fault that these wildfires start. >> reporter: mike tony of the utility form network says pg&e wants consumers to pay for the utility's negligence. >> any wildfires that's caused by negligence of pg&e should never be paid by customers. should always be paid for shareholders. >> reporter: this comes one day after u.s. district court judge william alsa proposed new orders to prevent any more wildfires caused by pg&e equipment, saying they should reinspect all of the electrical grid and remove trees that could fall on to power lines and check weakened or damaged equipment, and shall rate each segment safety during the 2019 wildfire season and thereafter, pg&e may supply electricity only through the parts of the electrical grid it has been determined to be safe under the wind conditions then prevailing. >> the decision shows he was unhappy with the work the puc is doing and unhappy with pg&e, and he is not willing to wait nor

take any chances. >> state senator jerry hill's district includes san bruno where the pipeline explosion destroyed a neighborhood and killed eight people. a jury found pg&e guilty of six felonies, safety violations, and obstructing the violation. in his proposed order juvenile alsup accuses the utility of violating its probation by not informing of investigations they faced for the north bay firestorms. >> i think it's an extraordinary step. i think under most cases where someone has been found guilty, especially in this case of six felonies in federal court and they violate probation, generally they wind up in prison. >> a spokesman for pg&e declined an i on-camera interview but provided a statement saying we are committed to complying with all rules and regulations while working with our state and community partners and across all sectors and disciplines to develop comprehensive long-term safety solutions for the future.

judge alsup is very clear in his filings. his aim is to reduce wildfires calls to pg&e to zero. he has set a hearing on this proposed order for later this month. of course we'll be there. >> thank you, dan. two passengers got hauled off a plane in handcuffs after the pilot called the sheriff's office on them at the oakland airport. the passengers had been stuck on a diverted plane for two and a half hours. >> what i really need is the police. >> you need the police. okay. we're going work that out. >> and hitch that can tell them that we cannot open the door because a federal agent threatening us. >> deputies detained two people from aeromexico flight 661 from guadalajara. another passenger needed medical attention. in air traffic audio revealed by abc 7 news, the captain said passengers were threatening the flight crew. passengers describe an entirely different situation. >> there was no unruly passengers on there at all. if anything, the kids were super well-behaved. more well-behaved i would have

thought in a situation like that. >> heavy fog at sfo diverted the plane to oakland. passengers eventually deplaned there, went through passport control and took buss to san francisco. in a statement to abc 7 news, the airline says the safety of its passengers and crew is a priority, but circumstances made the situation difficult. the statement reads, quote, aeromexico does not have any operations in oakland for which special authorizes from the local airport authorities had to be requested to disembark the passengers. the fog was thick in san francisco, as you can see from the roof of our abc 7 news studio. but it doesn't take much to get above the fog. check out the view from our tower camera atop mount sutro. spencer christian joins us with more. spencer? >> really, really tall people saw a lot of sunshine today. here is how a looping doppler radar image showing the next storm building out at sea right now. it will be moving in tomorrow. the storm impact a light intensity.

it will produce rainfall into early saturday morning. most locations will receive under half an inch of rain, but there will be gusty wind. here is the forecast animation showing the arrival early tomorrow and rain for all parts of the bay area later in the afternoon and evening and into the overnight hours. so we can expect a series of storms following this one. i'll give you a complete look at the forecast in a few minutes. dan and ama? >> thanks very much. california schools paying down debt and contributing to the state's rainy day fund were among the big priorities in gavin newsom's first priorities. >> eric thomas explains more about the $209 billion spending plan. >> k through 12 education would get a pretty good bump in governor newsom's inaugural budget. >> where we were in 2011-2012 at 27.3. now we're at $87 billion. that's significant. >> that's billion with a b and would be the most the state has ever spent on schools. also a priority, homelessness, a

