chp opened the left lane. i think that was to release traffic there. i'll step away. we, i believe, have everyone getting off at alum rock, south of there. i will double-check that with chp. in the meantime, you want to take 280 to northbound 87. let's take a look at some of the video. this is amy hollyfield. she's been trying to get to the scene for quite some time. she's stuck in the backup, too. a lot of the folks were so frustrated and tired of waiting, they actually turned around on the interstate. not a great idea. but they were just desperate to get out of there. i believe these are the vehicles that were just released by chp. we do have amy getting set up right now. we're going to get more information shortly of the definitely want to avoid this. let's check in with meteorologist mike nicco. it's definitely soggy in san jose this morning as well. >> it really is everywhere for that matter as we talked about yesterday. the rain that fell overnight would lead to puddles on the roadways. we still have a chance of showers. that's why a 1 on the storm

impact scale. the amounts will be light. but it could come down in a moderate clip. maybe a burst if we get a chance of the thunderstorm developing. windy this morning. a little breezy. they will back off after 10:00. that's when the wind advisory in effect. one other advisory to tell you about. look at the swells of -- that means the breakers could be reaching 24 feet right now. creating rip current also. here's a look at walnut creek where we're looking down 24 right now where it is not raining. we still have the chance and look at how mild it is. mid-50s this morning. we'll be near 60 with scattered light showers at noon. scattered showers, a possibility of a thunderstorm at 4:00 near 60. that chance tapers really quickly during 7:00. it remains mild in the mid-50s. we'll take a look at more rain in the accuweather seven-day forecast. here's jessica and reggie with news. >> mike, thank you. back to the breaking news. the deadly crash on northbound 101. amy hollyfield just arrived there. amy, what are you seeing?

>> reporter: here is a look at the accident. it's an overturned delivery truck. the chp officer doesn't know what the truck was hauling. the driver was killed in this accident. they don't know when they're going to be able to reopen the freeway. they just haven't gotten there yet as far as their estimates. right now, they have reopened one lane. but that is just to clear out the backlog. the people who were stuck on northbound highway 101. everyone else right now is being forced to exit at alum rock. i believe we have video that we shot just a few minutes ago to show you just how stressed out drivers were. they were stuck in this. we saw people doing u-turns in the middle of congested stopped traffic. then driving the wrong way on highway 101 just to get out of the stopped situation. going nowhere situation that they were in. that's how desperate people were getting. right now the chp officer tells me the traffic you see moving

right now is just the people who were stuck on the freeway. everyone else exiting at alum rock. he is hoping in the next 30 minutes, he says, to open one lane on northbound 101 for all cars to be able to use. so there is some improvement here on the traffic situation if you absolutely must come through here. but the advice right now is to avoid the area. he has no idea when he's going to get this cleared and get it all reopened. whatever the truck was delivering didn't spill, but there is some diesel that spilled on the freeway. he's not going to have to call outaz-mat or the cleanup crews because the rain is handling that issue for officers. yes, a little bit of rain coming down, stopped traffic through here. it's definitely an area you want to avoid. as far as what happened on the accident, we're still working to get that information. i think right now they're focused on trying to get this situation cleared out. reporting live in san jose, amy hollyfield, abc 7 news.

amy thank you for that update. of course, we'll check in with you shortly. happening today, carlos row haass is expected to update the investigation into a brazen shting near the west oakland station. it took place two years ago today. surveillance video shows the man suspected of killing 19-year- carlos munoz ramirez. many b.a.r.t. trains were decoys and after the shooting, there's operational cameras. >> the sheriff's office needs your help finding a man who violently attacked a woman. douglas allen pruitt of hayward attacked the victim in the cherry lane neighborhood of the city. they say pruitt is considered armed and dangerous and has connections with white supremacists and outlaw motorcycle groups. investigators say pruitt is on the run from law enforcement.

