good morning south bay. this is abc mornings. good morning. it's 5:00 a.m. on thursday, january 10th. meteorologist mike nicco has the forecast and it's going to be a dry day. right, mike? >> absolutely. we've got leftovers, though, in the form of fog from yesterday's rain. look at petaluma and fairfield. novato, visibility down to a couple hundred feet in concord. overall, today is our driest day even though the air mass is soupy right now. which way is the fog going to go? it may lead to the south of the napa valley and a little bit to the north. along highway 101. otherwise, it's going to stay put. here down in the south bay, at least in san jose, we don't have any. gilroy, there's definitely fog out there. all right. i want to show you the accuweather 12-hour planner. there it is and there it goes. wait a minute. was that larry beil i just did.

here's alexis. all right, mike. we're looking at the roads. overall, we are doing well. no major problems right now. a much better start than yesterday's commute, especially from the south bay. san mateo bay where the volumes are pretty light. filling in on the westbound side of 92 between hayward and foster city. that's about it. drive times looking pretty good today, too. we went from green into the yellow. filling in here, westbound 580, tracy to dublin. no delays. dublin to -- in the green at 16. 101 in cupertino. also in the green at 16 minutes. thanks, alexis. say good-bye to at&t park and say hello to oracle park. >> it's going to take getting used to. the giants play is getting adede >>ep gd moing, e with the tt regg g day is set for april

3rd. it may take us that long to get used to saying this. welcome to oracle park. there will be a ceremony later today. san francisco giants announced a 20-year naming rights agreement with oracle. bloomberg estimates the deal at more than $200 million. at&t issued a statement saying they had a great relationship with the giants over the years but decided not to renew the naming rights sponsorship. the team won three world series titles here. while the trophies stay, the at&t signs will go. new temporary signs go up today for oracle. this will be the fourth name since the stadium opened in the year 2000. >> so whatever. oracle. we're going to call it the ballpark anyway. it's just a ballpark. i think that's cool. so whatever. >> reporter: of course, oracle's name is on the arena in oakland. after the golden state warriors

medi-cal. they hinted the budget proposal had interesting ideas for what to do with the surplus. a near $15 billion budget surplus. an 88-year-old san francisco woman is in a coma after being found badly beaten. the victim's granddaughter sent abc 7 news this photo from the hospitl. she tells us her grandmother was found unconscious at a playground near her visitation valley home on tuesday morning. no arrests have been made at this point. the family believes that she was beaten by someone who burglarized her home. the police think the suspect specifically targeted her and that person knew her routine. >> in the east bay, a danville couple has a warning for other pet own eshs. be careful who you trust to take care of your dog. their camera caught a professional dog walker yelling and kicking their dog. we have the shocking video.

[ bleep ]. >> miranda was horrified to watch the man she trusted to care for her dog ollie abusing him instead. >> right behind that came this enormous amount of anger. just how could you do that? >> the man in this video is adamo owe a dog walker hired thu the app, wag. she and her fiance only checked the security footage after he complained about their dog. the folks immediately called the company and police. after their initial complaint, miranda claims it took days for wag to follow-up and eight days before they watched the surveillance video. >> it surprised me when it comes to something like animal cruelty, which is against the law, that they wouldn't respond more. >> in a statement to abc 7 news, wag called the attack unacceptable. adding, quote, we have since deactivated this walker from our platform. danville police confirmed to abc

7 news that he was arrested. on his website, wag claims all dog walkers are subject to rigorous background checks. she learned from police that other people filed complaints against him as well. >> if they had really checked, they would have seen something. >> she's sharing her story hoping that other dog owners pay more attention to who takes care of their pet. >> certainly some disturbing video there. survivors of recent wildfires in california say they're afraid after president trump's threat. he wants to cut fema wildfire aid unless the state improves forest management. some victims of the 2017 tubbs wildfire are still living in fema trailers. they're upset by the president's comments. >> ticks me off, you know. makes you feel like -- especially he takes away this program. there's a lot of us that would be out on the streets.

