>> reporter: now that moment raising quite a few eyebrows everywhere. the big winner of the night with three wins was "green book." and now, after last night, we know that hollywood awards season is officially in full swing. oscar voting begins today. and with all those surprises last night, well, it certainly could have an impact on those ballot nominations, robin. >> we'll wait and see. amy, you'll have more on the night's history-making moments coming up. and regina king, when she won, and her pledge about how she's going to make a change in this industry was really something. >> this night really felt different. let's turn to the weather threat from coast to coast. two powerful storms moving into the west as millions try to recover from heavy rain, mudslides and snow trapping drivers and knocking out power. our chief national correspondent matt dputman is there in seattle with more on all this. good morning, matt. >> reporter: good morning, cecilia. that wind was powerful enough to uproot enormous douglas firs. this one got sent slamming into that house.

and there was so much damage to power lines from trees that there are still thousands without electricity this morning. those ferocious west coast winds sunday knocking down trees and limbs which ripped into power lines. >> there went the power. >> reporter: transformers blown and power lines incinerated in a cascade of sparks and blue light. more than 250,000 people left without power on sunday. across washington state, 60-mile-per-hour wind gusts plucking trees from the ground, slamming them into homes. that storm also bringing snow and whiteout conditions, backing up traffic on i-80 for miles. snow pummeling the sierra nevada. cars slipping on icy roads. farther south, strong winds up to 70 miles per hour sending large waves and high tides into the san francisco bay area. funnel clouds seen spinning from santa cruz to the coast of long beach. torrential rains swamping roads, triggering mudslides

on the pacific coast highway near the woolsey fire burn zones. that flow, the size of two football fields, trapping people in their cars. vehicles trapped in up to four feet of mud and debris. crews bulldozing them out of the muck. that weather has mostly cleared. there are millions along the west coast bracing for another two additional storms. the first of those is set to hit tomorrow. i'm told power crews will be out in force even before that storm hits. cecilia? >> all right, matt, it will be a long day over there. thank you. let's get over to ginger now with the latest on the two storms closing in on the west. good morning. >> good morning. the last thing people want to hear after their car is smashed or they wake up like my cousin did in sacramento with water, rainwater into her drawer because there's a tree through her bathroom, the last thing you want to hear is that there's more to come. look, we're on alert from washington to parts of new york, pennsylvania, and maine. check out the line of storms. there's three lined up with the one already on shore. tuesday is the big day for the

next one to come through, especially in northern california. we're talking about heavy rains again, inches of rain that happen quickly. by the time this is all said and done, up to four feet of snow in the sierra, george. >> four feet, okay, ginger. now to washington where the government shutdown is entering day 17 making it the third longest on record. 800,000 federal employees are furloughed or working without pay. and president trump is digging in with his threat to declare a national emergency if congress refuses to fund his border wall. abc's senior congressional correspondent mary bruce on capitol hill with the latest. good morning, mary. >> reporter: george, good morning. we are now in week three of the shutdown. and with no compromise in sight, the president is considering going it alone. possibly declaring that national emergency to use military funds to build his border wall. but that is certain to be challenged in the courts and by democrats. talks here over the weekend went nowhere. we're getting a new look at some of the white house's demands. in a letter to congress, the administration is asking for $5.7 billion to build a, quote,

steel barrier. that, of course, is a far cry from the concrete wall that the president had been promising. it's not enough of a concession to get democrats to budge. the white house is asking for millions of dollars to provide 2,000 more law enforcement agents at the border and $4.2 billion for resources to support 52,000 new detention beds. that comes out to more than $80,000 per bed. meanwhile, those 800,000 workers are still not getting paid, but the president insists he can relate and says these workers will, quote, make adjustments. george. >> yeah, but if there's no agreement by tomorrow night, they're going to miss that payment at the end of the week. that's going to be significant. also at the white house, a significant shift in the president's plans to withdraw u.s. troops from syria. john bolton placing new conditions on trump's calls for an immediate pullout. late sunday, the president weighed in. >> we're pulling back in syria. we're going to be removing our troops. i never said we're doing it that quickly. but we're decimating isis. with that being said, we're

pulling out of syria. but we're doing it but we won't be finally pulled out until isis is gone. >> senior national correspondent terry moran. this means that american troops could remain for months and years. and the president had said they were going to come out immediately. >> reporter: that's right, george. he said our boys are coming home and they're coming home now. the administration gave a timetable originally of 30 days. that freaked out america's allies in the region, frankly, and that caused turmoil about with would happen next in syria. now the conditions that national security adviser john bolton has put on it are, one, that isis is finally and completely defeated. the president said it hasn't been in syria. second, that kurdish allies who will need to be protected. this is real climb-down.