he is known to frequent hayward, castro valley and fremont. his car is a white 1989 chevrolet camaro rs. president trump showing no sign of backing down on his plans for a border wall. >> in his address to the nation last night, the president cited the murder of new man police corporal romeo sing. >> america's heart broke the day after christmas when a young police officer in california was savagely murdered in cold blood by an illegal alien. just came across the border. the life of an american hero was stolen by someone who had no right to be in our country. >> without money for the wall, it appears the government shutdown will continue for now. today the president plans to visit senate republicans at the capitol before the meeting with democratic leaders at the white house and we'll have a live report from washington, d.c. with the latest on the shutdown coming up at 5:30 for you. we're getting a closer look

at the damage after two tornadoes hit santa cruz. it happened sunday. abc 7 news reporter talked to witnesses who saw it rip a restaurant roof right off. >> those along the santa cruz coastline got more than scenic views and sea food sunday. this was one of two ef 0 tornadoes to hit the area that afternoon, that's according to the national weather service. tuesday's gusty conditions, no match. >> nothing compared to what it was that day, no. >> up to 85 mile per hour winds sunday pulled the roof off a restaurant along the wharf. >> you can see the back portion flew off that way. >> it flipped the roof off like it was a leaf. threw it into the bay. >> former lifeguard caught the action on his phone. documenting debris scattered across the wharf and in the water. he alerted those inside the dolphin. >> i came in and said do you know your roof ripped off.

we heard something. >> a second tornado move on shore a mile away. they caused these trees to topple on to homes in boulder creek. >> the house is pretty done. >> the bedroom, roof destroyed. living room destroyed. >> reporter: ef 0s are considered weak tornadoes but they pack a powerful wind gust up to 65 to 85 miles per hour. i'm at the santa cruz wharf, abc 7 news. all right. here's a look at live doppler 7 down in the south bay where you can see santa cruz is quiet. maybe a little light rain offshore. it's a commute from gilroy, morgan hill up through san jose right there on 101 where you'll find puddles this morning. up in the north bay, all the reporting stations are saying just cloudy right now. at any moment, that could change. your temperatures in the mid to upper 50s as are all of our

neighborhoods. we're at what our high should be for this time of the year this morning. here's a look from the roof camera. you can see some of the standing water on the embarcadero. south towards the ferry building, the bay bridge, out and about, exercising bay play, they're all at -- may want to take an umbrella in case. exercising, it will be dry at times. if you can find those, look at the app, live doppler 7. it has the future radar feature and time your activities around that. on the bay, it's going to be breezy and choppy all day today. east bay valleys, a lot of cloud cover, a slight chance of a shower today. any one of these given times irkts not that great. for the peninsula, we've got a better chance from 10:00 to about 2:00 and then let's take a look in the south bay. rain this morning. maybe a little break towards the end of the commute and then another chance from 11:00 to 3:00. that's the best chance. there's still a stray shower possible all the way up to the

clouds. five more chances of rain in the accuweather seven-day forecast. we'll see you in a bit. here's alexis. >> i have a lot to get to. a major traffic alert in san jose. all lanes of northbound 101 shut down. it's a sig alert investigation continuing. it happened just past mckee. everyone is forced off at alum rock. vehicles were moving in amy hollyfield's live shot. that was between where they were forcing everyone to exit and the actual collision. they've been sitting there for probably over an hour. the drivers are relieved to be moving at this point. you can use 280 to northbound 87 for an alternate to avoid that completely. not far from there, 680 before berryessa a spinout crash. sounds like a couple other vehicles involved in that collision too. southbound 17 past idyllwild, we have a tree that slid down into the roadway. sounds like a minor mudslide.

prize after his roommate stole the winning ticket. he bought it before christmas. he told the man he won ten grand. when he tried to cash in, lottery officials told him it was fake. police explain what actually happened. >> one of his roommates goes to the same store, purchases the same ticket later alters his losing ticket to match the winning ticket. >> after police and lottery officials caught on, they invited the thief to cash in the winning ticket. by the way, the winner discovered it wasn't just ten grand. it was 10 million. >> the roommate forged the wrong amount on the fake ticket. it's no secret bay area real estate is through the roof, crazy expensive. >> one fixer upper took things to a new level. a home in san carlos with a burned-out kitchen is on the market for $1.6 million. again, it has a burned-out

today. a 1 on the storm impact scale. a slight chance of a thunderstorm. unsettled pattern friday through tuesday. our best radar returns are down in the south bay and heading into the east diablo range over towards tracy. then we have a few returns on the north bay. there could be even more smaller pockets of light rain under this during the morning hours. just know for sure, you're going to be driving on wet streets all morning. temperatures this afternoon with a few open areas of cloud cover. sunglasses and rainbows. if you see one, send it to us. we'd love to see it. look at all the white, the fog develop tonight and temperatures about 10 degrees cooler this morning. mid to upper 40s. the closer to the coast, the better chance of a thunderstorm. but the area of low pressure, the best chance of any real strong storms is already heading to the north. look at this. i'm already watching friday' storm over the ocean. let's go back to today, 7:00 this morning, yellows, we've got

