the exploratorium camera, nice day to explore the city with mid-and upper 50s, partly cloudy. it's the first weekend of winter. we have the king tides and rain and snow to tell but coming up in a few minutes, chris. >> now to developing news a partial government shutdown despite the last ditch efforts from both sides. this is a live look at u.s. capital building where launch walked out at 9:00 without a deal. the blame is being passed around as federal workers are left in the balance. maggie reule is live with the latest. mag question good morning to you. >> well, chris, fwoerng. this shutdown is happening just as we're starting a busy holiday weekend of travel. overnight a union representing tsa agents came out slamming the shutdown, congress and the trump administration for not being able to come to a deal. but so far in washington both sides are just passing the blame. >> despite a last minute scramble by congress, the clock strikes midnight and still no deal. >> the senate stands adjourned

until noon tomorrow. >> the government shut down. leaving hundreds of thousands of workers in limbo days before christmas. >> now everyone's passing the blame. the president who recently said in -- >> i will take the mantle. i will shut it town. i'm not blaming you for it. >> is now making an abrupt about face. >> we need the democrats to give us in re votes. call it a democrat shutdown. call it whatever you want. >> the two sides were unable to find a common ground but the president standing firm demanding $5 billion to build his border wall. >> we're totally prepared for a very long shutdown. and this is our only chance that we'll ever have. >> but democrats are not budging ether. >> you're not getting the wall today, next week, or on january 3rd when democrats take control of the house. >> it was just three days ago that the president seemed ready to let go of the wall. but then came a revolt from the

busy helping those in beauty county as well as fire victims in southern california. other services that will stay open include airports and the post office. so your flights and mail won't be interrupted. however, all national parks will close completely. that includes alcatraz island, golden gate national recreation area, muir woods national monument and point reyes national sea shore for a complete list on what will be open or closed in the bay area because of the government shutdown head over to our website. abc7news.com. in the south bay, all highways are back open after a propane tanker overturned in san jose. new video shows crews working to get the tanker upright. more than seven hours after the crash happened on the northbound interstate 2807 ramp and highway 17. the 18-wheeler was carrying 8,600 pounds of propane. the driver was taken to the hospital. his injuries are not known. it's unchlorwhat caused the tanker to crash.

happening today the public is invited to a memorial for a san francisco police officer who died in the line of duty 12 years ago. officer brian tavara shot on this day back in 2006. an escapee from a state correctional work camp smot and killed tavar in the sunset direct. another officer opened fire and killed the gunman. the officer was only 28 years old. the memoria starts at 5:00 tonight at the taraval police station on 24th avenue. the raiders are looking for a temporary home before their big move to las vegas. could that be at&t park in the nfl team is reportedly in talks with the giants. but it comes with some big caveats. if the deal is made, three big bay area sports teams would all be within a mile of one another. abc 7 news reporter anser hassan has more. >> reporter: could the san francisco giants ball park be homefield for the oakland raiders next season. >> the raiders should stay in oakland. >> some giants fans don't like

shopping. if stores like this are able to capture some of that that could help the bottom line. in san jose, david louie, abc 7 news. in the south bay, a 13-year-old boy is on a mission to bring smiles to the faces of other kids he has never even met. over the years he has collected thousands of toys for toys for tots. and this year he hit a new personal report. for the past six years, joey childs of san jose has spent his winters collecting for toys for tots. >> it's been just absolutely amazing. i mean, everyone is just so nice. and they care about in re community. they care about everyone else. >> joey's toy drive gross every year. abc. 7 nuts was there as joey and his close friends led up the truck to bring these donations to the marine corps. the team effort led by the 13-year-old who collected more than 1,500 toys this season >> just a good warm hearted boy. wanting to do right for others

if you receive a 50 that you do not want to keep, there are some important things to know. alexis smith from abc 7 mornings spoke to a consumer reports expert about the store was the best and worst policies. >> i am joined by don an rosatto a senior money editor with consumer reports. when it comes to return policies some retailers are god some not. let's start with the best. >> alm return policies are not created equal. but one of the most generous retailers we found is nordstrom. they don't even have a formal return policy thp they do a case by case basis but don't require a receipt. there is no time limit you don't have to have the original tags. costco is another one that's generous. no time limit on returns, no receipt necessary except for a few items like electronics and tires and batteries. and kohl's has what it's called a hassle free return policy. for all its purchases there is no time limit. and and if you don't have the

receipt the store can look up prior purchases. the one exception is like high-end electronics have to be returned within 30 days in the original packaging. >> those are the good ones. how about some of the retailers whose return policies aren't as great. >> yeah, some retailers aren't as generous. they are very restrictive. one of those is forever 21, the clothing retailer. you have to do returns within 30 days of purchase whether online or in the store. you have to have the performing receipt or gift receipt. if you want to do the return. and purchases -- you get a little bit more leeway if it's purchased during the holiday season. if you made the purchase by november 12th forward you have until january 7th to return it or within 30 days from whenever it was purchased. so bush bush did you they need to be unwashed abunworn. kmart is also a pretty customer. you have 30 days for returns and you need a receipt.

though -- thefr something called the shop yourway program and if you are a member you get 45 days for refund or exchange. and they do allow you to return holiday gifts through january 31st. apple is also a toughy. i guess they are so popular they can be -- they can be restrictive, giving you just 4 days to return or get a refund of your item, whether bought online or in the store. >> it's inevitable we're going to open something this year that doesn't fit, not right for us. we need to return it what are the top tips for returning the gifts? >> well when you open something if you look and say oh i don't really want it keep the original packaging. don't toss out the box. some retailers only accept it especially for electronics if it's the original packaging or you'll be charged a restocking fee. make sure you don't toss out the gift receipt with the wrapping paper. if the gift give gave you a gift receipt and you don't bring it
