city into tomorrow morning, and then heavy rain from houston up to alexandria. jackson, mississippi, had their second wettest year on record. more rain to come. i'll have much more coming up. >> ginger, we appreciate that. now to washington where the partial government shutdown is entering day 12. president trump has invited congressional leaders for a bipartisan meeting as the shutdown takes a toll. we'll take a look at these images. mounds of trash piling up at our national parks where a few workers are on hand. more than 400,000 are being forced to work a second week without pay while nearly 400,000 more are on furlough. mary bruce is on capitol hill and has the latest for us. good morning, mary. >> reporter: good morning, robin. well, the two sides are finally talking here today for the first time since the government shutdown 12 days ago. the president and congressional leaders have agreed to meet today at the white house but that may be where the agreement ends. i would not hold your breath for any major breakthrough here today as both sides are still refusing to budge, and with the new congress set to start here tomorrow, well, the president is

tweeting saying, the shutdown is not where nancy pelosi wanted to start her tenure as speaker, saying let's make a deal. pelosi then fired back tweeting the president has, quote, given democrats a great opportunity to show how we will govern responsibly and quickly pass our plan to end the irresponsible trump shutdown. now, democrats here are expected to pass legislation tomorrow that would open up the government but the president is already rejecting that plan because, robin, it does not include that money that he wants for his border wall. >> that's true. and we have already showed the impact of the shutdown. it's also having an effect on how immigration cases are being handled, is that correct? >> reporter: yeah, robin. you now have 800,000 federal workers working without pay or furloughed and that does include the nation's immigration judges which means that this fight over the president's border wall has reportedly paralyzed the immigration courts and is allowing some undocumented immigrants to dodge deportation as this shutdown fight continues, robin. >> all right, mary, thank you. >> consequences are cascading. i want to go to the white house now and get the view from

there from our senior national correspondent terry moran. we heard mary say the president had that tweet saying let's make a deal but he's about to find out how much leverage he has in this new washington. >> reporter: that's right, george. same shutdown, the president beginning the new year the way he ended the last one, staking so much of his correct on getting that wall. but as you pointed out, it is a brand-new ball game for him here. nancy pelosi has that solid democratic majority, ready to challenge president trump on policies like the wall and on investigations that could bedevil this white house, and as mary pointed out they are out to prove that they, the democrats, are the responsible party of government and can bring order to the chaos of trump's washington. we'll see how that goes. >> and terry, as this new congress comes into washington, the president also facing a broad sign from someone inside his own party, mitt romney. he's had a complicated relationship with the new senator from utah. boy, this op-ed in "the washington post," he says the president has not risen to the mantle of the office and says will speak out against

significant statements and sexist, racist, anti-immigrant. what a shot. >> reporter: it is a scathing editorial. i can't think of anything like it from an incoming freshman senator. that said, he was the republican nominee for president. but it's not just a declaration of purpose. as you pointed out saying that on balance the president's conduct over the past couple of years particularly his actions this month is evidence that the president has not risen to the mantle of the office. the president fired back. here we go with mitt romney. but so fast! question will be, is he a flake? i hope not. would much prefer that mitt focus on border security and so many other things where we can be he helpful. mitt romney says, follow me. >> for now he'll do it from the senate. it could also be laying the groundwork if president trump is weakened to challenge him in 2020 and we're seeing so much jockeying on the democratic side

as well. >> reporter: it's extraordinary. there are up to 30 democratic candidates potentially. elizabeth warren has already declared her intention. she will run for president of the united states. she's amassed a team and a war chest and she's ready to go. president trump seems to have a particular animus against her and he said -- criticized her over the weekend. but there are so many more. joe biden and kamala harris. look, it's going to be a very busy campaign. >> no question about that. terry moran, thanks very much. michael. we're going to turn now to that investigation under way into that terrifying zoo incident, a 2-year-old injured in a rhino enclosure. abc's victor oquendo is at the zoo in melbourne, florida, with the latest. good morning, victor. >> reporter: good morning, michael. that little girl is now recovering at the hospital, just frightening moments here at the zoo after she somehow slipped through a gap in the steel poles that guard that rhino enclosure. that gap less than a foot wide d then her mother went in after her. >> we have a 1-year-old who fell into the rhino pit, is pinned up

against the wall. she is conscious at this time. >> reporter: the call came in new year's day. a terrifying scene when a 2-year-old girl slipped into this rhino exhibit at a florida zoo and the snout of at least one of the rhinoceroses made contact with the child. this picture of a child's shoe inside the enclosure posted on twitter. >> is it possible the father can ride over there with you guys? >> reporter: the zoo says the girl stumbled and fell through steel poles like these during the popular rhino experience billed by the zoo as educational where guests, young and old, are able to interact with the rhinos and even touch them as seen in these photos from the zoo's website. the toddler airlifted as a trauma alert. her mother taken to the hospital as well with an injury to her arm. >> you're met with frantic parent, a severely injured child. i wouldn't say chaos, but controlled chaos. >> reporter: the girl's father saying in a statement, today has been a trying day for our