some out there. every once in a while, a moderate shower. the rainfall amounts will be very light. these won't last of the they'll keep moving on. by 4:00, it's tapering. heading into 7:00, they're just about over. overnight, the cloud cover opens up. but then look at the fog form by 4:00 tomorrow morning. it's going to be a soupy drive tomorrow. a short break from the rain thursday. then we've got a chance, a 1 on the storm impact scale for friday, saturday, sunday, monday and tuesday. just won't stop, alexis. >> all right. i'm anticipating a lot of busy days on the roads. we certainly have one in the south bay today. we have a tough situation on northbound 101. al lanes remain blocked northbound side of the roadway past mckee. is is a deadly crash. flipped delivery truck. that happened around 3:45 this morning. they did release some traffic that was trapped between the closure and actual crash. but everyone else is still being forced off at alum rock. definitely want to avoid that.

287 is an alternate for you. if you take northbound 680 for an alternate, another crash blocking the three left lanes. started as a solo vehicle spinout before berryessa. two other vehicles hit that car. now three lanes are blocked. delay backing up through that stretch, too. i want to show you 101 at 880. we've got wet pavement. rain could have been a factor this morning. once again, out of south bay, westbound 580, tracy to dublin. 46 minutes. southbound 680, dublin to mission boulevard in the green and -- excuse me. 16 minutes and 85 northbound side. south bay, one spot that looks good, in the green at 15 minutes. a new study shows the cancer death rate continues to drop in the u.s. but disparities remain between the rich and the poor. according to the american cancer society, the overall nationwide cancer death rate fell

continuously from 1991 to 2016 by -- sorry. start over. it dropped continuously from 1991 to 2016 by 27%. researchers found from 2012 to 2016, the overall cancer rate was 20% higher among people living in the poorest counties. that's compared with those in the most affluent counties. experts say wealth causes differences in exposure to risk factors as well as access to quality cancer prevention, early detection and treatment. the american cancer society, not the america cancer society, to be clear. >> an alarming new report says cell phone providers are selling your location data. companies, including t-mobile, sprint and at&t have access to customers' locations and they're selling that data to private individuals, like bounty hunters and other businesses. oregon senator ron widen responded to the report on twitter calling on the fcc to

thunderstorm the closer you are to the coast. homeowners dealing with overnight storm damage after a tree came crashing down on east taylor street. a similar scene in los altos where a tree st. fell on a van as well. no word on possible injuries in either incident. number 4, the government shutdown is entering its 19th day, one day after president trump delivered a primetime address and told the nation his border wall is needed to keep the country safe. congressional democrats say president trump is full of misinformation and malice. number 5, belmont police are trying to find a suspect who shot and killed a 17-year-old boy from redwood city. muhammad othman was found shot to death late monday night in the parking lot of belmont central middle school. police question a family in pleasanton last night. a new report says apple is cutting production for new iphones by about 10%. this comes one week after apple issued the first earnings warning in 17 years. number 7, the consumer

meteorologist mike nicco joining us with his accuweather forecast. we'll get to that in a minute. alexis is going to start with the traffic that's fully blocked. >> yes, it is. we saw a little bit from amy 30 minutes ago. it was a little deceiving. they were releasing traffic that had been trapped behind that crash. so between the closure and the crash, there were a lot of vehicles that were getting frustrated. people were turning around doing u-turns on 101. hopefully that's over. this is still a sig alert. northbound 101 past mckee road. everyone else forced off at alum rock. if you're thinking about taking 680, maybe don't. we have a three-car crash before berryessa and we've been watching this situation on highway 17 as well. sound like a slide. a tree is down fully blocking the southbound side of the roadway on 17 just past idyllwild road and a van did collide with that tree. we're working to get a photographer or sky 7 there. a busy start in the south bay.

