good morning and get ready for more rain. some parts of the bay area are already walking up to wet weather this morning. what to expect where you live. thanks for joining us. it is tuesday january 8th. yeah. it's that off again, on again rain forecast we're going to have for several days. hi, mike. >> a good way of putting it. hi, everybody. let me put it in simpler terms than that and let you know what to expect. 1 to 2" north bay, mountains will get hit hardest, the rest of us 3/4". wind gusts up to 60 miles an hour. power lines down are possible. a few light sprinkles possible in the north bay possible through the morning. the rest of us in walnut creek south on 680 are going to be

pretty dry but gray. look at this, temperatures low to upper 50s, hang around 60s at noon. still upper 50s at 7:00. we have stray showers possible at noon. a little bit of a break as the storm starts to gather steam offshore at 4:00 then bowls its way through starting at 7:00 with showers and thunderstorms. so it's pretty quiet right now. let's see if the commute is the same. here is alexis. >> it is. overall we're looking good this morning, taking you out to the central valley. we have a little bit of a stretch here, westbound 205 to 580p 17 miles an hour, 12 respectively. grant road and north flynn, four vehicles involved in two separate crashes. everyone contaped to the shoulder. it does not take much to slow down the drive. we're looking at heavier, maybe a few minutes heavier than average traffic there. no traffic 101 to golde golde bridge. san rafael to san francisco in

the green at 16 minutes. we'll take a look at a minor issue in walnut creek next. thank you. we've been warned of its impending death for a long time but looks like sears is on its last legs. >> the chairman is going to find out if his offer to save the company is going to fly. matt keller is live in san jose. matt. >> reporter: good morning, reggie. as sears was an american icon, been around 25 years, now represents more of changing economy in the u.s. here in bankruptcy court could be the start of liquidation. according to reports chairman lampert attempted friday to have his hedge fund take over hundreds of more successful stores. it would attempt to save 50,000 of the chain's 60,000 jobs nationwide but the plan did not meet broader creditor approval. another hearing where he's expected to offer last minute improvements to his bid. he can also offer something different like buying some of sears real estate, intellectual

property in exchange for what the company owes him. lampert acquired kmart in 2003 and sears in 2005. smokesman for sears and hedge fund declined to comment. sears has more than a dozen stores, appliance outlets and auto stores in the bay area. reporting live, matt keller, abc news. thank you. police in napa are crediting a middle schoolboy about informing them about a mass shooting. he attends river middle school. detectives say they found evidence the boy intended to target vicinity annual high school as -- vintage high school as well. he's been in custody. he threatened to kill the boy who gave the tip about the deadly plot. at norcal rapist facing 22 charges. the charges stem from seven alleged victims in six counties. roy charles waller accused of targeting victims in northern

california communities, including here in the bay area between 1991 and 2006. a dna match led to his arrest last year. waller worked at uc berkeley for 25 years. this morning we're hearing from the attorney of the jogger who claims another woman bit her. a story we've been following since friday. a jogger and a dog owner got into some kind of fight in oakland on thursday. john o'connor represents the jogger, cindy stainer. he says stainer pepper sprayed the dog after one of them bit her shorts. >> next bite was going to be of her skin, she feared. she did not directly pepper spray the dog, she sprayed above their head because she has experience and knows any animal will be distracted. >> he says threw her to the ground and bit her. she disputes the story saying the dog didn't do anything and the bite was self-defense. police arrested -- i'm never going to say this right today.

