immigrant rights, health care, and quality education for all. and he also took direct aim at the president without once mentioning his name. in sacramento, laura anthony, abc 7 news. >> okay, laura, thanks very much. with governor newsom taking office today, jerry brown is leaving the governor's office after a long career in california politics, as you know. at age 80 now, brown is the oldest governor in the country. he was reelected 30 years after his first term started. that was 1975. brown is retiring with a $15 million war chest of unspent campaign funds. in an interview with our los angeles sister station kabc, he says he is still thinking about what he'll do with it. >> i will judge carefully. i will consult with people. i have a role to play, and i have an enormous amount of experience. so whether it's national, state

or local, he will be heard from. >> brown and his wife ann will not be coming back to oakland. they plan to go to colusa county north of sacramento. >> coming up in the next half hour, we'll get input from political expert. his thoughts on governor newsom's inaugural address and the challenges he will face. now your accuweather forecast with spencer christian. >> well, as you know doubt know we had a very wet stormy weekend, and more rain is on the way. it's dry across the bay area right now, but clouds are thickening. there is light rain along the north coast, but the bigger storm, the main event is this storm brewing offshore. this storm ranks 2. a storm of moderate intensity. it will move in tomorrow. its heaviest effects will be felt mainly in the north bay where we'll see 1 to 3 inches of rainfall into wednesday. up to 3/4 in other parts of the bay area, and wind may gust from 45 to 60 miles per hour at times with this storm.

a look at the forecast animation starting at 10:00 tonight. during the overnight hours a few scattered passing showers, but by late tomorrow afternoon, we will see a wave of steady moderate to heavy rainfall, pushing first boo the north bay and sweeping across the entire region. i'll give a closer look at the effects in the weeks ahead in a few minutes. >> thank you. this is a look right now at lake tahoe right now. the weekend's storm brought resorts close to three feet of snow. ski resorts were packed over the weekend, creating a traffic nightmare, though, for people heading out of town. on abc 7 news at 6:00 last night, you heard from reporter melanie woodrow who was caught in the traffic. she is back in san francisco today, but she said the total drive took her 12 hours. >> that's brutal. nice to see a little blue sky, though. you can always track the weather where you live. enable push alerts to get the latest weather advisories right on your phone. speaking of nice to see a little blue sky, happening now, levi's stadium is filling up.

the college football play-off championship will kick off in less than an hour. >> and sky 7 is overhead the pstadium right now. as you see alabama and clemson fans have traveled from across the country to get here for the big matchup tonight. >> the teams arrived at levi's in the past hour, riding in on buss from their hotels. abc 7 news sports anchor larry beil is live on the field at levi's. larry, what do you expect from tonight's game? >> dan, ama, i expect an epic clash of titans here. these are the two best teams in college football. let's start with the weather, though. that's been the major concern given all the rain the past few days. everybody connected with the game is thrilled that it is not pouring on us right now. the skies are gray. i thought i felt a drop a few seconds ago. i hope i'm just imagining it. the field looks great. if you follow the history of levi's stadium, you know field issues have been a problem from check. i thought i could get to the 50 yard line. a security guy said don't do it.

you've lost a step. we'll be on you before you get close. so enough about that. let's talk about some real athletes, alabama and clemson. both teams come in undefeated. they are clearly the two best teams in college football. fourth straight year that they'll be meeting in the play-offs. 'bama 2-1 versus clemson in those games, and the crimson tide, they are a dynasty in college football. they won five of the past nine national titles. and that's the 'bama band warming much the background. some fans will tell you look, they've got 'bama/clemson fatigue because these teams have been so dominant, but the coaches certainly are not apologizing for being great. >> you know, it's my job to do the best ability i can to do the best for our players our program in terms of what it takes for us to be successful. i guess that's what we'll continue to focus on. >> i mean, i'm not going to

apologize for having a great team and a great program and a bunch of committed guys, and coach saban is not either. i think the best objective is to get the two best teams. if that's not best for college football, then why did we even do it? >> abc 7's mindi bach joins me. you can feel the energy down here. i know you're pumped up because you just saw former 49er willis. >> i did. he was elected to the college hall of fame today, the linebacker from the 49ers as well as ole miss. he is out here to watch this sec matchup. i asked who he was pulling for. he said he can't call it, but he thinks clemson might pull this one out. he likes their quarterback. >> there is two great quarterbacks. while we've got all these tv guys in the way, tv guys are always in the way, aren't they, mindi? >> yeah, they are. tua tagovailoa.

meats. that's really disappointing, of course, because that's what tailgating parties are all about. the crowd here of course is predominantly from out of state, out of the area. so they have no way to transport grills or other means to make hot food, but they seem to be having a great time in spite of that. this is definitey not your typical pregame tailgate party, with fans from both teams coming from 2200 miles away, they didn't have grills to make the usual fare. this is alabama fan >> barbecue. always barbecue. >> fans had to make due, buying deli trays. alabama and clemson fans were grateful that the rain stopped for this national championship. the weekend weather didn't put a damper on having fun and spending money. >> we went to napa. we spent some money on wine. >> thanks for helping our economy. >> well, we try best. we try to support the wine

