buerre. let's get up and get going. this is abc 7 mornings. >> it's saturday, december 22nd. good morning and thanks for being with us. i'm chris nguyen. let's start with a low back at the accuweather forecast. here is our meteorologist lisa argen tracking the conditions where you live. hi, lisa. welcome to winter it started yesterday. it's a little cool out there in parts of the bay. but fog is the issue in the north bay. looking at visibility reduced to nothing in pete lum. a quarter mile in napa. as you navigate around the north bay it comes and goes. so it's quickly ob securing the visibility in the south and east bay. not so much 47 in hayward. many 54 in santa rosa. 13 degrees colder in the north bay than this time yesterday. colder by 7 degrees in san jose. there is the fog in the city. we have a partly cloudy afternoon with numbers process the 50s and high clouds and sunset at 4:54 chris.

>> thanks. now to developing news. the government is in a partial shutdown despite last ditch efforts from both sides. a live look here at the u.s. capitol building where lawmakers walked out at 9:00 last night without a deal. the blame is passed around as federal workers are lester hanging in the balance. abc 7 news reporter maggie roourl has the latest. >> this shutdown is happening just as we start a busy holiday weekend of travel and overnight a union representing tsa agents came out slamming the shutdown. right now both sides in washington just keep passing the blame. >> despite a last minute scramble by congress the clock strikes midnight and no deal. >> the senate stands adjourned until noon tomorrow. >> the government shutdown leaving hundreds of thousands of worker in limbo days before christmas. now everyone is passing the bram. >> the president who recently said this. >> i will take the mantle. i will be the one to shut it down. i'm not blaming you for it. >> is now making an abrupt about

face. >> we need the democrats to give us their votes. call it a democrat shutdown. call it whatever you want. >> the two sides were unable to find a common ground. but the president standing firm, demanding $5 billion to build his border wall. >> we're totally prepared for a very long shutdown. and this is our only chance we'll ever have. >> but democrats are not budging either. >> you're not getting the wall today. next week or on january 3rd when democrats take control of the house. >> it was just three days ago that the president seemed ready to let go of the wall. but then came a revolt from the right. >> it looks like a lot of people's worst fears may be realized. >> it is becoming clearer and clearer that all we're getting is words, words, words. >> the president was listening and changed course. >> i mean we have two top radio show hosts who basically, influenced the president. and we're in a shutdown mode.

it's just -- that's tyranny isn't it. >> the house and senate will be back at noon today. lawmakers say they want to get this over with as soon as possible. because, remember, many senators had to fly back from holiday vacations to vote. and the president has said he plans to stay in d.c. instead of going to mar-a-lago until this shutdown is over. in new york, maggie reule, abc 7 news. >> thank you. for now wildfire victims won't have to worry about the shutdown affecting the recovery effort. the federal emergency management agency says its employees will keep on working. female aire has been helping those in butte county and fire victims in southern california. other services that will stay hope include airports and the post office. so flights and mail won't be interrupted. however, all national parks will close completely. this includes alcatraz island, golden gate national recreation area, muir woods national monument and point reyes national sea shore for a complete list of what will be open or closed in the bay area

because of the shutdown head over to the website. abc7news.com. 6:03 is the time. new developments about pg&e california regulators are will go at splitting up or taking over the utility. the puc says serious safety problems prompted the discussion. they're looking at possibly replacing the board of directors, breaking up the company into smaller divisions or making pg&e a public agency. this comes after the utilities role in recent gas explosions and wildfires. that includes last month's camp fire that killed 86 people and destroyed the town of paradise. there are several lawsuits against pg&e claiming it dnts maintain its equipment. in the south bay, all highways have reopened after a propane tanker overturned in san jose. new video shows craws working to get the tanker upright earlier this morning. that was more than 7 hours after the crash first happened. this was on the northbound interstate 280 ramp near highway 17. the 18-wheeler was carrying

8,600 pounds of propane. the driver was taken to the hospital. his injuries are not known. it's unclear what caused the tanker to crash. happening today, the public is invited to a memorial for a san francisco police officer who died in the line of duty 12 years ago. officer brian tavara was shot on this day in 2007. an escapee from a correctional work camp shot and killed the officer in the sunset district. another officer opened fire and killed the gunman. the officer was only 28 years old. the memoryual starts at 5:00 tonight at taraval police station on 24th avenue. the raiders are looking for a temporary home before their big move to las vegas. could that be at at&t park in the nfl team is reportedly in talks with the giants but it comes with some big caveats. and if the deal is made. three big bay area sports teams would all be within a mile of one another. abc 7 news reporter anser hassan

changing over to snow. 6:00 christmas morning, a few lingering showers in the east bay. then the northerly winds take over. it's a blustery and cool day for christmas, rainfall totals through christmas eve. look to be about a quarter inches in san francisco. maybe a third in hayward. lesser amounts perhaps in mountain view. the winds gusting to 30 miles an hour coastside christmas morning. and then by the amp we still have winds at about 15 miles an hour. really making it feel cool with temperatures just in the 50s for highs. so winter storm watch goes into effect monday morning, christmas eve into christmas day. above 5,000 feet. 6 to 12 inches. with 24. over the peak. if you are headed up today it's dry in the 40s. then tomorrow, we have gusty winds. and then by christmas eve the rain/snow mix and waking up to white christmas on tuesday. but colder highs in the 20s. highs today in the 50s around the bay. we call it partly cloudy with that filtered sun, the foggy start. 58 in sand rafael.

