i'm chris nguyen. let's start with our first look at the forecast. lisa is tracking live doppler 7 for us. >> we have our storm impact scale out today. it's a three. this is an intense system that will pack not only rain, heavy at times, but once again the gusty winds, that could bring the possibility of minor flooding and downed trees. a live look at doppler 7. some thunderstorms offshore a cles er closer inspection, marin county looking at some rain from novato, penn grove, sanders ranch road, skyline boulevard and also around walnut creek, 680, wet pavement this morning. more radar returns filling in offshore that will mean a wet day for you from 10:00 this morning until 10:00 tonight. 20 to 30-mile-per-hour winds. gusts higher than that. it's colder this morning. 45 in san rafael. 48 in san jose. rain and wind on tap for your sunday.

as the bay area braces for powerful rains today, it was wind that caused problems yesterday. you can see the american flag really whipping around in pacifica. >> raymond came up empty handed. no crabs. he actually brought his family out to experience the wind. >> i love it. i try to bring my kids over, let them see the weather. how it looks. >> reporter: they sent all of 30 minutes out at the pacifica pier. the gusts of wind and rain a bit too strong for even what he was expecting. >> i didn't realize the super strong wind. the kids don't like it. i won't stay longer. >> reporter: across the bay area the winds reached 50 to 70 miles per hour, taking down trees and power lines with it. there was flooding along the embarcadero and an emergency warning for people to stay away. in the richmond district, a downed tree blocked traffic for an hour. until firefighters were able to

clear the road. >> for the last four, five years every heavy storm there's some branches that falls down. there's a lot of cleanup after. >> reporter: hal says that's what happened this time, a branch from this maple tree just missed this house. he says when the winds pick up he avoids walking in the nearby park lined with big trees. >> i lived here for so long, i know there's always that possibility for the branches to fly around. >> reporter: in guerneville, winds pushed this tree through the two-story house. and there were the usual flooding spots. this time two cars stuck in the water. back out here in pacifica, there were reports of downed power lines but everything seems to be okay now. no reports of any outages. to the north more than 50,000 customers are without power in seattle because of the storm. the city's electric utility ys extensive restoration will last

throughout the day and possibly into tomorrow. extra crews and staff have been working all weekend preparing for high winds and downed trees. you can track the weather where you live on the abc 7 news app. we have live doppler 7 on the app and you can enable push alerts to get advisories on your phone or tablet. breaking overnight, a 20-year-old suspect has been charged with capital murder in the death of this little girl. she is 7-year-old jazmine barnes. investigators in texas say the deadly drive-by shooting appears to be a case of mistaken identity. jazmine was in the backseat of her mother's car when a vehicle pulled up and opened fire. the harris county sheriff's office says a tip led them to one suspect, eric black jr. he's been arrested and charged. the barnes family lawyer says a second man, believed to be the shooter, is also in custody. investigators are expected to reveal more at a news conference later this afternoon. in the south bay, two people

are dead after the car they were in veered off the roadway and flipped. this was the scene on highway 87 in san jose after 10:00 last night. the driver says he swerved to avoid hitting stopped traffic, but ended up hitting the barrier in the middle. the car rolled and ended up on its side. there were four or five people inside. a man in his 30s died, a woman in her 30s were taken to the hospital. the other people in the car were not hurt. a final good-bye for newman police corporal ronil singh. thousands of law enforcement and community members paid tribute to him during a public funeral yesterday in modesto. corporal singh was shot and killed in newman the day after christmas. ♪ >> reporter: an echo of bagpipes filled the cold air throughout modesto saturday morning, marking the start of the day no one here wanted to come.

>> to the family, i want you to know i am sorry and that i will always be here. >> reporter: newman police chief randy richardson's words to the family of corporal ronil singh, the 33-year-old was killed in the line of duty the morning after christmas hours after this photo was taken with his five-month-old son and wife. the suspect was charged with murder wednesday. >> fresno chp -- >> corporal singh's brother opened his eulogy thanking law enforcement and went on to tell stories about his brother. >> he used to watch "cops," watch videos and he always wanted to become law enforcement in america. >> reporter: corporal singh was an immigrant from fiji, living his american dream. >> not how did he die but how did he live. not what did he gain, but what did he give. >> reporter: he gave the ultimate sacrifice. >> newman police department and

"abc 7 news" reporter katie utehs has the story.

