good morning. thanks for joining us on this sunday, january 6th. let's start with our first look at the forecast. lisa is tracking live drop ler 7 for us. >> we have our storm impact scale out today. it's a 3 on our storm impact scale. last time we saw one of these was about a year ago. we're expecting rain heavy at times today with winds gusting over 40 miles per hour, maybe some minor flooding and downed trees and power lines. the radar busy this morning from middle town to pope valley, in santa rosa scattered showers. colder air with a

up in the hills some snow on top of mount diablo. wind advisory until 10:00 p.m. tonight. wind gusts could exceed 50 miles per hour. it's colder out there so we have a rain mix out there. we'll talk about amounts and timing coming up. as the bay area braces for powerful rains today, it was the wind that caused problems yesterday. you can see the american flag really whipping around in pacific pacifica. >> raymond came up empty handed. no crabs. he actually brought his family out to experience the wind. >> i love it. i try to bring my kids over, let them see the weather. >> reporter: they sent all of 30 minutes out at the pacifica pier. the gusts of win and rain too

strong for even what he was expecting. >> they don't like the super strong winds. >> reporter: across the bay area the winds reached 50 to 70 miles per hour taking town power lines and trees with it. there was flooding along the embarcadero and an emergency warning for people to stay around. in the richmond district, a downed tree blocked traffic for an hour. >> for the last four, five years every heavy storm there's some branches that falls down. there's a lot of cleanup after. >> reporter: hal says that's what happened this time, a branch from this maple tree just missed this house. he says when the winds pick up he avoids walking in the nearby park. >> i knows there always that possibility for the branches to fly around. >> reporter: in guerneville,

winds pushed this tree through the two-story house. and there were the usual flooding spots. two cars here stuck in the water. back out here in pacifica, there were reports of downed power lines but everything seems to be okay now. no reports of any outages. to the north more than 50,000 customers are without power in seattle because of the storm. the city's electric utility says extensive restoration will last throughout the day and possibly into tomorrow. extra crews and staff have been working all weekend preparing for high winds and downed trees. you can track the weather where you live on the abc 7 news app. we have live doppler 7 on the app and you can enable push alerts to get advisories on your phone or tablet. a 20-year-old suspect has been charged with capital murder in the death of this little girl. she is 7-year-old jazmine barnes. investigators in texas say the deadly drive-by shooting

appeared to be a case of mistaken identity. jazmine was in the backseat of her mother's car when a vehicle pulled up and opened fire. the harris county sheriff' sherf office says one call led to the tip. the secondman belie man believe shooter is always in custody. in the south bay, a man is dead and a woman is critically hurt after the car they were in veered off the roadway and flipped. this was the scene on highway 87 in san jose just after 10:00 last night. the driver says he swerved to avoid hitting stopped traffic, but ended up hitting the barrier in the middle. the caroled and e rolled and roo its side a man in his 30s died, a woman in her 30s were taken to the hospital. the other people in the car were not hurt. a final good-bye for newman

police corporal ronil singh. thousands of law enforcement and community members paid tribute to him during a public funeral yesterday in modesto. corporal singh was shot and killed in newman the day after christmas. ♪ >> reporter: an echo of bagpipes filled the cold air throughout modesto saturday morning, marking the start of the day no one here wanted to come. >> to the family, i want you to know i am sorry and that i will always be here. >> reporter: newman police chief randy richardson's words to the family of corporal ronil singh, the 33-year-old was killed in the lynn of duty the morning after christmas hours after this photo was taken with his five-month-old son and wife. the suspect was charged with murder wednesday.

rotten robbie location in cupertino. you see behind me the boarded-up kiosk. they say an employee set it on fire and took off to santa clara where he started shooting. witness arnold sanchez recorded this cellphone video. around 5:45 in the morning, santa clara police responded to the rotten robbie gastation at lafayette street and aldo avenue. you can see the shattered windows and bullet holes. >> the subject is still shooting inside the store. he has a shotgun in one hand and a handgun in the other. >> reporter: they received 911 calls about a man shooting at people and into traffic. several gas station employees and customers were inside when police arrived. >> it was only seconds between their arrival and the time that they took action. >> reporter: officers shot and killed the man, only identified at this point as a 55-year-old san jose resident. >> we are extremely fortunate that there are no injured civilians or officers. this person was shooting indiscriminately at passing motorists, at civilians in the

parents to get genetic testing. their twins are battle iing a r genetic disease, while it's incurable an experimental gene therapy program could help. an east bay family has a message for all prospective mariners. 7-month-old twins are battling a repair genetic disease. it breaks down a chemical in the body, when that chemical reaches the brain, it could be when they were 3 1/2 months old, mom noticed her son seemed to be looking through her rather at her. testing revealed an abnormality in both twins. >> i was in complete shock. you don't expect anything to be wrong. >> reporter: children with the disease often don't live past 10 years old. >> they can't do anything on their own. they can't even play. >> reporter: genetic testing prior to conception would have

