police officer. she was responding to a traffic collision on 5th street when witnesses say a man rode up on a bicycle and started shooting. >> the suspect just opened up fire, shot her once, and she went down to the ground, and he then ended up shooting her multiple times. >> reporter: he says the gunman had two semiautomatic times. he reloaded several times, then took aim at a fireman responding to the scene. >> at that point, one of the firefighters got out, started to run. the suspect shot towards the firefighter. one round hit him in the boot. he was not injured. >> we heard all the initial gunfire. there was two rounds of ten each, maybe 15 total. >> reporter: bullets hit a passing bus and a backpack of a student walking nearby. police say the gunman walked back to h hse a away.

>> at one point he did come out. it appeared to the officers that he was wearing a ballistic vest. >> reporter: the suspect would later take his own life inside the home. natalie's father is a retired veteran of the sheriff's department. he was proud of his daughter swhoshgs had just graduated from the police academy last summer. he says even as a rookie, she knew the risks of the job. >> she died doing what she loved to do. she knew that was a possibility. i think she embraced that. ♪ >> reporter: a bagpipe played "amazing grace" outside of the police department where there's a growing sea of candles and cards to honor her, who was considered a rising star with the force. she watatosore heart a sou >> reporter: remarkably, the father says he's not angry at

trump administration, becoming the third federal employee union to do so. tonight, no signs of an end to the shutdown, no negotiations scheduled. those unpaid workers were issued paychecks, but nothing but 0s. the house did pass legislation to give back pay to the workers. president trump said he would sign it. the lack of pay has been a jarring experience for those federal workers. but bay area community members are stepping up to help. >> reporter: the smell of fresh chinese food greets you as soon as you step into the wonderful restaurant. now there's a new sign at the door to welcome people, too. >> we heard about customers coming in. just talking to us about how the shutdown would impact them. we really -- it hit close to home. >> reporter: until the government shutdown is over, they are offering 50% off meals to any federal worker who isn't getting paid.

the county sheriff said that she's the real hero in her own dramatic rescue. maggie rulli has the latest. >> reporter: janeane nutter was the first person to see jayme closs alive in 88 days. >> she was crying, and said, i need help. i don't know where i am. i'm lost. >> reporter: she was out walking her dog when she says a thin, cold looking girl came running up to her for help. >> kept saying, don't worry, everything is going to be okay. >> reporter: they raced to a nearby home and called 911, kating 20 minutes for police to get there. >> she opened the door and the dog ruff dog runs into the kitchen. she says, this is jayme closs, call 911. >> reporter: police arrested 21-year-old jake thomas patterson. police say she escaped when she was not home. >> the suspect had specific

intentions to kidnap jayme. >> reporter: authorities believe on october 15th, patterson used a shotgun to blow through the front door of the home, shooting and killing both of her parents before kidnapping the young girl. yet they have not found any significant connections or answers as to why. >> nothing in this case shows the suspect knew anyone at the closs home or at any time had contact with anyone in the family. >> reporter: once on the run, patterson changed his appearance frequently and shaved his head. he'll make his first court appearance on monday where he'll be charged on two counts of homicide and one count kidnapping. as for jayme, she's since been reunited with her aunt. maggie rulli, abc news, new york. a spike in boat thefts has the sheriff asking residents to be vigilant. thieves are stripping boats of