>> governor gavin newsom has asked the president to double the federal investment in forest management for our states. >> the state has awarded a $250 million contract that clean up the campfire in butte county. it's going to the controversial cleanup of the naval shipyard in san francisco. two employees admitted to faking soil tests during the cleanup. the company is being sued by the justice department, whistle blowers and homeowners. the camp fire destroyed hundreds of homes. a temperature closure of the salesforce transit center. they meet today to discuss the transit center. it's been closed for more than 100 days. two cracks were discovered in beams in december. a repair design has been approved. now a construction schedule has to be finalized. that should happen this month.

never more than seven minutes away from my accuweather forecast. we're in the low to mid-40s in the east bay valleys with danville being the coolest at 41 degrees. mid to upper 40s along the bay shore and the south bay and the north bay. here's a look from sutro tower. you can see some of the fog tried to creep into san francisco. some of the fog that's thick in the north bay and parts of the east bay. if you're going to be out and about today, know that's going to be there through the morning commute. also know, if you're going to be exercising earlier this morning, it's going to be cooler. yard work today, your best day to get out there and do anything. i was driving through my subdivision, holiday decorations up. planner at 8:00, 50 degrees, 55 at 10:00 and in the upper 50s from noon to 4:00. a little more sunshine from noon to 2:00 than any other time today. just mid-50s headed out this evening. north bay cooler. we ended up cooler.

start in the upper 40s at 8:00. in between, we'll hit 56 to 58 during the afternoon hours. we'll have the most cloud cover today. then san francisco, look at that. 54 to about 57. not much of a change today under a partly sunny but dry sky. that all changes, that dry part, tomorrow. have that coming up. here's alexis. thank you, mike. you can't see, the visibility layer on top of the traffic map. a lot of fog settle in. that certainly could be part of your commute. as of right now, it's not caused any issues. no delays or incidents in areas where we have that thick fog. we had an earlier problem before glenwood drive. we had a rollover crash. chp was able to clear that a few minutes ago and it looks like they've cleared out as well. southbound 101, santa rosa, 15 minutes. castro valley to the maze 13. 101 between 280, 680 and 85. totally different commute than yesterday. in the green.

look at this. we're 87% of average compared to about 26% of average last year. we may get near 100% by this time next week as a series of pretty heavy snowstorms is headed to the sierra. that means rain for us. i'll talk about it in the accuweather forecast. b.a.r.t.'s police chief is urging a murder suspect to turn himself in. the appeal comes three years after a young man was killed aboard a train. 19-year-old carlos romero died after being shot aboard a train at the west oakland station. on board cameras did not capture the crime. public out cry led to b.a.r.t. ensuring cameras worked inside every train car. cameras at two stations didn't record the suspect. they believe the suspect goes by the name of mattie and feel confident he'll be caught. >> it's a matter of time. for him to stop looking over his shoulder and just turn himself in would be ideal situation for

us. nevertheless, we're committed, we're motivated and we're going to solve this case. >> here's another view of the suspect. b.a.r.t. and oakland crimestoppers have upped reward for his capture from $10,000 to $25,000. governor gavin newsom says he's creating a strike team to fix what he calls a mismanaged dmv. drivers trying to renew their licenses have had to cope with long lines as the department struggles to implement the real i.d. that's the federal program requiring a lot more verification of a person's identity. you'll need a real i.d. to get into most federal facilities. the department of homeland security has given the dmv three more months to meet federal standards for the dmv licenses. according to the san francisco business times, le nar plans to sell 500 acres of land to the ninl imitz group. they're between the napa river and san pablo bay.

lennar planned to turn a former shipyard into a planned community. valet hoe city officials say they could sell it by june. bay area billionaire is nounsed he is not throwing his name into the race for president. what he's doing instead is raising eyebrows. chris nguyen has the story. >> after years of publicly toying with the idea of running for president, next gen america founder and billionaire, tom steyer announced he would not be seeking public office but devote his time and money to get president trump impeached. >> the debate over whether or not grounds for impeachment exists is over. he met the criteria long ago. >> in the coming year, steyer plans to spend $40 million of his own money to continue funding an impeachment campaign, including commercials like this one. >> there's nothing more powerful than the unified voice of the american people.

