good monday morning. january 7th. the first monday of 2019. >> most of you won't have to leave with a rain jacket this morning. there are scattered showers that are happening. mike, we're not done with the weather just yet this week. >> no, not at all. we have a lull today and wednesday. the other days, chances of rain. some of them are looking pretty healthy with up to a half inch of rain. we'll get to that in a minute. i haven't seen ground -- there may be scattered light showers. it's mainly dry and humid this morning and mild. mid-40s to 50 degrees at 7:00. patchy fog will form. look at the temperatures at noon and into the afternoon. now it's mid and upper 50s each with a lack of sunshine because of the mild air mass. even at 7:00 this evening, mostly cloudy and still where the highs are normally, mid to upper 50s. we'll talk about that rain next. how about what the rain did to the roads, alexis. >> we've definitely had problems

this morning. we're pretty dry at the san mateo brim. we had hh-wind advisory for san mateo and bay bridge. those are really dried out. we are filling in. for folks leaving hayward and heading over to foster city. no significant issues. also looking good in southbound 680 to dublin. still under an hour there at 55 minutes. our main trouble shot, northbound 17. santa cruz mountains. highway 1 to los gatos in the red at 50 minutes due to a rollover crash. i'll talk more about that next. the college football playoff national championship at levi's stadium. >> the weekend rain canceled some of the festivities. that was a bummer. we're getting a little break from the rain. matt keller is live at levi's stadium. hi, matt. >> reporter: good morning, jessica. it's not raining right now.

tickets. there's live music, news, sports broadcasts and a zip line for fans. reporting live out here at levi's stadium in santa clara, matt keller, abc 7 news. clemson and alabama will be battling for the championship tonight at levi's stadium. you can watch the national championship on our sister network, espn. kickoff at 5:00. a little more on that wild weekend weather. flooding forced the movie theater on broadway in fairfax to cancel showings of aqua man. take a look at the photo from yesterday afternoon. moviegoers said, aside from that damaged area, the rest of the theater appears to be fine. that's a bit of good news. >> aquaman seems to be the appropriate movie for it to happen to. >> st. t. sure does. looks like interactive movie. >> sure. joking aside, a lot of homeowners are dealing with cleanup this morning after the weekend downpours. >> this is video of a home in san ansel mow yesterday

yesterday. culverts knocked down a fence. the homeowner was checking on the culverts and he stepped away for two minutes and that's when the fence came down. >> i noticed the knocked into the little creek there. it started flooding, the front yard flooded. it was actually a couple of feet of water right there. we had to open the gate. >> so his garage got wet but somehow his home stayed dry. >> take a look at this waterspout off santa cruz. the national weather service tweeted this video of the funnel forming yesterday. a waterspout is basically a tornado that forms over the water instead of land. the weather service says there was a strong cell moving toward the shore at the time. if you see something happening where you live, we'd love to see your pictures and videos. post them on social media using the #abc 7 now. new this morning, vallejo police investigating an officer-involved shooting. it happened yesterday morning. police were called to a building

on nebraska near napa street. the building's owner said a man was trespassing on his property. police tried to detain him. the man refused to drop the knife and went after officers. that's when one officer opened fire. the man was take en to the hospital. the injuries are not serious. the officer who shot him is on administrative leave. the president of the berkeley school board remains in the hospital along with her wife after the couple was hit by a car. 53-year-old judy appel and 54-year-old allison bernstein were hit crossing martin luther king, jr. way near stewart street in south berkeley. this happened on saturday before midnight. both women were critically injured. the 81-year-old driver is cooperating with police. mayor libby schaaf and other officials will be sworn in at city hall today. schaaf will take the oath of office for a second term at 11:00 a.m. the ceremony is free and open to the public.

the inaugural gala will be held later this week. nancy pelosi is thanking her supporters. >> abc 7 news was in san francisco where crowds gathered to hear her speak yesterday. she thanked local leaders for their efforts and told stories about officials who she's worked with for decades. her message was simple. america needs to become a place of love again and not hate. >> faith and the goodness of others gives people hope. america is a country whose heart is full in love, but we have to make sure that people identify it that way. we have a challenge right now. >> of course, she also thanked those who are not elected officials but use their time, money and efforts to make a change. muir woods in marin county will be closed starting today because of the government shutdown. so that shuttle service, the visitor services won't be open, no parking, no bathrooms. a spokesperson for the recreational area says there will be staff on hand to make

look at this air mass. around 50 degrees in san francisco. most our other neighborhoods in the upper 40s to low 50s until you get us into the north bay where we have low to mid-50s. let's talk about what you're doing today. here's a look at santa cruz. not only the waterspout yesterday but 2.5 inches of rain over the weekend. a straight line shower is possible. today most of us won't need the umbrella. probably about 95% of us won't. we've got the puddles early this morning. too soggy to do yard work. put it off another day or two. 53 at 10:00.