11-minute show. so taking a live look from sky 7, that is on its way here to treasure island from levi's stadium, the organizers told me they wanted to have the concert at another location to spread the joy of college football around the bay area. now here is some video of the setup from a few days ago, and to give you an idea of the numbers here, we have more than 150 crewmembers stringing 16 miles of cable, operating 12 cameras, including a drone to capture every single moment. now last year 28 million viewers across the country and really across the globe watched the big game on espn. they are expecting about the same today. imagine dragons and lil' wayne will be performing their own songs in addition to a little bit of a mash-up. that should be a big treat for fans who are here tonight. so as much as i'd like to stick around and chat a little bit longer, the sound check and all of the guests are starting to

community safety continues to be a priority for oakland mayor libby schaaf, a promise she made again today as she began her second term in >> lyanne melendez is live outside city hall. >> mayor schaaf said she was full of gratitude and hope. her goals, she said, were the same as before, except she promised dramatic changes for oakland. just last week, oakland was publicizing its 2018 murder rate as the lowest since 1999, but so far 2019 has been an eye-opener with five murders, including a triple homicide last friday. families and their advocates came to city hall today. >> the violence in oakland right now should be number one priority. we are right now in a state of emergency. these families standing behind me, we have lost our children.

>> it was not how mayor libby schaaf wanted to start her second term in office. >> i am clear that this is nothing to celebrate as long as a single life is taken or harmed. we have much more work to do. >> today schaaf promised community safety would continue to be her first priority. among her long-term plans to reduce crime include creating more preschools and working with the board of education to improve oakland schools. ensuring more affordable and equitable housing for all is the mayor's second goal. in the past few years, oakland has seen a building boom, but the gap between rich and poor has widened. other city council members inaugurated today are also making housing a priority. >> so many of you that i talked with are beyond frustrated from witnessing this development while our housing and homeless crisis explodes. >> schaaf will be working with a very diverse group of councilmembers, including the

hi morgan hill. 53 degrees in santa rosa. mid- to upper 50s at napa, petaluma, fairfield and concord. from the rooftop camera, looking at clouds over the bay and over the bay bridge, and these are our forecast features. we have a wet, windy storm coming our way. moving into tomorrow, its heaviest impact will be in the north bay, but some rain and impact from the storm and other parts of the region as well. this rainy pattern will continue right into the weekend. the approaching storm ranks 2 on our storm impact scale, a storm of moderate intensity. it will start moving in tomorrow. but you'll feel more widespread effects from the storm late into the day all the way into wednesday. look for 1 to 3 inches of rainfall in the north bay and the higher elevations. 45 to 65-miles-per-hour gusts will accompany the storm. here is the forecast animation. notice in the early morning hours, just see some passing showers in the north bay, but by about 5:00 in the afternoon, we'll see a wave of steadier,

heavier rain pushing in, first in the north bay and then sweeping to other parts of the bay area in the evening and late night hours tomorrow, and continuing to produce showers into wednesday morning. so it will not only be a wet evening commute for much of the morning, but a wet commute on wednesday. and showers will continue moving through until wednesday afternoon. so wednesday's evening commute may be wet as well. we are projecting rainfall totals from this storm as of noon wednesday ranging from just under a half inch for much of the south bay peninsula and the east bay to well over an inch and even 2 inches in some locations up in the north bay. a wind advisory has been issued by the way in effect from 7:00 a.m. to 10:00 a.m. wednesday for virtually all the hills and mountains telephone bay area. the possibility of downed trees, blowing debris and power outages. and we have a high surf advisory in effect from 9:00 p.m. tomorrow to 9:00 p.m. wednesday. wave heights are already elevated. ranging from about 7 to 9 feet right now. breakers could reach 18 to 24

after years and many millions of dollars, the county courthouse in napa is back open. the building sustained damage during a earthquake on august 24th, 2014. abc 7 news reporter amy holefield takes you to today's reopal. >> look how this building crumbled when the earthquake hit in 2014. there were cracks in the ceiling, and parts of the building were falling off. napa is very proud to show you what it looks like today. >> the opening of this facility is great for napa because it's part of their local heritage here. it's a beautiful building. it's also usable. we're now a fully functioning courthouse again. >> there are three functioning courtrooms in this building, and four four and a half years they have had to reshuffle where they conduct that court business, even using a small storage room as a courtroom. >> we had makeshift courtrooms over there. makeshift courtrooms here. we used part of the building for a while once it was determined

safe. it's just been kind of juggling. >> it took so long to renovate in part because it suffered so much damage, but also because of the rules put in place for historical buildings. it has to be repaired exactly like i was before the earthquake. there is a lot of strict parameters and the county has taken extraordinary steps to make sure that this building appears exactly as it did in 2014. >> there is a mayor cal too. a stained glass window survived. so did 150 original art and photographs. they're all back in place. >> it's exciting to have it all back. it's also exciting to see that it's almost as if it didn't change. it's like it was closed one day and then it opened and it looks the same. >> they did use this opportunity to make the building stronger. they used some more modern materials and techniques so hopefully the building will do better if there is another earthquake. in napa, haem haem haem haem