>> reporter: police say the whole thing started here at this rotten robbie location in cupertino. you see behind me the boarded-up kiosk. they say an employee set it on fire and took off to santa clara where he started shooting. witness arnold sanchez recorded this cellphone video. around 5:45 in the morning, santa clara police responded to the rotten robbie gastation at lafayette street and aldo avenue. you can see the shattered windows and bullet holes. >> the subject is still shooting inside the store. he has a shotgun in one hand and a handgun in the other. >> reporter: they received 911 calls about a man shooting at people and into traffic. several gas station employees and customers were inside when police arrived. >> it was only seconds between their arrival and the time that they took action. >> reporter: officers shot and killed the man, only identified at this point as a 55-year-old san jose resident. > we are extremely fortunate that there are no injured civilians or officers.

this person was shooting indiscriminately at passing motorists, at civilians in the parking lot as well as inside the store. >> reporter: it is unclear how many officers fired. around a dozen responded to the active shooter call. there is police body camera footage and traffic camera video in addition to the witness cellphone video. in the south bay, katie utehs, "abc 7 news." in the south bay the stars came out to the party at the playoff event at the college football playoff national championship weekend. amanda spoke with some of the celebrities here for the fun. >> a wet welcome for more than 1500 people. the glass house opened its glass doors to current and former athletes, personalities, vips, and espn anchors. the predictions already popping u. >> if it's low scoring, it's 23-20. high scoring, 45-40. >> reporter: former alabama

welcome back. the time is 6:13. thanks so much for choosing abc 7 news to start your day. you can see the rain is back in the bay area. the rain drops on the screen right there, kind of a little hazy cool shot. lisa argen will return in a few minutes with her full forecast. a uc berkeley football player passed away after being hospitalized for a medical emergency. bryce turner was working out near his home in southern california when the incident happened earlier this week. the cal football team tweeted out its condolences. he was a defensive back and appeared in one game this season. there's no word on a cause of death. turner was 19. an east bay family is urging parents to get genetic testing. their twins are battling a rare genetic disease, while it's incurable an experimental gene replacement therapy could help.

>> reporter: these beautiful baby twins are battling an extremely rare genetic disease called canavan disease. they're lacking an enzyme to break down a chemical in the body. when that chemical reaches the brain, it could be toxic. when they were 3 1/2 months old, mom noticed her son seemed to be looking through her rather than at her. testing revealed an abnormality in both twins. >> i was in complete shock. you don't expect anything to be wrong. >> reporter: children with the disease often don't live past 10 years old. >> they can't do anything on their own. they can't even play. that has to be taught. >> reporter: genetic testing prior to conception would have revealed gabby and her husband are both carriers of the gene that causes canavan disease. each twin had a one in four chance of developing the disease. armed with that information, gabby says she would have chosen

in-vitro fertilization so the couple's embryos could have been tested. kaiser permanente didn't directly speak with her about the testing. a statement reads "kaiser permanente provides genetic testing for canavan disease. we follow recommendations of the american college of obstetricians and gynecologies and offer canavan testing to individuals who identify during screening. the couple is encouraging everyone to get genetic testing prior to conception and need to raise $2 million for the twins to participate in gene replacement therapy. > we're funding research into the clinical setting with the fda approval. >> reporter: in the meantime the couple is hopeful that neuro movement therapy will help the twins reach some milestones. >> we'll do whatever it takes. >> reporter: anything to extend

and improve the quality of their lives. in concord, melanie woodrow, abc7 news. a soccer stadium in downtown concord could become a reality. the city council will consider this week whether to continue evaluating a proposal on a mixed use stadium, hotels, convention center, apartments and retail space. the project could cost $750 million and it might require significant financial help from the city. so far at least two council members are against it. they're concerned with traffic problems and funding. the council meets on tuesday. the time is 6:17. pacifica is cracking down on short-term rentals with new rules for people who list rooms or apartments on websites like airbnb. starting now, hosts or operators in pacifica must obtain a permit, a business license, and sign a safety declaration before listing on short-term rental websites. hosts and operators must also collect and pay a tax. the measures are similar to others implemented by several