let's check in with mike nicco. >> talking about the wet weather. has the issues it's causing. you can see what alexis is causing. rain rolling through the south bay. from san jose to gilroy on 101. some scattered lighter showers showing up on live doppler 7 in the north bay. there could be lighter showers anywhere during the morning commute and during the afternoon hours of the we'll throw in a chance of a thunderstorm. that's why this is a 1 on the storm impact scale. we're going windy this morning and then breezy this afternoon. the fastest wind and the potential for more trees coming down up until 10:00. we'll back off that just a little bit. we'll still have the dangerous surf. the golden gate bridge, a few puddles. that's what you'll see this morning. it's going to be damp and mid-50s. it's going to be very mild today. when you throw in a little bit of sun as the clouds open once in a while. we hit the 60s. that's why we could have a stray thunderstorm possible.

notice by 7:00, everything starts to quiet down for at least one day. >> here's reggie and jessica with the news. mike, we'll go back to the breaking news. the deadly crash in san jose. northbound 101. amy hollyfield is live there with the latest. amy, any updates? >> reporter: good morning. jessica, yes. we have an update. let me get out of the way so you can see the accident. this is the truck that flipped over. they're about to try to upright it. the tow truck is here. so they're going to start working on getting it moved out of here. the chp officer tells me they're hoping to reopen a lane of northbound 101 in the next five minutes. so they're getting closer to letting traffic come through here. but right now, all traffic is being diverted at alum rock. actually, i think right this second i'm watching the first car start to approach us. it looks like this lane is about to open. so that is a little bit of progress. what happened is this was a solo vehicle accident. so there were no other cars

involved. so they don't have any witnesses. but they did have two people inside this truck. one was asleep in the truck. that person was killed. then the driver was taken to the hospital with very serious injuries. i asked the chp officer, what do you think happened. he said possibly the driver fell asleep. that's the theory that they will work towards as of right now until they can possibly talk to witnesses.r or find any but this truck is overturned here right in the middle of highway 101 northbound in san jose. so this area is to be avoided. at this point, they don't have an estimate of when they'll be able to reopen the highway. amy hollyfield, abc 7 news. we'll continue to check in throughout the morning. in the south bay, we're getting a first look at new overnight storm damage. also there in san jose. this is a tree nearly missed a house on east taylor street near north 15th street.

the large tree will need to be cut up and hauled away. no word on possible injuries there. meanwhile, in los altos hills, a tree came crashing down on a van overnight. covered boat or travel trailer. this is outside a home on bird lane. santa clara county firefighters responded to the scene about 12:30 this morning. we're wait to go hear back on this scene to find out if there were any injuries. also, weather likely playing a role in this mess. a fire broke out in san rafael when power lines came crashing down. a huge tree that fell on those power lines yesterday. this was at meyer road. the tree missed people, cars and houses. again, it did hit that power line and it knocked out power to dozens of homes. as we head into day 19 of the government shutdown, both sides of the political stalemate are still far apart. >> president trump spoke directly to the american people last night saying that the

federal government remains shut down but for only one reason. an abc news reporter, marshall is breaking it down. >> anything evident is the fact that both sides are exactly where they were last week. heels dug in and waiting for the other side to blink. >> it's not something the president has done before. >> my fellow americans. >> sitting in the oval office, speaking directly to the public saying the government should stay shut down until his border wall is funded. >> this is a humanitarian crisis. a crisis of the heart and a crisis of the soul. >> he didn't go so far as to declare a national emergency but urged immediate action and support for his $5.7 billion border wall. democrats immediately pushed back. >> this president just used the backdrop of the oval office to manufacture a crisis, stoke fear. >> the president's perception of the border often misinformed.

in fact, the number of people crossing illegally plunged over the past two decades from 1.6 million in 2001 to just over 400,000 in 2016 to 361,000 last year. the president stoked fears of terrorists pushing through. something his own state department reported there's no credible information that any member of a terrorist group has traveled through mexico to gain access to the united states. >> congressional leaders will head back to the white house this afternoon to see if they can come to a deal. live in washington, serena marshall, abc 7 news. serena thank you. in the east bay today, oakland police are set to announce a significant development in the search for the driver who hit a teenager riding a bike. 14-year-old carlos was dragged for several blocks last wednesday. a witness captured images of two suspects and their cars. he remains in critical condition this morning. developing news, police may be zeroing in on a suspect who

murdered a 17-year-old boy from redwood city. >> the teen was found shot to death at an elementary school in belmont late monday night. last night a s.w.a.t. team and police drones surrounded a pleasanton home. n muhammad othman was shot and killed outside the belmont central elementary school monday night. a source confirms to us the pleasanton home was searched in connection to othman's death and there may be multiple suspects. we were over the scene. the family living in that home is relatively new to the community and moved there from belmont. >> they used a loud speaker to call the three suspects or whoever out, the neighbors. >> nobody was arrested at the home. belmont police say the victim and suspect knew each other and the shooting was not random. pg&e stock has tanked after reports of massive liabilities from last year's wildfires.

