has now been found. >> she disappeared back in october when her parents were murdered. family and friends and authorities have been desperately searching for her ever since. and overnight, she was rescued. let's go right to alex perez there in wisconsin, alex, they've got a suspect in custody. >> reporter: hey, good morning, cecilia. this is the moment jayme's family has been waiting for. she's been found safe and sound. authorities now working to figure out what she may have endured the last few months. this morning, a family's prayers answered. 13-year-old jayme closs found alive as she vanished three months ago after her parents were killed. the teen located in douglas county, wisconsin, nearly 70 miles away from where she was last seen in barron. according to abc affiliate kstp closs ran up to a woman walking her dog screaming for help, saying she had been abducted and that her captor murdered her parents. that good samaritan then running to a neighbor's home for help. those neighbors telling "the

minneapolis star tribune" that jayme was skinny with matted hair, wearing shoes too big for her feet. the couple offering her food and water and introducing her to their puppy while they waited for police. her family telling abc news she was taken to a hospital overnight. her emotional grandfather speaking with kstp shortly after learning jayme was found alive. >> what's your reaction, sir? >> my reaction? wow. whoopie! i've never been so happy. for two months. >> reporter: it was october 15th. police responding to a 911 call from the closs home around 1:00 a.m. >> did it sound like somebody needed help? did it sound like there was danger? what made the red flags go off? >> there was some kind of commotion on that tape and so we went and responded as we normally do to any 911 call and that's when we discove

>> reporter: the commotion they heard on the call led police to believe jayme was home. authorities responded within four minutes and jayme was gone. inside the door kicked down, no weapon on the scene, but jayme's parents, denise and james, brutally murdered. >> well, let's see what we can find. >> reporter: police worked around the clock following thousands of tips from across the country. local, state, and federal officials scoured the area for months. hundreds of community volunteers joining the effort in hopes of getting one step closer to finding jayme. this morning, police say they have a suspect in custody as jayme is set to reunite with her family. and authorities, at this point, have said very little about the suspect in custody. we could learn more about this investigation. authorities plan an update later today. cecilia? >> okay, alex, thank you. jayme's aunt and godmother

jen smith joins us by phone from barron, wisconsin. thanks for being here this morning. we can't say how happy we are enough that jayme is safe. what can you tell us about how she's doing this morning? >> i haven't got to see her yet but i get to see her this afternoon. and i hear she is doing great. and she's getting rest right now. >> oh, that makes us so happy. can you walk us through that moment that you found out that jayme is safe? >> oh, i just cried and lots of happy tears. and i just wanted to scream very loudly. >> how did you find out? >> the sheriff came to my house and an investigator. >> and can you share with us any details about what they told you about what these past few months have been like for her? >> he said that she's safe. we have her at a -- they have her at a hospital. they're getting her checked out. and they have a suspect in custody and that's all i know so

far. >> that's all you know, and i'm sure you have a lot of questions, you and the entire family, and the community have a lot of questions. what more do you know about when she's going to be reunited with you guys? >> she will be reunited with me this afternoon. i will get to see her later today. >> and -- >> afternoon sometime. >> and do you have any more details about how she was found? >> that's all i know is that she escaped from where she was being held. and she saw a lady walking the dog. and she ran to the lady, jelling for help. and the lady helped her and they went to a nearby neighbor's house. wereoo big on her. and she was pretty dirty. and her hair was matted. and they offered her food and water but she declined and then they called -- of course, when they got there they called 911 right away and somebody responded right away. >> authorities haven't been able to give you many more details

about her experience? >> no, i haven't had any of that yet. i will get all those details this afternoon when i meet with the fbi agents. >> but you say you found out that she is doing well and her condition is as good as could be expected. >> yes, yep. she's talking. >> i'm sorry. go ahead. you say she's talking? >> yep, and she's talking, yep, and she's doing very well, they said. >> what is the first thing you will say to jayme when you get to speak to her for the first time? >> i'm going to give her the biggest hug, and just tell her i'm here for her and that i love her very much. >> and we know that that whole community, thousands of people were out there searching and trying to find her over these past few months. anything you want to say to the community this morning? >> oh, i do. i thank the community for not giving up hope and for helping us and for continuing prayers and helping us get this girl home and for all the posters and everything for awareness out there.

