many federal services will continue. airports are operating normally. they may be crowded with holiday travelers. the post office is still running. so you'll still get your mail and packages. passport offices should remain open as long as they generate enough fees to keep them operating. federal benefits, like social security, medicare and medicaid will be paid. wildfire victims don't have worry about the shutdown affecting the recovery effort. the federal emergency management agency says employees are still working. fema has been busy helping those in butte county as well as the fire victims in southern california. many people who showed up ended up disappointed. cornell barnard has a look at what's closed because of the shutdown. >> this is what i got. nothing. >> ricky from las vegas was hoping to see ft. point up close. but what he got was a closed barricade.

>> sad, man. because i don't want no parking. sad, man. i'm not coming back. >> it's a shame, isn't it? i don't understand why it is. why it's happening. >> blame the partial government shutdown forcing the closure of landmarks operated by the national parks service. shuttles to muir woods were running, the park remained open because they received partial funding from another source. daytime tours to alcatraz were also going, but nighttime and ranger led tours of the rock were canceled. the hyde street maritime museum was locked up tight. this was the first stop on their vacation for this family. >> we're excited to see the ship. all little boys. we'll have to do it another time. i don't know. 700,000 federal employees are impacted by the partial shutdown. some are working without getting paid. >> they can never do without a full week's paycheck or a day's paycheck. especially in the holiday season when there are extra expenses.

staff and current office of management and budget director mick mulvaney will appear on "this week." you can watch that at 8:00 right here on abc 7. time now is 6:07. this morning a man is being treated for injuries he suffered during an accident that drew rescue crews to sfo. he was one of two plumbers working on an underground repair project near an airport catering company. airport officials say they are glad he made it out alive. abc 7 news reporter explains what made the rescue so tiff. difficult. >> it was a rescue effort that lasted two hours at sfo. rescue teams were called in to find a plumber who passed out while he and his partner worked on an underground sewer project. at gate gourmet, a company that caters for airlines. >> had emitted some sort of fumes that caused him to lose consciousness. >> the co-worker initially tried to drag his partner out. but when he started feeling

dizzy, he left him, got out and called 9-1-1. when crews went in, they couldn't find him. the man regained consciousness and was trying to find an exit and didn't have a cell phone or walkie-talkie. the building is as large underground as it is aboveground. some parts you can only crawl, which is why the search took about two hours. >> carbon monoxide explosion and entrapment at west field in the airport. >> the initial call was a small explosion which triggered a huge response. >> we didn't fully understand exactly what was going on underneath the building. so we had a lot of haz-mat, out of an abundance of caution, that's why you see the multiple units out here in case it was bigger. >> airport officials say air quality was never an issue so no need for evacuation. >> it didn't impact flights in or out of sfo.

in san francisco, abc 7 news. we called the plumbing company for comment. but we did not hear back. time now 6:08. a major change ahead for the tsa. and how air marshals operate. federal marshals will be moved to the back of the plane for the first time. traditionally they're seated near the front. the undercover agents begin their new seating arrangements this friday. tsa officials declined to comment on what specifically prompted the change, citing safety concerns. they did say it's important to change routine to keep pace with emerging threats. on the peninsula, we have an update to a story we first brought you friday on abc 7 news. palo alto police arrested marcelo garcia martinez. he's 28 years old. he's accused of attacking a woman thursday night. investigators say she was walking on a street when the suspect came up from behind and shoved her into some bushes. when she started screaming, he punched her in the face repeatedly. neighbors came outside and the suspect took off running. high tide swamped parts of

the bay area. yesterday, abc 7 news was in mill valley where you can see road flooding at the park and ride. cal trans says the lower half of the parking lot is currently closed due to flooding caused by the tide and will remain closed through christmas day. yesterday we were under a coastal hazard advisory for possible flooding and low-lying areas. the high tides were followed by unusually low tides. extreme high and low tides are expected again today. time now is 6:10 on this sunday morning. lisa argen has been tracking that accuweather forecast for us. overall, not a bad start to the sunday morning. but there are clouds in parts of the bay area. yes. that's helping us out in terms of visibility. it's good. we're looking at a milder start here. san jose, 101, in the 40s. we're looking at more clouds. had a good deal of sun yesterday for the most part. this afternoon, we'll see temperatures hovering around 60 degrees. rain is in your forecast, though. maybe not until christmas eve.

california highway patrol office in oakland made dozens of christmas wishes come true. yesterday, we were in berkeley at phillips temple cme church for the annual event. they've collected toys for the past three decades to give them away to children whose families otherwise don't have funds for the holidays. >> it's a good opportunity not only for her to give some gifts and also to appreciate the people who don't have people or parents to give them, buy them gifts. >> we're lucky to be here. seeing kids' faces, smile and have a good time. >> the chp also handed out toys to kids at love temple baptist church in east oakland. >> jolly old st. nick had a hand in the holidays for some military families. abc 7 news was at moffitt field where the nfl alumni association

and the wine country marines distributed hundreds of toys to the children of service people. >> we had an outpouring. we want this out there. -- once it's out there the community responded so generously. it was crazy. we have an overflow of toys. >> volunteers say the toys can make a big difference, especially for families who have loved ones deployed or injured during the holidays. dangerous waves off the bay area coast have affected families crab feast for christmas. commercial crab fishermen are finding the rough waters too dangerous to take out their boats resulting in a shortage of crabs for the holidays. restaurants, stores and fish markets are in short supply. if you can find available crab for purchase, it can be more expensive than usual. >> it's too dangerous with the swells and the waves being so high. that affects us as in we don't have any crabs to supply the restaurants. i am hoping that it ends soon as new year's is coming up.

tradition. a christmas tree lighting and ice skating event was held last night. they have run the rink every year since 2012 and says this year would be no different. the paradise park district worked with the city to provide treats to attendees. 90% of the homes were lost. the deadliest and most destructive wildfire in california history. a family from paradise will be spending time in southern california thanks to the generosity from strangers. daniel and autumn salazar's home was destroyed in the fire. the couple, along with their two children, were able to grab a few belongings before evacuating. all else was lost. another couple have a home in riverside county but spend most of their time in los angeles to be close to work. they offered it up on facebook rent-free for a year for a family in need. >> it's gotten better.

widening gap between the rich and the poor is something that bay area residents can relate to. >> people in san francisco, the wealthiest city in the world and people are dying in the streets. 29,000 people living in tents in the bay area. it's an emergency situation. these billionaires have to be forced to pay for public housing for working people so people can afford to live here. >> similar protests took place in hong kong, new york, tel aviv and other cities. the number of active duty troops deployed at the border with mexico is down to about 2600. according to the u.s. northern command, about 1200 are in california with the remaining 1400 split between arizona and texas. president trump sent the troops before the midterm election because of the caravan of migrants from central america. at its peak, 5800 troops were at the border or in staging areas. deployment was set to end on december 15th. but the pentagon extended it to january 21st. 6:33 is the time. new developments with the