secretary of defense james mattis resigned over this there's no definite timetable. president trump has said that he wants to bring troops back from overseas. he will, out of syria, but not soon. george. >> terry moran, thanks very much. now to the reported capture of an american teacher who allegedly joined isis in syria, sending in a resume and an application letter. our senior foreign correspondent ian pannell has that story for us. good morning, ian. >> reporter: good morning, robin. two americans allegedly fighting for isis have been captured in syria by local forces. these are the men who have been working alongside u.s. troops. these are the men in question apparently being held. both claim to be u.s. citizens. the first is said to be called warren christopher clark. he's from texas. the other man also claimed to be a u.s. citizen who joined isis is called abed al hamed.

the pentagon confirming that they're aware of these claims. they're looking into them. and an investigation is now going under way. the men were apparently captured as part of the ongoing operations against isis in syria. >> ian, clark allegedly sent isis an application to teach english to the group? >> reporter: yeah, astonishing, right? he later traveled to saudi arabia to teach english and then on to turkey. then he applied to continue teaching, this time, for isis. what appears to be his submitted resume online suggests he could have joined the group as early as 2015. now, it's believed that he was drawn to join isis by the promise of a muslim-only state. robin. >> all right, ian, thank you. george. we get now to the new developments in the killing of 7-year-old jazmine barnes, shot in her family's car in houston. one man has been arrested, a second held as a person of interest. the suspect now says jazmine and her family were not the intended

targets. marcus moore has the latest. >> reporter: we're learning new details on the shooting death of jasmine barnes, a death her family originally feared was racially motivated. in a major break, 20-year-old eric black jr. was arrested. charged with capital murder. initially, investigators were focusing on the possible suspect, a white male wearing a hoodie. now we understand the case may have been one of mistaken identity. a gunman opened fire on the family's car early in the morning on new year's eve as they headed to a local shop, killing little jazmine in front of her mother and sisters. right away, police began searching for a white male driving this red pickup truck. >> it's very likely that the last thing they did see was, indeed, that red truck and the driver that was in that truck. >> reporter: police now believe that man may have simply been a bystander. a tip first received by prominent civil rights activist shaun king provided new information in the case. her family is grateful for the arrest. >> it was a sigh of relief that

the police did their job and found who they feel is the right suspect. >> reporter: it won't bring back this smiling face. but the arrest is a small step towards justice for this little girl who wanted to be a teacher. >> eric black is due back in court some time day facing that capital murder charge. >> and keeping in mind, jazmine's funeral is tomorrow. the latest on actor kevin spacey due in court this morning to face sexual assault charges from an incident in 2016. spacey tried and failed to get out of a court appearance. linsey davis is there outside the courthouse in nantucket with the latest. good morning, linsey. >> reporter: good morning, robin. for those who have never been to nantucket, it's a very small and charming island. and in the offseason, it's normally very quiet. but this morning, it is buzzing with media. in anticipation of a real-life drama as kevin spacey is expected to arrive here this morning at the courthouse right behind me. the two-time oscar winner was

charged with felony indecent assault and battery for allegedly groping a then-18-year-old at a bar here. former boston news anchor heather unruh says it's her son who spacey assaulted. describing him as a star-struck, straight 18-year-old young man who admits telling spacey he was 23 even though he was just 18. while spacey has hardly been seen publicly since multiple allegations were made against him, on christmas eve, spacey posted this video on twitter channeling his netflix character in "house of cards" frank underwood. >> you wouldn't believe the worst without evidence, would you? you wouldn't rush to judgments without facts, would you? did you? no, not you. you're smarter than that. >> reporter: shortly after that video, spacey was spotted in baltimore. on one occasion, delivering pizza to a paparazzi wearing a hat that said "retired since