accuweather forecast. here is lisa argen track going for us. hi, lisa. good morning to you. 40 minutes now from the official sunrise. but wanted to show you santa cruz. beautiful there with numbers in the 40s. and in fact later on today we'll be in the 60s. but while santa cruz is so mellow and clear this morning, it's certainly not the case in the north bay. 50 in mountain view and half moon bay. 42 in oakland. this is a look at the full moon in the sierra nevada on our way to partly cloudy day there. it's 42 in petaluma with a lot of fog. 39 by the delta. from petaluma to napa that's where the visibility is at its worst. we'll be looking at a cold start. 11 degrees colder for some compared to yesterday. and by 2:00 we have high clouds with mid-and upper 50s around the bay. we are looking at rain to invade the bay area on christmas eve. i'll track it for you in a few minutes. chris. thank you, lisa. now to the fbi raid of an east bay home and business.

abc 7 news received these photos showing agents towing way vehicles the of the owner of a solar company. at coronell bernhard explains the raid may be tide to a federal dispute over taxes. >> the fbi confirms it raided a home in martin easy this week inside this gated community belonging to paulette and jeff carpoff. neighbors say the house swarmed with federal agents. >> a lot of fbi and u.s. marshals going in. >> the fbi would not disclose why the home was searched. the fbi also confirms that dc solar owned by the carpoffs was raided this we can. the headquarters in benicia shut down since tuesday. the miguel works near the dc solar headquarters he saw agents seizing items. >> they becamically came out and started taking cars, files, searching the whole place, upside down, you know. >> computers. >> computers, files, yeah they got all that stuff. >>? a statement the carpoff's attorney said the carpoff family

people are expected to do holiday shopping today on what's called supersaturday. it's the last saturday before christmas. and small stores hope to have an edge on online shopping booze are because the door step delivery window by christmas closed. david louie went to san jose and found boutiques and gift stores see a surge in traffic. >> clothing and give shops along lincoln avenue in willow glenn know the competition. deb by lawrence is probably a fairly typical consumer. >> i do 60% online and 40% in store. >> but the balance shifts because the window has closed for online sites to guarantee delivery by christmas eve. means customers show up at stores to make last minute gift purchases. a san francisco for some. >> yeah, you have to get dressed and leave the house. so there is a perk to staying home and shopping online. but it's nice to get out and see people shopping. and support the local stores. >> daisy an 11-year-old hound

really help the bottom line. in san jose, david louie abc 7 news. in the south bay, a 13-year-old boy is on a mission to bring smiles to the faces of kids he never met. over the years he has collected houses of toys of for toys for tots. this year he hit a personal record. for the past six years joey childs of san jose has spent winters collecting for toys for tots. >> it's been just absolutely amazing. everyone is so nice. and they care about their community. they care about everyone else. >> joey's toy drive gross in popularity every year. abc 7 news was there as joey and some of his friends loaded up the truck to bring the donations over to the u.s. marine corps. a team effort led by a 13-year-old collecting more than 1,500 toys this holiday season. >> just a good warm-hearted boy, wanting to do right for others and for the community to help

created equal. one of the most generous retailers we found is nordstrom. they don't have a formal return policy. . they do a case byes case basis with you don't require a receipt. no time limit and you don't have to have the original tags. costco is another one that's generous. no time limit on returns. no receipt necessary except for a few items like electronics and tires and batteries. and kohl's has ka is called a hassle free return policy for all purchase. there is no time limit. and if you don't have the receipt the store can look up prior purchases. the one exception is high-end electronics have to be returned within 30 days in the original pack j aing. >> those are the good ones. how about the retailers whose return policies aren't as great. >> yeah, some retailers don't -- aren't as generous. they are very restrictive. one of those is forever 21, the clothing retailer you have to do returns within 30 days of prfrp

whether it's online or in the store. you have to have the original receipt or gift receipt. if you want to do the return. and purchases -- you get a little bit more leeway if purchased during the holiday season. if you made the purchase by november 12th forward you have until january 7th to return it or within 30 days from whenever it was purchased. so but they still need to be unwashed and unworn. kmart is also a pretty tough customer. you only have 30 days for returns. and you do need a receipt. they have something called the shop your way program and if you are a member which is free you have 45 days for refund or exchange. and they do allow you to return holiday gifts through january 31st. apple is also a toughy. i guess they're so popular they can be -- they can be restrictive. giving you 14 days to return or get a refund of the item whether bought online or in the store. >> it's inevitable we're all

going to open something this year that doesn't fit, just not right for us. we need to return it. what are some of the top tips for returning the gifts? >> well when you open something if you look at it and think i don't really want it. keep the original packaging. don't like toss out the box for recycle. some retailers will only accept it, especially for electronics, if it's in the original packaging or you'll be charged a restocking fee. also, make sure you don't toss out the gift receipt with the wrapping paper. if the gift giver gave you a gift receipt and you don't bring it in, a merchandiser might turn you away if you don't have one. if you didn't get the gift receipt, though you could being eligible for store credit but might only be in the amount of the lowest price the item sold for recently. then finally when you open it you don't like it, look at the return window. that will be on the gift receipt and if it's not on the gift receipt and you don't have one you can look it up online so you