family. our daughter is in good care and is doing well. my wife was also treated for her injury and has been released from the hospital. white rhinos are massive, weighing between 2 and 4 tons, and capable of charging at speeds of 30 miles per hour. florida fish and wildlife officials quickly on site beginning their investigation. the zoo says they have offered this white rhino experience for a decade. they've never had any issues and have now suspended it. the zoo's website said that this experience was open to guests 3 and up but this little girl was just 2 years old. michael. >> thank you, victor. we'll have much more on this story and that deadly lion attack in our next half hour. george. we turn to the mystery surrounding an american man arrested in moscow on charges of spying. paul whelan, a former marine, was attending a wedding in moscow when he was taken into custody. his family speaking out and our chief global affairs correspondent martha raddatz has new details about the trip. >> reporter: paul whelan was the director of global security for

a michigan auto parts company but this was a personal trip, the marriage of a fellow former marine to a russian woman. this morning, a family is pleading for the release of paul whelan, the former american marine placed under arrest in moscow after accusations of espionage. his twin brother insisting it's all a big mistake. >> there's no chance that paul was engaged in espionage in russia. >> reporter: whelan had traveled to russia several times before and posted frequently on russian social media. his brother insisting that whelan was in russia only for that wedding. his friends filing a missing persons report on sunday after whelan fell silent two days earlier, something that is out of character for him. >> we had realized something had gone wrong and paul wasn't where he was supposed to be but no one knew where he was. >> reporter: whelan's arrest falls on the heels of maria butina's guilty plea. russian president vladimir putin has disputed butina's background but two weeks ago she admitted

to infiltrating conservative u.s. political circles to influence u.s./russian relations whic multiple rounds of u.s. sanctions against russian officials and private companies. >> we've made clear to the russians our expectation that we will learn more about the charges, come to understand what it is he's been accused of and if the detention is not appropriate, we will demand his immediate return. >> reporter: whelan is supposed to be allowed a consular visit in the coming hours where they hope to gain more information, george. >> and martha, whelan served two tours in iraq as a marine but he was discharged for bad conduct. >> reporter: exactly. while his family talks about his service in the marine corps he was discharged in 2008 for bad conduct related to larceny and reduced in rank after two tours in iraq, george. >> martha raddatz, thanks very much. robin. now to a scare in the air as travellers make their way home from a holiday. a mystery sickness striking several passengers on a flight

from cleveland to tampa. our senior transportation correspondent david kerley has more from reagan national. good morning, david. >> reporter: good morning, robin. the investigation this morning is focusing on some drinking fountains. this was a frontier flight with 229 people on board, landed in tampa safely on sunday -- yesterday afternoon. six passengers complained of being sick. they were taken off the aircraft to be checked. the other passengers were held on that jet for about an hour. finally, the six passengers released and the rest of the passengers on board also let go and now the investigation is shifting back to cleveland, where that flight originated and officials want to check out some drinking fountains in the airport. was there bad water in those drinking fountains? and as the officials like to say, the investigation is continuing. robin. >> yeah, it is. david, thank you. michael? now to the search at this

hour for a gunman who killed a 7-year-old girl in texas while she was in the car with her family. the reward to find the shooter growing to $35,000 overnight as the girl's mother speaks out from her hospital bed. abc's linsey davis is here and police are now calling this a totally unprovoked attack. >> reporter: they are. good morning to you, michael. authorities are calling this a senseless attack. laporsha washington says she doesn't know the man or his motivation but she does know he intentionally shot and killed her 7-year-old daughter jazmine and she and jazmine's father are pleading for justice. a massive manhunt this morning for the man who shot and killed a 7-year-old girl and injured her mother. >> one party appears to be trapped inside the vehicle, possibly deceased. >> reporter: early sunday morning, 7-year-old jazmine barnes was in a car with her three siblings and her mother, laporsha washington, and just passed a walmart when a car pulled alongside them. >> i heard shots start firing and they came through my window, broke my glass, hit me in my arm. they sped off in front of us and