it helped. because this lady that was walking her dog, she said she knew who jayme was right away from posters she saw. >> and no one gave up hope. miss smith, thank you so much for joining us this morning. we are so happy for this ending that jayme is home safe. what an amazing story. >> tragic story but as good of an ending as you could hope for. >> it's going to be a great reunion this afternoon. we move on to washington and day 21 of the government shutdown now sure to be the longest in history. federal paychecks set for today will not be going out as president trump signals he may be ready to declare a national emergency to get his border wall. i want to go to our chief white house correspondent jon karl. jon, one idea the white house is looking at diverting money from? >> reporter:r:hat is an idea undede serious considedetion at the white house. and a controversial one at that. meanwhile, today is supposed to be payday for hundreds of thousands of federal workers, who are now going without any pay whatsoever.

and we enter day 21 of the shutdown with no end in sight. president trump surrounded by border officials told sean hannity he is so determined to build a border wall -- >> death is pouring through. >> reporter: -- he is willing to go around congress and declare a national emergency to get the funds to build it. >> if we don't make a deal with congress most likely i will do that. i would actually say i would. i can't imagine any reason why not because i'm allowed to do it. the law is 100% on my side. >> reporter: sources tell abc news the white house is laying groundwork to use funds allocated to the army corps of engineers, potentially diverting funds meant for disaster relief projects in california, florida, texas, puerto rico, and other states. democrats are already preparing legal challenges. >> it's bad enough that he's preventing 800,000 people from getting their paychecks tomorrow, now he wants to take borderredent trump see totally reinvent one of the

central promises of his campaign. >> who's going to pay for the wall? >> all: mexico! >> 100%. when i say mexico is going to pay for the wall, do you think they're going to write a check for 20 billion or 10 billion or 5 billion or 2 cents? no, they're paying for the wall in a great trade deal. >> reporter: in fact, his campaign website did describe a scenario where mexico would make a one-time payment of $5 billion to $10 billion to build the wall. in a promotional video put out by the white house overnight, the president said his wall will get built even though negotiations with congress are going nowhere. today, the shutdown ties a record. tomorrow, it breaks the record for the longest shutdown in american history. meanwhile, this idea of declaring a national emergency and bypassing congress to build the wall without congressional authorization is one that is controversial not just with democrats, but also wh many

conservatives. conservative who is are worried about setting a precedent used by future presidents to bypass congress to do things like perhaps declare national emergency to deal with global warming. george? >> okay, jon karl, thanks very much. >> this shutdown is having a real-life impact on those 800,000 federal employees who are going unpaid. they're looking at missed paychecks for who knows how long. this week, the coast guard put out a five-page survival guide, managing your finances during a furlough with the intent of helping workers make ends meet. here's some of the tips that were included. have a garage sale, baby-sitting, walking pets, house-sitting. or becoming a mystery shopper. well, that tip sheet obviously was very poorly received. it's since been taken off the coast guard's website and the coast guard said the document does not reflect the coast guard's current efforts to support its workforce during the shutdown. we had a chance to speak with federal workers who told us what they're facing and how they're trying to cope. >> where do i get the money to

put gas in my car? where do i get the money to buy groceries or pay for car insurance? >> with an upcoming missed paycheck, we will be missing payments on our bills. we've had to resort to selling items around our house. >> it's a smack in the face. i'm really, really tired of feeling like a bargaining chip for a fight that's not mine. >> you know, it's so important to remember that these are real people we're talking about, with their livelihoods on the line. when president trump was asked about the plight of those workers, he shifted and said he felt badly for the families who had been killed by undocumented immigrants. for the latest on these stalls talks now, let's bring in mary bruce on capitol hill. you've been working your sources all week long. what are you hearing? is there any way lawmakers might still reach a deal? >> reporter: well, cecilia, lawmakers on both sides of the aisle this morning tell me they see no path forward here.

any hope for a compromise fell aparyesterday after the white house threw cold water on the idea of doing a broader deal. the mood up here right now is positively exs a per rated. lawmakers are frustrated and dejected and now bracing for the president to declare possibly that national emergency. even his top allies like senator lindsey graham who was trying to negotiate this compromise is now essentially throwing his hands up and urging the president to just do it. even he has reservations. some republicans are outright opposed to this idea. they know it will be certainly challenged in the courts. >> a lot of frustration to go around. we mentioned those workers earlier. they're not getting paid today but the pain doesn't just end with them. >> reporter: yeah, the impacts of this stretch far beyond those 80,000 federal workers who are missing their paychecks. one area of concern is food safety, routine inspections have now been suspended by the fda.

