool afternoon. we have the fog to start out.

low to mid-50s. and looking at a dry sunday. christmas eve is a different story. we track the showers for you in a few minute. chris. thank you. now to the fbi raid of an east bay home and business. abc 7 news received these photos showing agents towing way vehicles of a big solar company. as our reporter explains, the raid may be tide to a federal dispute over taxes. >> the fbi confirms it raided a home in martin easy this week inside this gated community blonging to paulette and jeff carpoff they say the house was swarming with federal agents. >> a lot of fbi and u.s. marshals going in. >> the fbi wouldn't disclose why the home was searched. they confirm that dc solar was raided this week. the headquarters has been shut down since tuesday. >> miguel works near the

stores to make purchases. that's a sacrifice for some. >> you have to get dressed and leave the house. so there is a perk to staying home and shopping online but it's nice to get out and see people shopping. and support the local stores. >> daisy and 11-year-old hound mix embrace a support for local shops. she gets treats when she shops at gusty dup and enjoying the sniffing for good deals. >> every time the dog comes in they get a treat. >> that doesn't happen online. >> no it doesn't. >> daisy's human says that this supports local jobs. >> if we don't participate and go to local stores and buy from them they quickly disappear. it's proven out. it's important to support locals and for your own seven and the next generation it's a good thing. >> shop keepers say the next few days will let them showcase good customer service and added touches by gift wrapping perhaps that entices shoppers back.

christmas time. >> with retailers cashing in up until the big day. in san francisco, melanie wood row abc. in the south bay a 13-year-old boy is on a mission to bring smiles to faces of other kids he never met. over the years he collected thousands of toys for toys for tots. this year he hit a personal record. for the past six years joey childs of san jose has spent his winters collecting for toys for tots. >> it's been just absolutely amazing. everyone is just so nice. and they care about their community. they care about everyone else. >> joey's toy drive gross in popularity every year. abc 7 news was there as joey and some of his closest friends loaded the truck to bring donations over to the u.s. marine corps. a team effort led by a 13-year-old collecting more than 1,500 toy this is season. >> just a good warm hearted boy.

>> "i" joined by dona rose at o senior money editor with consumer reports. when it comes to return policies some retailers are good, some not so good. let's start with the best dona. >> all return policies are not created equal. but one of the most generous retailers we found is nordstrom. they don't have a formal return policy thp any do it on case by case basis but don't require a receipt. there is no time limit and you don't have to have the original tags. costco is another one that's very generous. no time limit on returns. no receipt necessary. except for a few items like electronics and tires and batteries. and kohl's has a hassle free return policy for purchases. no time limit. if you don't have the receipt the store can look up prior purchases. the one exception is high-end electronics have to be returned in 30 days in the original packaging. >> knows are the good ones. how about the retailers whose

return policies aren't as great. >> some retailers aren't as generous, very restrictive. one of those is forever 21, the enclosing egg retailer. you have to do returns within 30 days of purchase whether online or in the store. you have to have the original or gift receipt. if you want to do the return and purchases you get a little bit more leeway if it's purchased during the holiday season. if you made the purchase by november 12th forward you have until january 7th to return it or within 30 days from whenever it was purchased. so -- but they still need to be unwashed and unworn. kmart is also a pretty tough customer. you only have 30 days for returns and you need a receipt. they have something called the shop yourway program and if you're a member which is free you get 45 days for refund or exchange. and they do allow you to return holiday gifts through january 31st. apple is also a toughy.

i guess they're so popular they can be restrictive. they dpif you just 14 days to return or get a refund of your item whether it's bought online or in the store. >> it's inevitable we're all going to open something this year that doesn't fit, that just not right for us we need to return it. what are the top tips for returning the gifts? >> well when you open something if you look and say oh i don't think i want it. keep the original packaging don't toss ou the box for recycle. some retailers only except it especially for electronics if it's in the original packaging or you'll be charged a restocking fee. also, make sure you don't toss out the gift receipt with the wrapping paper. if the gift give gave you a gift receipt, and you don't bring it in, a merchandiser might turn you away if you don't have one. if you didn't get the gift receipt you could be eligible for store credit but might only be in the amount of the lowest price the item sold for
