an international flight. there are certain federal regulations that have to be met in order to do so. once we got clearance to do that. we did board the aircraft and encountered the gentleman upset. there was a second passenger upset. that person was also detained. >> those men were actually arrested to clarify. the case will be turned over to the fbi. and charges will be decided by the u.s. district attorney. the woman brought off the plane with the mask in the video. she had medical issues. and once passengers make it through customs the airport provided a bus shuttle. and the plane will be flown over to sfo. also of note this is the first day federal employees here are working without pay. due to the government shutdown. passengers arriving right now dealing with customs. folks not getting paid. a bit of a mess at the

yet i believe we're about $8 billion more than the previous budget. so where's the discipline? >> it's setting a strong foundation. setting a large part of that money aside in reserve as well as paying down pension and debt obligations. the bulk of the money is about one time spending. part of the reason governor is so fortunate is governor brown really didn't spend a lot of the money that had been projected or brought in. leaving governor with a large surplus. >> how big? >> it was about 15 billion. we caution about is that the money really shouldn't be spent on ongoing programs. we could be going into debt soon. we have a recession looming. we don't know when the economy will turn. we're dependent on sales tax and income tax. you can lose that surplus tomorrow sfwl you mention hoth aou f ibility given the surplus? tha or a one year buffer.

>> the governor sets aside reserve up to $18 billion. 2 billion more than was before. the hope is that as we continue to hopefully have another year or two that are doing well. we can set aside a large amount of money. the other part that is strategy, is paying down pension obligations. you hear about the pension obligations both the teachers and the state employees. as well as paying down all the various debt obligations. most of the money that got presented today was spent in one time spending. example was schools got money. $750 million of that money was for schools to built kindergarten and preschool classrooms. we're having trouble with schools picking up the preschool slots. they didn't have the classroom space. money for capitol for building those rooms that will last beyond this year. >> what's the situation with respect to contingency fund given a battle with president

trump and the possibility the state of california might lose out federal funds? >> the federal funds are fema emergency funds. those are funds when you have a catastrophe. the president wants to bully california. we're a big state. we're not going to take it. we have help in washington with leader nancy pelosi. and you heard republicans who represent that area that whole area is respected by republicans actually calling on trump to release that emergency management money. >> okay. i want to ask you one other thing. you put out a proposal to ban those long paper receipts that we have become all too familiar with. this is a bold proposal. do we need legislation in order to cover this. >> it wasn't ban. to make e receipts the default. what we're saying is instead of forcing you to opt in you're opting out.

we'll see areas of dense fog tomorrow morning. showers will arrive tomorrow as well. and we have a rainy pattern developing continuing into next week. perhaps to end of next week. one on the storm impact scale. light intensity. moving in tomorrow starting in the north bay and expanding to afternoon and evening. continuing into saturday morning. most bay area locations will not see more than a half inch of rain. there will be higher totals in the hills. winds gusting up to 40 miles per hour. forecast animation starting 9:00 a.m. notice we don't expect much rain as the morning commute is going on. this will move on shore in the north bay. and continue until about midday. then start to expand south and east. reaching other parts of the bay area. afternoon and evening commute maybe wet. more rain comes in in the nighttime tomorrow. and over night into early saturday morning. notice what happens very early saturday morning.

how dangerous is it to be a strait trooper. take a look at this. pulling over a vehicle on interstate 75 in lee county florida. and out of nowhere another car slams into the back of his cruiser. the impact there fierce. the trooper was okay. the driver in the car was not. the trooper had to yank the car door open and pull the drooiver away from the burning vehicle. >> all right. california officials have settled with an automaker accused of lying about vehicle
