earlier accident. it has been cleared west 80 at san pablo. the residual delay should start improving. authorities are searching for an indate who escaped from san quentin and carjacked someone nearby. 21-year-old shalom mendoza. they discovered he was missing during a head count at 9:35 last night. mendoza was serving a five-year sentence for using a deadly weapon in a carjack. they believe he got away in a toyota rav4. california license plate 6stz502. if you are see him or this car, you should call 911 immediately. abc 7 news reporter amy hollyfield is on the story and

will have more details at 6:30 this morning. a manhunt is under way also for a suspected cop killer in the central valley. the father and husband was killed in the install town of t reporter will carr on the update from the all-out search. >> reporter: good morning, jessica and alexis. a police officer was shot and killed just hours after christmas. authorities say they have the suspect on camera buyingpacks o. he gets into a gray dodge ram. they say the shooting took place during a traffic stop mom later. 33-year-old ronil singh was killed. he was a seven-year officer. he was a husband and a father of a 5-month-old boy. he is the 52nd member of law enforcement to be shot and killed in the line of duty this year. and this is a shooting that has rocked this community. you can see behind me they have set up balloons and flowers outside the police department. authorities have found the suspect's truck. but at this point there is no

sign of the man who they say is a cop killer. while the search continues, one family has been ripped apart just a short time after christmas. alexis and jessica, back to you. >> thank you, will. new at 6:00, tolls will go up one dollar in the new year. it could be a while before it is spent on transportation projects. a lawsuit against the toll authority will tie up funding. we first told but the suit when it was initially filed in july. howard jarvis taxpayers association argues the toll increase is technically not a fee but a tax that requires two-thirds voter approval to pass. in june, 55% passed a measure to raise tolls by one dollar in 2019, 2022, and 2025. a judge is expected to decide whether the suspect in the nia wilson murder case is competent to stand trial.

john lee cowell is accused of fatally stabbing wilson and injuring her sister at the macarthur bart station in july. in what was supposed to be a plea hearing, cowell's attorney cold the judge last week she questions his mental competence. she is found incompetent, the case will be put on hold while he gets treatment at a state hospital. two migrant children have died in u.s. custody in just over two weeks. now the department of homeland security have asked other agencies to help how it cares for children and adults held at the border. the second cld who died was 8-year-old felipe gomez alonzo from guatemala. he was accompanied by his father. he died on christmas eve in new mexico after being released from the hospital and back into border security. >> we have a humanitarian crisis that needs to be remedied. we should put more money into el salvador, guatemala and nicaragua to help with the rule

largest crew ship. eric huff disappeared from the harmony of the seas. he was working as a cast member. the coast guard is right now searching the waters about 260 miles off puerto rico. natural disasters will cost the united states an estimated $146 billion this year. that's according to insurance company swissr michael and florence and the wildfires that happened in california. manmade disasters cost $9 billion. that brings the total to $155 billion. it's a hefty sum. but nowhere near as bad as last year when natural and man made disasters cost $350 billion. i guess by comparison we're doing better. in sonoma county, heal is going 100% green. they are transitioning electrical accounts to entirely renewable sources. it is estimated to cost an additional $103,000 a year.

thank you, mike. in the south bay today, the san jose police department is expected to release more information about a deadly police shooting christmas morning. police say a woman rammed her car into a police car at lee avenue and fruitdale avenue. four officers opened fire. the woman died at the scene. her passenger was also shot but will recover. she is expected to be booked into jail is. the two were suspects in an earlier double shooting. >> millions of californians got the real i.d.s. >> they say the process the dmv used does not meet federal standards. homeland security requires two documents to prove where you live. dmv requires only one. they say the second verification of address comes indirectly. dmv intends to correct its procedure and require two proofs beginning in april. homeland security will accept the i.d.s issued before then. many applicants are not taking any chances.