huge issue in the bay area. >> this is a crisis, and everybody's in this together. >> the budget sets aside $500 million for emergency homeless shelters that newsom calls navigation centers. >> where we bring social services in to these new shelters so it's a new style of shelter. >> newsom made one announcement that wasn't directly attached to the budget. he urged furloughed federal employees under the partial government shutdown to apply for state unemployment benefits. >> based on our legal counsel, we believe they're eligible and we want them to take advantage of that unemployment insurance. >> republicans in the legislature had praise for some of what newsom said, but didn't like his plan to expand medi-cal eligibility. >> i think we have an obligation to fix the system that we already have to make it work before we expand eligibility for it. >> even democrats are a bit wary. >> devil is in the details. we have to be going through obviously each of those items, actually see not just from high level to broad brush strokes,

but how that money money will be spent. >> the budget anticipates a $25 million drop in revenues if a recession hits. newsom must negotiate before coming back with a revised budget in may. the thing that's likely to have the biggest impact on your everyday life isn't specifically mentioned in the budget. newsom says under his administration, the dmv will begin taking credit cards. in sacramento, eric thomas, abc 7 news. new state treasurer fiona ma wants to hear from the public on how her office can help support the office of affordable housing. she talked with news anchor kristen sze about it today. >> currently there is a deficit of 1.5 million homes that we should be building here in california and we are not meeting those goals. and i want to be part of the solution. >> ma says she wants to hear from different communities. so she is going on a listening tour. she'll visit sacramento, san francisco, fresno, los angeles,

country. the president says he might declare a national crisis to get funding if there is no deal. we are closing in on the longest record for government shutdown in american history. the record is currently 21 days set back when president clinton was president and hit a stalemate with house speaker newt gingrich with cuts to medicare, medicaid and other programs in late 1995 there was a 16-day shutdown while barack obama was president in 2013 over funding for the affordable care act. three of the longest shutdowns happened while jimmy carter was in the oval office. local government employees who haven't been able to work because of the federal shutdown held a rally in san francisco today. as abc 7 news reporter melanie woodrow shows us, the shutdown is hurting more than their wallets. >> these environmental protection agencies want to work. >> i want to be doing my job. i want to be serving the public. >> but the government shutdown has them sidelined. rebecca jamison coordinates cleanups from petroleum

the east bay, crews are working to repair a water main break on clairemont and berkeley. sky 7 shows you with exclusive sky map 7 to believe. you see claremont avenue, stonewall. sky 7 is following the story closely. a water main ruptured behind the claremont hotel. traffic is affected on claremont avenue. we're told crews are likely going to have to be there overnight. google and its parent company alphabet have been sued with the sole purpose of changing the culture there. the giant tech company has been marred by claims of sexual harassment, and today a stockholder has filed a derivative suit on behalf of other shareholders. lyanne melendez is live in san francisco to explain exactly what that means. lyanne? >> well, dan, a single shareholder can sue management or the board on behalf of many shareholders, if that single shareholder believes that the

board is harming the company. and that's what's going on here. a derivative lawsuit brought forward by a stockholder claims that the many sexual harassment accusations against google have harmed the tech company's representation, affecting the price of the stock. the claim says the board, including the two google founders, covered up all of these cases. >> boards have an obligation to deal with issues like this in a straight forward, open way. >> that prompted a global walkout last november of employees. today the attorneys representing this stockholder who goes by james martin presented their strongest tool against google. >> we have gone and obtained the minutes from the google shareholder meetings. we've -- we got them. we reviewed them. >> they include discussions about allegations made against andy rubin, a senior executive, who had been accused of sexual

harassment, yet google gave him a $90 million exit package. >> they interviewed google's security team who said we found sex bondage videos on mr. rubin's work computer. do you think he was fired that year for having sex bondage videos on his computer? not at all. >> more meeting minutes were obtained in which other cases of sexual harassment were discussed and payouts were awarded. the suit filed in san mateo county superior court seeks to change the power of the board by hiring three new directors and implementing a one share, one vote system. >> we are saying to the board of directors that it's time they stand up and do what google says, do the right thing, and they haven't been. >> and back to that one share, one vote system. that doesn't exist at google. in fact, the two founders have