revealed gabby and her husband are both carriers of the gene that cause the disease. each twin had a one in four chance of developing the disease. armed with that information, gabby says she would have chosen in-vitro fertilization so so the couple's embryos could have been tested. kaiser permanente didn't directly speak with her about it. a statement reads "kaiser permanente provides genetic testing for canavan disease. we follow recommendations of the american college of obstetricians and gynecologies and offer canavan testing to individuals who identify during screening and they are encouraging everyone to get genetic testing prior to

conception and need to raise $2 million for the twin be in genetic testing. > we're funding research into the clinical setting with the fda approval. >> reporter: in the meantime the couple is hopeful that neuro movement therapy will help the twins reach some milestones. >> we'll do whatever it takes. >> reporter: anything to extend and improve the quality of their lives. in concord, melanie woodrow, abc7 news. a soccer stadium in downtown concord could become a reality. the city council will consider the project this week. the project could cost 7$750 million and it might require significant financial help from the city. so far at least two council members are against it. they're concerned with traffic problems and funding. the council meets on tuesday. pacifica is cracking down on short-term rentals with new rules for people who list rooms or apartments on websites like airbnb.

starting now, hosts or operators in pacifica must obtain a permit, a business license, and sign a safety declaration before listing on short-term rental websites. hosts and operators must also collect and pay a tax. the measures are similar to others implemented by several peninsula cities. despite the best efforts of ellen degeneres it doesn't look like kevin hart will be hosting the oscars. source tell deadline hart considered it, but he still thought he would be a distraction and didn't have enough time to prepare. hart backed out of the hosting of the oscars in december after old homophobic tweets resurfaced. this past week he made an appearance on the ellen show and ellen urged him to host. we don't know who is hosting, but we do know the oscars are on february 24th. make sure to catch them because abc 7 is the only place you can watch.

it's sunday morning. starting out with live doppler 7, you can see snow in the mountains. temperatures in the upper 20s there. scattered showers around the bay area this morning. some of this is mixed precipitation up towards lake county, about 10, 13 degrees cooler in spots this morning. the pavement is wet. scattered showers from petaluma, highway 101, san rafael, just scattered showers out towards the east bay and elsewhere we're looking at the snow continuing with the winter storm warning through 4:00 a.m. on monday. an we'll pick up a couple inches, blue canyon, to about a foot and a half in kirkwood. higher elevations on the west slopes, could see as much as two additional feet. as we check out the numbers, in the 30s in livermore. 51 on the coast. 44 in santa rosa. that allowed for some cooling, 2 to 7 degrees cooler this morning with the passage of that front

yesterday. a live look outside, rain, heavy at times today a level 3 on our storm impact scale. the wind advisory from 10:00 this morning to 10:00 tonight. the wet pattern continues into the week ahead. 25 miles per hour from mount st. helena to mount diablo. the first rain hitting the north bay by 9:00 this morning. when we get this going at 11:00, 12:00, throughout the entire bay area, it will just continue. looking through the afternoon, 3:00, 4:00, heavy rain into the east bay, south bay, coastal hills additionally getting caught up in some heavy rain. by 5:00, 6:00, more energy pushes in. it's really not until 11:00 tonight where things begin to dry out. it will be a dry start to your return to work on monday. the first half of the day, quarter of an inch to a third of an inch. half moon bay picking up well

mansion, a 142-year-old three-story sacramento victorian. edward g. brown jr. is contemplating his place in the state's history. he leaves office at age 80, the oldest governor, re-elected in 2011, nearly 30 years after his first two terms starting in 1975 he has seen the state double in size, the budget grow ten times, governing in a style both pragmatic and practical. president trump versus congress, the partial government shutdown over his demand for the $5 billion for a border wall. saying now he could declare a national emergency at the border and get it done under presidential edict. you as still the governor today of california, is there a national emergency at our border? >> no, no. and that is very dangerous to declare a national emergency if there isn't one. i think we ought to have a good border security and patrol.

second meeting scheduled for tomorrow. that means 800,000 employees remain furloughed of working without pay. >> the people who won't get next week's pay or the following week's pay, if you ever really looked at those people, i think they would say, mr. president, keep going. this is far more important. >> reporter: the president also tweeting without citing evidence that most of the affected workers are democrats adding i want to stop the shutdown as soon as we are in agreement on strong border security. some workers already feeling the pinch. >> it's going to affect us when it comes to mortgages, paying rent, day care. >> we don't know if we'll have, like, our phone bill paid, our food for the rest of the month. >> reporter: democrats are urging the president to reopen the government. >> open up the government and let's continue the discussions. >> maintaining they support bor border security, but not a wall. >> our border security will

cloud cover and some rain. wind accompanying it from the wind advisory 10:00 a.m. to 10:00 tonight. the wet pattern continues into the week. looking at our storm impact scale, this is a 3. we have not seen one in over a year. so we'll see rain, pretty good coming down throughout the day. in addition to the winds. looking at minor flooding, the possibility of the branches down. saw that yesterday. once again today, when the rain gets going, 8:30, 9:00 in the north bay. it will fill in the rest of the bay area by noontime. once it does, it will keep going throughout the day. afternoon hours, still rainy. some heavy rain, 4:00 in the dinner hour. by 7:00, 8:00, it continues to push to the east. in the sacramento valley, things begin to quiet down. the first wave of energy through about midday will bring anywhere from about a third of an inch in