standard & poor's cut their credit rate to go junk status as the utility company faces the possibility of bankruptcy. governor newsom says he had a somber conversation with pg&e executives about the company's solvency. the governor is finalizing the names of the three commissioners he'll be appointing to come up with quick recommendations. >> i try to be objective about these things as much as i can. my role is to protect your interests, not pg&e's interests. but sometimes the interests may align. that's where this gets complicated. >> yesterday pg&e announced that three of its executives were retiring at the end of the month marking a change in their leadership. governor newsom also talked about his new budget. it will add $305 million to fire mitigation efforts, including over 200 million directed at cutting brush and creating fire breaks. the governor says he plans to back an effort to modernize

the state's 911 system. he wants to pay for it with what he's calling a modest fee. now, in august, the democratic lawmakers tried but failed to pass a surcharge on phone service to pay for an upgrade. a so-called smart 911 system would let people send texts, photos and videos to emergency dispatch centers. you are never more than seven minutes away from rain it seems like. here's a look at live doppler 7. san rafael, lucas valley, up 101 and the right turn towards vallejo, american canyon and napa. the latest update right there of a light to moderate shower right now. look how mild it is. we're still 61 in san bruno. mid to upper 50s elsewhere. some of the temperatures are a degree or two higher than average highs. all of us are around 54 to that 61 degrees. when we get sunshine, going to be warmer. kind of sticky this afternoon. right now, it's just kind of wet everywhere.

windy on our bridges this morning. got to beware of that. especially our east-west bridges. i barely had control of my car across the bay bridge this morning. it's surreal. for the bay, windy, then breezy. for mass transit, damp and mild. here's a look at the east bay. we have a chance of a shower at any time. the greatest chance along the east bay will be around lunch-hour. we have a chance of a shower just about any time until the sunset to the north bay. you have a chance of steady rain in the usual places in marin county. like around san rafael and larkspur and mill valley. for san francisco, going to be pretty cloudy with a random shower here and there through at least 6:00. you can see a little bit of sunshine tries to break out at 4:00 and once we lose the sun, we'll lose a lot of the instability that's going to create the chance of showers and thunderstorms this afternoon. but we've got more chances. friday, saturday, sunday, monday and tuesday. the accuweather forecast coming up. bringing alexis in watching the

dangerous situation in the south bay and other areas. >> we've got a lot of south bay issues. i'll try to get to all or most of them. we have sky 7 through the south bay right now. hopefully, we'll get more info from them shortly. our main issue is a sig alert, deadly crash blocking most of northbound 101 north of mckee road. the good news is, within the last ten minutes or so, they reopened the far left lane. we saw that during amy hollyfield's report. one lane is getting by. they reopened the alum rock on northbound 101. things are slowly starting to improve. that being said, we have significant delays in the area. if you can avoid it, if you can delay your trip, i recommend that. what i don't recommend is taking northbound 680 for an alternate just before you get to berryessa. we've got a three-car crash still blocking the three left lanes. significant delays growing through that area as well. we have another crash on northbound 280 at 11. yet another alternate that has unfortunately a situation that's causing a slowdown.

that's the good news. the bad news is, sky 7 pans back a bit, boy, we've got major delays approaching that scene. it goes well south of the 280, 680 split. we've got issues on our alternates as well. we've got a pretty significant crash blocking three lanes on northbound 680 near berryessa and a vehicle that slid off the roadway on northbound 280 near 11th. honestly, you don't have a lot of great options other than to delay that trip or use mass transit if possible this morning. the latest on this in a few minutes. certainly been a tough morning in the south bay and we knew it might be. let's head over and check in with meteorologist mike nicco. you've been telling us this would be a tough commute. >> unfortunately, you're telling us it is. here's what's going on. i wanted to show you live doppler 7 where the least amount of radar is. that's pretty much the heart of the bay or the east bay. as we broaden out, in the south bay, especially as you get towards gilroy and maorgan hill. scattered showers moving through the north bay and steadier light