while at the housing department more than a thousand contracts for subsidized housing have expired. that means many landlords aren't getting paid but the department says there have been no evictions just yet. at the airports, where many security personnel are calling out because they're not getting paid, at miami international, they're going cut off access to one of their terminal this is weekend. the consequences of this are very far-reaching. >> people starting to see it around the country. >> if and when this gets solved, the federal workers may get back pay but no guarantee of that at all. we move to the breaking news overseas. a new report the u.s. military has begun withdrawing troops from syria. our chief global affairs correspondent martha raddatz tracking this developing story. good morning, martha. >> reporter: good morning, george. this morning reports of a convoy of ten armored vehicles leaving northeastern syria and heading into iraq. a u.s. official confirming equipment is now being pulled out of syria. but he would provide no information on when this pullout would be complete. it was three weeks ago that

president trump in a surprise announcement, said the 2,000 american troops in syria would be leaving and declaring isis was all but defeated. u.s. officials saying the withdrawal would occur within 30 days. that prompted the resignation of defense secretary jim mattis. u.s. officials later walked back that 30-day timeline saying it could take several months. secretary of state mike pompeo saying from cairo that a withdrawal does not change the mission of completely dismantling isis. how that will work going forward is unclear, but there are fears that russia and iran will fill the vacuum the u.s. leaves behind, george. >> there are a lot of mixed signals there. okay, martha, thanks very much. we're going to stay? washington for what's shaping up to be a blockbuster hearing next month. michael cohen, the president's former lawyer, has agreed to testify in public before congress. he's facing a prison sentence for his role in providing hush money payments to a porn star and playmate who claimed affairs with donald trump, payments he said were directed by the president. cohen is now promising to give a full and credible account of his years with trump despite previous lies.

when we spoke after his sentencing i asked why people should believe him now. >> because the special counsel stated emphatically that the information that i gave to them was credible and helpful. there's a substantial amount of information that they possess that corroborates the fact that i am telling the truth. >> so you're done with the lying? >> i am done with the lying. i am done being loyal to president trump. and my first loyalty belongs to my wife, phew daughter, my son, and this country. >> he is eager to tell the full story. the president says he's not concerned at all but cohen will not be able to answer all the questions about the mueller investigation while it continues. >> a must-see. >> definitely must-see. thank you on that, george. now to thef ssengers sickened, anabvior oquendo has the latest. outbreak on the "oasis of the

seas" cruise ship. hundreds of people falling ill on board. the cruise cut short, now on its way back to port early. royal caribbean telling abc news, 277 passengers and crew members suffered an episode of gastrointestinal illness. now the cdc is investigating. torrey o'brian and her father both getting sick. >> around 2:00 i woke up just really not feeling well at all, just kind of having some issues, like very upset stomach. nauseated. i was just concerned for my dad's health, because he doesn't typically get sick a lot. >> reporter: the "oasis of the seas" is one of the biggest ships in the world. on sunday the "oasis" left with nearly 9,000 on board bound for a seven-day cruise through the caribbean. by tuesday when the ship was approaching jamaica, guests and crew started coming down with symptoms like nausea. jamaican officials say their doctors went on board to help.

i grew up in that house. >> so much disturbing news about all this. linsey, thank you. now to a bombshell lawsuit this morning claiming that hazing led to the suicide of a college basketball player. her grieving family is blaming a sorority at northwestern university. abc's janai norman has more. good morning, janai. >> reporter: michael, good morning. the alpha kappa alpha sorority has already been suspended from that campus. and now that student's mom is suing the national sorority, the chapter at northwestern, and a number of individual members. this morning, the mother of a college basketball player who took her own life is suing one of the biggest sororities in the country. in a lawsuit filed this week, felicia hankins alleges her daughter jordan, a 19-year-old sophomore at northwestern university was subjected to physical abuse including paddling, verbal abuse, mental abuse, financial exploitation, sleep deprivation, items being thrown and dumped on her and other forms of hazing intendo hue d deanr while pledg kappa alpha sorority in the fall

