concord. so that fog we talked about, especially in the north bay and parts of the east bay developing that's going to be around during the enti morng commute. here's a look at san rafael. you can barely see anything there. temperatures running from 39 to 49. dress warmer this morning. we'll have 56 to 57. partly cloudy at noon. same thing at 4:00. about 56 to 58. pretty comfortable and dry evening 52 to 54. let check out the roads. let's see what's going on with alexis. overall, looking good. the issue in the santa cruz mountains, we'll talk about that next. incidents in emeryville. westbound 80 filling in, certainly. but no significant delays coming in from the richmond area down to either oakland or heading to take the bay bridge. no metering lights yet. we should have an hour to go before that happens. about a 51 minute drive southbound 101 santa rosa to san francisco. northbound 17 looking good.

highway 1 to los gatos, 22 minutes. if you're doing the counter commute, we have a rollover crash south of the summit. i'll talk about that next. thank you, alexis. we're always tracking ways to build a better bay area. a new commute option is opening up today. >> if you're looking to get to richmond to san francisco and back, you can take a ferry. amy hollyfield is live in richmond. amy? >> reporter: hi, reggie. this is the first new ferry route in the bay area in seven years. it starts today. here is a look at the area we're talking about from sky 7. the hope is that this new route will ease congestion on interstate 80. this ferry only runs during commute hours. the demand is certainly there. the san francisco bay ferry has seen ridership nearly double since 2012. the one-way trip is kind of ex pnnsy. pnnsy. it costs

we wanted to compare that to other options. b.a.r.t. from richmond to san francisco, that's going to cost you $5.30 one way. much cheaper. you can also take an ac transit bus from richmond. that means two buses. a local bus and a transfer. to a transbay bus. that will cost $5.40. still cheaper than the ferry. during the commute hours, if you drive, you're going to pay $7 on the toll to cross the bay bridge. and parking and you got to think about gas. the ferry is more expensive. certainly a lovely way to get to work. hopefully, less stress than driving. this first ferry is set to leave at 6:10 this morning. reporting live from richmond, amy hollyfield shall abc 7 news. amy, thank you. go online to share your ideas about what building a better bay area looks like.

leaders would fund his border wall and they said no. >> he just got up and said, then we have nothing to discuss and walked out. again, we saw a temper tantrum. >> they demanded before negotiations could begin that we would have to agree to reopen the government. >> the federal workers affected by the shutdown will miss their first paycheck tomorrow. many workers are already applying for unemployment and looking for part-time work. the food and drug administration has furloughed 5,000 food inspectors because of the government shutdown. inspectors look for things like unclean conditions, bug infestations and harmful contaminations. the fda is working on a plan to resume inspection at place that is that handle things like seafood, soft cheese and vegetables. scott gottlieb says the agency is doing what it can to minimize the risk to the public. palo alto police are investigating a hoax known as

swatting. this comes after someone called 9-1-1 claiming to have killed his wife tied up his children and planted pipe bombs. an untraceable call to police prompted this large response tuesday night. officers descended on a home on emerson avenue with two unsuspecting residents inside. police determined it was swatting. it's a form of harassment or prank when someone calls in a false report to get police to respond. the palo alto daily post reports that one of the victims is a facebook cyber security executive. >> we take it seriously because our police resources are being wasted. our officers are being taken away from other duties and calls that are true emergencies. >> police say, in addition to possible criminal charges, they would go after the caller to try to recoup some of the cost of sending out so many officers. uber's plan to go public this year might be in jeopardy. there are reports that the san francisco company's valuation of

120 billion is too optimistic. now, the ceo of the company tells the "wall street journal" going public is a desire but if it doesn't happen, it doesn't happen. he'd be disappointed and think his shareholders would be disappointed but the company would be just fine. you are sev seven minutes away from my accuweather forecast. look at all the low to mid-40s. saratoga, schar a, the east bay valley. petaluma at 46. one of our milder spots. here's a look from the east bay hills camera. not much fog here. but it is definitely going to be moving through this area as we head through the morning commute. that's my caution on the roads. there was a few damp spots on the way in. a lot of that is just damp, not standing water. on the bay, yes, limited visibility this morning. but not that breezy.

he was a senior at carlmont high school. police have not made any arrests but have detained several people after surrounding a home in pleasanton tuesday night. the funeral is at 12:30 this afternoon in burlingame center. a federal judge in san francisco is proposing sweeping new measures to stop, quote, pg&e inflicted wildfires. they are aware of the judge's orders and currently reviewing them. the eye team dan noyes has the latest. a tough week for pg&e got tougher with a federal judge proposing extensive new studies to prevent wildfires. cal fire is investigating the cause of the fire in which 86 people died. investigators, recently determined that pg&e caused 18 wildfires in 2017. the utility faces a possible criminal prosecution. federal judge says that they

reinspect all of the electrical grid and remove or trim all trees that could fall on the power lines, poles in high wind conditions, identify and fix all conductors that might swing together due to slack under high wind conditions. during the upcoming fire season must deenergize any part of the grid for the wind conditions then prevailing. >> the judge set a hearing later this month and to see whether pg&e violated probation in the san bruno gas pipeline explosion by not informing the court about the adverse change in his business or financial prospects. >> i think this is really refreshing and good news. because the judge, i feel, has finally had it with pg&e. >> we spoke by phone with state senator jerry hill of san mateo who says judge alsip should have gone even farther. >> what i think would have been more effective as a probation violation is do what they do to criminals when they violate

probation, send them to prison. that's what this judge should have done. >> for the iteam, dan noyes. what to do with old cars as they come out of commission. if you're dreaming of living in an a bartment, it's not going to happen. >> the fleet of the future will replace more than 600 trains. the legacy cars will be taken out of service over the next four years. the special projects manager hopes they can repurpose if they're willing to buy them. possible uses for the old cars include exhibits in museums, food trucks or homeless shelters. >> there's a lot of nostalgia around this. i think a lot of people are really interested in the concept of seeing them be reused. but we'll see what the real interest is when they come out to bid. >> one thing the cars will not be used for is housing. that's because they're made of aluminum and cannot be stacked on top of another. so that's not going to happen. i know they put out a proposal that you were talking about the
