east bay and the north bay. it's starting to creep up along the coast. we're getting flanked almost from all sides. sorry. put the wrong one up there. meant to put san rafael up there. that was a look at tahoe where it's going to snow heavily. let's talk about back at home. 38 to 50. definitely colder this morning. 56 to 57. partly cloudy. hazy at noon. 56 to 58 at 4:00. a nice four hours of comfortable temperatures. low to mid-50s, still nice during a dry evening. how about that commute? let's bring in alexis. >> overall, not too bad. no major issues this morning. a new crash in a pretty tough spot, though. northbound 87 in the south bay. a three-vehicle collision that is blocking the middle lane. that area is pretty slow with the lane taken away. that will be even slower. we'll keep an eye on that. another typical slow spot. the metering lights on pretty late today. 5:35 the official time.

giant oracle. bloomberg estimates the deal at mon 00million. at&t issued a statement saying they had a great relationship with the giants over the years. but decided not to renew the naming rights sponsorship. this will be the fourth name since the stadium opened in the year 2000. >> unfortunately, i don't like the name. oracle just sounds like there's another oracle arena somewhere else. i don't know. at&t was all right with me. >> reporter: of course, oracle's name is on the arena in oakland. after this season, the golden state warriors are moving to the new chase center here in san francisco. the chronicle reports oracle arena will be renamed. in case you're wondering, opening day at oracle park will be april 5th. reporting live in san francisco, matt keller, abc 7 news. >> already kind of getting used to it. governor gavin newsom expected to release a budget

proposal. fire mitigation efforts and health care coverage for young undocumented adults through medi-cal. on tuesday, newsom hinted the proposal includes interesting ideas for what to do with the surplus. california has a nearly $15 billion budget surplus. a san francisco woman is in a coma after being found badly beaten. the granddaughter sent abc 7 news this photo from the hospital. she tells us her grandmother was found unconscious. no arrests have been made yet. the family thinks she was beaten by someone who burglarized her home. police think the suspects specifically targeted her and knew her routine. in the east bay, a disturbing case of animal abuse caught on camera. a danville couple is sending a warning to dog owners

[ bleep ]. >> so that is the moment the security camera, you see it right there, outside miranda's home caught her professional dog walker adam yelling and kicking her dog ollie. she saw the video after the walker complained about her dog. she immediately called wag and police but it took days for the company to follow-up. >> it surprised me when it comes to something like animal that's against the law, that they wouldn't respond more. >> in a statement to abc 7 news, wag called it unacceptable and we have since deactivated this walker from our platform. danville police confirm that he was arrested. now folks is hoping her story gets other dog owners to be more selective about who cares for their pets. survivors of recent wildfires in california say they're afraid after president trump's threat. he wants to cuta wildfire

get up to 58 by noon under partly cloudy skies. still 55 at 8:00. that's pretty comfortable. north bay fog and 49 this morning. mid to upper 50s from noon to about 4:00. at 49. then we end up in the 40s. the next stop san francisco, 54 to 57 under a partly cloudy skies sky. let's take a look at the commute this morning. very exciting day for folks in richmond who would like to start taking the ferry. this is the first day that service is available from richmond to san francisco via ferry here. san francisco bay ferry. we're looking live at the first trip. they should be leaving any minute now. that was scheduled to go at 6:10 this morning. should be about a 35-minute trip to the ferry building. so very exciting. we're going to check in with amy hollyfield here in a few minutes. right now, i quickly want to check in on highway 17. we have a crash blocking the right lane before you get to idylwild road.

lady gaga apologized for working with r. kelly. she says she will now pull a song they made together. it's called do what you want from streaming services. gaga says as a victim of sexual assault myself, i made both the song and video at a dark time in my life. my intention was to create something extremely defiant and provocative because i was angry and still hadn't processed the trauma that occurred in my own life. bay area billionaire tom stier announced that he is not throwing his name into the race for president. instead, he will devote his time and money into trying to get president trump impeached. in the coming year, steyer plans to spend $40 million to continue funding an impeachment campaign. >> the debate over whether or not grounds for impeachment exists is over. he met the criteria long ago. >> all eyes are on the democratic party ahead of the 2020 primary season.

