>> they've been having to make some adjustments due trom tm oing dashley. >> i'm kristen sze. the wind has calmed since this morning, but it's still whipping in downtown san francisco. >> it is. our reporter is live along the embarcadero now with a look at how this is affecting the fireworks preparations. >> reporter: you can tell that things are getting to get set up, you have the port-a-potties on one side and the barricades on the other. there was a crew loading the fireworks on a bridge earlier. it i san francisco. >> the racks over here, these are the orange ones. >> reporter: jeff thomas and his team are pushing through the elements, as they balance on a

barge in the bay with wires and tools, to get these fireworks ready to blast for the big show. the barge is rocking enough give someone motion sickness. >> it's windier than normal. the barge itself, our launch platform is moving around. >> reporter: thomas says they may use two boats to hold it in place about 1,000 feet out from pier 14. >> we have coordinated with the coast guard and want to keep it this that position. it's the optimal position to be in. but if we need to move it because of the wind, we will. >> reporter: it's pretty much impossible for the wind to go unnoticed at the embark dacader. thomas has assured us wind shouldn't impact the show, set to feature around 4700 different effectwas phenomenal>> rr: the fire depar. >> with the winds, if you use

with the latest. >> yes, dan and kristen, the wind will persist, and if you're going to be along the embarcadero, i strongly recommend bundling up today. wind gusts 20 to 30 miles per hour in places like san francisco, napa, fairfield, hayward. livermore and san jose. and the wind is going to continue to be relatively strong, especially in the higher elevations. a wind advisory in effect until 10:00 tomorrow morning. winds could gust up to 70 miles per hour. downed trees and powerlines a possibility. and late night, we'll have a windchill, something we don't often talk about here in the bay area, because temperatures near freezing in some inland locations and the wind so strong it will feel even colder. a full look at the forecast later. >> thank you very much, spencer. breaking news, the highway patrol is confirming that there's been a report that a car was firing at other cars on 880

north bound at davis street. the north bound lanes were closed for a short time about 45 minutes ago. one shell casing was found. and rescue crews pulled two people from the water just hours ago. one victim did not survive. the small boat capsized at liberty dock at richardson bay. rescue crews say neither victim was wearing a life jacket. they performed cpr on one boater. both were taken to the hospital. rescuers on jet skis and two helicopters are searching the area for additional victims. the wind set a sailboat free from its mooring this morning. it ran aground in the yacht harbor. >> and around the bay area, the wind caused trees to fall along with a few power lines. and how about those white caps on the bay? >> lyanne melendez is live from alameda where things seem to have calmed down.

>> reporter: let me tell yo about my story. today was garbage collection day and i knew i was going to have a bad day when i saw all of those bins or many bins toppled over in the middle of the street. clearly i wasn't the only one having issues with the wind. as the winds picked up, pg&e began responding to emergency calls recording fallen trees. >> the fire department was out here. any time the fire department calls, it's priority. >> reporter: in this case, the call came from neighbors in castro valley. a fallen tree was leaning on some wires. one city affected was fremont, which had a few trees and branchs down. >> i was like, ohyinhe. hav toytrc before we leave. >> reporter: this tree blocked several lanes of traffic on liberty street, forcing drivers to use the only open lane. >> the wind and the entire community was filled with all the dry leaves and everything,

twigs and everything. but didn't really expect the entire tree to get uprooted. >> reporter: many city services remain closed. staffing for emergency maintenance services is at a minimum. >> i don't know, it's cold wind, it's freezing. >> reporter: in san francisco, we found garbage bins toppled. the trash inside now covered the street near the embash derrcade. but it was the waters that kept kite surfers away from the bayshore. the only ones riding the waves were these ducks. and i think the re it's still very windy. no hair spray in the world, right? but i will say it is a lot colder than it was earlier this morning out here in alameda. but you know what the remedy for that is?

>> reporter: marigold, the bunny, is one of many pets they take in from shelters to be adopted. >> they were pioneers in this. >> reporter: but come january 1st, other pet store also have to follow suit. california becomes the first state to ban sales of rabbits, cats and dogs at pet stores unless they come from a rescue or shelter. marigold came from the nonprofit rabbit rescue, which worked with congress to get bunnies included in the legislation. >> we were thrilled that our efforts paid off. >> reporter: the law is designed to cut down on deceptive sales practices. there are an estimated across . >> quite often they get dumped or abandoned or, you know, possibly escape. they end up in shelters, and there's overcrowding in the shelters. >> reporter: stores will be required to keep records of where animals come from and

the chairman filed a bid of $4 billion. mattress firm is set to close 700 stores. claires set to close 92. the takeaway is to use all your gift cards that you have on hand sooner rather than later. not all retailers are closing stores, however. amazon is looking to expand whole foods. the cold inland with temperatures down at freezing or below in many locations. and our chance -- we have a chance of rain coming up this weekend. here is a look at our wind advisory. for the higher elevations in effect until 10:00 tomorrow morning. we'll see gusts way up high around 60 to 70 for the bay shoreline and the valleys, we'll see the wind advisory expiring at 9:00. still quite windy and cold across the board. and wind gust animation shows at midnight tonight, it will be gusting out there with gusts up to 30 miles per hour in many locations. early morning to mid morning hours, winds taper off. the wind speeds will be in a bit normal range except for places like fairfield and napa where it will still be gusty.