the truck slowed down and continued to fire as he was in front of us. >> reporter: it was one of her daughters who alerted her about jazmine. >> she said, mama, jazmine is not moving. she's not talking. i turned around and my 7-year-old was shot in the head. >> reporter: police don't know if the shooting was targeted or random, only releasing this surveillance image. the suspect described as a white male in his 40s with a beard. he was last seen wearing a red hoodie and fleeing in this red pickup truck without a license plate. the local sheriff's department is asking area residents to check their surveillance videos to help find clues about the killer as jazmine's family is calling for justice. >> from the bottom of my heart, whoever know anything, please step up at this point in time and help me and my family get justice for my baby girl. >> reporter: the motive is still unknown. detectives are trying to determine if the shooting was targeted or random or if this was a hate crime. jazmine's mom is expected to

that lion attack that killed a young woman in north carolina. a 911 call reveals confusion as investigators try to figure out how it escaped and if it could have been prevent. stephanie ramos is on the scene in burlington. good morning, stephanie. >> reporter: george, the conservators center is home to more than 80 animals and they have been here for almost 20 years and tell me nothing like this has ever happened before. investigators are still trying to figure out how this lion escaped its enclosure giving it access to staff. the chilling call to 911 released after an intern at the conservators center in burlington, north carolina, was attacked and killed by a lion. >> we have a lion attack. >> reporter: that woman, the general manager making the call. >> the person that was attacked, how bad are they hurt? >> they are incapacitated. >> how old is he? >> the lion is 14. >> the person that's hurt. >> mid-20s. >> reporter: safety measures at the center now back in the spotlight after 22-year-old alex black was killed by this lion who authorities say broke through a locked enclosure during a routine cleaning.

this small rural community torn apart by the death. >> we were just devastated. we were just so sad for the girl and her family. very sad and upset but not quite surprised. >> reporter: this woman has lived near the center for 13 years and together with neighbors says she's pushed in the city council over the years for regulations to be placed on the center. >> we don't want them to leave but we want to be safe. it's kind of a hard thing. >> reporter: the sheriff's department says the lion who was born and raised at the center was killed after tranquilizers failed to subdue the animal. black, a recent graduate from indiana university, was on the job for less than two weeks. >> alex was like many of our animal behavior majors a talented, engaged, enthusiastic student who had a passion for animal behavior and the study of animal behavior. >> reporter: the conservators

center is licensed by the department of agriculture which inspected the facility back in april and found no violations. but this incident is raising questions about the laws when it comes to keeping wild animals at centers like these. according to the humane society this state, north carolina, is just one of four states that has little to no laws when it comes to keeping wild animals in captivity. george. >> that could change soon. okay, stephanie, thanks very much. let's bring in ron magill, the communications director at zoo miami. thanks for joining us again. what did you think went wrong? >> well, it's hard to say. that's why they look at these investigates but i hear a statement that an animal escaped from a locked enclosure, that means the enclosure was not sufficient to maintain the lion or something was compromised in that enclosure.at the end of thl doesn't escape from a locked enclosure unless in some way it's not locked or secured. >> that's what the investigation is going to determine. you studied big cats your entire

life. one of the ironies big cats in captivity can in some ways be more dangerous than those in the wild. >> that's a great point, george. i've been to africa 50 times. you can be in an open vehicle with a pride of lions and they don't pay attention to you. when lions grow up in captivity under human care they lose that natural fear of people and look at them as maybe a competition or a threat and become in fact more dangerous under human care. tigers, lions, big cats, i'm lucky to see where they don't run away from me. >> you have a similar exhibit at zoo miami and you say this is a real wake-up call. >> it's a huge wake-up call. the first thing i do is going to meet with the director and have a meeting and discuss what we can do because the bottom line is we have a similar setup. it's not where a kid could fall into a pit but if a 2-year-old was going to run through the bars those poles are separated where a child small can get through. we always have an attendant with

the person and we don't allow children in there but we're kidding ourselves if we say, oh, no, we're taking protocols and that won't happen. a kid in one second, a 2-year-old could jump through something and be out of his parents' hands and make some other barrier to ensure that small child cannot get through. >> what should we take away from this? >> the bottom line is first of all these are wild animals. the whole saying you can take an animal out of the wild. you cannot take the wild out of the animal. look at facilities that you're going to. accredited institutions have huge standards that have to be met for safety and animal welfare. to be passed by the usda are minimum requirements. to be accredited it's much higher than those minimum requirements. people need to demand that and look at that when going to these institutions because safety has to be the number one priority. >> excellent advice. ron magill, thanks very much. >> always so good to get his insight. coming up, everybody, that new outrage over comedian louis c.k. mocking school shooting victims. now, the emotional statement from a parent of one of those.

you and chris harrison and you both in this post said no laurens on my season so what was that all about? >> well, i feel like "the bachelor" has a reputation of having at least five laurens every season. i didn't have any. and that made my job a little easier but at the same time i think i had two alexes, i had a few hannahs so i was worried about the names. >> you ever mess up any names? >> i didn't. i had a few of the women ask me their names on night one, like do you remember my name.? that's sort of evil because 30 women. >> if they do that they don't get a rose. plain and simple. do not put you on the spot like that. but one of my favorite parts of the show is when the ladies get to meet -- you get to meet them for the first time and pull up and make their entrance. what is the most memorable or creative arrival that you saw? >> so, i had everything from a woman who dressed up as a sloth. i had somebody arrive in a police car and then -- >> so one moved slow and the other one gets arrested. >> i had a dog.