afternoon. that's comfortable. tonight, you can see the widespread fog in the north bay and east bay and central valley. not as much possibly in the south bay as this morning. mid to upper 40s in most neighborhoods. storm impact scale, a 1 for tomorrow evening through saturday. rain and then scattered showers. less than a half inch of rain. it shouldn't cause damage even though we have a saturday rated soil. 10:00, first shot of radar. future radar shows up right there in the north bay. then sprinkles up until 3:00 or 4:00 when the steadier rain moves in and hangs around. waves of rain throughout the evening hours. changing over, you can see the more scattered showers as we head towards saturday morning at 8:00. here you go at 4:00. that's the last push of any showers because they're gone by the time we get to 8:00. notice the rainfall totals. by 8:00 saturday evening, about a quarter to half inch around the bay. that half inch is more likely up in the north bay. so this storm is a 1. okay? saturday, if you're going to be

>> you're never more than seven minutes away from the accuweather forecast. look at all that fog, visibility less than a mile. so getting dangerous. santa rosa, petaluma, fairfield and a couple of hundred feet in mountain view in san jose. it will be here all morning. thank you, mike. on the peninsula, palo alto police are searching for the man who sexually assaulted and robbed a woman. police release this sketch of the man. the woman tells police she was walking to her car near stanford shopping center at 4:00 a.m. monday. a man approached her, asked her for change and sexually assaulted her and took her wallet. this is the second attack in weeks. they have arrested the suspects in the two other cases. new at 6:00, the co-founder of emeryville-based pixar has a

new job. john lassiter will lead sky dance animation. he begins the new job later this month. he was forced out of pixar in 2017 after being accused of sexual misconduct. he admitted to making missteps and apologized for his actions. governor newsom is creating a strike team to fix what he calls a mismanaged dmv. drivers trying to renew their licenses have had to cope with long lines as the department struggles to implement the real i.d. that's the federal program requiring a lot more verification of a person's identity which you'll soon need to fly anywhere and get into most federal facilities. the department of homeland security ha given the did the mv a few more months to -- the department extended the real i.d. approval extension to april 1st. happening today, joshua tree national park in southern california is closing for a few days because of the government shutdown. the national parks service says the park needs cleanup and repairs.

ride. what a peaceful way to get to work. they just left here. take a look. very first fehr toy leave richmond for san francisco on this brand new route. there were 155 people on board this morning. it wasn't all commuters. there were several dignitaries and excited city officials. all of them saying at that this will be so great for growth in richmond. commuters say this will be great for them. they're tired of fighting their way to san francisco every morning. >> this is going to be fantastic. getting out of congestion on the richmond bridge, the bay bridge. the b.a.r.t. is fantastic. but it's crowded. it's further from my house to get here. so all those things are great40 to use the route every day at first. they're hoping it grows to be about 2,000. it will run only during commute hou

that we would have to agree to reopen the government. >> federal workers affected by the shutdown will miss their first paycheck tomorrow. many workers are already applying for unemployment and looking for part-time work. the food and drug administration has furloughed 5,000 food inspectors because of the government shutdown. they look for things like unclean conditions, bug infestatio infestations. harmful contaminations. the fda says it's working on a plan to resume inspection places that handle things like seafood, cheese and vegetables. fda administrator scott gottlieb says the agency is doing what it can to minimize risk to the public. >> on the peninsula today, family and friends will remember a teenager found shot to death in the parking lot of a belmont school. 17-year-old muhammad othman was found at central elementary school late monday night. he was a senior at carlmont high school. police have not made any arrests, but they have detained several people after surrounding a home in pleasanton tuesday

night. muhammad's funeral is at 12:30 this afternoon at burlingame center. it's a video going viral and in a second you'll understand why. a man brought a dead raccoon into a san francisco mcdonald's. chris brooks captured this shocking video inside the potrero avenue score. brooks ran outside and started recording video through the window. >> after three or four minutes, a guy picked a raccoon up and took it outside and put it in the garbage. but it was blood on the floor and on the table inside the mcdonald's. >> health officials say the restaurant closed for five hours to disinfect the dining room. inspectors say it's now safe. animal control staff removed the raccoon from the property. police responded and gave the man in question a mental health evaluation. they determined he did not need