analyze today's ceremony. >> we're here with lonnie chen, hoover institute fellow who has listened to gavin newsom's speech and has thoughts about the themes he expressed and what we can look forward to from this governor. >> i think in a lot of ways it was a very optimistic vision. it was optimism mixed with a dose of reality. the governor talked about the need for fiscal responsibility, the need for all of us to realize while there are a lot of things that californians would want to do, we have to do it responsibly. i think that's kind of an interesting note coming from a progressive democrat, someone we would expect to want to push more and faster. i think it was a optimistic yet realistic point of view in terms of what we can expect in the coming months and years. >> keys being handed to him the world, a $14 billion surplus because of the economy in large part, because governor larry brown was seen as tight fisted when it came to the budget. he also has a super majority in the legislature. and he has a population that voted for him without question,

right? this is a mandate when he was voted in. so what does he do with that? >> i think this first period of time is going to be really critical. this is when his political capital is at its highest. we haven't had any infighting in the legislature yet. he hasn't had to put people into difficult positions and difficult votes yet. he has to get as much going as he. >> you mentioned the surplus. he's got the super majority in the legislature with the 2/3 democrats. so people look at that and say well, he can accomplish whatever he wants. exactly because he is in that position, what are the challenges? >> well, the big challenge is he's got to manage a california economy that's part of the global economy. and there is no question that there are signs that this global economy is headed for a slowdown. the american economy could be headed for a slowdown, and california will be part of that. how do you plan for big ideas in a situation where you know the economic situation could change on you? i think that's going to be his big challenge is how do you plan for the future effectively and prudently while also pursuing

opened fire in 2016. one of the incidents involved 35-year-old tristan bodette was who shot and killed as he slept in a tent with his two daughters at malibu creek state park. he was set to move to the bay area with his family. routa's family says he has a history of mental illness and retreated to the malibu hills because he couldn't deal with people. an attorney for kevin spacey entered a not guilty plea in a groping case of a teenager in massachusetts. prosecutors charged spacey with a account of indecent battery involving an 18-year-old man on nantucket island on 2015. spacey, who is 59, stood silently during most of today's arraignment which lasted only a few minutes in a packed courtroom. >> requesting that mr. spacey be ordered to stay away and have no contact with the named victim and his family. >> the judge granted that request and scheduled another hearing for march.

spacey's defense team filed new documents challenging prosecutors' claims. they have also questioned why the accuser didn't move away from spacey or immediately contact police. they also say the accuser lied about his age, telling the actor he was 23. if convicted, spacey faces up to five years in prison. the u.s. supreme court returned to session today, but without justice ruth bader ginsburg. the 85-year-old justice missed arguments for the first time in 25 years as she recuperated from cancer surgery. she is still working, reading briefs at home. doctors removed two cancerous growths from ginsburg's left lung on december 21st. she had previous cancer surgeries in 1999 and 2009, but didn't miss any court sessions. ginsburg has also suffered broken ribs on at least two occasions. talent from the bay area shines at the golden globes. san francisco native darren criss won best actor in a limited series or tv movie last night. in his acceptance speech, he

since 2003. a new study confirms previous research on the best method to prevent the flu in children. the study published in the journal "pediatrics" conclude that flu shots work better to protect kids from the flu than the nasal spray. according to researcher, the shot is about 51% at battling the flu while the spray is 26% effective. scientists involved in the study did note that new data from the spray's factory shows the performance has improved. south korean boy band bts will soon have dolls that look just like them. mattel secured rights to create dolls of bts which stands for beyond the scene. last year they became the first pop korean group to reach number one on the billboard top 100. they made a stop at oracle arena last year. some fans camped out for days in advance. now your accuweather forecast with spencer christian. >> bay area's next storm is on the way. it will arrive tomorrow and

joining us now, a few of the complaints and how they were resolved. >> we solved tons and tons of these that we never put on television. our first resolve comes from maria who signed a contract with adt. she says the alarm company tried to install the equipment, but couldn't get the work done, so another visit was scheduled. maria says adt went on to cancel three more appointments. she wanted out of the contract. says she called adt, but the company says she missed the three-day cancellation period. then she called 7 on your side. we got ahead of adt and maria was set out of her contract. everybody is happy. this next consumer comes from katie. she purchased a cell phone from tracfone. she purchased a new one but found out it had been refurbished. katie asked for a new phone but never got it.

few hundred feet away from where i'm standing on gayley road near the greek theater. now the road itself reopened within the last hour or so, but it was closed for much of the day as tree service workers were removing the debris. this selfie was taken moments after a 250-foot eucalyptus tree came crashing down on a vehicle. you can hear the rain coming down loudly sunday afternoon on the berkeley campus. the windy conditions were strong enough to topple the massive tree, killing a 32-year-old man inside the car. >> in all my life, i've never had anything like this happen to me. i've seen trees come down. i've seen branches fall off. but typically, the wind is blowing the storm. and yesterday, it's pretty large storm. >> today tree service workers continue to clean up debris, even chopping down another eucalyptus tree nearby. the man killed was not a student. authorities believe he could have been visiting someone on