peninsula cities. despite the best efforts of ellen degeneres it doesn't look like kevin hart will be hosting the oscars. sources tell deadline hart considered hosting, and the academy would be open to it, but hart was concerned he would be a distraction and didn't have enough time to prepare. hart backed out of the hosting of the oscars in december after old homophobic tweets resurfaced. this past week he made an appearance on the ellen show and ellen urged him to host. while we do not know who i is hosting, we do know the oscars are on february 24th. make sure to catch them because abc 7 is the only place you can watch. good sunday morning to you. scattered light rain showers beginning in the north bay. they will fill in throughout the day. it's going to be a rainy and windy sunday on the way. we'll give you a little radar tour right now. a cell right east of forrest knoll, san rafael, highway 101, well up to the north, sonoma and

napa looking at rain right now. further north, calistoga, lake county with a rain/snow mix at higheral investigations. highway 4, concord and walnut creek looking at rain. vallejo, a soggy start for you. rain pulling out of herculez. as we look offshore, the radar returns picking up on a lot of moisture here this will push in throughout the day. 29 in blue canyon. mixed precipitation. we have that winter storm warning in effect until 4:00 monday, a couple inches at blue canyon to over a foot at kirkwood. three inches at incline. higher amounts, up to a foot or so in higher elevations. 48 in oakland as well as hayward 456789 and 45 in napa. temperatures have cooled off 5 to 7 degrees from passage of the cold front outside. it's wet out there.

looks like january. more rain is on the way. could be heavy. 10:00 this morning through 10:00 tonight is the wind advisory. the next system comes in tuesday and wednesday. a break on monday. today a level three with the heavier rain, the gustier winds and minor flooding. we had a nice break in spots yesterday. but today not much of a break. you can see as it begins in the north bay, gets heavy from about 9:00 to 10:00. then it fills in we've got a rainy day out there with the rain on the peninsula, the east bay, into your sunday afternoon. it's not until about 6:00, 7:00, that we see things settle down. saw some of those reds passing through. it could be a wild day. we already have that saturated ground. winds gusting again. the first half of the day favors the north bay, a half inch to three quarters of an inch. the second half of the day, the east bay and south bay fill in well over an inch of rain for today's forecast.

in the wind category, you can see how gusty it gets throughout the noon hour. 20 to 30 mchiles per hour. here comes that stronger push by the later evening hours. we have that gusty wind in the south bay an east bay. it settles down tonight. that bodes well for college football. tomorrow night, clemson and alabama in town. 57 degrees at 5:00. cooling off into the 50s. low to mid 50s today. it will be a washout. the seven-day forecast, a 3 on the storm impact scale. we have not seen that in at least a year. a nice break into monday. more rain tuesday and wednesday. even though those are level 1s, you combine those, it's more hefty totals. >> maybe another inch or so. download our app and keep track of the rain. >> thank you. just ahead a big bay area family welcomes a tenth child, but she's

has their story. >> reporter: welcome baby keani. the first bay area baby born in 2019 which the family considers a sign of good luck. >> i think that she's going to have a lot of good luck. my sister should have a lot of good luck from here on out hopefully. i want nothing but the best for my sister and her babies. >> it's a great sign considering she's healthy and she's amazing. >> reporter: alicia says she came to the hospital around 8:00 a.m. on monday, and then was induced around 11:00 a.m. and then had to wait another 13 hours before giving birth. >> my goodness, i still haven't had her yet, and then my contractions picked up. >> reporter: but ten minutes to midnight things started to get exciting as the mom in the next room was ready to give birth, as well. >> we had two moms in labor. we weren't sure which one was going to do it. >> reporter: the race was on for who would become baby new year. nurses started to place bets. >> putting bets who is going to come first? >> we were. it was very fun. >> reporter: being the first born, she was given celebrity