of 2016. jordan was found dead in her dorm room in january 2017. in the lawsuit hankins claims her daughter told members of the sorority that the hazing was triggering her ptsd, causing severe anxiety and depression, and that she was having suicidal thoughts. her family's attorney telling abc news jordan was seeking to join an organization that she believed was dedicated to sisterhood and personal and professional development. instead it led to that aka failed to take action to stop the abuse resulting in hankins taking her own life. overnight the sorority issued a statement saying it is deeply saddened by the death of our sister jordan and that the sorority has a zero tolerance policy for hazing. but still, that family says the sorority didn't do anything to stop it in this case. >> sad story. >> thank you. coming up here, an abc news exclusive. actor robert blake speaking out more than a decade after being acquitted of murder. what he's now saying about that stunning case.

back now with an abc news exclusive. robert blake, the tv actor, escaped murder charges for the killing of his wife 16 years ago but a court still found him responsible for her death. it was a mystery that captivated so many. and now blake is giving his first interview in years. amy is here with that. good morning, amy. >> that's right. good morning, george. akwaquitted of bonnie lee bakley's murder spent months behind bars awaiting trial while the criminal case remains unsolved all these years later.

i had so much doubt in me. my current supervisor reached out on linkedin. we set up a phone interview and from there i was hired. linkedin was the matchmaker. we are back with that bus driver being hailed a hero for saving a baby who was walking on an overpass wearing just a onesie in that cold milwaukee winter. abc's adrienne bankert is here with the story. quite an amazing video, we can see there. >> amazing, startling, and it will give us a fresh dose of hope this morning and humanity. what's remarkable is that this bus driver noticed it all and thank goodness she did for the sake of that child. watch.

this is the gripping moment that made a bus driver hit the brakes. a tiny baby toddling down the side of a freeway overpass all alone, barefoot in the freezing cold. the driver's shock and instant reaction caught on camera. in this just-released video, bus driver irena ivic stops to chase after an 8-month-old baby girl with just a onesie and a diaper on. ivic scoops her up, keeps her from running into oncoming traffic, then races her back to the bus. the frightened child crying in her arms. the passengers on board the bus stunned as ivic gets back on holding that baby. >> oh, my god. >> oh, my god. >> oh, my god. i'm shaking. >> oh, i am, too. >> oh, my god. i was so upset and i couldn't -- i couldn't believe that somebody can left the child on the street. >> reporter: one of the passengers gives up her coat to the barely dressed child who officials say was cold to the touch. by the time police arrive, the baby is fast asleep in the bus driver's arms.

>> baby was so scared and cried and she didn't know what to do, where to go. >> reporter: milwaukee county transit says this is the ninth time in recent years a bus driver has rescued a child on their route. [ applause ] ivic is being honored for bringing this little girl home, safe and sound. >> that's the sort of human impulse we should be celebrating and encouraging. >> as you saw there, the baby reunited with her father. according to milwaukee police, the toddler was taken outside by her mother who may have been suffering from some sort of a mental health crisis at the time. so we certainly hope thashe's doing better, and that baby, not injured at all. >> but a good, happy ending in that she was found safe, and nice to see the bus driver was willing to pull over and do that. >> noticing and thank god the onesie was red. so many times you see babies dressed in a onesie and it's a white one and they may not have seen this child. i loved seeing the bus driver

that suspect and trying to figure out what she's been through. this morning, a family's prayers answered. 13-year-old jayme closs found alive as she vanished three months ago after her parents were killed. the teen located in douglas county, wisconsin, nearly 70 miles away from where she was last seen in barron. according to abc affiliate kstp closs ran up to a woman walking her dog screaming for help, saying she had been abducted and that her captor murdered her parents. her family telling abc news she was taken to a hospital overnight. this morning, jayme's aunt jennifer smith told abc news about the moment she learned that jayme was alive. >> i get to see her this afternoon and i hear she is doing great. i just cried lots of happy tears. >> reporter: it was october 15th, police responding to a 911 call from the closs home around 1:00 a.m. authorities responded within four minutes.