cloudy all day. mid-50s. comfortable at 8:00. peninsula cloudy all the way up until 2:00. a sliver of sunshine or two in the upper 50s. still around 56 degrees this evening with mainly clouds and a few stars. cooler in the south bay starting off at 49. cloudy up to 4:00. you also will reach near 60. then dropping down to 57 degrees under a mostly cloudy sky tonight. yeah. that means mostly cloudy for the college football championship game too. >> coming up, i want to get alexis in here. kind of craze think morning. >> we expected that. everybody is back to work and school after the holiday break. santa cruz mountains near laurel road, that vehicle that flipped over is on the side. emergency crews are blocking the right lane. the tow truck is stuck in the backup as well. 8 miles an hour. 11 miles an hour approaching. that is just under an hour if you're coming up from santa cruz to get into los gatos. the metering lots on at 5:30

kevin spacey appears in court today facing charges involving an 18-year-old busboy in massachusetts. he's accused of groping the son of a boston news anchor at a nantucket bar. he plans to enter a not guilty plea. this is the first criminal case brought against him after several sexual misconduct allegations came against him in 2017. he could face as many as five years in prison. he'll be in court afrt 8:00 our. joe biden will announce whether he's running for president in 2020. >> he told cnn he would make up his mind soon. he's ran twice in the past.

biden is currently leading in several polls among democratic contenders. according to multiple sources biden believes he's the best person to beat president trump. happening today, the supreme court will convene its first public session of the year to hear arguments in two cases. the big question, will justice ruth bader ginsburg be there? the 85-year-old has never missed a day of oral argue umgts in her 25-year career on the high court. today's session comes 17 days after ginsburg had surgery. she was hoping to be back on the court today. new at 6:00, if your morning cup of coffee wasn't expensive enough, here's another new level. the hilton park 55 hotel near union square will charge $170 for a gallon of coffee during the jp morgan health care conference this week. do the math, carry the three.

and there. several days with rain through my accuweather seven-day forecast. let's talk temperatures. down to the south bay. it's the warmest. low 60s there. upper 50s near lakeport and ukiah. same area you have the best chance of rain tonight. you're in the mid to upper 40s. the rest of us in the low to mid-50s. fairfield, antioch and livermore may drop to 49. very impressive comma-shaped storm. lots energy with it. this is where we'll be the next day or so. the front part of the storm, which is the warm part of the storm. without even sunshine today, we'll have temperatures warmer than average. look at the green mainly across the north bay. here's your time frame. 5:00 this evening, mendocino, lake counties and the northern part of snowman county overnight. the north bay had some of that green last night. let's move into tomorrow. i've done this, looked at more information over the last hour or so. i really think tomorrow is going to be a 2. a moderate storm. look at the yellows, the

maybe minor flooding in the north bay on the already saturated areas. now our storm is a 2, moderate. i'll talk about that coming up. monarch butterflies may be a few years from extinction. a nonprofit environmental group that tracks the butterflies says a recent count reported just 30,000 along the california coast much that's nearly a 90% decline since 2017. researchers call the new number disturbing lilo and potentially catastroph catastrophic. let's go back to 1981, more than a million western monarchs could be tracked throughout california. scientists believe that climate change is to blame. new at 6:00, if you think you have a food allergy, you could be imagining it. that's according to new research by doctors at the robert h. lurie children's hospital and northwestern university. 19% of american adults believe they have some kind of food allergy. but in reality, only about 10%

and school today. northbound 17 near laurel road. crews trying to get to the rollover crash. so the vehicle landed on the roof on the shoulder. the tow truck is stuck in the backup. yeah, that is quite the backup. over an hour right now. if you're leaving santa cruz heading up to los gatos, those are very heavy speeds. quick check of the drive times, about 13 minutes across the bay bridge. 101 san francisco to sfo. >> thanks, alexis. a break from the rain means cleanup for a lot of us. this weekend's storm left a mark on the bay area. >> amy hollyfield is live in south san francisco. amy? >> what a mess here in south san francisco, jessica. look at what they have to clean up today. look at the huge tree that came down here. this happened yesterday. it's still blocking part of the road. they were able to get the branches sawed off so they could at least open up one lane of traffic here. we've got vid when it first

fell yesterday. you can see how huge this was. the roots came right on up and out of the ground. everyone was surprised. they couldn't believe that the storm was able to do this. that there was a lot of relief. at least the tree didn't hit the house. >> it's pretty big. the first thing i said, lucky it didn't go the other way towards the house. it's pretty amazing. i knew it was windy. i didn't think it was that windy. >> reporter: take a look at what happened in san francisco. the water was so choppy in the bay and the water get slamming up on the wall there and up and over it on to the embarcadero. officials had to shut down the embarcadero between howard and mission. they even had to close pier 14. they asked people to avoid the area. also, another tree down in south san francisco. this one nearly missing the transformer next to the mcdonald's restaurant. back here at green park terrace in south san francisco, you can see they do have one lane open. they have a huge tree that they have to get out of here.