the alameda county d.a. has not issued charges. that's your story from now on this morning. >> okay. happening today oakland mayor spends the first full day of her new term taking part in a day of service. she kicked off her second term taking the oath of office yesterday. the mayor will focus on helping charities that provide services for homeless. that includes food to an encampment near oakland's border with emeryville. the first day on the job for california's new governor newsom. last night there was a big bash to celebrate. >> governor newsom made headlines with his plans for health care. supporters can't wait to see what happens next. >> reporter: the governor's mansion hosted what looked like the hottest party in sacramento. the list was tight. governor gavin newsom's cousins made the cut. >> we're happy to go in, hang out, check occupant the

governor's mansion, shake his hand and ring in a new administration. >> the clouds seem to be on a political high. >> he has an ambitious agenda. we were listening to it during the inaugural speech. >> we will be bold. we will aim high and work like hell to get there. >> governor newsom set the tone as he highlighted signature issues like quality education, tackling homelessness and immigrant rights during his speech. he took aim at the president without ever mentioning his name. before monday night's party he signed an order giving the state more order leveraging prescription drug prices. >> what is it you're hoping will be most successful in the coming year. >> health care for everybody. he cares about the children. >> health care for all holds a $760 million price tag. governor newsom's budget proposes california be the first state to provide health care coverage to young undocumented adults through medi-calmedi-cal. some worry about feasibility.

>> i know we do not have an unlimited capacity to fund government. >> governor newsom's budget set to be released later this week. in sacramento, abc 7 news. governor newsom's two-year-old son dutch is getting a lot of attention for this. the toddler wandered up onto the stage during the inauguration speech. you can see the pacifier in his mouth and blankie in his hand. eventually his mom and brother pulled him off. governor newsom joked this was exactly how strus scripted. we were watching and he did steal the show. >> that was cute, wasn't it? temperatures 40s to near 50 in east bay valleys. let's see everywhere else. low- to mid-50s bayshore, coast, north bay, 50s in napa, novato, 51, 50, 49 los gatos, saratoga, antioch, fairfield 48. those are the cool spots. let's talk about what you're going to do outside and how the weather will affect it. out and about have the umbrella

in the north bay early, the rest of us afternoon and evening hours. exercising if you're an evening exerciser you're going to get wet. breezy, choppy, small craft advisory. 12 hours along east bayshore. pretty cloudy at 8:00. 10:00, noon. then you can see after 1:00 we've got a chance of scattered showers that will become a little steadier by 8:00. even a little time from 4:00 to 6:00 when that chance of showers does drop just a little bit. up in the north bay, look at that. just about every hour we have a chance of scattered showers through 10:00. maybe steadier at noon. scattered again at 2:00. maybe nothing at 4:00. that's our dull moment seems for everybody and heavier showers at 6:00 through 8:00. last stop will be san francisco. pretty quiet through 10:00, cloudy, then we open the door at noon for scattered showers. then look at 8:00 and 10:00. that's when it comes really breezy with possible thunderstorms rolling through. we'll talk more about that coming up. here is alexis.

>> good morning, mike. one of our only issues we've had so far this morning is in walnut creek so eck whiching out 680 once again, southbound lanes a little bit heavy. this is that north main, once you get to just north of 24 split, that's when folks slow down. a semi on the connector to westbound 24 hanging over into the right lanes. you've got about 2 1/2 lanes instead of 3. folks on the far left side heading to san jose, i think you'll be okay. it's really on the right-hand side we're seeing that back-up. we are starting to see a back-up out of tracy, westbound 580 into dublin 56 minutes. ush now in the red. 680 dublin to mission boulevard looking good in the green at 15. 85, 101 to green. a restaurant that's been a staple is closing today. staple is closing today. >> a big crowd at harry's

last year. prosecutors say he will plead guilty in exchange for a life sentence but prosecutors want the 20-year-old to foundation the death penalty. it could still take several months for the trial to begin. a 40-year-old transient faced of killing a camper and shooting 10 others in los angeles county. they say he opened fire on campers and motorists in an incident back to 2018. one incident involved 25-year-old tristan balan. he was set to move to the bay area with his family. the suspect's family said he had a history of mental illness and retreated to the malibu hills because he could not deal with people. >> it was not a good day with kevin spacey. he had a second brush with law enforcement. he was in court for sexual assault allegations. shortly after he returned to virginia he got pulled over for