and jayme was gone. inside, jayme's parents, denise and james, brutally murdered. this morning, police say they have a suspect in custody as jayme is set to reunite with her family. so the family expected to reunite with jayme this afternoon. we could learn more about the suspect and this investigation later today. authorities are planning an update. cecilia? >> a lot of questions still but we are happy she is safe, alex, thank you. >> we sure are. we move to washington and day 21 of the government shutdown. now sure to be the longest in history. federal paychecks set for today will not be going out as president trump signals he may be ready to declare a national emergency to get his border wall. i want to go back to our chief white house correspondent jon karl. and jon, as we mentioned before, one idea the white house is looking at, taking money from disaster relief to pay for the wall. >> reporter: yes, very controversial move, george. they're looking at diverting money that has been allocated to the army corps of engineers to deal with natural disasters in places like california, texas, florida, puerto rico.

reallocating that money to be used to build hundreds of miles of border wall, a controversial move and democrats, george, are already preparing what would be a certain legal challenge. >> democrats legal challenge. republicans bucking this in some measure, too. >> reporter: yeah, a lot of conservatives really don't like this idea. they are worried about how it could set a precedent for future democratic presidents who could, for example, declare a national emergency to deal with gun violence, imposing gun restrictions. on global warming. this is something that conservatives, many conservatives have been warning the white house would be a bad move. >> we will be watching to see what the president does. jon karl, thanks very much. michael? >> all right, george. coming up, high school refs are quitting because of angry parents in the stands. the new warnings this morning. and our "gma" viewer and becky worley are hard at work putting together a bed they bought online. see them right there but how comfortable will it be? we'll find out. a whole lot more coming up

parents behaving badly. parents behaving badly. from football fields to little league games. the ultimate bad sports forcing referees like cameron cruzell to quit after dealing with dangerous confrontations with unruly parents. >> in 2017 we had a group of probably six or seven parents in our face, like nasty, like and i didn't know what was going to happen. >> reporter: calling it quits after 25 years calling games on the field. >> most referees don't last after two years. they move on. they find something else. i mean, it's easier to not have to deal with the harassment. >> reporter: his experience, the focus of a new warning from the national federation of state high school associations, an umbrella group for school referees, saying parents need to cool it. and that your passion is admired and your support of the hometown team is needed -- but

so is your self-control. >> hey, hey, hey! >> reporter: this on the heels of a recent survey conducted by the national association for sports officials that reveals 70% of refs quit after just three years. and the number one cause? bad fan behavior. >> we're hoping that parents get this message and they work with one another, maybe a little bit of policing with one another. >> reporter: just last summer an oklahoma referee decided to try a different approach. >> it's more than no tolerance, it's substance to no tolerance. you could end up on a video that ends up on facebook that ends up in front of 250,000 people. >> reporter: $100 rewards for videos that show parents acting foul on the sidelines. >> you are horrible! >> reporter: brian barlow posts those to facebook hoping that a little public shaming would make parents think twice before acting out. that op-ed also says the shortage of licensed refs in some areas is so serious that high school games are being postponed or canceled and that obviously could lead to much larger problems within the

madam, could you shift around a little bit so you're a bit e n. but a little further away. that's perfect. i think of this as almost like park bench style. you can sit next to each other. now, weirdly, you're closer. so it should feel more awkward, right? but it doesn't. because you're not facing directly at each other. now if there's a silence, you're just people-watching together. >> oh. okay. [ applause ] >> third nonverbal tip is this also allows for more casual touch. so not a sexual touch, right? you don't have to go straight in for it. but, if someone teases you, you could give them a little push. if you're passing someone a menu you could pass them a menu. and give them a light touch. touch builds attraction, okay? >> okay. >> those are nonverbal but we want to get to the verbal cues and we're going to put you to the test. i'm going to ask you a question.

snakes. why you gotta say that? >> what did you bring? >> this is a kangaroo. it's the size of your thumbnail when it's born and has to crawl out. they crawl up there and get in the pouch where they attach to the breast and that's where they live for several months in there so it's a very difficult birth for the kangaroo. this one is a red one. gets to be like six, seven feet tall. they stand up. one thing you don't want to do is walk up to one if you see them in the wild because they have that front kick there and, well, you're gone. but the kangaroos are beautiful. for some reason people just love the kangaroo. >> this one is still a baby. 8 months old so it's not in mom's pouch anymore. >> no, it's amazing, i've been over there filming in australia. they'll jump in and out of that pouch when they get like this big. all of a sudden, i saw once one of them trying to jump back in the pouch this big and the mother was trying to say, no. and got hung up like this and was hanging out for about two or three hours. and the mother was hopping around and she was flopping out everywhere.