[ applause ] >> freshman year got off to a is the sophomore year a little bit smoother? >> yeah, i feel like that's actually what zoe comes up against. she believes that sophomore year is supposed to be such a smooth sailing experience because her freshman year was so rocky and so she's living with these really high standards and in many ways i feel like sophomore year she has grown up and even as a cast we came back nine months after shooting and we all felt like sophomores, like we all felt like this is our second year of college now but i think what's really nice about sophomore year is that we get more episodes to explain the nuance of college. you know, last year was almost like a highlight reel with 13 episodes and sophomore year we get to delve into the fa t she's focusing on her academic

♪ they were ready for their close-up. we are back now with the new bodies for the new year. according to a nielsen survey roughly one-third of americans have made losing weight their resolution for 2019 and this morning we have some inspiration. four members of the same family who each, each one of them dropped 100 pounds or more. they are featured in "people" magazine's half their size issue and we'll meet them in a moment. first a look at their story. for years sarah and david bentley struggled to maintain a healthy balance with food and exercise. >> my lifestyle consisted of eating out, ordering out all the time. >> for my kids that's really what kind of kills me. i feel like i was living off the

couch and, you know, i was just feeding them microwave chicken nuggets. >> i had no energy and knew i had to make a change. >> reporter: sarah's kick start began with a 24-day nutrition jump start. >> i was able to learn how to read the back of labels and how to fuel my body. >> reporter: david who was tipping the scales at 350 pounds finally jumped in after watching his wife successfully change her habits for three months. >> i knew that she -- if she was doing it and having success, i knew that i probably could too. >> reporter: that positive mentality then stretched to sarah's parents, debbie and steven hoffman. they were battling severe health issues. >> i had several friends tell me they were afraid i was going to die, i was 270 pounds. i could barely walk. >> i had high blood pressure. i was morbidly obese on my charts. >> reporter: sarah says their weight loss journey hasrought of them closer.

>> look at you. sarah, you got your hands full. >> i know. >> you were the catalyst. >> yeah. i was. >> how did you go about this? >> i think in 2013 was like my breaking moment. i have two beautiful children and i knew that the lifestyle that we were living, we had to change it. you know, it was very unhealthy. i wanted better for them and i also was tired of going to the beach wearing a shirt and shorts over my, you know, bathing suit and not getting in the water with them so i think that was my defining moment. >> you know what's great about this, no surgery whatsoever. >> right. >> the fact that -- [ applause ] in the very beginning it was all about diet.

it wasn't even exercise in the very beginning? >> exactly. we focused mainly on nutrition, supplementation, and we also focused on sleep, stress, you know, all of these play a part in our overall health so -- >> it wasn't extreme. you made changes that everyone could do which i think is so inspiring. >> very realistic. >> reading labels. reading those labels is so key. >> exactly. >> this guy next you, you started off and he's like, ah, that's nice, honey, i'm not going to -- >> yeah. >> what was the turning point for you? >> it wasn't my time when we first started. sarah is honestly she inspired me to start. you know, i was, you know, lazy, wasn't really doing much but i saw her lose like 50 pounds and she's what made me just like -- i got to do something. i don't know how she did it because i was eating chicken wings and pizza. i would have caved. we live in an 80/20 life-style. most of the time if we're goal orientated we'll attack our

goals and the other times we indulge and live life. if you would have told me i would never have a pizza again, i would have laughed. it has to be realistic. >> it's a family affair. debbie and steve, bless your hearts. >> thank you, thank you. [ applause ] >> it's a message. debbie you went from almost needing a wheelchair because of your arthritis to zip lining and everything. >> yeah. it'll never happen again, but, yes. [ applause ] >> no, it'll happen. >> no. so, yes, i was 270 pounds. i had serious health issues. i still do. i have autoimmune rheumatoid arthritis. sclar derm ma. i'm a registered nurse and could no longer work as a registered nurse. very depressing, very hopeless. i sometimes tear up a little bit because it's very emotional. i was literally sitting in a chair all day. i didn't want to live like that anymore. and i watched sarah and i

started at the same time as dave and i've lost 100 pounds and i'm -- [ applause ] >> can we put up on the jumbotron the combined weight this family lost together? can we put it up there for people? 457 pounds!