2017." spacey is expected to enter a plea of not guilty. cecilia? >> okay, linsey, thank you. we want to turn now to the urgent search for this woman accused of a shocking crime caught on camera. police say she fled a las vegas nail salon without paying, then took off, running over and killing one of the salon's owners. abc's gio benitez has the story. >> reporter: this morning, the urgent manhunt for krystal whipple continues. police say whipple killed 51-year-old ngoc nguyen while trying to flee a salon parking lot without paying for a $35 manicure. >> it's tragic. tragic. >> reporter: whipple's family speaking exclusively with abc news, her mother and grandmother giving us these new photos and desperately urging her to come out of hiding. >> you can't run, baby. you cannot run. you have to come forward, baby. >> reporter: police say whipple left the salon after her credit card was declined. the 21-year-old allegedly telling staff she was going to get cash from her car.

but instead, authorities say, she fled. this disturbing surveillance video shows nguyen running in front of whipple's rental car. the car then accelerates driving into nguyen. the suspect's family now offering this apology. >> i'm so sorry that you lost your mom. i couldn't imagine how you feel and i hope that you find it in your heart to forgive my daughter and my family. >> we're so sorry. >> reporter: and that rental car you saw was found abandoned nearby. but no sign of whipple so far. so anyone with information needs to call police right away. >> thank you. we're going to switch gears right now. big weekend of football that ended with bad night for the chicago bears. look at this. they were all lined up for a last-second field goal to beat the eagles. then this happened. and bam! oh, no. what are they calling that? >> the double doink. >> the double doink. >> the double doink. >> doink, doink. he made it before.

"nightline" anchor juju chang joins us now with the story. >> reporter: that boost in sales is creating renewed outrage. r. kelly's accusers coming forward with powerful stories that supporters say are being discounted despite the me too movement. and many are asking, why?

it's the six-hour docu-series reverberating across the country. >> he ain't a monster by himself. it took some help. >> i can't do this anymore. >> no one cared because we were black girls. >> reporter: a dramatic number of women coming forward with disturbing stories of surviving r. kelly on the lifetime docu-series. >> you r. kelly. >> reporter: the series revisits more than two decades of sexual misconduct allegations against the singer, allegations which he has consistently denied. and delves into the deeper question about why his accusers haven't gained enough attention. >> we have been watching them since they came forward in 2017 tried various attempts to get the media's attention. but it doesn't take hold. again, i think that goes back into this idea that black girls don't matter. >> reporter: and while survivingrkelly was trending at number one, his music was getting renewed interest as well. ♪ i'm not trying to be rude

>> reporter: with reports his music has seen a spike in streams on some platforms. prompting jada pinkett smith to post a provocative question. >> i'm having a difficult time understanding why. i really don't want to believe that it's because black girls don't matter enough, or is that the reason? >> reporter: chance the rapper, who collaborated with r. kelly on the 2015 song "somewhere in paradise," saying it's something he regrets. >> making a song with r. kelly was a mistake. i'm happy that, you know, those women are getting, you know, voices now. >> reporter: other celebrities praising the series on twitter. and john legend, one of the few who agreed to take part in the series, tweeting, it didn't feel risky at all. adding, these survivors deserved to be lifted up and heard. i hope it gets them closer to some kind of justice. now, r. kelly was acquitted in 2008 on multiple charges of child pornography and underage sex.

a decade later, he still has an active career. and the bitter irony is that this new scrutiny is helping his sales. >> boy, and jada pinkett is asking the right question. >> she is. thank you for bringing that to us. we're going to go back to the golden globes. the women ruling the night there. making history, calling for change. let's go back to amy. >> reporter: it was a big theme that dominated the night. all those strong female characters in 2018 on both the big and the small screens. and nearly everyone i spoke with last night were lifting up those women who they worked with in front of the camera and behind the scenes. if there was an award for biggest upset of the night, it would have gone to "the wife's" glenn close, beating out "a star is born's" lady gaga for best actress in a motion picture drama. close's speech honoring and empowering women both in front of the camera and behind the scenes.

