government shutdown has reached its 18th day. more from washington, d.c.. >> reporter: good morning. it's now officially the second longest shutdown in history and there's no end in sight. it's day 18 of the government shutdown and now the president taking his pitch directly to the american people with a prime time oval office address tonight where he could announce a national emergency. >> i may tulare a national emergency depending what's going to happen over the next few days. >> democrats are demanding equal air time writing if the president's past statements are any indication, the speech will be full of malice and misinformation. the president has said his demand for $5.7 billion for a ball, which he's now calling a steel barrier, is about national security. the shutdown leading to other security risks. in the skies -- >> we're at a 30-year low in staffing. it's a stressful job to begin with. >> air traffic controllers wo ev.

cooler than that during a normal mid january morning. 56 still cloudy at 10:00, random showers possible. you can see our best chance of rain really starts to develop as we head towards noon. showers all the way through 4:00. make it a little bit of a break at 6:00 then steadier rain comes in at 8:00. let's take a look at the peninsula where we've got pretty much cloud cover from 8:00 all the way up to 2:00. a little bit of sunshine possible late this afternoon. that's why we're at 60. showers develop at 6:00. it gets heavier at 8:00. let's take a look at one more neighborhood. we'll go into the south bay where we are pretty much cloudy from 8:00 to noon. some showers from 1:00 through 5:00. a little break during the evening commute. let's keep our fingers crossed for that. the steadier heavy rain starts to move in at 8:00. i think that's when we'll have our best chance of any ponding on the roadways and possibility of thunderstorms. right now everything is dry so i'm going to bring alexis in to see what's going on.

of snow. snow covered roads, low visibility, high wind travel there. >> mike, thank you. happening, a state lawmaker from san francisco will introduce the nation's first bill aimed at pushing businesses away from giving customers printed receipts. assembly democrat says up to 10 million trees and 21 billion gallons of water are used to produce receipts which generator 876 million pounds of waste. his proposal would require california to give customers electronic receipts unless they ask for a printed one. the bill is part of a nationwide skip the slip campaign. college football has a new national champion this morning and clemson fans are celebrating all across america after their team's win over alabama at levi's stadium last night. >> many happy fans at sfo this morning ready to go home. abc news reporter tells us more. >> reporter: there's nothing

i like them a lot. >> it's going tab a great event as it always is. the weather usually cooperates. clospete iyou likw when it gets dry weather and sunshine. showing how quiet this morning us but the storm and wind and rain arrive later today. in fact, it will hit us pretty hard and taper overnight. it will still be mild. when you wake up tomorrow morning more chances coming. here is a look at our highs today. most of us in the low 60s. as you head into the north bay where we have the chance of rain during any part of the day, mid to upper 50s. tonight look at this, low- to mid-50s with a mild air mass. look at this impressive area of low pressure, almost looks like a hurricane, kind of. it's got the same spin structure. it's a completely different type of storm. moving into us, you can see the bands of brighter, whiter clouds. that's the stronger storm. at 7:00 you see across the north bay. there's a chance of rain that turns to scattered showers during evening, afternoon hours.

at 5:00, there you go. you see the yellows, oranges, red. that's the chance of heavy rain with thunderstorms. that means lightning. that's when the winds will start to be locally very gusty. that will continue through about 3:30, 4:00 in the morning. as we head into the morning hours tomorrow, you can see that it definitely tapers and we'll have random showers as we head into the afternoon hours. that's why the storm drops down to a 1. a brief break on thursday then 1 for friday, saturday, and sunday. alexis. >> all right. good morning. we are off to a pretty decent start this morning. we do have one issue in the east bay. check out our walnut creek southbound 680, a delay north of 24. on the off-ramp to the 24 corrector, we've got a disabled semi hanging over spot right lay -- into the right lane. sounds like they haven't been able to move that. they do have emergency crews on the scene and working on how to

you are never more than seven minutes away from my accuweather forecast. we'll focus on the storm concerns especially this evening and for tomorrow morning commute. hydroplaning going to be high. flooding on roads, it's possible. there's a lot of debris on the roads once again. a lot of leaves in the drains. trees toppling power lines. it's easier now that the ground is saturated and small stream flooding possible in the north bay. >> thanks, mike. shocking video shows what happened when a man attacked a

cabdriver in louisville, kentucky. this is footage from a camera inside the taxi. the driver played a pit stop at the liquor store and the passenger returned with a bottle of whiskey. as the driver continued on their way the passengers held up the bottle several times eventually striking the driver in the head. wow. the driver passed out. the cab veered into on coming traffic and slammed into a house. both people survived. the driver says he had no recollection of what led to the crash. the passenger is now charged with assault. >> that is horrifying. a southern california congressman wants to require the postal service put air conditioning in all of its vehicles. this follows the heat related death of a mail carrier. the postal service owns more than 230,000 vehicles but only about 63,000 of them are air conditioned. democrat tony cardenas represents the district where a letter carrier died after the temperature inside her truck reached 117 degrees. he has written a letter urging the postal service to buy air

conditioned vehicles. bike riders can breathe a little easier on one of san francisco's most dangerous streets. city supervisor jane kim helped cut the ribbon on a newly completed bike lane along howard street. the protected lane is part of a larger project to improve safety on streets with a high percentage of pedestrian and bicycle accidents. kim believes the changes could have a big impact on rider someplace. >> -- ridership. >> as a flinlg ling biker i know they won't get on their bike without feeling safe. one way we can do that is to have a protected bike lane at this structure. >> the bike lanes stretches 2 1/2 miles and the improvements added to seven intersections. let's take a look and see what our best chance is of trees coming down and losing power from 1:00 today to 2:00 tomorrow morning, gusts of 65 miles per hour. especially in the areas you see

in yellow, the areas above 1,000 feet. most valleys will be around 30 to 35 miles per hour. here is a look at our chance of thunderstorms. just general thunderstorms. nothing severe. it goes from 4:00. we're already in that chance until 4:00 tomorrow morning. the east bay valley, we've got a pretty good chance just about everywhere. this morning our best and most likely area to have some measurable rain will be up in the north bay but very light. look at that. .01 to .02. by noon stuck in the north bay, still .1". starting the commute at 35kz, it's okay. get home early because by the end of the commute everybody is wet up to 9:00. the north bay is definitely going to get hit harder than everybody else. they could have up to an inch. or you could if you're watching from there. alexis. >> a back up in cash lanes.

delicacy because it's made by force feeding ducks and geese. a new study confirms research on the best method to prevent the flu in kids may not like this answer. the study in the journal said flu shots worked better to protect kids from the flu than the nasal spray. according to researchers, the shot is about 51% effective battling the flu while the spray is only 26% effective. a scientist notes new data from the manufacturer shows its performance is better. >> kids everywhere are cringing. >> better than getting the flu, right? >> that's true. south korean boy band bts will soon have dolls that look just like them. mattel has secured rights for bts, beyond the scene. they became the first korean band to reach billboard top 200. they are on a world tour and they really made a spectacle at oracle arena last year as they
