the embarcadero. they forced it to close. two days of closures there because of all the water. a lot of us surprised there as san francisco dealt with that. another tree came down in south san francisco. that one just missed a transformer next to a mcdonald's restaurant. a wet and wild weekend with this storm. no one hurt, though, that we've heard of. that's the good news. reporting live in south san francisco, amy hollyfield, abc 7 news. >> amy, thank you. although the rain is not done, there are flooded roads as more rain moves into the bay area. a car ended up in a creek in santa rosa yesterday. an off-duty emt helped to rescue the person behind the wheel. another car overturned in san an salamo. nobody was hurt there. as the storm soaked up with

rain, people in the sierra are bracing for a lot more snow. the sheriff's office shot this video to show what conditions are like near lake tahoe. several inches cover the ground. even if you don't see the snowboard, the snow will play a big role determining if california will have drought conditions. >> the snow is beautiful. everyone appreciating a break from the rain today. at the airport yesterday, i was there in fact. it was tough at sfo for a lot of folks. >> a lot of rain or combination of both. we may have delays. low clouds during the morning hour. i'll let you know at mike nicco, abc 7 on twitter. here's a look at the radar returns along the sonoma county coast. we could have a few sprinkles here. a lot of moisture in the air. fog from will et cetera, ukiah, windsor, heels burglaryrosa.

minutes. wide open at 16 minutes. >> alexis, thank you. happening today, gavin newsom will be sworn in as the governor of california. the inauguration will take place on the steps of the capitol this morning. the proposed to give families six months of paid leave after the birth of a child. right now they offer six weeks of partly paid leave. this this will be included in his first budget plan. it's unclear how the state would pay for that. on the eve of his inauguration, gavin newsom and his wife jennifer hosted a benefit concert for victims of last year's wildfires. it raised more than $5 million and carlos saucedo was there. ♪ >> some of the performers shared a deeper connection to the town of paradise, like natives colt weathersome but all in

today for thatrain in the north. talk about the rest of the chances of rain. there's about five of them in the forecast. i want to bring alexis back in. see what you're dealing with this morning. >> we're starting off pretty busy here. take you to a new issue in the east bay. a problem on eastbound 580 near marina bay boulevard. it sounds like a vehicle initially hit some type of large object in the roadway. we're trying to figure out what it is. sounds like it was very big. i believe it was a chain reaction collision after the first vehicle hit that debris. still trying to sort that out. it is on the lighter side of traffic from marin county over to the east bay. so far, we're not seeing any significant delays. we have a problem southbound 85 to blossom hill. a vehicle flipped over. a person is trapped inside. but it's not blocking traffic. it's off the shoulder of the ramp. drive times looking okay. a nine-minute drive across the

dumbarton bridge. a dog owner expected to answer to charges in an assault case today. her attorney claims there's more to the story than claimed. the shutdown stalemate enters week three. where negotiations stand this morning in an effort to get the government back open. government back open. the

so much heavy snow in the sierra. avalanche watch until 7:00 this morning. the threat of causing an avalanche will decrease. it spreads pretty far across the sierra through the morning hours frpt let's see what's going on. they have snow this morning and it will turn over to scattered snow showers this afternoon. you can see some of the showers move ashore that may clip the north bay heading into the afternoon hours. the big sur coast. we have low to mid-60s with cloudy conditions across the southern part of the state. here's a look at tahoe this morning. you can see the snow hanging in the air. it will be mainly cloudy tuesday and light amounts on wednesday. friday and saturday, it will be dicey trying to get up there. sunday will be the heaviest snow. in the east bay, the dog walker accused of assaulting a jogger faces arraignment today. now the dog walker's attorney is a accusing the jogger of triggering the violent encounter.