nantucket. kevin hart apologizing to the lgtbq community. in yesterday's sirius xm straight from the heart he addresses controversial tweets, some of which he uses homophobic slurs. hart says he has grown since the comments were made on10 years ago and hopes lgtbq community can forgive him. hart backed out of hosting after the tweets surfaced and addressed the controversy in an interview with "ellen" degeneres friday. he will talk on an interview tomorrow. pg&e considering moving its corporate headquarters out of downtown san francisco. the utility currently owns 1.7 million feet of marketplace on beal and market street. pg&e is looking at other sites around the area. selling the san francisco headquarters could help pg&e avoid bankruptcy. it could help dodge a tax on large businesses to fund homeless services. >> the manufacturing plant in

china is officially under construction. china state run television provided this video of elon musk breaking ground on the huge factory in shanghai. it starts an aggressive plan to eventually make half a million vehicles in china every year. that is five times the number tesla produces in fremont. musk is hoping to have the initial production done by this summer with production of smaller model 3 sedan beginning by the end of the year. new this morning a night out in san francisco may cost you more this year. a major liquor distributor tells the chronicle its increased prices for local bars and restaurants because of proposition c. the market company is an exclusive distributor of brands like jack danliels whiskey and tito's vodka. from .6 to .33. prop c passed in november taxes large businesses to fund homeless services.

ten things for a dollar. >> maybe. >> then you have to worry about packaging. forget about it. let's talk about the weather coming up on 5:19 this morning. they will figure it out. here we go, san jose at 87. one of the areas will stay dry longest today, periods of rain possible then this evening storms develop. a break from wet weather thursday, more chances arrive friday. talk about high temperatures. when you're not dealing with rain, it's pretty comfortable outside. 59 to 62 degrees from north to south across our neighborhoods. tonight another mild night. low- to mid-50s. around 50 to 55 degrees. all right. here is a look at our storm at 7:00 this morning. can you see our best chance of anything wet. the green you see right there mainly across the north bay and that's the way it will be as we head towards noon. a chance of ran tom showers elsewhere out ahead of the line. the very strong line that's starting to move spot north bay at 5:00. so get out of work on time today and try to beat that rain. it's going to be over all of our

neighborhoods between 7:00 and 9:00 hour, and it will be widespread. after 9:00 it starts to break up, scattered showers. that's when we drop from a 2 to a 1 as we head to tomorrow's commute. there will be plenty of water on the roads tomorrow morning during the commute. you can see a few scattered during the morning commute. by 6:00 it's just about over. let's take a look at our rainfall total through the morning commute anything measurable across north bay. same thing as we head to lunch. let's jump ahead to what's going to happen as we head spot evening commute. there you go. everything starts to get wet by 9:00. a quarter to three-quarters from the south bay to most of the bay. a possibility of getting an inch and a half to two inches in the north bay. you'll get hit hard again. still keeping friday, saturday and sun at a 1 on the storm exact scale. hey, alexis. >> good morning. i want to take you out to the

tracy area where two earlier collisions just off the shoulder cleared, then we had a third one pop up westbound 580 near flynn road that just cleared the board as well. that was on the left shoulder. we are heavy for sure getting out of the central valley but no longer have any collisions along that stretch. 4 miles an hour on 205 and up to 12 miles an hour on 580. not much better there. that is definitely going to be a long commute this morning. up until just a moment ago we did not have official word the bay bridge metering lights turned on. looks like they may have been turned on in a few minutes. if they haven't yet will be shortly. 880 fremont to san jose, 15, northbound 280, highway 101 to cupertino looking good. commuting will soon cost less. several bay area transit agencies are lowering fares for low income riders. it calls for a 20% discount

bart. pending all necessary agency approvals the pilot program is scheduled to begin in the fall. if you have an open library card you can watch 30,000 movies for free. it's part of a new perk. the city of oakland is partnering with san francisco-based streaming service canopy to make it happen. can you sign up online just using your library card. officials say you can stream up to four films a month for free including documentaries, tv shows or educational programming. you know i'm a huge fan of the library. >> you love it. they are coming into 2019. >> they sure are. coming up next, seven things you need to know as you start the day. also