to be detained. >> it's so disgusting. police are investigating a hoax known as swatting. this comes after someone called 9-1-1 claim to go have killed his wife, tied up his children and planted pipe bombs. an untraceable call to police prompted this large response tuesday night. officers descended on a home on emerson avenue and tlrn two unsuspecting residents inside. police determined that this was all a hoax. it was called swatting. a form of harassment or prank where someone calls in a false report to get police to respond. the palo alto daily post says one of the victims is a facebook cyber security detective. >> we take it seriously because our resources are being wasted. they're being taken away from other duties and calls that are true emergencies. police say, in addition to possible criminal charges, they could go after the call toer try to recoup some of the cost of sending out those officers. you're never more than seven

minutes away from my accuweather forecast. temperatures up to 14 degrees cooler this morning. the north bay, we have mid 40s to 50 degrees. 51 is the warm spot. 52, excuse me in american canyon. elsewhere, we've got 43 in lafayette. some upper 40s around the bay until you get to redwood city at 41. san jose 46. 51 in san francisco. 101 and 880. here's 280 and 17. you can see the fog here also in the south bay. it's going to be around for the entire morning commute and over the bay water and just dress for the cooler conditions if you're waiting on mass transit this morning. all right. let's try to move ahead and see if i can get the next couple of graphics to load up. what i was going to show you, how we like to go down into the 12-hour into neighborhoods and show you what it's going to be like. it's going to start off cooler this morning. but it will warm back into the upper 50s to near 60 degrees as we head into the afternoon

hours. that's going to be the same the next couple of days. here's what i want to show you is coming up in the forecast if you want to stick around. that's a 1 on the storm impact scale. that's rolling in tomorrow. it's the first of many. so we need to get ready for more wet commutes next week. how about this morning. >> we're enjoying the dry pavement. it's definitely foggy out there as we've been saying. i don't know that it's necessarily slowing you down too much. you should definitely ease up a little bit and give yourself extra in between. the richmond side of the richmond-san rafael bridge. you have typical delays approaching the toll plaza. not far from westbound 80. we have a three-car crash that was pushed off to the shoulder. as you can see, you're pretty heavy. almost out to highway 4. not too far from there, southbound 680 approaching the benicia bridge. pretty heavy there on the northbound side at the toll

plaza. we have reports of a large ladder in the roadway. chp on the way to check that out as well. i want to show you a really close call for boaters in new zealand. you can see them in that tiny rubber dingy. that is a cruise ship feet from the dingy. this happened last month but the video was just released. it was disabled at the time but managed to avoid being hit. the boaters are lucky they were not. >> this makes my heart drop. they are very lucky. >> you're a sailor. what happened? it sounds like the boat maybe lost power. >> yeah. the dinghy that they were on could n m was dabled and didn' a motor. they could not move out of way. the cruise ship is going 22 knots. for example, a sailboat that's about 40 feet can go 8 knots. that's a pretty big boat. so that dinghy had -- all they could do is pray and keep their fingers crossed.

this white van. officers trailed the driver across the city starting in van nuys and into hollywood. at one point, you see he crashed into a curb and backed up into a traffic light, knocking it down before speeding away. the chase came to an end when the man hit two parked vehicles. he then jumped out the passenger side of the van. he tried to make a run for it. but that's when police caught him. a federal judge in stran issued a proposed order to restrict pg&e from using power lines deemed to be unsafe in high winds during the 2019 fire season. that proposal would require pg&e to reinspect its entire grid and remove or trim all trees that could fall on to power lines. the utility maintains 106,000 miles of distribution lines in the state and pg&e has two weeks to respond. the cause of the camp fire in butte county that killed 86 people is still under investigation. investigators determined that the utility caused 18 wildfires in 2017 and faces possible