hard-hit seattle. good morning again, matt. >> reporter: good morning, robin. wind really the major story here, ferocious enough to uproot even this enormous douglas first, trees crashing into homes and into power lines. there are still tens of thousands without power this morning. >> reporter: those ferocious west coast winds sunday knocking down trees and limbs which ripped into power lines. >> there went the power. >> reporter: transformers blown and power lines incinerated in a cascade of sparks and blue light. more than a quarter million people left without power on sunday, 60 miles per hour wind gusts plucking trees from the ground, slamming them into homes. that storm also bringing snow and whiteout conditions, backing up traffic on i-80 for miles. further south, strong winds up to 70 miles per hour sending large waves and high tides into the san francisco bay area. in california, funnel clouds seen spinning from santa cruz to the coast of long beach.

they were chatting, they were just clapping right along right during the commercial break. all of a sudden -- we have a "gma" health alert as the new year gets under way. so many are trying a popular challenge. you may have heard of it. the dry january. that's giving up alcohol for a month. kayna whitworth joins us from l.a. kayna, we hear that you got your husband to try it out. how did you do that? >> i know, robin. he was such a trouper. he would be the first to tell you that a month with no alcohol doesn't start out so easy. but you notice an upside pretty quickly. >> reporter: a new year, new promises. exercise more. eat healthier. and for many, definitely drink less alcohol. this january, people are pledging to hang up their party hats and take part in a sobriety experiment known as dry january. annie grace, the bestselling author of the book, "the alcohol

experiment," says the new year is a perfect time to step back and take stock on our relationship with alcohol. >> dry january has become a phenomenal. people are jumping on this. >> i think that often people do take a break from alcohol. but they don't necessarily understand why they're doing it. your brain kind of recalibrates itself. our actual enjoyment of things goes up at the end of 30 days. >> reporter: her new book offers insights on how to take a break and bring lasting change to the way we drink. >> if you approach it with a real curiosity, like how is it going to be to watch a few football games, how is it going to be to watch the playoffs without a beer, then you might not even want a beer when the super bowl comes around. >> reporter: since i'm expecting a baby and haven't had alcohol for nearly six months, i recruited my husband to take the challenge. >> i love when you bring your work home with you. so thank you for this. >> reporter: while he doesn't generally drink to excess, drinking even a little every day can be tough to give up. >> i think the toughest thing is getting rid of a glass or two of

wine at dinner. >> the first two or three days are the hardest. you start sleeping better. alcohol disrupts deep r.e.m. sleep. once you start sleeping better, your life can turn around. >> reporter: it wasn't fun all the time. he noticed a change in the first week. >> is it kind of nice not to have a beer when you come home? >> now it is. yeah. but the first week or two, it was difficult. the hardest part wasn't not having a beer or a glass of wine. it was just breaking the habit. >> reporter: he lived through it. annie grace says your body actually starts to experience a change almost immediately and that 93% of people report being happier after four weeks without alcohol. so, if you want to take on the challenge, try to exercise, eat fruit to satisfy sugar cravings, and keep your protein intake high. also, everybody, we've posted some fantastic mocktail

we know empty calories in alcohol. so begin again, this is something that's pretty popular. >> did you feel a difference? >> absolutely. for sure. sleep is better. more energy. more focus. this is not anything other than social alcohol consumption. >> i'm glad you're making a distinction with that. okay, how much we consume, we may be surprised how much we're consuming. >> it's about serving size and portion side. after i did it last year, i actually started -- i developed my own system of tracking it. i want to show you my calendar. this is legitimately my home calendar, okay? it's a little messy. i circled the number of drinks in red. then i put the servings on the side. you can see the first week, three, the second week, six. for women, moderate alcohol intake is considered seven servings a week. for men that's 14. i want to show you why that's a problem. five ounces of wine is considered one serving. you go to a restaurant or serve

yourself at home, you could almost be getting double that. i literally track this. and i do it on this giant calendar so i can look at everything really quickly, very old school, and see where i am for the month. >> i see that cliff got paid on the 20th, too. >> that's right. >> good for cliff. wonderful. i see that. socially, i mean -- the conversation you have. >> there's been a lot in the media recently about this. some people feel like a trend, people are bragging, oh, i'm doing a dry month. people need to do what they want to do for their own health and wellness. try not to make a big deal out of it. getting social support is key and when you sit at a bar or restaurant and say i'm doing a dry month, people should respect that. >> and we say this to you. how much did cliff get paid, i want to know. dr. jen will take your questions on facebook live after the show. lindsay lohan coming up.