baker,. >> i mean, i'm going to have to get used to it. i think oracle arena is where the warriors play. but i also call at&t pac bell sometimes. >> naming rights are a big business in the sports world. levi has a deal for the stadium. sap inked a deal for the naming rights on the shark tank in san jose. chase, this is huge, going to pay 15 to $20 million a year to have their name on the new warriors arena in san francisco. now oracle's name will be coming off oracle arena next year when the warriors leave because that deals with the team, not necessarily the building. oracle's new sponsorship with the giants reportedly worth as much $350 million over 20 years. the hope for fans would be they would use some of that money on a nice shiny free agent. hello, bryce harper! we have some money. the giants are a very rich franchise. the rich get richer. we'll see what it means.

back towards the bay bridge. areas of dense fog. showers arrive in the north bay and then spreading later in the day to other regions. and this wet pattern that starts tomorrow will continue through next week. the approaching storm ranks 1 on the storm impact scale, a storm of light intensity expected to produce under half an inch of rain for most of the bay area. it will continue early saturday morning. we'll see higher rainfall totals in the hills, and wind will be gusty 40, 45 miles per hour at times. the forecast animation starting at 9:00 tomorrow morning shows at that point there will probably already be a few showers just pushing onshore in the north bay. and later in the day, we'll see for widespread showers starting to hit other areas of the by area. the morning commute will not be problem matt. >> the at least in terms of weather, except for dense fog reducing visibility. but in terms of rainfall, it won't be problematic until later in the day. the evening commute will probably prove challenging because of wet pavemen and continuing showers that will go

overnight into early saturday morning. then by 8:00, maybe 9:00 saturday morning, the rain should be just about over. there will be some wet spots left behind. we project the rainfall totals from tomorrow's storm will generally be under half an inch by 9:00 saturday morning. in fact, it looks like most locations from this projection will have under a quarter of an inch of rainfall. so this will truly be a light storm. overnight, look for the development of areas of dense fog, especially in the north bay, over in the delta, the carquinez strait. highs tomorrow mainly near 60. here is the accuweather seven-day forecast. and notice that each of the seven days we expect some periods of rain or showers. but looks like the more vigorous storms will be on tuesday and thursday as we have wet and windy gusty conditions on those two days. we've got quite a string of wet weather coming our way. >> yeah. >> deal with it. >> kbrin and bear it. that's right.

the s&p gained 11. stock in macy's suffered its biggest lost of all time, dropping almost 18% because of poor holiday sales. sales were good on black friday and cyber monday, but dropped off in december. the poor holiday period made macy's lower its annual profit and sales expectations and it's reportedly closing eight stores earlier than planned, including one in sunnyvale. stock in kohl's also dropped today. so did nordstrom, jcpenney and the gap. hollywood's biggest night, the oscars, of course, will reportedly go without a host after kevin hart said he will not reconsider his decision to drop out. according to variety, the academy has decided to forgo filling one of the most high profile and coveted gigs in show business. hart stepped down after past homophobic statements surfaced. this will be the first time in three decades the show does not have a host. abc 7 is the only place you can

a profit without subsidies. the last day of operation in san francisco and the rest of the united states will be february 1. there is still no timeline of when the shuttered salesforce transit center in san francisco will reopen. it's been 107 days since the transit center shut down, and we've been keeping track of it every day. today the transbay joint powers authority said the cracked steal beams on the $2.2 million center have been ordered. once they arrive they'll have a better idea how long the repairs will take. a peer panel has approved the repair. they're still trying to determine who is responsible for the design flaw. >> i really don't know at this point. i can tell you the quality control process was good, but i can also tell you something wrong happened, and we need to rectify that. >> the transit center has been closed since september 25th, 2018. well today new ferry service began between richmond and san francisco.