it will be interesting if this happens -- >> let's talk about the fog. look at that. man, you cut it with a knife. so thick across the north bay. in the east bay, it's going to be there the entire morning commute. be prepared for that. dress for cooler temperatures this morning also. by the afternoon hours, the fog will fade to haze and it will be joined by high clouds. we'll call it partly cloudy. but our temperatures will still jump up to 60 degrees, which is mild for this time of year. patchy fog tonight. maybe not as much as this morning. the temperatures will be the same. then the rain train arrives friday. it makes stops just about every day in the seven-day forecast. here we go. 57 to about 60 degrees for highs today. look at tonight. back in the mid-40s to low 50s. thickest fog in the north bay. the east bay valleys and into the central valley and also a little bit along the coast tonight. here's a look at our next storm system. it's a 1. it's light on the storm impact scale. let's talk about the timing. it will affect if you want to be

this morning the giants make it official today. the new name for their ballpark is oracle park. the team and et redwood city-based tech company have a 20-year agreement in place. number three, governor newsom will release his budget today. it's expected to include funding for issues he promised to address during his campaign, like early childhood education and extended medi-cal to undocumented immigrants. number 4, president trump taking his battle to the u.s./mexico border. he'll stop in mcallen, texas. this is now day 20 of the shutdown. number 5, not raining but damp outside. look at the fog. this was about an hour ago. you can see we're getting flanked from the east to north and the south. the fog is on the move. it's going to take over most of our neighborhoods during the morning commute. number 6, since we don't have major incidents, i'm talking about the fog as well. san rafael traffic camera, you have extremely low visibility.

abc 7 news is tracking ways to build a better bay area. >> ferry service between richmond and san francisco. amy hollyfield is live in richmond with the new details. amy? >> reporter: hi, good morning, jessica. this will take people off the roads. they think about 400 people at first will start using this ferry and think that that could actually grow to about 2,000 people a day. what a way to get to work. here is a look at the area we are talking about when people are out here on the water. that means they aren't on interstate 80, which is considered one of the worst commutes in the bay area. check it out. the view is much better. this is the first new bay area ferry route in seven years. officials are expecting big things for this route. >> heard nothing but excitement from the community. we know a lot of people will be out here for the first trip at 6:10. the mayor has been a big supporter of the ferry sfrs. we're really excited for today.

we think long-term this is going to be one of our biggest services. >> reporter: so let's cost compare. it will cost $9 for a one-way ticket if you're paying cash. clipper card, it will be $6.75. if you take b.a.r.t. from richmond and san francisco, that's cheaper. it's $5.30 one way. you could also take the bus. that's cheaper, too. it means two buses. but it's going to cost you $5.40. you could also drive. you have to pay the bay bridge toll e that's $7 during commute hours. the ferries are expensive. definitely less stress as you ride across that smooth water. the first ferry set to leave here at 6:10 this morning. as of right now, this is only running during commute hours. they expect this will be so popular. eventually, they might be able to add weekend services as well. reporting live from richmond, amy hollyfield. abc 7 news. thank you, amy.

share your ideas about what building a better bay area looks like. add the #better bay area. you'll get our attention. now to washington where there is still no end to the government shutdown in sight. this has 800,000 federal workers are not expected to get paid this week. the president simply walked out of shutdown talks with democratic leaders. abc news reporter serena marshall is live in washington with what's being done today. serena. >> reggie, jessica, day 20 of the shutdown and president trump heads to the southern border. if the shutdown goes into tomorrow, which looks highly likely, it will be tied with 1995 shutdown for the longest lapse in government funding ever. >> it was a mere 14-minute meeting. its conclusion couldn't be clearer. >> he asked speaker pelosi, will you agree to my wall? she said no. and he got up and said then we have nothing to discuss and he just walked out. >> they demanded once again that before any negotiations could

begin, that we would have to agree to reopen the government. >> on friday, federal workers faced the reality of not receiving a paycheck. the president insists they still support him. >> a lot of them agree with what i'm doing. >> democrats say otherwise. >> what that means in their lives is tragic in terms of their credit rating. paying their mortgage, paying their rent. he thinks maybe they can ask their father for more money. they can't. >> 85% of the federal workplace exists outside of the capital region from airline security to prison guards and food inspectors. a possible end to the stalemate. these five moderate republicans meeting behind closed doors for more than 90 minutes. hoping to find a solution that can bring everyone together. as the stalemate continues, some agencies are considering recalling employees to work without pay. the director of the fda is considering bringing back food in -- they've been suspended

