recipients who arrived in the u.s. as children. meanwhile, the economic realities of the shutdown are starting to hit home for federal workers. abc's serena marshall has the latest from washington. serena, good morning. >> reporter: janai, kenneth, good morning to you. it is day 20, and the president is heading to the southern border but come friday this shutdown will tie with 1995 for the longest spending lapse ever. it was a mere 14-minute meeting and its conclusion couldn't be clearer. >> he asked speaker pelosi, will you agree to my wall? she said no. and he just got up and said then we have nothing to discuss and he just walked out. >> they demanded once again that before any negotiations could begin, that we would have to agree to re-open the government. >> reporter: the shutdown stretching into one of the longest ever. come friday federal workers face the reality of not receiving a paycheck. the president insists they still support him. >> a lot of them agree with what i'm doing. >> reporter: democrats say otherwise. >> what that means in their

lives is tragic in terms of their credit rating, paying their mortgage, paying their rent. he thinks maybe they could just ask their father for more money but they can't. >> reporter: 85% of the federal workplace exists outside of the capital region from airline security to prison guards and food inspectors. the government sending a letter to members of the u.s. coast guard according to the "washington post" suggesting they supplement income with garage sales, baby-sitting or dog walking, even mystery shopping. mer e republicans, meeting behind closed doors for more than 90 minutes. >> to see if we can't offer up some helpful suggestions. >> hoping to find a solution that can bring everyone together. >> reporter: and some agencies are recalling workers unpaid. the fda director plans to recall domestic food inspectors suspended since the start of the shutdown. janai, kenneth. >> serena, before you go,

you mentioned those coast guard members. i believe 44,000 members are being encouraged to supplement their income. what else are government workers doing to get by? >> reporter: domestic federal employees are needing to supplement their income because they are not getting paid during the shutdown. weeard accordi "washington post" of a diplomat who is writing eyeliner reviews and we've heard people selling things on craigslist including skills. a mother in upper maryland saying she was selling her kids' toys for $2 in order to help pay the bills. so it's really starting to hit home for these federal employees. kenneth. janai. >> serena marshall, tough time for those hundreds of thousands of federal workers. thank you, serena. as the president prepares to travel to texas, we got a firsthand look at what's happening at the busiest where our cameras found two families crossing. abc's matt gutman was there and spoke with a border official who will meet with the president today. >> reporter: these are two families that have just been taken across the border. they were dumped out in the

middle of the river. you can see the pants are wet so they've been forced to walk. right now border patrol agents are processing them. most people are not allowed by the smugglers to take anything, so this little girl, all she took is her barbie. her mother took a couple of diapers and this is jessica from nicaragua and her three children who are he. she says she's been traveling for three months. this is something that the border patrol agents and the happens every day. we didn't come here based on any intel. right? >> no. >> reporter: you said this happens to be the busiest landing in the entire border with mexico 2,000 miles. and within about 30 seconds of arriving people started pouring across. two pakistanis, four indians. >> and three different family groups from honduras and nicaragua were able to cross within, you know, four, five minutes. >> reporter: so most of what the chief and his border patrol officers are dealing with are these kinds of asylum seekers who are not trying to run away

from them but are literally presenting themselves to them so they could be taken to the border patrol. you know, we've asked some of them in the central processing facility why they came now and a bunch of them know that the reason is that if they seek asylum, step foot in the u.s. and they have a child with them, they will most likely be released on their own recognizance. again, i'm matt gutman and we are here along the mexico/u.s. border just south of mcallen, texas. fr t hali t>>nes. nk one of the issues surrounding the border wall other than just funding it is a nearly 100-year-old treaty with mexico. that treaty would require mexico to approve engineering plans for the wall if it's built within the flood plane of the rio grande. the treaty gives mexico such power because of the concern about construction projects affecting flooding on the mexican side of the river. now to potentially new trouble for r. kelly. at least two more women have contacted authorities in illinois with new allegations

against the singer. a recent cable tv documentary series detailed alleged sexual abuse stretching back years. kelly's attorney calls the charges ridiculous. the music mogul has homes in chicago and near atlanta. some families claim he's keeping their daughters as sex slaves. >> i hope that this documentary definitely brings my daughter home, but what i think i want on the same level is nobody else's child to never have to feel like a monster has more power than the rest of the world. >> lady gaga is now the latest star to distance herself from r. kelly. she tweeted an apology for working with him and has pulled a 2013 collaboration from itunes and other streaming site two dallas radio stations have also stopped streaming his music. the fbi has now join ishe t san antonio.

could cash in on the real one and when lotto officials caught on both men were in for a big surprise. this morning this man in handcuffs accused of stealing a multimillion dollar lottery ticket. >> thought that he might have a chance of getting away with it. >> reporter: a man says he bought a winning scratch-off ticket at a grocery store near sacramento then told his roommates thinking he won 10 grand. but when he went to cash in the ticket lottery officials told him it was a fake. >> he said, no, i won. i saw i won $10,000. he kind of told us some stuff. >> reporter: the next day the real ticket surfaced when the man's roommate tried to turn in the actual winner. police say to deceive his roommate he bought the same type of scratch-off seen here but altered it changing the 28 to make it look like the winner. a big clue to investigators police say the roommate forged the wrong g innnntouam >> not only did he forge this but he forged what is the wrong winning amount in this. >> that's correct. >> reporter: after the alleged crime, both men learned the ticket was not a $10,000 winner, it was worth $10 million.

when police caught on they invited the man accused of forging the ticket to collect his winnings. and that's when he was arrested. clearly he had the interview with the lottery officials thinking he was going to collect the $10 million and then once he was greeted by vacaville police department and arrested, his happiness obviously changed. >> so would the real winner please stand up and will that es the real winner will get the prize once he verifies his identity. the fbi says an armored truck robbery in kentucky was an inside job pulled off by a driver who is now on the run with $850,000 in cash. investigators say driver mark espinoza was reported missing by his partner while their truck was idling outside a louisville. they also warn that espinoza should be considered armed and dangerous even though he left his work weapons behind