the good news is no one was hurt. reporting live in south san francisco. amy hollyfield. abc 7 news. thanks, amy. >> the chp expects more crashes and flooded roads as more rain moves into the bay area later this week. >> this car ended up in a creek in santa rosa yesterday. an off-duty emt helped to rescue the driver suffered a head injury. nobody was hurt there. the rain flooded roads and intersections all across the bay area. as the storm continued, people are bracing for more snow. the placer county sheriff's office shot this video. several inches of fresh snow-covered the ground. the snow will play a big role in terming if california -- in determining if california avoids drought conditions this summer. you can track the conditions where you live on our push app. enable alerts.

it goes right to your phone. the government shutdown in the third week. hundreds of thousands of government workers without a paycheck. administration officials met with congressional aides yesterday. the president called the meeting, quote productive and says they are now, quote x planning a steel barrier rather than concrete. payday is this friday for 800,000 federal employees. they will won't get a paycheck if an agreement is not reached. this is the president's message to them. >> i can relate and i'm sure that the people that are on the receiving end will make adjustments. >> president trump says he could declare a national emergency and get the military to build his wall. the house armed services committee chairman says if that happens, the president would be wide open to facing a court challenge. happening today, gavin newsom will be sworn in as the governor of california. the inauguration ceremony takes place on the steps of the state capitol later this morning. "the new york times" reports one of his first moves when he takes

office, proposing giving families six months of paid leave after the birth of a child. california offers six weeks of partially paid leave right now. the times says the expanded parental leave will be included in newsom's first budget plan. it's unclear how the state would pay for it. on the eve of his inauguration, gavin newsom helped to host a benefit concert for those affected by the wildfires. ♪ >> some of the performers, like those right there, shared a deeper connection to the town of paradise. they are natives from there. they're called the cold weather sons. we should note that pit bull and common headlined the show. public officials from the communities received a warm welcome as well. including the sheriff. >> the outpouring of support that my community has received from all over the state has bee people have come together. >> it was a success.

the halftime show is at treasure island. expect a lot of traffic on the bay bridge this evening as well. here's a look at the richmond side of the richmond-san rafael bridge. we have metal debris on the bridge. westbound lanes around the mid span. someone hit that and they got a flat tire unfortunately. we have traffic starting to backup there. a quick check of drive times. southbound 680 walnut creek to dublin, in the green at 14 minutes. no issues for you. southbound 101, santa rosa to san francisco filling in and slowing down at 1 hour 3 minutes. now both lanes are blocked near laurel road. trying to get the flipped vehicle on to its wheels and tow it away. highway 1 to los gatos, 1 hour, 14 minutes. some of b.a.r.t.'s original train cars are still in operation. this week the b.a.r.t. board will look at what could happen to the cars when they retire next year. here are several options under consideration. the cars may be sold to another transit system operator for use,

accusing the jogger of triggering the violent encounter. cindy stainer was jogging along the trail in the open hills last week when two dogs attacked her. she used pepper spray on the dogs to protect herself. the attorney for the woman walking those dogs says stainer overreacted. >> my client tried to grab the pepper spray from her hand and it was at that point that ms. strainer grabbed my client by the hair, kneed her in the groin and began attacking her. when she had my client's hair in her hand, my client bit to get her to release her and all she had done in this case was defend first her dogs against an unprovoked attack. >> this is the suspect. only a 19-year-old. oakland resident. she has no prior criminal record. in the east bay, city leaders in orinda discuss an increase in sales tax to pay for road man maintenance. they approved the tax hike.

it's going to expire in 2022. the city council will discuss whether it continues, expire. if the tax goes up, president money would pay for road improvements and repair. the council meets on it tomorrow. your morning money report. the end of sears is closer than ever. >> the company is reportedly preparing to liquidate after a chairman eddie lamb pert's effort to buy several hundred stores out of bankruptcy failed. bloomberg reports that he could make a last-ditch bid tomorrow. sears filed for chapter 11 bankruptcy protection in november. nearly 80 stores closed by march. it's not clear when liquidation sales could start. we're still down about the same as we were a few minutes ago. 41 points. markets soared on friday after that better than expected jobs report. but voeft investors are watching the trade dispute with china. talent from the bay area shined at the golden globes.