hit us hardest during evening and overnight hours, thunderstorms, pouring rain, flooding possible, frees down, power lines, it's all in the mix out of this moderate storm. number two, a memorial is growing on the uc berkeley campus after a man was killed by a falling tree. it happened in the middle of sunday's storm on the east end of the cal campus. the victim was sitting in his car at the time. number three, president trump will speak to the nation this evening to press his case to build a wall along the southern border. the government shut down in its 18th day with president and congress embroiled in a debate over the wall. number four, gavin newsom's first day on the job after he was sworn into office. this afternoon he'll travel to colfax to announce executive actions to change the state's response to wildfires and to make it faster. number five, the future of sears may hinge on a hearing in new york today. sears' chairman put together a plan to buy the bankrupt retailer.

amy hollywood field is there. >> hi. good morning, reggie. hear are flowers left behind to remember 32-year-old alexander grant of novato this is just outside the greek theater. the tree is here. it is huge. a large eucalyptus came crashing down during sunday's storm. it's huge. they haven't moved it yet. it is still here along with lots of branches and leaves. i also have video from a cell phone. it was taken just after that tree fell on the car. it happened on gayley road on the cal campus. grant was sitting inside that parked car. this now has people on campus questioning the trees here at cal. >> i mean, let's hope that was sort of a freak accident, not

san rahman, tracy and low- to mid-50s around bayshore. the coast and down into the south bay quiet. right now as you look from south beach on the western span of the bay bridge. but things will turn wet on the roads as we head towards the evening. small craft advisories breezy and shown on the bay today. mass transit is going to be mild. it's going to be wet this evening. you'll needed umbrella this morning. east bay valleys, pretty cloudy. 56 through 10:00. we have a chance of scattered showers noon all the way through 4:00, even into 6:00. them the rain becomes steadier and heavier by 8:00. look at that, we can top out at 60 this afternoon. peninsula pretty cloudy all the way up until noon then a random shower develops through 6:00. then it becomes steadier and heavier. for you also, how about the south bay. we've got that cloud cover locked in. a little sunshine may break through in your neighborhoods. that's what will push you to 61. some scattered showers at 4:00,

by 9:00 they start to ramp up in your neighborhoods. you're going to see the least amount of rain. i'll show you that coming up in a few minutes. first bring alexis in here. we always like a dry commute. i notice when i was driving to work, a little fog in the east bay. keep an eye on that. anything else you're looking at? >> one new problem in the santa cruz mountains. this was a big issue yesterday. boy, we had rollover crash. that really was there most of the morning. that made for a really tough drive. today we were off to a quiet start. here we go. we've got a new trouble spot northbound 17 around the summit. sounds like one vehicle spun out facing the wrong way. i do believe this is contained to the right shoulder. i am seeing quite a bit of red approaching that scene. we'll see. they could have to block a lane as they get that vehic f around facing the right way and loaded to the tow truck. doesn't sound like that vehicle is drivable. i will keep an eye on that situation. we have filled in at the bay bridge toll plaza. if you missed it those metering lights officially on, 5:27. bridges looking got 580, richard

san rafael bridge seven minutes, 14 minutes san mateo and 10 minutes across dumbarton bridge. thank you. san francisco looking at more funding into affordable housing. the chronicle reporting mayor london breed wants voters to decide on an affordable housing bond. in a plan announced she said she wants the measure on the ballot by march 2020. the city's capital planning committee must sign off on the bond proposal and the board of supervisors must approve it before it's added to the ballot. something could be changing at the checkout. the proposal that would put an end to automatic paper receipts. >> will it be the best thing since sliced bread? the machine making fresh

mountains north of 80, chance of showers farther south 66 fresno, partly cloudy skies. look at those near 70 degree temperatures in so cal. look at this, we jump 13% in snowpack from those storms over the weekend. compared to last year we are doing great. last year we were at 27%, now we're up to 84%. we've got more snow coming starting noon wednesday, midnight tonight through midnight tomorrow night.