since the start of the shutdown. serena marshall. abc 7 news. the food and drug administration has furloughed 5,000 food inspectors because of the government shutdown. inspectors look for things like unclean conditions, bug infestations and harmful contaminations. the faa says it's working on a plan to resume inspection in places that handle things like seafood, cheese and vegetables. fda administrator scott gottlieb says the agency is doing what it can to minimize risk to the public. it's a video going viral. a man brought a dead raccoon into a san francisco mcdonald's. chris brooks captured this shocking video inside the pa trer owe avenue station. a man walked in calling for help as he was holding the animal. brooks started recording. >> after three or four minutes, a guy picked the raccoon up and took it outside and put it in the garbage. but there was blood on the floor and on the table inside the

mcdonald's. >> health officials say the restaurant closed for fivedisin. inspectors say it is now safe. animal control removed the raccoon from the property and police did respond. they gave the man in question a mental health evaluation. they determined that he didn't need to be detained. i know. it's a lot to take. >> uh-huh. >> moving on. palo alto police are investigating a hoax known as swatting. this comes after someone called 9-1-1 claiming to have killed his wife, tied up his children and planted pipe bombs an untraceable call prompted this tuesday night. there were two unsuspecting residents inside. police determine the incident was swatting. it's a form of harassment or prank where someone calls i false report to get police to

respond. the palo alto daily post reports that one of the victims is a facebook cyber security executive. >> we take it seriously because our police resources are being wasted. our officers are being taken away from other duties and calls that are true emergencies. >> police say in addition to possible criminal charges, they would go after the caller to try to recoup some of the cost of sending out so many officers. uber's plan to go public this year might be in jeopardy. there are reports that the san francisco's company's evaluation of $120 billion is too optimist optimistic. now going public is the desire but he notes if it doesn't happen, it doesn't happen. i'd be disappointed and i think our shareholders would too but the company would be fine. a wild high-speed chase in los angeles ended with an arrest overnight. the suspect stole this white van. officers trailed the driver across the city starting in van

nuys and on to two freeways into hollywood. at one point he crashed into a curb. backed into a traffic light as you see. knocking it down and speeding away. the chase came to an end when the man hit two parked vehicles. he jumped out the passenger side of the van and tried to make a run for it. but that is when police were finally able to catch up to him and, well, he's under arrest this morning. mike? you're never more than seven minutes away from my accuweather forecast. let's talk temperatures.anywher. even 16 degrees cooler in places like livermore compared to this time yesterday. we're still pretty mild in the mid to upper 40s. berkeley, san lee and row to hey word. look at the rest of the neighborhood. mid-40s in the south bay. most of the peninsula, 52 in napa. san francisco 53. 50 at pacifica. here in san francisco, we're starting to see some of that fog. watch out. it will be around for the entire commutend over the bay.

mass transit, dress for cooler conditions at the stops this morning. starting off at 46 this morning with the fog. upper 50s at noon through 4:00. 53 at 8:00 under partly cloudy skies. starting off at 47 on the peninsula. the least likely area to get fog. mid to upper 50s noon to 4:00. 52 at 8:00 under partly cloudy skies. look at the south bay. foggy and in the 40s. you could reach 60 by 2:00 and 4:00 and grab a coat this evening. it will be dry and 52 degrees. we're bringing in alexis. she said something 15 minutes ago that caught my attention. you said there were incidences? >> nothing major. >> glad we clarified that. >> that still stands. that's definitely good news. one problem. it's been a tough week for the commute. we had an earlier rollover on the southbound side of the roadway. we have a new problem on the northbound side. sounds like a vehicle left the

roadway. that's partially blocking the right lane. starting to see a backup south of the summit. the we'll keep an eye on that. as i said, boy, we've had several tough days along that route this week. we did get official word that the bay bridge metering lights were on at 5:35 this morning. even a few minutes later for that commute. that's start to go fill in, though. no delays southbound 680. highway 4 to walnut creek. about eight-minute drive if you're continuing on to westbound 24. walnut creek to highway 13. heavy but not terrible. trace toy dublin in the yellow at 46 minutes. thank you, alexis. a tough week for pg&e. just got tougher. what it may be forced to do that will affect millions of customers. b.a.r.t. is fully rolling out the fleet of the future. we'll look at some of the ideas to give new life to its old train cars. ♪ baby shark ♪ >> can anything stop baby