cindy was jogging in the open hills last week and she says two dogs attacked her. she used pepper spray to protect herself. the attorney for the woman walking the dog says stainer overreacted. >> my client tried to grab the pepper spray from her hand. it was at that point that ms. strainer grabbed my client by the hair, kneed her in the groin and began attacking her. my client bit to get her to release her. all she had done in had case was defend her dogs against an unprovoked attack. >> the suspect, alma cad walter has no prior criminal record. now to the government shutdown. weekend meetings made little progress. more than 800,000 government workers continue to go without a paycheck. president trump has said he could declare a national emergency and get the military to build his wall. here's abc news reporter serena marshall. >> good morning. the impasse between republicans

and democrats seems to have grown following the last rounds of talks. congressional leaders say the white house's demands includes not just money for the border wall but more agents and more immigration judges. >> another meeting at the white house and another day without a deal. the government shutdown in its third week. come friday, 800,000 federal employees are on the verge of missing their first paycheck. the president's message to them. >> i can relate and i'm sure that the people on the receiving end will make adjustments. >> federal employees don't see it. >> they're not sympathetic to what's going on. >> across the country, the impacts are being felt. long lines at new york's laguardia airport. some tsa officers calling out sick because they're not getting paid. the president said he considered declaring a national emergency and use the military to build his wall. >> i think the president would be wide open to a court challenge saying where is the emergency? >> democrats accuse the president of changing demands asking for 5.7 billion d, not

for a wall but a steel barrier. steel is what's used for the border fence. the government is trying to mitigate the fallout from the stalemate. the department of housing and urban development sends letter to 1500 landlords to prevent the eviction of thousands of tenants living in units part of a program that expired while the government is shutdown. serena marshall, abc news, washington. let's talk about the golden globes. they did something that most awards shows don't do. they offered actual surprises. sandra oh co-hosted the show. she won a second golden globe. this for best actress in a tv series drama, killing eve. bohemian rhapsody won best drama and rami malek won best actor. green book took home three awar awards, including best movie, musical or comedy.

kicking up turbulence there along -- as we go through the east bay hills and then to the central valley. here's a look at some of that moisture rolling in ahead of the next storm. here's what to do for our commute this morning. rain is mainly gone and the winds lighter. there's still sandy water on the roadways and some roads will remain slick through the morning commute. look at the temperatures. a nice moist southerly flow. upper 50s to low 60s. we don't change much tonight. in the low to mid-50s in most neighborhoods. here's a look at the next storm. the nice comma shape and it rolls into the neighborhoods. it's going to bring us more chances of thunderstorms tuesday and wednesday. right now, the chances are light. so is the storm impact scale. it is a 1 for tuesday, wednesday. we get a break thursday and possibility of showers friday, saturday and sunday. alexis? >> thank you, mike. overall we're okay to start off the monday morning commute. a lot more folks are heading out than what we had any day last

you are never more than seven minutes away from my accuweather forecast. i want to show you the severe forecast. we have a general chance of just thunderstorms for tuesday in the areas highlighted, which is mainly the north bay coast. look as we head into wednesday. it slides over the same area that had a chance over the weekend. i'll take a look at that next storm hour by hour coming up. thank you, mike. and a stretch of highway 1 remains closed while crews clean up damage from a mudslide. heavy equipment lifted tons of

debris off the pacific coast highway in malibu. the slide forced the highway patrol to close highway 1 between the western end of malibu and oxnard. several vehicles were stuck in the mud. officials concerned about more mudslides in malibu and areas burned by fire. >> city leaders in orinda will discuss a possible increase in sales tax. orinda voters approve a sales tax in 2013. it raises about a million dollars a year. it's going to expire in march of 2022. the city council will consider whether the measure should be continued, allowed to expire or increase to more than half a cent. if the tax goes up, the money would pay for road improvements and repairs. the council meets tomorrow. on the peninsula, san mateo county libraries are getting rid of late fees. starting today, library card holders will not be penalized for returning items late. they will charge replacement fees for lost items. the county wants everyone in the community to have easy access to

books, dvds and other activities. a good time to stay inside and cozy up. absolutely. two days without rain out of the next seven. here's a look at today. we have a chance of light showers across the north bay this morning and then random showers as we head into the afternoon hours across the north bay. i think lake and mendocino county have a chance of seeing light to moderate showers during the evening hours. we're going to be damp all night with a warm, moist, southerly flow. there could be drizzle a little bit of fog. pretty quiet except for lake and mendocino counties. watch as the storm comes in. it looks more powerful than a 1. but then it starts to fall apart as it comes through. we'll keep it a 1 right now. it's getting close to a 2 for tuesday. chance of thunderstorms and minor downpours coming up.