online at abc7news.com. as gavin newsom prepares to be sworn in, jerry brown gave his last television interview as governor. he sat down with adrian alpert. >> california's 39th governor chose to conduct his final interviews in the governor's mansion, a 142-year-old three-story sacramento victorian. edward g. brown jr. is contemplating his place in the state's history. he leaves office at age 80, the oldest governor, re-elected in 2011, nearly 30 years after his first two terms starting in 1975 he has seen the state double in size, the budget grow ten times, governing in a style both pragmatic and practical. president trump versus congress, the partial government shutdown over his demand for the $5 billion for a border wall. saying now he could declare a national emergency at the border and get it done under presidential edict. you as still the governor today

of california, is there a national emergency at our border? >> no, no. and that is very dangerous to declare a national emergency if there isn't one. i think we ought to have a good border security and patrol. we have to work on how to deal with these refugees, and that's something we have to work with but just this tall, ugly wall, it becomes a symbol that does not show america at its best. i think mr. trump to shutdown government and then to threaten virtual dictatorial power is ominous and unacceptable. >> reporter: jerry brown and his wife ann are moving to a remote ranch house north of san francisco. but he is retiring with a $15 million war chest of unspent campaign funds and he's not saying just yet what he'll do with it. >> i'm going to judge carefully.

i will consult with people, but i think whether it is climate or prison reform or candidates, i have a role to play and i have an enormous amount of experience. so whether it is national, state or local, i will be heard from. >> reporter: governor brown's father, pat brown, was elected california governor in 1958. his sister kathleen was state treasurer. come monday, this will be first time in more than 60 years that the name brown hasn't been on the state's political scene, at least for now it is the end of an era. reporting from sacramento, adrian alpert, "abc 7 news." join us for a special program this afternoon. we have an in-depth interview with the governor about his political career and his legacy, that's today at 12:30 p.m. on abc 7. the time is 6:33. white house officials and congressional aides will return today for talks on how to reopen the government. both sides are locked in a bi h birthbirt bitter stalemate as hundreds of thousands of federal workers are not getting paid. elizabeth herr has the update.

>> reporter: with the partial government shutdown in its third week, top white house officials met with congressional aides in an bid to reach an agreement. after being briefed on that meeting, president trump tweeted not much headway met today. second meeting scheduled for tomorrow. that means 800,000 employees remain furloughed of working without pay. >> the people who won't get next week's pay or the following week's pay, if you ever really looked at those people, i think they would say, mr. president, keep going. this is far more important. >> reporter: the president also tweeting without citing evidence that most of the affected workers are democrats adding i want to stop the shutdown as soon as we are in agreement on strong border security. some workers already feeling the pinch. >> it's going to affect us when it comes to mortgages, paying rent, day care. >> we don't know if we'll have, like, our phone bill paid, our food for the rest of the month. >> reporter: democrats are urging the president to reopen

the government. >> open up the government and let's continue the discussions. >> maintaining they support border security, but not a wall. >> our border security will suffer if we do not resolve this issue. >> the president signaled he's willing to declare a national emergency to bypass congress and build the wall himself, a move that would most certainly be challenged in court. elizabeth herr, abc news, new york. the shutdown is affecting california's national parks. muir woods will close tomorrow. you can still get into yosemite national park, but access is limited. joshua tree is still accessible, but the campgrounds have been closed. as the president considers declaring a national emergency in order to secure border wall funding, congressman liz cheney will appear on "this week." you can watch the full interview at 8:00 a.m. right here on abc 7.

welcome back. the time is 6:38. a live look outside from the san mateo bridge camera. these drivers getting an early start today. lots of cars out on the roadways. tonight is the last night of zoo lights at the oakland zoo. officials will be closely monitoring the weather. the bad weather forced the zoo to cancel the event yesterday. the zoo tweeted wet conditions forced the closure of the gondola, landing calf fe and th new animal exhibits that make up the california trail. this is what it looks like up in the sierra. this is truckee. chains are required to the nevada state line. skiers and snowboarders are welcoming the weekend snow. this is video from vail resort. resort showing the snowfall. that area saw several inches of snow.
